Introduction One of the challenges that all councillors face is finding time for learning and development while managing a large workload.
The MAV offers a range of professional development opportunities to assist councillors in their roles, and provide skills and shared experiences that enhance a councillor’s learning and understanding.
MAV Training’s councillor development program has been designed to provide the essential knowledge and skills to support councillors to perform their role as defined in the Local Government Act 1989.
With a range of flexible courses to choose from, including eLearning,non-accredited and accredited training, and working with established partners including the Australian Institute of Company Directors (AICD) and Swinburne University, there are a variety of ways to maintain and develop your professional capabilities.
About the MAV
The MAV is the legislated peak body for local government in Victoria. Formed in 1879, we have a long and proud tradition of supporting councils and councillors.
Our role is to:

Councillor Professional Development Training PathwaysThe MAV offers broad range of professional development opportunities for councillors, council officers and local government stakeholders. The councillor development program provides two training pathways, an identified path for newly elected councillors, and returning councillors. Each training path provides a three-tiered, staggered, interlocking professional and personal development option:
1. Newly elected members training pathwayEssentials: MAV managed and delivered program.
Fundamental training options, providing essential skill development in key learning areas such as roles and responsibilities of a councillor, understanding council finances, and land use planning/building.
Professional development: MAV managed and delivered program with internal and external further education options.
Broad based professional and personal development focusing on a wide range of options; from leadership to governing for success.
Accredited training options: Internal and external accredited further education and corporate/business based, non-accredited options. Other training options include complementary undergraduate accredited further education and corporate training such as the Diploma of Local Government, and the Company Directors Course.
2. Returning councillor training pathwayProfessional development: MAV managed and delivered program.Intermediate professional and personal development focusing on a wide range of options; from leadership to governing for success.

Mayoral Training Program Program OverviewThe Mayors Program provides mayors and deputy mayors with the opportunity to raise their performance to another level. It targets the special skills needed to perform the role of council leader.
In 2018, the MAV will be facilitating a series of peer-to-peer networking and professional development training events on issues of specific relevance to mayors and deputy mayors.
The program is designed to draw out real world challenges faced by mayors and builds on the experiences of past and current mayors by sharing wisdom and insights.
In a confidential and safe learning environment there will be a rich opportunity for participants to learn from and challenge each other, in order to further understand the complexities of being mayor and deputy mayor.
Program Outline This new professional and personal development program for mayors and deputy mayors is a series of training events and mayoral round table discus based events to provide mayors and deputy mayors with the skills, abilities and strategies to managing the compressed leadership role.
The training events will provide corporate based, training events in fundamental roles of a mayor as prescribed in the Local Government Act, 1989. Such as, managing the CEO, and the CEO performance review procedures, chairing a council meeting, leading council, good governance, managing conflict of interest and senior negotiation.
The peer to peer Mayoral Round Table events are facilitated sessions, providing a safe environment to discuss topical issues, providing opportunities for mayors/deputy mayors to address a diverse range of issue management topics, as pertains to the role of mayor.

Performing in The Role of A Councillor/Roles and Responsibilities of A CouncillorProgram OverviewThese units cover the competencies required to undertake the functions of an elected member in local government, and also explore the roles and responsibilities of a councillor. The workshop focuses on teamwork and working effectively with council team members, the role in the community and expectations of the role of elected members as prescribed in the Local Government Act 1989. The workshop addresses required protocols, limitations, procedures and strategies that meet council and legislative requirements.

Workshop Outline:Identify the role and working environment of elected members, function effectively as a councillor and provide support to council as an elected member.Demonstrate awareness of roles and responsibilities in performing council activities to uphold council’s legislative responsibilities.

Decision-Making/Strategic Planning and Effective Meetings/Meeting ProceduresProgram OverviewThis unit identifies issues and issues management, explores risk management strategies and ethical decision-making, and the functions of council meeting procedures and legislative requirements. The unit examines meeting logistics, procedures and protocols. This workshop also addresses community expectations and the development of methods to ensure strategic planning is fulfilling community expectations and the requirements of the Council Plan.

Understanding Council FinancesProgram OverviewUnderstanding council finances is ideal for new councillors wishing to understand their responsibilities in managing council finances, and for those returning councillors wanting to refresh existing knowledge including recent changes to legislative arrangements.
As a councillor in local government, navigating through and understanding the complex financial documents and reports is a challenging task, in addition to knowing the right questions to ask of officers when council is faced with critical financial decisions. The workshop facilitator Mark Davies is an experienced local government financial expert, and has spent over 20 years working within government

Public SpeakingProgram OverviewThis program is designed to provide councillors and executives with fundamental skills and knowledge to more effectively present and speak publicly. The program and facilitation is provided by Spruikit, a professional development and corporate training company, which has been working in local government for over 15 years and has been an MAV councillor development training provider for over five years.

Land Use Planning/BuildingProgram OverviewThis unit is designed to equip councillors and council staff with an understanding of the practice and procedure involved in planning and building matters which are relevant to the exercise of functions by councils. Specifically, this program will assist councillors to understand their role in the planning and building approvals process. The workshop is delivered by EWL Ebsworth Lawyers, and the facilitator (and program developer) is David Vorchheimer, a practicing lawyer with years of experience in land use planning and building, who has been working within the local government sector for many years.
Workshop Outline: overview of the planning system, planning schemes and the Victorian planning
provisions, structure and purpose planning scheme amendments, the process, the role for the minister and
Planning Panels Victoria planning permits, the process, conditions, delegation, complaint management,
compliance, infringements and the role of Victorian Civil and Administrative Tribunal (VCAT).

Negotiation and Influencing CapabilitiesProgram OverviewThis interactive training program is delivered by corporate training provider NegotiationWise and their facilitators who have many years of negotiation and influencing experience.
This program presents three interlocking core components - plan, engage and decide - for successful collaborative negotiation. Participants will engage in interactive workshops to put into practice the learnings provided during the course of the program.
By utilising a collaborative approach to address problems, parties can develop solutions and opportunities to achieve a wise outcome. Participants will develop the skills to look for novel solutions to a problem while allowing the negotiating parties to come to a meaningful agreement.

Managing CommunicationsProgram OverviewThis workshop is designed for councillors and council staff who are challenged by presentations, and other forms of communication. Through completion of this workshop, participants will develop a deeper understanding of the role of communications and presenting your key message, strengthening communication within council and with external stakeholders, and improving presentation style across all platforms of communication. The workshop will support councillors with strategies, tools and resources to managing communications.
Through participating in group activities, a series of exercises and practicing principles and strategies, you will feel more confident in connecting with yourself, your message and your “messaging” on all communication platforms, situations and environments.
Workshop Outline:Through a series of individual and group interactive activities, group discussions and role play, councillors and council officers will learn the tools and methods to prepare communications for a diverse audience

Rapid ReadingProgram OverviewThis course is designed for councillors and council staff who feel under pressure due to the quantity of written material that they need to read, and would like to improve their reading skills. It would also benefit those who find it difficult to concentrate, and those who need to improve their ability to remember the material they have read.
Workshop Outline:This workshop will provide participants with tools and resources to address reading at speed, scanning and study skills techniques, memory techniques, and note taking techniques; supporting learners to correct bad habits and to improve overall retention of information.

Governing for SuccessProgram OverviewThis workshop is ideal for all councillors and executive and/or senior council officers wishing to further develop their skills and abilities in managing critical relationships within a local government sector context.
The program will support participants with managing most critical aspects of any good relationship; from doing what’s necessary to develop and maintain relationships with all individuals that the council interacts with.
In this workshop, you will learn techniques for identifying stakeholders, analysing their influence on the council and developing strategies to communicate, set boundaries, and manage competing expectations. By successfully managing critical relationships, you will be better able to keep a lid on scope, understand tolerance for risk, and mitigate issues that would otherwise delay positive outcomes for council, and impacted stakeholders groups and individuals. Good stakeholder management is a testimony to your influence in an organisation, and a key component to healthy working relationships internally, externally and with the community, ensuring community engagement is a rich experience for council and community.

Building LeadershipProgram OverviewThis fundamental leadership program uses presentations and activities to address characteristics of a good leader, leadership styles (democratic and situational), and through group discussions, explores the ethical and professional integrity of leadership in the 21st century. Diploma of Local Government (Elected Members)Program OverviewThe Diploma of Local Government (Elected Members) is a training package developed by the MAV to provide accredited training for elected members.
The Diploma of Local Government course offers with competency-based modules and units, covering topics including councillor foundations, leadership and governance.

Accredited and Corporate Training OptionsGraduate Diploma of Management Swinburne UniversityProgram OverviewSwinburne’s Graduate Diploma of Management program, developed in consultation with the MAV, offers the opportunity to acquire contemporary management knowledge and skills together with the ability to apply that knowledge in an innovative and creative way to the local government sector.
The Graduate Diploma of Management allows you to develop your management skills and leadership capabilities particularly in the areas of leadership practice, strategy and governance. This program has been designed to build leadership and management capacity to better prepare you to engage and deal with the opportunities and challenges presented in your council, your community and beyond.

Accredited and Corporate Training OptionsThe Australian Institute of Company Directors - Company Directors Course Program OverviewThe Company Directors Course is essential for the professional development of anyone who wants to further their directorship skills and knowledge. Participants include executive andnon-executive directors, CEOs and senior executives who report to boards. It is recommended that participants have completed the Foundations of Directorship program or have equivalent professional experience before enrolling.
The AICD Company Directors Course is endorsed by the MAV, and offers councillors a course to enhance and broaden their skills and abilities in their role as a councillor.

Payment MethodsThere are two methods of payment offered.
1. Online registration payment options
2. Councillor Credit Points.
About Councillor Credit PointsThe MAV offers members the opportunity to purchase a pool of discounted councillor training credits with their annual MAV subscription. Councillor Credit Points (CCP) can be redeemed by councillors as payment for designated MAV workshops and events, including the entire MAV councillor training suite. The CCP program saves councils on training, with the exception of the learn local in-house training workshops and/or sessions. The CCP simplifies the administration process in gaining approval to attend events and training. For details regarding your council’s Councillor Credit Points, contact your Councillor Support Officer.
