3. ANDHRA PRADESH- INDIA’S SUNRISE STATE
3.1. General Overview
The erstwhile state of Andhra Pradesh was bifurcated into two states, Telangana and residuary Andhra
Pradesh on 2nd June 2014. After bifurcation, Andhra Pradesh is the 8th largest state in terms of area.
The state has well-developed social, physical and industrial infrastructure and virtual connectivity. It also
has good power, airport, IT and port
infrastructure.
Andhra Pradesh is the tenth largest state
in the Country, in terms of population.
The percentage of urban population to
the total population in the State is 29.47
percent in 2011 as compared to 24.13
percent in 2001.
Andhra Pradesh’s geographical position
and rich history gives it unique strengths
which not many States in India have. These include – a long coastline of 974 kilometers, over 30
thousand temples, prime Buddhist sites spread across the State, and fertile lands drained by two mighty
rivers of the country i.e. Godavari and Krishna, hills of Deccan plateau, upcoming metropolis like
Vishakhapatnam and Vijayawada and an opportunity to create a world class capital right from scratch!
Given this vast potential of the State, the Government of AP wishes to facilitate investments in the State
by identifying areas of opportunity for both Private and Government projects which can promote and/or
support tourism in the State.
3.2. Economic profile of the State
The Government of Andhra Pradesh’s vision is to be amongst the top 3 States in tourism in India by
2022, the top State in India by 2029, and be the most preferred global destination by 2050, in Tourism.
The state is a progressive State and the government is taking steps to provide an environment conducive
to economic and social growth. These include formulation of investment friendly policies; creating

world-class infrastructure; improving governance and taking necessary steps to attract investments into
the state. Promotion of tourism infrastructure and services at potential destinations is one amongst the
many initiatives being taken up by the Government on a priority basis.
Implementation of appropriate policies and programmes by the state have enabled the State to register
an impressive growth rate of 10.99% in the GSDP for the year 2015-16, compared to India’s growth rate
of 7.6%.
Andhra Pradesh contributes around 4.04 per cent share to the cumulative FDI inflows of India in FY
2015-16. Rich in natural and human resources, the State is keen to leverage its strengths through
district specific growth strategies and achieve double digit growth targets. While focus will be on Coast-
led growth, manufacturing, agro-processing, pharma, development of physical infrastructure like ports,
airports and river ways are some of the key areas identified for pushing the growth significantly. Sector
specific strategies have been developed to achieve desired inclusive growth.
3.3. Development plan of the State
Andhra Pradesh, the Sunrise state, is all set to attain new heights in the coming years. Necessary policies
and implementing mechanisms have been put in place to drive and sustain the growth momentum to
achieve the vision of making the Andhra Pradesh as one of the top three high-performing States in India
by 2022 and the best state in the country by 2029.

The State is undertaking massive infrastructure investment and industrial development in the State.
Some of the key projects include:
a) 3 Industrial Hubs at Amaravati, Visakhapatnam and Tri-city (Tirupati-Nellore-Chittoor)
b) 3 Industrial Corridors (Visakhapatnam-Chennai Industrial Corridor, Chennai-Bengaluru Industrial
Corridor and Bengaluru-Kurnool Proposed Corridor)
c) 32 SEZs, 258 Industrial parks
Visakhapatnam- Chennai Industrial Corridor Chennai- Bangalore Industrial Corridor
The VCIC is a key part of the planned East
Economic Corridor and India’s first coastal
corridor and the extent of it is considered from
Pydibheemavaram in Srikakulam district to
Chennai in Tamil Nadu. It has influence area
about 1,10,000 sq. km, (3.5% of India’s area). The
corridor contributes to 5% of national GDP.
Focus Industries: Food processing, Chemical &
Petroleum, Textiles, Electronics, Metallurgy,
CBIC is one of the mega Infrastructure projects of
Government of India which passes through the
State. With the main objective to increase the
share of manufacturing sector in the GDP of the
country and to create smart sustainable cities

4. TOURISM DEVELOPMENT IN ANDHRA PRADESH Andhra Pradesh has the distinction of being a leading tourism destination in India and is presently, the
Third most visited State in terms of domestic tourist arrivals. Andhra Pradesh is recognized for its
legendary dynasties, it’s most revered temples, lacquer toys and beautiful weaves, museums, ports,
rivers, beaches and hill stations, Buddhist heritage, rich literature and vibrant arts of Kuchipudi dance.
Apart from natural attractions, there are various other factors including macro-economic factors which
favor Andhra Pradesh.

Given the above, tourism in the State has been growing at a tremendous pace. Andhra Pradesh has the
distinction of being a leading tourism destination in India and is presently, the Third most visited State in

Highway network in Andhra Pradesh Andhra Pradesh is one of the leading states in terms of road infrastructure for both National and State highways.
The roads in Andhra Pradesh total a distance of more than 51,000 kms of which more than 19,000 kms are national
and state highways which is approximately 38% of the total roads in the State.

Apart from the extensive road network, the road traffic in the State has also been constantly increasing and this is

5. PURPOSE OF EXPRESSION OF INTEREST In line with the Government’s objective to develop potential tourism destinations, wayside amenities
(As defined in Annexure 3) are identified to act as an auxiliary infrastructure to support larger tourist
influx and transit traffic expected in the state. The presence of state of the art amenities along the
connecting highways and roads will promote tourism, provide better facilities to the travelers and will
also act as a Marketing hub for the unknown locations/destinations. Tourist information centers setup
within a wayside amenity will be a one point stop for all the information pertaining to the tourist
locations across the State. Hence, the Government of AP intends to setup wayside amenities at various
locations across the State.
Thereby, this EoI is invited from the Private entities who can be
Individuals/Firms/Companies/HUFs owning lands abutting National Highways/State Highways/ Any
other Major traffic Corridor. The land shall be free of any sort of encumbrances and ready to launch the
project. The land owner will be given the option of developing the facility either on its own, or in
association with any other funding/ experienced agency.
In order to facilitate creation of this critical infrastructure, APTDC will
a) Play the role of a facilitator between the land owners and potential investors in development of
the facility and in realizing the incentives as defined in the Tourism Policy 2015-20.

The project shall be eligible for incentives, subsidies and benefits as per the Andhra Pradesh Tourism
Policy 2015-20.

5.2 List of Locations identified (Tentative) to setup Wayside Amenities:
APTDC has identified several locations throughout the state of Andhra Pradesh as potential locations for
setting up of Wayside amenities (Pl Refer to annexure 5). The list furnished is only indicative but not
final and the land owners are free to come up with their identified lands and also to offer
suggestions regarding the projects..
6. LAND REQUIREMENT DETAILS Interested parties owning land abutting the National Highways/State Highways/Other Major Traffic
Corridors which satisfies the conditions mentioned in Annexure 4 are eligible to submit their Expression
of Interest for development of wayside Amenities across Andhra Pradesh.

Requirements of lands for Development of Wayside Amenities
1. Wayside amenities are proposed to be provided along high traffic density corridors such as National
Highways/State Highways/Major Roads where there is a demand for such facilities.
2. The land shall be free of any sort of disputes, encroachments and other encumbrances. The extent
of Land area required is approximately 1 Acre. Slightly lesser extents can be considered if the shape
of the land is regular without any wastage.
3. Site should be away from urban limits.
4. Feasibility of locating the facility close to scenic/historic/tourist spots should be kept in view, if
possible.
5. The site should be abutting the road.
6. Availability of any existing petrol/repair/spare facilities near the proposed location will be an added
advantage and should furnish such details if any.
7. From environmental considerations, the facility should create minimum disturbance to the
surroundings.

Kalyandurg Wayside amenities zone will cater to the traffic from
NH7 to both Madakasira fort and Rayadurgam fort.

Puttaparthi to cater to the influx of commuters from Bangalore.

This is located just west to Srikalahasti will be specific in providing roadside
assistance to tourist moving towards the area. Also this zone will cater to as
remote zone for tourist information related to Tirupati temple and around.
3. NH18A
between
Chittoor and
Chandragiri
This will cater specifically to tourist moving towards Tirupati temple in the
Chittoor District. As the location is renowned not only in India but throughout
the World location of wayside amenity on the connecting highway is most
futile. The tourism information center will cater to all the aspects of tourist
information near to the region (Tirupati) and Andhra Pradesh. The location is
on NH18A near to Chandragiri.
KURNOOL DISTRICT

the locations. The ideal location is near to Budadinni lying on the
intersection between Kurnool Adoni and Mantralayam.

Devanakonda
The wayside amenity location will cater to the incoming traffic moving
towards Kurnool and further to Nallamala forest and Mahanandi. The
presence of childrens play area and tourist information center will help the
