SITUATION REPORT 30 December 2013 IOM South Sudan OVERVIEW On 15 December fighting broke out between factions in the South Sudanese capital Juba, and since then the conflict has spread to other parts of the country, displacing tens of thousands of civilians. Fighting has spread across the country to Eastern Equatoria, Jonglei, Lakes, Upper Nile, Unity, Warrap states. At present, an estimated 180,000 people have been displaced with about 75,000 people seeking physical protection within UNMISS bases (OCHA 29 December). It is anticipated that hundreds of thousands more have been affected in areas currently inaccessible to humanitarian actors. Access to affected areas continues to be a significant constraint. Within these constraints the humanitarian community continues to provide neutral, impartial and independent humanitarian response to populations affected by the crisis. IOM RESPONSE Camp Coordination and Management IOM is co-leading the Camp Coordination and Management Cluster response with UNHCR, and work closely with ACTED, the camp manager of two camps on UN compounds in Juba. OVERVIEW

On 15 December fighting broke out between factions in the South Sudanese capital Juba, and since then the conflict has spread to other parts of the country, displacing tens of thousands of civilians. Fighting has spread across the country to Eastern Equatoria, Jonglei, Lakes, Upper Nile, Unity, Warrap states. At present, an estimated 180,000 people have been displaced with about 75,000 people seeking physical protection within UNMISS bases (OCHA 29 December). It is anticipated that hundreds of thousands more have been affected in areas currently inaccessible to humanitarian actors.

to inform other humanitarian responses. Between 23 and 29 December, 12,670 individuals (4,503 households) were registered and received relief assistance.

IOM and partners are assisting third country nationals (TCNs), some 160 individuals so far, who were extracted from areas of conflict on UNMISS flights and brought to the UNMISS Tomping base. Protection and CCCM partners agreed that these TCNs should be transferred to Juba 3, which has more space in the POC area, until more durable solutions can be identified. IOM is assisting with the transfer of this caseload to Juba 3.

IDP registration in the UNMISS Juba 3 compound is planned to start on 1 January simultaneously with food and NFI distributions.

In Bor, Jonglei State, IOM participated in an interagency rapid needs assessment on 26 December. It is anticipated that IDP registration and simultaneous relief distributions should begin in early January 2014.

Registration at other IDP sites will begin in coming weeks. In addition to registration, IOM plans to implement camp management support in Unity, Upper Nile and Lakes, either through partners or directly in the event no partners come forward.

The humanitarian country team anticipates up to 200,000 will seek physical protection and humanitarian assistance in UNMISS bases across South Sudan in the coming three months.

Shelter and NFI IOM is leading the shelter and NFI assistance for

the displaced populations. Essential household items are reaching IDPs staying in the UN Tomping base in Juba from the IOM pipeline and through joint efforts by partners. As of 29 December, 4,503 households received household items such as blankets, sleeping mats and kitchen utensils.

IOM and partners are providing 6m x 12m tents, capable of accommodating 50 people per unit, for IDP families in Tomping to supplement 35 tents provided by Troop Contributing Countries (TCCs). 17 tents capable of holding up to 850 people in total have been erected as of 30 December.

In the UNMISS Juba 3 base, the distribution is scheduled to begin on 1 January.

IOM and partners are working to reach affected populations outside of Juba as rapidly as possible. In Malakal, an IOM team is on-site at the UNMISS base to coordinate planned response activities. In

Awerial County, Lakes State, an inter-agency rapid assessment is scheduled for 31 December.

Water, Sanitation and Hygiene The humanitarian community recently regained

access to Malakal in Upper Nile State. Upon the request of the WASH cluster, IOM is carrying out WASH assessments in the UNMISS base in Malakal and has deployed additional WASH staff to support overall WASH operations in the area. IOM will be providing WASH technical support and frontline services to improve WASH conditions for an estimated 22,000 IDPs currently living in the base.
