U.S. knew of Al-Qaeda’s involvement in 9/11 and their settlement in Afghanistan so the U.S. gave the Taliban an ultimatum.

Either hand over Al-Qaeda or the U.S would strike with full force The Taliban

refused to hand over Al-Qaeda to the United States with reasoning of the Pashtunwali code
