What is a UTC?

ROLE Advance transportation expertise and technology in varied disciplines that comprise the transportation

field through research, education, workforce development, and technology transfer activities. Provide critical transportation knowledge base outside U.S. DOT. Address critical workforce needs and educate the next generation of transportation leaders.OBJECTIVES Research: conduct basic, advanced, and applied research, products of which are judged by peers or

other experts in transportation field to advance the body of knowledge in transportation. Education and Workforce Development: provide an education program relating to transportation that

includes multidisciplinary course work, participation in research and workforce development activities and programs to expand the workforce of transportation professionals.

Technology Transfer: deliver an ongoing program of technology transfer that makes transportation research results available to potential users in a form that can be implemented, utilized, commercialized, or otherwise applied.

Demographic, economic, geographic, cultural, and technological trends affecting travel demand, personal and commercial mobility across all transportation modes, and the effects of those trends on quality of life and access to economic and educational opportunities. U.S. DOT’s goal is to improve the mobility of people and goods, reduce congestion, and increase access to opportunities for all.

What is NICR?

National Institute for Congestion Reduction

Congress appropriated an additional $15 million for UTC program U.S. DOT launched competition on September 21, 2018 for two National UTCs—

one focused on congestion reduction and one on infrastructure preservation Competition attracted 51 applications (21 for congestion, 30 for infrastructure),

submitted on December 3, 2018 Notified of selection on June 5, 2019, $7.5 million over 3 years with 100%

nonfederal match required (total $15 million program) starting July 1, 2019 University of South Florida in partnership with the University of California

Berkeley, Texas A&M University and the University of Puerto Rico at Mayagüez

RESEARCH EDUCATION AND WORKFORCE DEVELOPMENT TECHNOLOGY TRANSFER

NICR Mission

NICR will pursue ideas for reducing surface transportation congestion through three of the research Topics specified by the Secretary of Transportation: OPTIMIZE: optimize efficiency and reliability of travel for all transportation system users; TRANSIT: data modeling and analytical tools to evaluate the effects of shifting transit

incentive structure; and OPTIONS: ridesharing and alternative forms of transportation.

The National Institute for Congestion Reduction (NICR) will emerge as a national leader in providing multimodal congestion reduction strategies through real-world deployments that leverage advances in technology, big data science and innovative transportation options to optimize the efficiency and reliability of the transportation system for all users. Our efficient and effective delivery of an integrated research, education, workforce development and technology transfer program will be a model for the nation.M

Proposed Research Projects

Project Selection Process

Director and Executive Committee release a request for proposals (RFP) to core faculty soliciting research projects from the research agenda. Faculty seeking funds to continue Year 1 projects will also participate in this process. Each year’s RFP will be adapted as the research unfolds.

Proposals will be sent to at least 3 peer reviewers for single blind review. Reviewers may be drawn from state DOTs as needed. Use National Science Foundation (NSF) procedures to avoid conflicts of interest. Reviewers will rate each project’s intellectual merit and broader impacts. Director and Executive Committee evaluate proposals for:

contribution to NICR priorities and research agenda; multi-disciplinary nature and role in combatting multimodal congestion; level of collaboration across campuses; support for students (particularly those from under-represented groups); support for early career faculty; likelihood of success and potential for research implementation/commercial success; participation in outreach and educational activities to attract new entrants to the field; and past performance of principal investigator (PI), if applicable.

Director and Executive Committee will prepare draft project portfolio for funding. Decisions will be made upon consulting with the External Advisory Board.
