A Group of Male Leaders Who will Create a Society in which Women ShineGender Equality Bureau, Cabinet Of�ce

Q1. Why are “male leaders” targeted as supporters? It is essential that men change work styles and mindsets in order to promote part ic ipat ion of women without forc ing them to choose between work and childcare/nursing care. The levers of power in organizations today, largely rest in the hands of men in Japan. Male leaders who share the importance of promoting participation of women have great in�uence not only over their own organizations, but also to other male leaders by conveying the importance of such action. The goal is to increase the number of male leaders supporting the Declaration on Action while also promoting initiatives of companies and organizations run not only by men but women, too.

Q2. What is needed to support the Declaration on Action? In principle male leaders of various organizations (CEOs or presidents of companies, heads of local governments, directors of organizations, etc.) can support the Declaration on Action. However, in cases where the person taking initiatives for participation of women within the organization is not top management, please contact Gender Equality Bureau, Cabinet Of�ce.

Q3. What should be done after becoming an supporter? Once an of�cial supports, you will carry out speci�c initiatives following the three pillars of the Declaration on Action and publicize your initiatives through newsletters or your website. When using your website, be sure to attach a link to the website of Gender Equality Bureau. General meetings are held once a year, the attendance of supporters is highly expected.

Q4. Are there similar movements taking place internationally? We learned much from Male Champions of Change in Australia. This movement was established at the urging of Ms. Elizabeth Broderick, Sex Discrimination Commissioner, Australian Human Rights Commission (at the time). Top managements of major corporations and government leaders are members of this initiative. In 2011, the Male Champions of Change Charter was released and since then the group has actively carried out initiatives. The Declaration on Action was devised based partly on the Male Champions of Change Charter. In August 2015, Ms. Elizabeth Broderick was invited to Japan, and gave much insight to male leaders.

We provide venues to share and discuss information / views, and get the word out about activities both in Japan and abroad

in an effort to expand the network of male leaders.

BackgroundThe Council for Supporting Women to Shine was held at the Prime Minister’s Of�ce in March 2014 in order to create a movement to support women who will and do shine in various �elds. With the purpose of involving male leaders with social in�uence in this movement, nine male leaders actively engaged in promoting the empowerment of women gathered together in June 2014 and formulated and announced the "Declaration of Action by A Group of Male Leaders Who Will Create a Society in Which Women Shine”.

Summary of the Declaration on Action1. Taking actions and sending messages ourselves

Male leaders will regularly ascertain initiatives and progress to promote more active participation of women. They inform the importance of women’s empowerment both within their organizations and society as a whole.

2. Disrupting the status quoMale leaders will provide opportunities for women to develop their abilities so that they can continue their careers after life events, and also change work styles and encourage others to change traditional mindsets within their organizations.

3. Developing networkingMale leaders will expand the network, while sharing best practices as well as working together to support the development of networks of women.
