1 OVERVIEW
Due to recent terrorist attacks in the Province of Punjab
and especially at District Lahore and increasing threat of
terrorist attacks on government offices / facilities, there is
immediate need for a surveillance system by which the
security officials will be able to monitor the activities of
suspects and exercise general surveillance of Lahore City
especially Entry and Exit Points and government offices.
This will help in reducing the opportunities available to
terrorists. For this purpose a CCTV Surveillance security
system is required for the 24/7 monitoring. The system
will consist of security cameras of different capabilities
which can work in both day and night and in any weather
conditions. Cameras will cover the whole area including
different locations at District Lahore especially Entry and
Exit Point and a monitoring room will be established for
the centralized monitoring and storage of the video
stream of each camera. Cameras will be installed in such
a way that they will cover the maximum area and keep a
close vigilance on the entry/ exit points of District Lahore,
sensitive areas of Lahore, There will also be a secured
provision of remote monitoring from any location via
internet.
The desired solution should be modular, for pilot testing and for future expansion

Initially the solution shall comprise of 34 sites and 15
Locations. A location can have more than one site therefore the total number of installations required will be based on 34
sites which in turn will cover 15 Locations.
The recommended solution has to be

Since the entire solution is on turn key basis for one year therefore it must cover end to end operational cost such as but
not limited to the following basic guide lines:
Connectivity charges and SLA for the connectivity
Any and all electrical cost for one year via LESCO (For
example LESCO will charge for the electricity provided to
the poles, or electricity provided to command and control centre for one year)
Command and Control Centre maintenance, operator’s salaries, Diesel cost for the generators, drivers/ helper
salaries, out door camera maintenance vehicle / fuel
cost, UPS batteries replacement etc.
One year warranty, hardware & software support on any and all active/passive equipments including all services
and support.
Complete Command & Control SOPs and Operations by
the Operators in accordance with End Users

The figure below depicts a general representation of the system required. Exact quantities, specifications and
formations should be taken form the subsequent sections and
not from the figure.

2 SOLUTION REQUIREMENTS
The proposed IP based Surveillance and Recording System
hereafter referred to as CCTV shall be an integrated system shall consist of, but not limited to, the following components:
Video Management System (VMS) including necessary

2.1 VIDEO MANAGEMENT AND RECORDING
SYSTEM
The Video Surveillance Management platform should be optimized for applications to view, store, and manage real-
time and recorded video in a networked environment. The
system should use an open suite of URL-based programmatic interfaces to communicate with applications. The system shall
provide a highly scalable and reliable platform to enable
customized, network-based surveillance applications. The
Video Surveillance Management platform shall include
minimum of the following features/functions/specifications:
The system shall display any combination of live and
recorded camera feeds on multiple workstations
simultaneously using an IP network.
The system shall provide low latency video with high
quality images and support H.264, MPEG-4, and Motion-
JPEG compression schemes simultaneously.
The system shall provide replication of individual video
feeds at different frame rates for multiple users and
other system processes.
The system shall support simultaneous video feeds
across multiple locations for centralized and decentralized
storage, display, and distribution of video without limitation, but shall minimize load on video servers by
streaming only the active video channels.
The system shall be capable of streaming and recording video at different bit rates and variable frame rates up to
full motion 25 fps (PAL) video on all camera feeds and
shall support QCIF, CIF, VGA (640x480 pixels), D1 (720x576pixels) and 4CIF (704x576 pixels) camera
resolution.

The system shall provide the ability to remotely control
(pan, tilt, zoom) the cameras and support priority for PTZ control based on user privileges and scheduling,
recurring or one-time, for PTZ camera movements.
The system shall support digital pan-tilt-zoom on live or archived video.
The system shall provide the ability to remotely configure
the cameras and shall allow configuration data to be imported from a spreadsheet.
The system shall allow instant replay of video and will
permit pausing of live video, forward and backward review of recorded video, and return to live viewing.
The system shall manage storage of real-time video at
any specified frame rate, duration, and physical location on the network.
The system shall provide flexible archiving capability in
terms of frame rate, duration, and location and shall utilize dynamic file allocation to ensure that the full
duration of the selected video stream will be recorded,
regardless of lighting condition, motion, or scene detail.
System shall support access to the archived video, to
seek to any point in the archive, to set the pre and post time, and to loop that segment of the archive.
The system shall cater for redundant multi-site video
storage. Meaning that the video feeds coming from the sites must be stored on primary and backup storage.
The system shall provide a Management Console that
shows the status of CPU, Memory, Disk Usage, and traffic analysis.
The System shall support H.264 Compression Protocol
and 128 bit encryption

The system shall provide diagnostic tools that support
Simple Network Management Protocol (SNMP).
The system shall provide for integration with other
software applications through an open and published
Application Programming Interface (API). Such applications shall include, but not be limited to, access
control, video analytics, and other alarms and sensor
inputs.
The system shall be capable of running on a single
physical server or distributed across the network, scaling
to handle thousands of cameras and users.
The system shall provide for or have the capability of
interoperating with the functional modules providing the
capability for multiple web-based display consoles to configure, manage, display, and control video throughout
the IP network; multiple options to store video and
audio; virtual matrix switching; client PC viewing; and, remote encoding and storage.
The system shall be capable of simultaneously supporting
3rd party IP based cameras from a variety of different vendors such Axis, Honeywell, Cisco, Bosch, Pelco, Sony
etc. The minimum level of support required is: viewing,
recording, archive extraction and PTZ control.
The system shall provide the following administrator functionalities:
Secure login Server, encoder, and camera administration

The Operator workstation PC and the Video Wall PC will be separate and the two applications will not be combined on
the same PC.
The minimum configuration of the Management and Recording servers shall be:

2.2 CCTV CAMERAS
IP surveillance cameras shall be installed at predefined locations to provide day/night security surveillance coverage for the entire
main street, merging streets with the main street, roundabouts
and city entry/exit points. Through PTZ zoom control, areas of interest should be focused and highlighted.
2.2.1 FIXED IP COLOUR DAY/NIGHT
CAMERA
The fixed camera should have the following features:
Directly IP based without requirement of encoder.
Day / Night camera. Should switch automatically to
monochrome mode (black and white) at night.
Imaging Device 1/3 inch complementary metal oxide
semiconductor (CMOS) with wide dynamic range

The PTZ Camera should have the following features:
The camera should be IP based with a built-in 100Base-TX network interface.
The camera should be true outdoor model suitable for use in Pakistan.
It shall be a discreet camera dome system consisting of a
dome drive with a variable speed/high speed pan/tilt
drive unit with continuous 360 rotation.
Imaging device should be ¼ inch CCD and support both
color and monochrome black and white. With 540 TVL
horizontal resolution.
Should provide 35x optical zoom and 12x digital zoom
with auto focus feature
The camera should provide high-quality MPEG-4, MJPEG

2.7 WAN Connectivity
2.7.1 WAN Connectivity for Edge Devices
At least 15Mbps connectivity per pole (site) over fiber or
Wireless is required.
The connectivity has to be redundant at the backbone layer
hence avoiding single point of failures.

connectivity are the responsibility of responding
organization.
The initial installation cost and maintenance cost for one

2.7.2 WAN Connectivity at Aggregation Site
At least 500 Mbps Connectivity over fiber or Wireless is
required at the aggregation site.
The service provider should provide dual Gigabit links at the aggregation site to avoid single point of failure. Primary and
Backup link.

2.7.3 Bandwidth Monitoring Tool/Software
Bandwidth monitoring tool/software is required to gauge
real time and simultaneous bandwidth from each site up to the Command and Control Center.
The proposed software should provide detailed graphical reports/statistics on daily, weekly, monthly and yearly
basis.
The reports should give details on the uptime, bandwidth
consumed, packet loss, delays, link flapping and other
criteria’s that are required for any WAN circuit to support 24/7 video traffic monitoring.
2.8 Storage Requirements
Recording of all the camera streams must be stored for
the period of 15days on DAS, NAS or SAN. The storage media must be SATA drives or Fiber Channel
drivers or Flash Drives. Minimum storage requirement is 54TB raw
The storage servers must have redundant power supply and meet high availability standards
The storage should be RAID 5 configured for disaster
recovery. Each recording unit/server should allow for internal
storage up to 24 TB per recording unit so as to allow
expansion if later required.

2.12 Surveillance Points
Below is the list of all the LOCATIONS that must be monitored.
Each location will have one or more than one sites as
indicated by number of poles.
Total number of Fixed and PTZ cameras is locked,
responding organization can increase the number of
cameras if required as per approved design.
Deciding exact location for each pole and number of
cameras per pole is responsibility of the responding organization.
Site survey is must for the responding organization.

2.14 ELIGIBILITY& EVALUATION

1- Firm must be having valid NTN certificate with registered office in Pakistan.
2- Firm must be having direct alliance with principal manufacturer of quoted equipment.
3- Firm must be registered and working in Pakistan for minimum past of 03 years.
4- Firm should not have been blacklisted or involved in litigation in past on account of delivering tempered / low quality equipment or failure to deliver to any of its customer in public and private sector.
B- Evaluation and Comparison of Bids
The Consultant will evaluate and compare the bids previously determined to be substantially responsive.
Basis of Evaluation and Comparison of Bid
The bids will be evaluated in two steps. The first step would ensure that technical requirements are met by the bidders as per the technical evaluation criteria. In the second step financial proposals of only those firms which meet the technical requirements will be evaluated. The bids would be evaluated according to the following percentages for technical and financial respectively: 1-Technical Evaluation 70% 2- Financial Evaluation 30% The companies will also be evaluated on separate Performa to assess their strength in terms of financial capacity, engineering/technical team, quality standard compliance, international standards compliance, certifications like ISO, status of the company, after sale services, response time and local vending capability. Evaluation will be done both for the company and the product.
Technical Evaluation It will be examined in detail whether the Goods offered by the bidder comply with the Specifications of the bidding documents. To facilitate this, the Goods specification will be reviewed. Technical features/criteria of the Goods detailed in the Specifications will be compared with the bidder's Goods Data submitted with the bid. Other technical information submitted with the bid will also be reviewed. It will be examined whether the bidder has the capability to impart training properly.
Commercial Evaluation It will be examined in detail whether the bid comply with the specified Conditions of Contract of the bidding documents. It is expected that no major deviation/stipulation shall be taken by the bidder. Payment Terms The customer shall pay to the Contractor the Contract amount in Pak Rupee only. The Contractor shall be responsible to establish Letter of Credit, arrange for foreign exchange, ship the goods to Pakistan, pay all insurance and freight charges, all custom duty and levies, octroi

taxes and all other charges as per the provincial and federal government requirements, and deliver the goods to the Site. Unless otherwise provided for in the Contract, the Customer shall provide for adjustment in price for all the imported items to the extent of exchange rate variations in case the conversion rate “changes”. For all locally procured items the rates shall remain unchanged for the entire duration of the contract i.e., for the period of 12 months from the date of signing of the contract. However the impact of any changes in all duties, taxes & other local levies becoming applicable after the bids have been submitted by the contractors will be absorbed and duly adjusted by the customer in case of both local and imported items.
Evaluated Bid Prices The Consultant’s evaluation of a bid will take into account in addition to the Bid Price, the following factors (Adjustments) in the manner and to the extent stated hereinafter. Adjustment will be based on corrected Bid Prices. The price so determined after making such adjustments will be termed as Evaluated Bid Price. The cost of making good any deficiency resulting from any acceptable, quantifiable variations and deviations from the Schedules, Conditions of Contract and Specifications, shall be added to the corrected Bid Price for comparison purposes only. For bid offering delivery period of the Service earlier than the period specified in the Schedule, no credit will be given. Terms of Payment: The bidder shall state their bid price for the payment terms outlined in the Conditions of Contract. The bid will be evaluated on the basis of this base price. The bidder may state alternate payment terms and indicate the reduction in bid price that wish to offer for such alternative payment terms. The Purchaser may consider the alternative payment terms offered by the bidder.
