IOM REGIONAL RESPONSE SITUATION REPORT 2 - 15 December 2014 SITUATION OVERVIEW Central African Republic (CAR): The overall situaon in CAR has not changed since the previous reporng period with incidents registered in Bangui limited to theſts and breaking and entering. The Government of CAR connues to reach out to civil society and conflicng armed groups in an effort to promote peace and stabilizaon. Prospects towards the closure of prominent IDP sites, such as the Bangui Mpoko Internaonal Airport, are unlikely to happen as the basic requirements for IDPs to return to their former communies or to resele them to alternave sites have not yet been met. IOM connues to assist more than 3,000 IDPs hosted in both Kabo and Moyen Sido IDP sites with the coordinaon of food and shelter assistance for more than 5,500 IDPs in host families. FOOD DISTRIBUTION During the reporng period, IOM conducted a food distribuon, funded by the Islamic Relief Worldwide (IRW), to IDPs within Boda. The distribuon included 6,000 frozen chickens, 1,200 ns of tomatoes, 3,600 kilograms of sugar and 10,000 loaves of bread. The distribuon was planned to take place just ahead of the Central African Republic’s Independence Day to allow vulnerable populaons to join the celebraons in a dignified manner. COMMUNITY STABILIZATION IOM community stabilizaon acvies in CAR aim to help kick-start economic and social recovery and contribute to stabilizaon and the building of social cohesion in conflict- affected communies. During the reporng period, two football games were held in the 4th and 5th arrondissements of Bangui to promote social cohesion in mixed communies. IOM and partners are working on facilitang different work rotaons in the 3rd and 5th arrondissements of Bangui which will focus on road construcon leading up to a roundabout that formerly served as a main trading point but now lays abandoned. By starng to work on the roads from both sides of the roundabout, IOM aims to allow the beneficiaries both a physical and social reconnecon between these arrondissements. Furthermore, IOM is in the process of designing a new graphic novel focusing on the theme of “working together” with the aim of contribung to rebuild the community and countering rising criminality within the arrondissements in Bangui. Work is ongoing on the compleon of 217 IDP houses in Kabo and Moyenne Sido as part of the Peace Villages project where over 300 youths are acvely involved in clearing the space and producing bricks while IOM provides the technical assistance through master-arsans such as carpenters and masons. Addionally, between 2 and 15 December, the first rotaon of 111 parcipants (41 in Kabo and 70 in Kaga-Bandoro) involved in a two-week city cleaning operaons has been completed with a second rotaon underway. The city cleaning operaons are part of IOM’s cash-for-work acvies. Furthermore, IOM connued socio-economic reinseron acvies in Sibut, Damara, and Kaga Bandoro where 174 former fighters benefit from cash-for-work community projects as part of IOM’s broader support to relocaon and reinseron of former fighters, which is implemented in coordinaon with the Government, UN, MINUSCA, Sangaris and MISCA. CAR: Between 2 and 15 December, the first rotaon of 111 par- cipants involved in a two-week city cleaning operaons has been completed with a second rotaon underway. CHAD: On 12 December, IOM completed the clearing of land for the construcon of 300 temporary family shelters. RETURNEE VERIFICATION AND REGISTRATION

During the reporting period, IOM continued with its verification exercise in the Sido transit site which began on 30 November. The main findings from this exercise highlighted that the returnees are in need of psychosocial support and that although the host community have provided returnees with plots of land, the returnees still lack the materials needed for construction. A thorough report from this verification exercise will be released by IOM in January 2015 and shared with humanitarian partners including WFP, OCHA, Chadian Red Cross, Islamic Relief, and INTERSOS.

TRANSPORTATION ASSISTANCE

From 2 to 15 December, IOM relocated 1,728 returnees from Doyaba transit site to Maigama temporary site. Based on the results of the verification exercise completed in November, 1,065 returnees are waiting to be relocated from the Doyaba transit site to the Maigama temporary site as of 15 December.

To date, IOM has transported 11,911 returnees, third country nationals (TCNs), and CAR-claiming nationals from the Doyaba and Sido transit sites to the Maigama temporary site.

HEALTH ASSISTANCE

During the reporting period, the clinic in Gaoui transit site conducted a total of 158 medical consultations (109 females and 49 males). IOM clinic personnel referred eight cases to hospitals. The majority of these cases consisted of malaria and respiratory infections which particularly affected children.

SHELTER ASSISTANCE

On 12 December, gaps in the shelter needs within Kobiteye temporary site were addressed by IOM completing the clearing of land for the construction of 300 temporary family

shelters. Members of both the returnee and host community were hired as daily workers for this exercise with the aim of promoting job creation and social cohesion. The construction of the temporary family shelters will begin in January 2015.

REGISTRATION

As of 15 December, a total of 1,688 TCNs have been registered in Kentzou (1,134) and Garoua Boulai (554) and have shown an interest in returning to their countries of origin. Among them, 1,576 TCNs are living in host communities and 112 are living in IOM’s transit sites.

Since January 2014, over 17,100 TCNs have been registered by IOM. Since the beginning of the operations in February 2014, IOM provided evacuation assistance to 6,969 individuals from Chad, Côte d'Ivoire, Mali, Niger, Senegal, and Sudan to return to their countries of origin.

FOOD DISTRIBUTION

On 9 December, IOM distributed food, provided by WFP, to 180 households (1,048 individuals) at the transit site in Kentzou. Additionally, on 12 December, IOM distributed food, provided by WFP, to 69 households (288 individuals) in Garoua Boulai. The food distributed consisted of oil, salt, rice and flour.

TRANSPORTATION ASSISTANCE

During the reporting period IOM organized land and air transportation for an Ivorian TCN from Garoua Boulai to Douala and then to Ouagadougou.

IOM is now finalizing the evacuation of 18 Burkinabes from Garoua Boulai to Burkina Faso. During the reporting period, the Consulate of Burkina Faso created laissez-passer travel documents after proceeding with the identification of their citizens. IOM is providing support through the provision of medical escorts and food, as well as the arrangement of land transportation to Yaoundé and air transportation to Ouagadougou. This movement is scheduled to take place on 27 December 2014.

HEALTH ASSISTANCE

Since May 2014, IOM has provided medical consultations for 1,078 cases in Garoua Boulai. Additionally, since June 2014 IOM’s medical team in Kentzou has conducted medical consultations for 1,035 cases of which 43 were referred to local hospitals. Majority of cases received by the medical team concerned diarrhoea, intestinal parasites, malaria, malnutrition, and respiratory diseases.
