BACKGROUND
The operation of the internal electricity
markets is becoming ever more
connected with neighboring ones.
Stability, security and efficiency must
be ensured at a higher hierarchical level
than at national one, managing the local
grid as part of a wider interconnected
network.

Novel solutions are required to support
the network operation in order to ensure
the security of supply.
New rules and management/control
systems are necessary to interface the
many European TSOs and DSOs.
Best practices become necessary to
integrate emerging technologies (e.g.
renewables) to support the EU in reaching
the expected low-carbon targets while
maintaining network security and
reliability.

TSOs will have to evolve progressively
from a “business as usual approach” to a
“proactive approach”.
DSOs will need to actively manage and
operate a smarter grid through
appropriate system control logics, by
using the grid’s and consumers’ flexibility
potential.
A closer cooperation between TSOs
and DSOs is needed to address several
operational challenges such as congestion
of transmission-distribution interface.

Grid equivalenting is the process to
generate a grid equivalent model
encompassing a large part of
network substituted by a smaller
counterpart having the same
relevant properties.
A Grid Equivalent approximately
behaves like an associated complex
physical network or a group of
physical networks. The grid
equivalent thus is a representation of
the physical network(s), which is
typically used for a simulation
experiment.
Cluster is a part of a grid OR a
group of grids which are represented
by a specific grid equivalent.

Taking into account all voltage levels in an integrated top-
down approach.
Building a bridge between static, long-term planning, and
the operation planning.
Focusing the attention on specific issues occurring at TSO-

Handling efficiently and effectively intermittent RES, and
emerging technologies (Storage, Demand Response, EVs).
Planning, development and operation from a technology neutral
view, allowing active contributions throughout the network hence in
support of the ongoing policy developments.
Via effective cluster and interfacing controllers INTERPLAN
contributes to the objectives for building one single energy
network within the interconnected Europe allowing the
contributing benefits of complementary energy networks to the
electricity network
Planning and operation of an integrated grid from the European
perspective without losing the myriad benefits of distributed
resources.
