I have the pleasure to inform you that on the invitation of the Government of Maharashtra, the 79th Annual Session of the Indian Roads Congress will be held at Nagpur (Maharashtra) from 22nd to 25th November, 2018.
On behalf of the Indian Roads Congress, I extend a very warm invitation to you and your colleagues for participation in the Session.
You are requested to kindly renew your membership, if not already done, well in advance of the Session as it is open only to the Members of the Indian Roads Congress who are up-to-date in their membership subscription, i.e., upto the year 2018-2019.
Membership forms are available on IRC website: www.irc.nic.in.
It is advisable to become member of IRC well in advance, so that the relevant materials including Papers for discussion could be sent to you in time. The Invitation booklet contains the necessary information and details for the forthcoming Session including the programme details, travel options, etc. Please feel free to contact the IRC Secretariat and the Maharashtra State Organizing Committee for any further information/clarifications.
The Local Organizing Committee is making extensive arrangements for the comfortable stay of delegates and to make it a memorable event.

1. YOUR HOSTThe Government of Maharashtra is the host for the 79th Annual Session of Indian Roads Congress to be held at Nagpur. Public Works Department is the Nodal Department for the arrangements.Shri C.P. Joshi, Secretary (Roads), Government of Maharashtra, is the Chairman of the State Steering Committee of 79th Annual Session. The Local Organising Secretary (LOS) for the Session is Shri Ramesh Hotwani, Superintending Engineer, P.M.G.S.Y. Circle, Nagpur. 2. WELCOME TO NAGPUR (MAHARASHTRA)Nagpur is the second capital of Maharashtra. It alternates with Mumbai as the seat of the State legislature. The city is situated on the Nag River. The city was founded in the early 1700s. Towards the beginning of the 18th century, the Gond Rajas were ruling the Vidarbha Region with Nagpur as their capital. In 1740, Raghuji Raje Bhonsale, the King of then Berar annexed it and set up his headquarters at Nagpur.In 1857, the British made Nagpur, the Capital of the Central Provinces. The city lies at the heart of India and is at cross roads of the major routes joining South to North and East to West. Due to its strategic location, the city was developed as commercial and industrial centre after the completion of Great India Peninsula Railway in 1867. The improved transport facility led to the development of cotton based textile industries. The area is also richly endowed with mineral products and a number of mineral based industries have come up around Nagpur ever since. The region is also known for its oranges and Nagpur is rightly nick-named the “Orange City” of India.

2.1 PLACES OF INTEREST IN NAGPUR ZERO MILE NAGPUR Zero Mile Stone is a monument built by British during Great Trigonometrical Survey of India in 1907 in Nagpur, Maharashtra. The Zero Mile Stone consists of a pillar made up of sandstone and another small stone representing the GTS Standard Bench Mark, and four stucco horses that were added later. The height of the top of the pillar is 1020.171 feet above mean sea level. In 2008, The Times of India undertook to maintain the monument for the next 5 years.Contrary to the popular belief, there is no verifiable evidence that it is a monument locating the geographical centre of colonial India in the city of Nagpur, Maharashtra, or that the Zero Mile Stone was erected by the British to use this point to measure all the distances.

DEEKSHABHOOMIDeekshabhoomi is spread over four acres of significant land in the city. The stupa was designed by architect Sheo Dan Mal. In 1968, construction started with residential houses for monks, later on P/G College. Construction of the stupa started in July 1978, but it took a long time to finish. The stupa was inaugurated on 18 December 2001 by the President of India K. R. Narayanan. It comprises a large two storied hemispherical buildings with gates resembling a Sanchi gate. Five thousand monks can stay in each storey. The design of the stupa at Deekshabhoomi is based on the architecture of the world famous stupa of Sanchi. But unlike the stupa of Sanchi, Deekshabhoomi stupa is completely hollow inside. It is the largest hollow stupa among all Buddhist stupas in the world. The inner circular hall is spread across 4000 square feet with granite, marble and Dholpur sandstone used in its construction.On the ground floor, there is a 211 x 211 feet large square hall. At the center of this hall, an image of Buddha is placed. This image was donated to Deekshabhoomi by Thai students studying at Nagpur University. There is a library and a photo exhibition of the events in the lives of Gautama Buddha and Ambedkar.Above the hall, there is a hollow dome. This dome is surrounded by a veranda. On all four sides, fountains are placed. Above the dome, there is a small slab and a little decorative umbrella. The stupa has doors facing four directions. The doors open in large arcs, which are decorated with Ashok Chakras, and statues of horses, elephants, and lions.
Shri Ganesh Tekdi MandirShri Ganesh Tekdi Temple: It is an ancient temple of Nagpur, about 250 years old. The presiding deity here is Tekdi Ganapati (Lord Ganesh). ‘Tekdi’ means ‘hill’ in Marathi, and hence the name. The idol is believed to be swayambhu and is beautifully decked with golden and silver ornaments.

spectacular Urs takes place at Tajbagh sharief.
Gurudwara Shri Guru Singh Sabha, NagpurSituated in Kamptee Road, the Gurudwara Singh Sabha is the oldest Gurudwara in Nagpur.
Ambazari LakeAmbazari lake is situated near the Southwest border of Nagpur. It is one of the 11 lakes in Nagpur and is the largest lake in the city. Nag River of Nagpur
originates from this lake. This was built in the year 1870, under Bhonsle rule, for supplying water to the city. Government officials and eminent people were supplied water through clay pipes. This lake is near VNIT and surrounded by mango trees, gaining the name Ambazari as "Amba" means "mango" in Marathi.

Futala LakeFutala Lake is one of the lakes in Nagpur in the State of Maharashtra.The lake is spread over 60 acres. Built by Bhosle kings of Nagpur, the lake is known for its coloured fountains. In the evenings the place is illuminated with halogen lights and Tanga (carriage) ride. The lake is surrounded on three sides by forest and a landscaped Chowpatty on one side.
Gorewada LakeIn 1912, Gorewada lake was developed by the water works department as the primary drinking water source for Nagpur's 1.01 lakh population. Bordered by thick forest, Gorewada lake and its surrounding is the habitat for avian species and some wild life. The government of Maharashtra has started to develop a 1914 hectare safari in the forest regions surrounding the lake. Information by many newspapers claimed that it would also roll out he first night-safari in the country. The proposal was a long-drawn one, first proposed in 2005 and the safari started only in 2016. Leopards, Indian deer, Indian Peacock and some more species can be occasionally spotted.Road near Gorewada lake termed as Gorewada Ring road. Many celebration lawns
(open air) are situated in this area. Nearest area to Gorewada lake is Zingabai Takli, Borgaon, Gittikhadan.
Khindsi LakeKhindsi Lake is a lake near the city of Ramtek in the Nagpur district of India. Boating, watersports, restaurant and resort is operated by Rajkamal Tourism and Olive Resorts at Khindsi lake. It is Central India's largest boating center and amusement park with many tourists visiting every year.
Gorewada Zoo, SarariGorewada Zoo is a zoo in Maharashtra State, India. On commission, this is likely to be one of the largest captive Zoo Safari in India with over 1914 Hectares of land adjoining the Gorewada Lake. The Park shall be having various features showcasing Tribal Art, Rescue Centre for Wildlife, Indian Safari, African Safari, Interpretation Centre, Trail of Senses, and Night Safari.
Raman Science Centre, Nagpur The Raman Science Centre and Raman Planetarium Complex at Nagpur is an interactive science centre affiliated with Mumbai's Nehru Science Centre. The centre was developed to promote a scientific attitude, portray the growth of science and technology and their applications in industry and human welfare, and hold science exhibits. The centre is named after famous Nobel Prize winner Indian physicist Chandrasekhara Venkata Raman. The Raman Science Centre was inaugurated on 7 March 1992 and the planetarium was started on 5 January 1997. The centre is located opposite Gandhi Sagar Lake in the heart of Nagpur. Between 1 April 2014 and 31 March 2015 the Centre recorded a visitor count of 5,82,962. The centre is part of the National Council of Science Museums (NCSM), India which is also the largest network of science centres/museums under a single administrative umbrella in the world. NCSM rates the centre as regional level and it has a total floor area of 4333 sq meters.

Rail Museum, Nagpur Situated on Nagpur-Kamptee Road, Narrow Gauge Rail Museum boasts itself of the only Narrow Gauge Museum of its kind in India. On the eve of 150th Anniversary of Railways, this museum was inaugurated in Dec’02 by Shri Nitish Kumar, Hon’ble Minister of Railways then. This museum serves as Infotainment Park for the visitors by not only disseminating information about narrow gauge system of yesteryears but also has various entertainment activities like Toy Train, Revolving Restaurant on wheels, amusement park, auditorium etc.
Dragon Palace TempleDragon Palace, Kamptee: The Buddhist temple with attractive architecture and picturesque landscape is located at Kamptee. This unique temple comprises of a magnificent Buddhist prayer hall, which offers peace and serenity to its visitors. Enshrined on the first floor of the Meditation Hall of the temple is a colossal statue of Lord Buddha, carved out of a single block of sandalwood.
Dr. Hedgewar Smruti Mandir Dr. Hedgewar Smriti Mandir is situated in Rashimbagh, about 4 kms south-east of Nagpur. It is a magnificent monument built in memory of Dr. Hedgewar, a prominent personality of Nagpur city who was the founder of the Rashtriya Swayamsevak Sangh (RSS). Hedge war smarak is a fine example of architectural skill that was visited by thousands of people every year.
SevagramSevagram is Hindi for "A village for service" and the name of a village in the state of Maharashtra, India. This was the place of Mohandas Gandhi's (Gandhiji's) ashram. Previously it was named as Shegaon. It was Mahatma Gandhi who renamed it to Sevagram.
Ramtek Ram MandirRamtek gets it name from Lord Rama who, with his brother Laxmana, is said to have rested here during their exile in the forest. The place is famous for Ram mandir and the Kalidas memorial. Khindsi lake, located 5 km from Ramtek, is beautifully surrounded on all sides by forest. The visitors can enjoy boating in the lake.
Pench DamPench Dam is an earthfill dam on the Pench river near Nagpur in the State of Maharashtra in India. Situated deep within the Pench National Park, most of the wildlife is found around this water-body and often visited by animals to quench thirst.
Pench National ParkPench National Park, nestling in the lower southern reaches of the Satpura hills is named after Pench river which flows from north to south through the Pench National Park. It is located on the southern boundary of Madhya Pradesh.

Gosikhurd DamGosi kd Dam, full name being Gosi Khurd Dam, is an earthfill dam on Wainganga river near Bhandara, but located in Nagpur district in the State of Maharashtra in India. Specifications: The height of the dam above lowest foundation is 22.5 m (74 ft) while the length is 1,135 m (3,724 ft). The volume content is 3,828 km3 (918 cu mi) and gross storage capacity is 769,483.00 km3 (184,608.79 cu mi).
2.2 Venue of the Session The Venue of the 79th Session is Divisional Sports Complex, Mankapur Road, Nagpur (Maharashtra). Guide Map of Nagpur is given in Appendix-2. All the activities relating to the Session, as per tentative programme (Appendix-4), will be held at this place only.
2.3 AccessNagpur is well connected by:(i) Rail: Nagpur railway station is the main railway station serving the city of Nagpur, Maharashtra and is
@4.5 km from the main venue.
(ii) Road: The Nagpur is well connected by roads from all the directions Viz. by Old NH 6- New NH 53- Connects from Hajira, Surat in the State of Gujarat & Para dip port in the
State of Orissa. Old NH 7 -New NH 44- Connects from its Junction with NH-1 Near Srinagar connecting Bannia
& Kanniyakumari in the State of Tamilnadu. Old NH 69 -New NH 47- Connecting its Junction with NH-27 Near Limbdi, Ahmadabad in the
State of Gujarat & its Junction with NH-44 Near Nagpur.
(iii) Air: The nearest major airport i.e. Dr. Babasaheb Ambedkar International Airport, Nagpur is about 15 km from the Venue.
3. TENTATIVE SCHEDULE OF EVENTSProgramme of the Session includes Registration of Delegates, Discussion of Technical Papers, Discussion on Innovative work done by States, Presentation by Research Scholars, Discussion on General Report on the Road Research Work Done in the Country during 2017-18, Talk by Experts, Technical and Research Presentations, Panel Discussion, Meetings of the Council, Highway Research Board, General Body, Meeting of PWD Ministers and Secretaries/E-in-Cs/Chief Engineer’s Meeting etc. Technical Exhibition will also be held during the Annual Session. Tentative Programme of the Session is given in Appendix 4.
4. PAPERS FOR 79th ANNUAL SESSIONThe Papers published in IRC Journal and Papers published in Highway Research Journal as well as General Report on Road Research Work done in the country during 2017-18 will be discussed during the technical session. These publications are sent free of cost to members who are up-to-date in their membership subscription and these publications are expected to reach members in October 2018. Members attending the Session are requested to bring these publications with them.
5. RECEPTION OF DELEGATESThe Government of Maharashtra has extended courtesy to receive the delegates at Nagpur. Delegates will be received by the volunteers at Dr. Babasaheb Ambedkar International Airport, Nagpur Railway Station and Inter State Bus Terminus, Nagpur. Reception Counters will be opened at these places. Delegates will be provided with the initial transport to take them to their respective places of lodging arranged by the local organizers.

Enquiry offices will be opened from 20th November, 2018 at the Venue and at the office of the Local Organizing Secretary & Superintending Engineer, P.M.G.S.Y/IRC Cell Circle, Nagpur. Complete information about the arrangements and programme of the 79th Annual Session will be available in these offices.
6. REGISTRATION
6.1. Registration FeeRegistration of the delegates will be done at the Venue, viz, Divisional Sports Complex Stadium, Mankapur Road, Nagpur (Maharashtra). Details of Registration fee payable by the respective delegates are given hereunder:

Note : Members who are retired from service and age above 60 are entitled for 25% rebate on above rates of registration fee. This rebate will not be admissible to the spouse of the retired Member. Spouses of the delegates will also have to be registered on payment of the requisite registration fee.
The arrangements for accommodation, transport and tours, etc. will be made only for the delegates and their spouses who are registered and have sent their intimation by the cut-off dates. As accommodation, transport and other facilities are limited; the delegates are advised strongly not to bring their children with them as it will not be possible to provide accommodation for them.Non-Members (whether official or non-official) will not be registered. Delegates are, therefore, advised to become Member of Indian Roads Congress well in advance. Membership Form for this may be obtained by writing to the Secretary General, IRC or downloaded from IRC website: www.irc.nic.in. Generally, Civil Engineers are eligible for membership of IRC.
6.2 Last Date for Registration and PaymentMembers desiring registration should fill-in the Registration Form, Appendix-7, and send to The Deputy Secretary (I/c), Indian Roads Congress, Kama Koti Marg, Sector-6, R.K. Puram, New Delhi-110 022, so as to reach him along with the requisite Registration fee by 25th October 2018 at the latest. Request for registration, received without Registration fee, will not be accepted.Registration is valid only after remittance of Registration fee. Official delegates are, therefore, advised to ensure that the Registration fee on their behalf is sent by their Governments/Organizations within the stipulated time. But, if there is any likelihood of delay in payment by their respective Governments/Organizations, they should themselves remit the Registration fee so as to reach the IRC office at New Delhi upto the 25th October, 2018 to ensure registration in time. The amount so received will be refunded to them in full, on receipt of the Registration fee on their behalf from their Department. Delegates may kindly note that it will not be possible to register any delegate unless his registration fee has been received in advance. Demand Draft should be drawn in favour of the Secretary General, Indian Roads Congress and made payable at New Delhi. Outstation

Cheques will not be accepted. Delegates coming from foreign countries may, however, make remittance of registration fee at the time of Registration by cash.
6.3 Cancellation of RegistrationIn case of request for cancellation of registration from individual delegates is received in IRC office at New Delhi upto the 15th November, 2018, 50 per cent of registration fee will be refunded. But no such refund will be admissible if the request for cancellation is received after this date.In case of official and local delegates, no refund of the registration fee will be admissible irrespective of the date of cancellation. However, as regard to official delegates, the Governments/Organizations concerned can substitute the names in place of those whose nominations are cancelled.
6.4 NominationofOfficialDelegatesIndian Roads Congress, have addressed to the State Governments/Union Territories; Director General of Works, CPWD; Engineer-in-Chief, A.H.Q.; Council of Scientific and Industrial Research; Director General, Border Roads; Director, CRRI; Ministries of Rural Development, Agriculture and Water Resources, Central Water Commission, RITES, NHIDCL, NHAI, etc. to nominate Senior and Junior Delegates. It is suggested that in addition to Engineer Officers from among Members of IRC whom Governments/Organizations may like to nominate to attend the Session, the official delegation should include:i. Members of the Executive Committee and Council of IRC. ii. Authors of Papers published in Journal of IRC.iii. Officers working in Central and State Road Research Laboratories, who have helped towards compilation
of Road Research Reports and are in a position to make useful contribution during IRC SessionIn the event of delay in finalizing names of the delegates, Governments/Organizations should send information of the total number of delegates of each category being nominated for the Session. Members nominated as official delegates by the respective Central and State Governments or such delegates as may be deputed by District Boards, Zilla Parishads, Municipalities, Improvement Trusts, Development Authorities, Cantonments, Educational Institutes, etc. will, in accordance with previous practice, draw their travelling and halting allowances from the Administration/Organization concerned. These Administrations/Organizations will also pay the Registration fee to the Indian Roads Congress at the rates mentioned in para 6.1.
6.5 Special Casual Leave to Attend SessionAs a General Rule, Government of India encourages participation in IRC Sessions. Members may avail Special Casual Leave as per Government Rules for attending IRC Session.
7. ACCOMMODATIONGovernment of Maharashtra will make arrangements to allot the accommodation for delegates who have requested, in advance, along with advance payment, in Government Guest Houses, Hotels, etc. Details will be available on the website (www.79ircnagpur.in ) and will also be communicated to them at Reception Counters on their arrival at Nagpur. For those desiring accommodation of their own choice and at their own cost, the list of Hotels and their current tariff is given in Appendix-6.Accommodation for all delegates shall be arranged from the afternoon of the 21st November 2018 to the forenoon of the 25th November, 2018. It will not be possible to provide accommodation for period less than that mentioned above and charges for the period will have to be paid in advance.In case, the delegates do not remit the charges in advance, it will not be possible to reserve any accommodation for them. This may kindly be noted carefully to avoid inconvenience on arrival.For those delegates who want to avail tour, accommodation could be arranged upto one more day provided requirement is intimated by the stipulated date along with charges on pro-rata basis, in advance.Delegates who desire that lodging arrangements be made for them may fill their requirements in the form at Appendix-8 and return the same to the Local Organizing Secretary.

Demand Draft should be drawn in favour of the “Local Organizing Secretary, 79th Annual Session, IRC”, payable at Nagpur. Please note that payment will be accepted through Demand Draft only and not by cheque. Payment in this regard should not be sent to the Secretary General, Indian Roads Congress. For on-line payment, visit website: www.79ircnagpur.in To avoid inconvenience on arrival, the delegates are advised to intimate their requirements well in advance so as to reach the Local Organizing Secretary before the 5th November, 2018. Requests received after this date will not be entertained due to restricted accommodation facilities. Members must, therefore, send their accommodation requirements positively by the prescribed date. Because of acute scarcity of accommodation, double bed room will have to be shared by two persons. In view of limited accommodation available, it may not be possible to arrange family accommodation for Members who do not intimate their requirement well in advance.No refund of accommodation charges will be made unless cancellation is done at least 10 days (10th November 2018) in advance of the Session. The charges will be payable in advance and no refund for shorter stay will be permissible. For stay beyond the official period, full hotel charges will have to be borne by the delegates through direct arrangement with the management of Hotels/Rest Houses. However, LOS can provide assistance in this regard, if requested in advance. Delegates requiring accommodation in Hotels mentioned in Appendix-6 may send their firm requirements along with hotel charges in advance to the Local Organizing Secretary, so that reservation arrangements can be made on their behalf.Breakfast will be arranged at the places of lodging by the respective Hotels/Guest Houses on payment by the delegates. 8 TRANSPORT FACILITIESTransport facility will be provided from the 21st November, 2018 (forenoon) to 25th November 2018 (afternoon) at the time of arrival and departure of the delegates, from Airport, Railway Station and Bus Terminal. Transport will also be provided every day from the places of lodging to the Venue in the morning and back to their respective places of lodging after the Dinner/end of day’s programme.For delegates having Chief Engineer & above rank and delegates with spouse, independent vehicle willbeprovided. Independentvehiclewillconfinewithincity limitsupto100kmperday.Forotherdelegates vehicles will be provided on sharing basis.
9. MEDICAL FACILITIESFirst-Aid Facilities will be available at the Venue.
10. SOCIAL AND LADIES PROGRAMMECultural Programme will be arranged in the evening on certain days. The programme details shall be made available to delegates at the time of Registration. Special arrangements will be made by the Ladies Programme Committee for taking the ladies accompanying the delegates to some of the places of interest in and around the city.

11. CONDUCTED TOUR FOR THE DELEGATES (POST SESSION PROGRAMME)Post-Session tours have been arranged for the delegates subject to response of individual delegates and will be on first-come-first-served basis. The tour details are given in Appendix-3.
12. ATTENDANCEThe presence of the delegates at all the Technical Discussions and Presentations is essential. Delegates are requested to sign the Attendance Sheets, which will be presented for the purpose at the places of events. Co-operation of the Secretaries/Engineers-in-Chiefs/Chief Engineers/Heads of Departments is solicited to ensure that the nominated delegates from their State Departments attend the scheduled Technical Sessions/Meetings and participate actively in the deliberations.
13. DISPERSALDelegates other than Council Members may disperse in the morning of the 25th November 2018. The Council Members can do the same in the afternoon of the 25th November 2018. For delegates availing the Post-Session Tours, dispersal will be at tour places after completion of the respective Post-Session Tour, as indicated.
14. TRAVEL AND RESERVATIONCurrent timings of Air, Rail and Bus Services to and fro Nagpur are available on Website (www.79ircnagpur.in). These timings are, however, subject to change. Members are, therefore, requested to ascertain the correct timings before starting their journey.
15. GENERALFurther information and any change in the programme will be conveyed to those Members who have intimated their intention to attend the Session and who have supplied their correct addresses/Email IDs for such communication. Members are requested to keep visiting websites (www.79ircnagpur.in ) or www.irc.nic.in for any latest information about 79th Annual Session.
16. INFORMATION ON WEBSITEIRC has its own website www.irc.nic.in where the above information is available. Similarly, the website for 79th Annual Session developed by Maharashtra State PWD is www.79ircnagpur.in Members are advised to log on to these websites to obtain latest information. Members may interact through E-mail with IRC ([email protected])/Local Organising Secretary ([email protected]) for their queries.
17. IRC CAMP OFFICECamp Office of the IRC will start functioning at Nagpur from 19th November, 2018 which will be located at the main Venue Divisional Sports Complex Stadium, Mankapur Road, Nagpur. Any communication relating to the Session after this date should be addressed to the Secretary General, Indian Roads Congress at the Camp Office. Communications through E-mail are requested for prompt action.
18. ELECTION OF COUNCIL MEMBERS
18.1 Election under Different RulesAt the 79th Business Meeting of the IRC to be held on the 24th November, 2018 the following 28 members are to be elected to the New Council of the IRC from amongst those who are present at the Meeting. They will have a tenure extending to the next Annual General Meeting. Rules under which election will be held are reproduced below:
Rule 9k (i) Six representatives to be elected annually at the time of the Annual General Meeting by a “Board” consisting of nominees of Associate Members from Private Sector elected under Rule 5-g and present at the meeting from amongst themselves.

Rule 9k (ii) Three representatives to be elected annually at the time of the Annual General Meeting by a "Board" consisting of nominees of Associate Members from Government and Public Sector Undertakings elected under Rule 5-g and present at the meeting from amongst themselves.
Provided that in the event any dispute as to the composition of the Board, the dispute shall be referred to the President of the Society for decision and his decision shall be final.
Rule 9l One representative to be elected annually at the time of the Annual General Meeting by the nominees of such Associate Members elected under Rule 5-g which are institutions primarily engaged in roads and road transport research (whether in Private or Public Sectors) from amongst all such nominees present at the Meeting.
Rule 9m One representative to be elected annually at the time of the Annual General Meeting by the nominees of Engineering Universities/IITs, Engineering Colleges/Training Institutes, who are Associate Members elected under Rule 5-g from amongst the nominees present at the meeting.
Rule 9n One representative to be elected annually at the time of the Annual General Meeting by a “Board” of Engineers from Zilla Parishads, District Boards, Panchayat Samities, Panchayati Raj Departments, Rural Development Departments, Rural Works Departments and Rural Engineering Organisations who are Members of the Society, but are not under the administrative control of the P.W.D. Chief Engineer of the territory in which they are serving, and present at the meeting from amongst themselves.
Rule 9o One representative to be elected annually at the time of the Annual General Meeting by a “Board” of Municipal, Improvement Trusts, Development Authorities and Cantonment Engineers who are Members of the Society and are present at the meeting from amongst themselves.
Rule 9p (i) Ten representatives who shall all have been Members of the Society for at least five years to be elected annually at the time of the Annual General Meeting by all present and voting; provided that the number of elected Members from each State/Union Territory under this Rule should be limited to one.
Rule 9p (ii) Two representatives who shall be below 35 years of age on the date of Business Meeting and all have been Members of the Society for at least five years to be elected annually at the time of the Annual General Meeting by all present and voting; provided that the number of elected Members from each State/Union Territory under this Rule should be limited to one.
It was decided that separate nomination for rule 9-p(i) and 9-p(ii) will be obtained and election under the two sub-rule will be independent of each other. The representatives below 35 years of age may be from the same state as for the rule 9-p(i).
Rule 9q One representative of Mechanical Engineers having at least five years standing membership to be elected annually at the time of the Annual General Meeting from amongst the Mechanical Engineers who are Members of the Society and are present at the time of meeting.
Rule 9s Two representatives of lady Members of the Society having at least five years standing membership to be elected annually at the time of the Annual General Meeting from amongst lady Members of the Society who are present at the meeting.
Note: A Member will be allowed to seek election against only one Rule of his choice at anyone time.
Members who are eligible to elect Members under any of the above Rules are requested to indicate the Rule(s) in the Registration form Appendix-7 in the column provided for the same.
18.2 Nomination FormNomination form along with 79th Business Meeting Agenda would be given along with Registration material. Additional nomination form, if required, can be obtained from the IRC Registration Counter on any day after the start of the Session and upto 11.00 hours on the 23rd November, 2018.

18.3 Last Date and Time for Filing NominationsNomination forms, duly completed, may be deposited with IRC Secretariat latest by 1200 hours on the 23rd
November, 2018 at Registration Counters. The list of the candidates eligible for election as Members of the Council will be displayed at the Registration Counter at 1500 hours on the same day. The nomination can be withdrawn through a written request addressed to the Secretary General, IRC before 1600 hours on the 23rd
November, 2018. The final list of candidates will be displayed at the Registration Counter at 2000 hours on the 23rd November, 2018 and only those candidates whose names figure in the list will be eligible to contest. The election schedule, in brief, would be as follows:
a. Obtaining nomination forms 22nd November, 2018 (1100 hours)
b. Last Date and time of filing nominations 23rd November, 2018 (1200 hours)
c. List of eligible candidates for election 23rd November, 2018 (1500 hours)
d. Last date and time for withdrawal 23rd November, 2018 (1600 hours)
e. Final List of candidates 23rd November, 2018 (2000 hours)
f. On line voting 24th November, 2018 (1100 to 1600 hours)
g. Election (Result will be announced at Business Meeting) 24th November, 2018 (1900 hours)
Groups electing Members by consensus may submit the nomination signed by all parties electing the consensus candidates.
18.4 Procedure of ElectionVoting will be open from 1100 hrs to 1600 hrs on 24th November, 2018. For casting their votes, Members would have to produce the Badge Card for entry to the Hall and for online voting, Members would use their Roll No. For ready use, Roll No. would be printed on the Badge Card.
19 TECHNICAL EXHIBITIONTechnical Exhibition with special emphasis on Highway Engineering, Bridge Engineering, Road Safety will be organized at the Divisional Sports Complex Stadium, Mankapur Road, Nagpur (Maharashtra). A number of Government Departments, Government Undertakings and Engineering Firms are likely to participate in this Exhibition. All States are also being requested to participate in the Technical Exhibition to showcase their achievements etc. Delegates are invited to visit the Exhibition as this is being organized for their benefit. There will be no entrance fee for the delegates. The Exhibition being educative and informative, the delegates should spare some time to visit it.Any organization desiring participation in the Exhibition may contact the Local Organizing Secretary, 79th IRC Session or Convener, Technical Exhibition Committee.
