DISCUSSION Bid Overview

Mr. Lund highlighted key elements that bidders need to know to comply for the bid Pre-Qualification Submission by 7-31-13, 12 PM; Receiver Determination by 8/8/13 Last Day for RFI 9/10/13, 2:00 PM Bid Date 9/20/13 Bid, 2:00 PM Qualifications in Bid Documents should be included with the bid, including required subcontractor qualifications Contractor’s responsibility to verify they are submitting all the required information with their bid.

He noted that all discussions and questions at the pre-bid conference need to be put in writing to be officially adopted and read verbatim Section 22 of the Instructions to Bidders as follows:

No interpretation of the meaning of the plans, specifications or other pre-bid documents will be made to any Bidder orally, and if any Bidder receives any oral interpretation from any Government employee or its representative, the oral interpretation may not be relied upon as an official statement or intention of the Government regardless of who made the statement.

Mr. Purdy discussed the alternate bid item for the shredded tires to be used in lieu of the gravel in the leachate collection trench. He noted that there are potential sources on island that have been tested and an Addendum will be issued providing additional information on potential sources. In addition, he discussed the availability of coral from the DPW Quarry in Dededo and noted that the raw material will be made available at no cost, but it will be the contractor’s responsibility to do all excavation, crushing, screening, loading, hauling and related effort, if a Contractor chooses to use this as a source for coral material on the project. Contractors may also use other sources. He also noted an Addendum will be issued for clarification.

Mr. Baron discussed the upsizing of the gravity sewer line for GWA from 8-inch to 12-inch diameter. He noted that the extra cost should including widening the trench by 4 inches for the larger pipe, but that all bedding and sewer inverts information would stay the same. He pointed contractors to the bottom of the Bid Schedule which has line items that need to be filled in for the additive cost for this item. He also mentioned that the limits of the proposed upsizing of the pipe willbe provided in an Addendum.

DISCUSSION Construction Overview

Mr. Purdy provided a broad overview (not comprehensive) of the final pay quantities, preconstruction survey, project phasing, and overall closure construction. He advised that Section 01310 of the specifications contains the construction schedule and also contains a requirement for Contractors to submit a preliminary construction schedule with their bids that should follow the requirements of Section 01300. He noted that the schedule provided in Section 01310 is based upon the design team’s estimate of how they believe the project may progress for the major work items, but Contractors may submit their own schedule as long as they still comply with the phase deadlines (see below).

He pointed the Contractors to Section 01025 which provides a detailed explanation of all the major bid items. He noted that Bid Items 10, 11, 12, 13, 14 and 17 are highlighted in the Bid Schedule and the quantities are subject to Contractor concurrence before executing any work. He noted that prior to working on any of these items, it is the contractor’s responsibility to perform a preconstruction survey (if they so choose) to verify the quantities for these Pay Items in the Bid Schedule, before commencing any work on them. He noted that conditions may have changed since the survey was completed for the design due to settlement, erosion and other changes in the topography. If the contractor implements a preconstruction survey, the final pay quantities may be amended as agreed upon by the Contractor and the Receiver representative based on the preconstruction survey. He emphasized that there will be no adjustment or variances in the final pay quantities for these items once the contractor agrees to them in writing, whether they implement the preconstruction survey or not.

Mr. Purdy then discussed the sequencing of work and showed a construction phasing figure (see Exhibit B). He pointed out the key closure construction features, wetlands, drainage, etc. and noted that the Phase 1 construction on the eastern portion of the site must be completed and operational by June 30, 2014 and the Phase 2 construction on the west side needs to be completed by June 30, 2015. He noted that Phase 1 includes leachate storage, leachate pumps, force mains and Dero Road Sewerline. He advised the deadlines are listed in the Special Provisions Sections 4.0, and liquidated damages of $20,000 per day per phase is shown in Section 5.0 of the Special Provisions.

He then went through Section 01310 for each of the 37 items and provided the specification and drawing references for each. He noted there will be an addendum to clarify and provide an allowance for Pay Item 10 for miscellaneous waste relocation and that this item will be discussed during the site visit. He reiterated that that Section 01310 represents the designers’ estimate of the proposed progression of work, but that Contractors must verify this. He also noted that the site requires clearing, chipping and storage of green waste to be placed on the fill slopes for erosion control. He advised there are not a lot of areas for stockpiling and contractors will need to make their own determination on how to stage and stockpile for the project. He showed the demolition area and noted that may be a good area for stockpiling material.

Mr. Baron then discussed the leachate storage and pumping systems as well as the GWA Dero Road sewer system. He reiterated that for the temporary pond to come out of service, the Phase 1 work has to be complete, including the sewerline down Dero Road and the GWA pump station. It was noted that there is over 750,000 gallons of leachate storage in the temporary pond and the contractor will be required to pump out the pond to construct Stormwater Detention Pond 2. Mr. Purdy noted that an Addendum will be issued for an Operation and Maintenance Manual for the temporary pond that will describe these requirements in greater detail, and will provide for an allowance for trucking should the leachate generation exceed the capacity of the temporary pond.

Mr. Lund advised that all project permits are being processed. The Receiver will be paying the permit fees. The SWPPP, EPP and related documents are in the permit packages and the Contractors will need to adopt and implement them accordingly as they are performance based. The Receiver will also be submitting the eNOI for USEPA NPDES Permit for Construction.
