macro level costing and revenue estimates which would provide adequate project structuring options for selection of PPP developer

The scope of work has been mentioned at Section 4.1 which is self explanatory

5 4.1 (10): Supervision & Monitoring of project till its completion

The consultant would be required to provide contract administration support to MPLUN limited to the commercial aspects of the project. To appoint an independent engineer to provide Construction Supervision / Monitoring / Inspection support for the project, Also, we envisage that the selected consultant would not be responsible for liasoning with any authority / agency / institution for any kind of approvals/clearances for the project understanding.

Please clarify if the consultant is required to undertake construction supervision under Project Management Services

Project Management Services has been removed from the Scope of services

6 4.2 A Key Deliverables and project milestones for Preparation of DPR preparation and Transaction Advisory Services

The project milestones include Detailed feasibility study which involves detailed analysis and primary survey etc, which takes lots of time besides this Bid process management including marketing and publicity etc requires minimum 12 weeks as per approved Government guidelines. Considering above, we request you to kindly extend the estimated timelines of 16 weeks to at least 24 weeks as follows:

8 4.4 (A) Eligibility Criteria for Technical Capacity

Kindly consider the experience of commercial complexes or consider1 advisory assignment for development of convention centre in past 5 years

we request you to kindly revise this eligibility criterion as: - “Successfully undertaken Advisory services for 3 Convention Centre/Hotel projects in last 10 years of project cost more than 100 crs”.To request if you could kindly increase the timeline for such project having been performed by an agency from the current 5 years to 10 years or more. We believe, this will greatly enhance the number of reputed firms which shall be able to bid for the current RFP. could kindly remove the aspect of seating capacity (i.e. 2000 seating capacity) from the eligibility criteria. We also request you to consider the following modification – (A) Technical Capacity: The Applicant should have undertaken atleast 3 (three) Advisory Assignments for development of Convention centre in past 5 (five) years in India or abroad. The Eligible Convention centres would be defined as projects with a seating capacity of minimum 1500 seats

4.4 (B) Eligibility Criteria for Financial Capacity

we request you to kindly reduce the Average Annual Turnover of INR 75 crores to at least INR 40 crores in Financial year ending 31st March 2013. In the CVC guidelines for selection of consultants, it has mentioned that the average annual turnover should be 30% of the estimated cost for consulting services. We learn that cost of project will be approximately Rs.50 Cr. And normally consultancy fees will be @ 2 to 4 % of the project cost. Hence, we request you to reconsider the minimum average annual turnover of last 3 financial years as Rs.1 to 3 Cr.

We request you to consider INR 50 (fifty) crores as the minimum average annual turnover. Or allow demonstrating the financial capacity of our parent company

To kindly consider modifying this parameter to the following: Advisory assignments for tourism / hospitality sector in past 5 (five) years in India or abroad. For bid evaluation (5.1.1) - Transaction advisory services for various govt/ govt agencies, We request you to consider relative marking. The bidder who has submitted the maximum number of projects should get the maximum marks and all other bidders should be marked relatively

The Applicant should have successfully completed atleast 3 (three) Advisory Assignments for development of Convention/Conference/Exhibition centre or similar projects in related sector(2) of project cost of Rs. 200 crores each in past 7 (seven) years in India or abroad.

(1) Completed Project would mean project where the notice of award has been issued to the selected bidders.

(2) Related Sector would mean projects in Hospitality/Tourism sector with convention center/exhibition center/auditorium with 1000 PAX

which should not include open/pre fabricated /temporary structures.

(3) The previous condition regarding pillar less hall of 2000 seating capacity has been removed.
