Access & Opening of School Introduction Sarva Shiksha Abhiyan was launched in Delhi with the aim of providing schooling facility at Elementary Level to all the children in the age group of 6-14 years in 2003. For achieving this goal in Delhi, various type of agencies are running the schools for providing education to children from Pre-primary level to Senior Secondary Level. The Elementary Education in Delhi has been managed by different organization and local bodies like Dte. of Education, MCD, NDMC and DCB along with privately managed educational societies. Out of these bodies, MCD has been providing only Elementary/Primary Education while Dte. of Education, NDMC and DCB have been providing education at all level from pre-primary to Sr. Secondary level. Besides this, the Govt. Aided schools as well as Private Recognized Public Schools are also imparting Elementary Education under DOE and three other local bodies like MCD, NDMC and DCB. Central government has also helped Delhi State by way of running Kentriya Vidyalayas and Jawahar Navodaya Vidyalayas in this connection. Access in Delhi under SSA programme is one of the most important intervention which is clubbed with Civil Works. It is also known as universal access which means establishment of schooling facilities for providing elementary education within the reasonable reach of all children. If schools are not located near the residence of children, Parent will not be ready to enroll the name of their wards in far flung areas situated schools. Access to elementary schools within the defined area or limits of neighbourhood is essential to consider. As per RTE Act, no children from any branch of society including weaker sections or disadvantaged groups is excluded for elementary education. A comprehensive exercise is in practice to identify gaps and areas where new schools are needed to be opened. In Delhi, all Government and Local bodies schools are providing universal access for schooling keeping in view the compulsory phenomena of elementary education. As Delhi is multi-cultural of numerous regional and local cultures, hierarchies of cast, economic status and gender relations that characterize the symbol of society deeply influence children access to education Achievements The ultimate aim of SSA is to provide universal access, universal enrolment, universal retention and universal quality education. 1. Maximum children having age group of 6-10 in primary level as well as11-14 years children in upper primary schooling have been admitted.

2. 12 schools buildings have been constructed all over in Delhi through SSA.3. Additional Classrooms including toilet blocks have been constructed in maximum

schools of Delhi.4. Policy of physical punishment and no detention upto upper primary school has been

adopted.

Implementation of Access & Opening of School

1. Proposal

At the time of determining need for universal access of children to neighbourhood

school through the mapping school exercise, the availability of seats from disadvantaged

group and weaker section in all type of schools have to be decided.

In Delhi, Govt. schools have a high proportion of 1st generation school goers and

children from marginalized communities. No punishment is given to children, if the child is

punished or school does not help such children to cope up with learning, child will feel

discouraged and will be dropout of the formal schooling.

2. School Mapping

School Mapping as Access to neighbourhood schools is needed to go beyond special

planning and preparation of distance matrix for school location. The provision of schooling

facilities at appropriate locations is an essential pre-requisite to universal elementary

education. Provision of schooling facilities is in sufficient to ensure that all children attend

school and participate in the learning process. It is possible that the school may be there

but children may not attend. They may dropout after a few months, or may absent too

many days and cannot cope up with the learning load.

School mapping exercise has to incorporate social mapping, with the help of

communities’ involvement, to ensure that all children who cannot access for school social,

cultural, economic reasons are enabled to do so. School and social mapping is powerful

means of mobilizing the community to ensure that all children attend schools and

complete elementary education.

A school map helps in determining the changes which are necessary in schools and

buildings a dynamic reason of education service including infrastructure teacher,

equipment, required so that all children irrespective their cast religion and gender are

provided education of reasonable qualities. School mapping includes the following steps: -

1. Environment Building.

2. Conduct of House Hold Survey

3. Preparation of Map indicating different households, the number of children in each

household and their participation status in school.

4. Preparation of school education register

5. Presentation of the Map and analysis to the people.

6. Preparation of a proposal for improved education facilities in the village forms the

basis school development plan an mandated under RTE Act 2009,

3. Enabling provisions under SSA to Universal Access:

All new schools opened under SSA provide requisite infrastructure, teachers and

Teacher Learning Equipments as mandate under the schedule of RTE Act. New Upper

Primary school/ Sections are opened in the campus of the existing primary schools.

Opening of school within prescribed area/limits of neighbourhood is the responsibility of

Govt. It is only Govt. who can ensures that the land is available for opening of new schools

as well as up-gradation and expansion of schools.

Efforts made by UEEM - Access Point of View

In order to provide effective infrastructure under SSA in Delhi, following points have

been considered:

1. Total 1812 habitations (Kshetras) in Delhi have been identified.

2. Infrastructural gaps are being filled up through qualitative Civil Works under the

initiative of SSA.

3. Special admission drive launched every year to bring maximums children under the

ambit of formal education.

4. Online facilities have been provided for the enrolment of children at all levels to

simplify the admission process.

5. Residential Bridge courses for street and working children has been started.

6. Launching mobile school for reaching the unreached children.

7. Operationalization of 28 BURCCs and 136 CRCCs

8. Implementation of no detention policy upto class 8th.
