Introducing a new on-line based electronic commerce solution for ARSKTRP
CASE STUDY
A stable system was needed which could allow application submitting by subsidies to all agricultural subjects electronically, in accordance with the laws and regulations of the Republic of Slovenia. A public tender was organized to find the best candidate to fulfil this task.
Comtrade won the contract and was tasked with introducing a new, online based electronic commerce solution for the Agency of the Republic of Slovenia for Agricultural Markets and Rural Development.
WHAT WE FACED
We were to provide a specialized concept, coupled with the implementation and maintenance of the delivered e-solution which was to enforce agricultural policy reforms in the period from 2007 to 2019.

SOLUTION
Comtrade implemented a comprehensive e-commerce solution based on its own already developed platform. Its architecture featured scalability and easy expanding with additional modules.
The secure and user-friendly system consists of three basic modules: an administration module for users and their roles (Custodian), an archiving module for all digitally signed documents (eHramba) and finally, an integration module for managing workflow (IntegSpis).

ABOUT THE CLIENT:The Ministry of Agriculture, Forestry and Food, Agency of the Republic of Slovenia for Agricultural Markets and Rural Development
The Agency of the Republic of Slovenia for Agricultural Markets and Rural Development (ARSKTRP) has been operating since 2000 as an entity within the Ministry of Agriculture, Forestry and Food of the Republic of Slovenia. It was established for the implementation of programs related to the agricultural policy reform, for alignment to the EU common agricultural policy and execution of SAPARD pre-accession assistance payments.
RESULTS
We created a solution with 24/7 availability, that supports s all Slovenian digital certification authorities, with digital signature implementation and a time-stamping service for all submitted documents.
The eStorage could hold a total of more than 1,000,000 digitally signed documents and could be easily upgraded thanks to its modular concept. We also implemented login via SiPASS in 2018.
This user-friendly system consists of three basic modules: the administration module, the archiving module and the integration module.
