With this renewal application Lance Oil & Gas Company, Inc. an Anadarko Petroleum Company (Lance), is authorized to produce CBNG water from up to 88 wells completed within the Anderson, Canyon, and Wyodak coal seams. The CBNG produced water is authorized to directly discharge into eight (8) tributaries of the Belle Fourche River through nine (9) outfalls. Lance requests to remove all reservoirs associated with this permit and to update the location of outfall 008. 12. Describe the control measures that will be implemented to prevent significant damage to or erosion of the receiving water channel at the point of discharge.

Produced water will be discharged through a vertical, large diameter riser pipe and allowed to flow down the side of the corrugated pipe to dissipate energy. The discharged water will pass over rip-rap or scoria placed at a gentle slope prior to entering the receiving stream.

13. Describe the control measures that will be implemented to achieve water quality standards and effluent limits. If

proposing to utilize a treatment process, provide a description of the treatment process.

The construction noted in the response to question 12 will aid in the oxidation of metals such as iron, and will in turn enhance the precipitation of metal oxides on the rip-rap or scoria.

14. Outfall locations must be established as part of a preliminary field reconnaissance survey using GPS or

conventional survey equipment and documented in Table 1. Please document the type of equipment used, the expected accuracy of your measurements, and a brief rationale for locating the outfalls at the requested sites below.

A Garmin hand-held GPS unit was used to determine the site coordinates. Generally, it is accurate to plus or minus 60 feet. The outfalls are located in proximity to the well field and where the landowner wants the water for the beneficial use of livestock.

point or monitoring point. If proposing changes (a major modification) to an existing facility, clearly indicate the desired changes on the table. Additional tables may be attached. 19. Provide the results of water analyses for a sample collected from a location representative of the quality of the

water being proposed for discharge for all of the chemical parameters listed in the table below. The sample must be collected from well(s) or outfall(s) within a twenty mile radius of the proposed facility’s location, and from the same coal formation(s) and the same approximate depth(s) as proposed in this application. If filing an application for a permit renewal or modification, the representative sample must be collected from the facility being proposed for renewal or modification. Explain why this sample is representative of the produced water to be discharged.

Please refer to the following sample identification table and the corresponding lab analyses for

representative water quality. The sample dated 7/29/02 is an initial sample from outfall WY0045756_001. The sample dated 1/15/09 is from outfall WY0045756_001_ET80 after a passive treatment path was constructed. Lance recognizes that there is an exceedance for total dissolved iron and that Ra 226+228 was not originally required on the initial sample. Therefore, an additional lab sample was collected to show compliance for iron and Ra 226+228. The initial sample also includes total recoverable aluminum instead of dissolved aluminum. The total recoverable aluminum in the sample was <50 ug/L and within the dissolved aluminum limit of 750 ug/L.
