    What is Configuration Data?

    Configuration Data is a set of unique characteristics or attributes that define an Applicant’s Scope of Operation (Operating Profile).

    Examples of Configuration Data include:

    For Air Carriers:

    • Route Structure

    • Fleet Size

    • Domestic or International

    • Extended Operations

    • Personnel/Training/Airworthiness Agreements

    For Air Agencies:

    • Repair Station Ratings

    • Facility Locations

    • Number of Repairmen

    Configuration Data Categories

    Configuration Data is grouped into three categories.

    • OPSS Authorizing Documents: includes information on how an Applicant’s operation will be conducted

    • Vitals: includes basic information about the organization's base of operations and senior management, route structure, fleet type, fleet size, domestic versus international operations, extended operations, etc.

    • Contractors: includes information about maintenance providers and flight training providers contracted by an Applicant

    Configuration Data is Used to Generate the Operating Profile

    Configuration Data is used to generate the Operating Profile

    • The Operating Profile is a list of functions an Applicant performs. This includes a list of all DCTs that are applicable to the Applicant

    • Applicants’ Configuration Data is used to generate an organization's Operating Profile

    The Applicant’s Configuration Data will vary depending on the Applicant's 14 CFR part; however, the site navigation is the same for all 14 CFR parts

    Operations Specifications Paragraphs

    This screen displays the OPSS Authorizing Documents paragraphs for a 14 CFR part.

    The checkboxes represent which paragraphs are proposed.

    Checkbox Descriptions

    The greyed-out checked boxes represent paragraphs that always apply to the Applicant in this 14 CFR part.

    The unchecked boxes represent paragraphs that an Applicant may request.

    Select Paragraphs

    To request an addition to the proposed OPSS Authorizing Documents, select the desired paragraph.

    Save the Operations Specifications

    Once selections are complete, select the Save button. This saves the OPSS Authorizing Documents to the proposed Operating Profile.

    Reset Button

    If the Reset button is selected, it will return OPSS Authorizing Documents to the most recently saved update for the Applicant.

    Operating Profile tab

    The requested additions to the proposed OPSS Authorizing Documents are now listed in the Operating Profile tab.

    The questions will appear on the right pane of the screen for the Element selected on the left pane of the screen.

    Demonstration Introduction

    Document Management allows SAS External Portal users to submit documentation to the FAA.

    • Documents cannot be more than 40 MB per upload, but unlimited uploads are allowed

    • Four folders are provided

    The following demonstration shows how SAS External Portal users navigate the SAS External Portal to submit documents to the FAA through Document Management.

    Document Management on the SAS Menu

    Use the SAS Menu to navigate to Document Management.

    Document Management Folders

    Document Management contains Formal Application, Other Certification, Configuration Changes, and Data Collection folders.

    Initial Certification Folders

    There are two folders containing documents related to Initial Certification.

    • The Formal Application folder is where the Applicant uploads documents required for the formal application:

    • The Applicant must upload each document individually

    • The Submit Documents button will only become active after the CPM is assigned and the Applicant uploads all required documents

    • The Applicant and the FAA may transfer documents back and forth between each other, but all documents must be submitted as a group.

    • The Other Certification folder is where the Applicant uploads supporting certification documents that are not listed as part of the Formal Application folder; the Applicant can upload individual documents. These documents must be submitted as a group.

    Configuration and Data Collection Folders

    There are also folders for configuration and data collection documents in Document Management.

    • The Configuration Changes folder and Data Collection folder in Document Management contain documents which are read-only

    • The Configuration Changes folder will only contain documents after the certification process is complete

    • The documents in these folders are automatically added to the Document Management folders when attachments are uploaded in the following SAS Modules:

    o Configuration (SAS Module 1)

    o Data Collection (SAS Module 4)

    Formal Application Folder

    The main tile displays the contents of the currently selected folder.

    In this example, the Formal Application folder is open.

    Upload Button

    To upload a required document, select the Upload button.

    Browse Button

    Select the Browse button.

    Select Document Field

    The selected file is visible in the Select Document field.

    Newly Uploaded File

    The newly uploaded file is now visible under File Name.

    Four Document Statuses

    There are four document statuses in the Formal Application and Other Certification folders.

    Uploaded: The document has been uploaded.

    Submitted: The Applicant has submitted the form to the FAA for review.

    Returned: The document has been reviewed by the FAA and returned for correction.

    Accepted for Review: The document has been accepted for review/full Design Assessment.

    Applicants use the SAS External Portal to generate DCTs

    Applicants should enter Configuration Data including OPSS Authorizing Documents, Vitals, and Contractors prior to generating DCTs to ensure properly scoped Data Collection Tools. Applicants must generate DCTs as part of Initial Certification.

    The following demonstration shows how an Applicant generates DCTs.

    Select Generate DCTs

    Select the Generate DCTs button to generate DCTs.

    If the Operating Profile changes after DCTs have been generated, the Applicant must Generate DCTs again to include any updates.

    • Applicants can generate, perform, and submit only Element Design DCTs (ED DCTs)

    The Optional Columns button displays additional columns for the DCT.

    The # of Questions column displays how many questions are within each DCT.

    # Completed Column

    The # Completed column displays how many questions have already been completed.

    The DCT Status displays the current DCT status, in this example, Not Started.

    To view a DCT, select its Title.

    Review and Print DCT

    Users can print the scoped DCT template by selecting the Review and Print DCT link in the DCT-to-Go panel. This link is also available on the Perform DCT tab.

    Different Views on the Perform DCT Tab

    The Perform DCT tab allows for List View, Question Detail View, and Full View.

    List View

    The List View shows the Question ID.

    The Question ID is the most useful identification to reference a specific DCT Question. The Question ID is helpful in communications between the FAA and Certificate Holders and Applicants.

    Question Selection

    To answer, select a question.

    Four Types of Responses

    There are four types of responses: Positive, Negative, Flagged, and N/A.

    Icons for Each Response Type

    There are icons for each type of response on the Perform DCT tab.

    Green Plus Sign

    Positive Response: The Applicant’s design meets the criteria specified by the DCT question.

    Red Minus Sign

    Negative Response: The Applicant’s design does not meet the criteria specified by the DCT question.

    Blue Flag

    Flagged: The Applicant can remind themselves to collect more data to answer the question, or more follow-up information is required.

    Tan “N/A” Box

    N/A Response: This question does not apply to the Applicant’s scope of operations.

    Response Selection

    Select a response.

    Positive Response Status

    As this was a positive response, a green plus sign appears in the Response Status.

    Design/Manual Reference

    Any positive response will require a Design/Manual Reference to be entered.

    Negative Response Status

    A red minus sign appears in the Response Status for a negative response.

    Response Details

    A negative response will require Certificate Holders and Applicants to enter response details and a supporting comment.

    Select the checkboxes for all the response details that apply to this question under Select All Those that Apply.

    The Check DCT tab is used to ensure that all required information has been entered.

    Identifies Questions

    The Check DCT tab identifies questions which require further action before the DCT can be submitted.

    Blue Tracking Bar

    The green tracking bar will show how many questions are Complete.

    Icons for Each Review Reason

    There are icons for each of the three review reasons on the Check DCTs tab.

    • Blue Flag: Flagged for comment

    • Yellow Box Highlight: Question left blank

    • Red Required Box: Missing required fields

    Flagged Question

    A flagged question must be cleared and the question answered before the DCT can be submitted.

    Select the Clear Flag button to remove the blue flag from the Response Status column.

    Missing Required Field

    This is an example of a question that contains a Missing Required Field.

    Missed Question

    This is an example of a Missed Question. Select this question to answer it in the right pane.

    Submit DCT Tab

    The DCT will not appear on the Submit DCT tab if there are any errors (questions requiring review) on the Check DCT tab.

    Data Reviewer (DR) Filter

    SAS automation has a filter feature to easily identify which questions have Data Reviewer comments.

    The Data Reviewer (DR) selections can be filtered utilizing the filter icon.

    In this example, the Y was selected to filter in the questions with Data Reviewer (DR) comments.

    Update Returned DCTs

    Applicants can update their returned DCTs.

    • An Applicant can update a returned DCT after addressing the Data Reviewer comments from the FAA

    • An Applicant will utilize the same process followed when submitting the original DCT

    Submit the Updated DCT

    After the Data Reviewer comments have been addressed, mark the checkbox(es) next to the Label of the DCT(s) and select the Submit to FAA button.

    • Applicants must submit a Schedule of Events to the FAA to set a timeline for the certification process

    • The Schedule of Events cannot be submitted in the SAS External Portal until the FAA assigns a Certification Project Manager to the project

    Selecting the calendar icon opens a calendar to select dates.

    Request a date to be scheduled for the event.

    Individual Event Item Statuses

    There are five event status options.

    • Planned: Applicant has entered a date for the event.

    • Revised: The event date has been revised.

    • Baselined: The event date has been accepted.

    • Completed: The event is complete.

    • N/A: The event does not pertain to the Applicant.

    Schedule of Events Buttons

    The Schedule of Events includes buttons at the bottom of the page to Reset, Save, and Submit to FAA.

    Schedule of Events Status

    There are six Schedule of Events statuses. The status of the Schedule of Events is displayed in the SOE Status field at the top right of the SAS screen.

    • Draft: The Applicant has saved but not submitted the form.

    • Submitted: The Applicant has submitted the form to the FAA for review.

    • In Review: The FAA is reviewing the form.

    • Returned: The FAA has returned the form to the Applicant for modification.

    • Accepted: The FAA has accepted all dates on the form.

    • Completed: All events on the form are complete.
