• Easier to ensure consistency across sections, but….– Did experience a couple of
editing glitches– Contacted a few coordinators for
assistance– Table Topic – questions,
suggestions
New HR format
• Combination of an old server and the new, combined HR format had negative impact on system performance in winter
• NCES replaced collection server toward end of collection period
• Collection was extended
Finance in winter
• Almost a third of total Finance surveys were completed during Winter collection
Spring collection
• Email sent to KHs 10 days before institution close– Suggested folks not wait until
last few days to enter data– Due to high volume and ED
firewall issue

• Revising suggestions • Will be posted at
http://nces.ed.gov/ipeds/whatsnew.asp
Comments on TRP Proposal
• General agreement with TRP suggestions to eliminate first-professional but still distinguish graduate degree programs designed for research and scholarly careers from those designed for professional practice.
• Requests for further guidance in how to categorize certain degrees; either refinement of TRP proposed definitions or lists as guidance (for example, Survey of Earned Doctorate’s list of research doctorates)
Data Feedback Report 2006
• Will be sent to keyholders and CEOs in fall 2006
• Keyholders can upload custom comparison groups for their 2006 report through June 30 in the data collection system

AIR Report
New COOL (!!!)
http://collegesearch.nces.ed.gov
Background
• Revisions based on work of 2005 AIR/NCES Senior Fellow
• Purpose of project was to enhance the ongoing development and improvement of COOL
• Included:– Comparative review of COOL and other
college search sites– Interviews/focus groups with high
school students, parents, counselors
Recommendations
• Change URL– Old: http://nces.ed.gov/ipeds/cool– New: http://collegesearch.nces.ed.gov
• Improve search options, include:– Map of USA to search by location– Quick search function– Search by major/program
More Recommendations
• Modify language/terminology• Revise page header to
emphasize COOL • Modify and relocate page
navigation• Incorporate compare function
Introducing the New COOL
Influences on the Future
HEA Reauthorization
• Current HEA extended through June 30, 2006
• House and Senate bills differ but both focus on consumer info and accountability
• House bill: HR 609 – passed March 30• Senate bill: S1614 – rumored will be put
on Senate calendar “soon”• Then, House and Senate versions get
reconciled
House Bill (HR609)
• Additional consumer information
• Changes to COOL web site• Prohibits student unit record
system• College Affordability Index
Consumer information
1) Provide consumers with an easy-to-use, comprehensive web-based tool for researching and comparing institutions of higher education (COOL)
2) Increase the transparency of college cost, price, and financial aid
3) Raise public awareness about postsec education, particularly among low-income families, non-traditional students, and first-generation college students
How?
• Establish Technical Review Panel to– Determine what is needed– Determine best way to collect data
(considering burden and cost)– Determine comparability of data– Redesign COOL to
•Display new data• Include sorting function, better search
mechanism
More on COOL
• Publish data on COOL--– Price of attendance and SFA (we already do this)
– Instructional expenditure per FTE student– Enrollment data (FT/PT,
resident/nonresident)– Faculty/student ratios– Faculty & staff data (FT/PT)– Graduation and transfer rates (we do this, too)
• Ability to compare institutions in COOL (we now do this)
Also on COOL:Links to institution
website• Data should include
– Mission– Accreditation– Student services– Transfer of credit policies– Placement rates and other
measures of success
Public accountability
• College Affordability Index (CAI)– Post on COOL, next to total
tuition and fees– Sanctions take effect June 30,
2010– Have tuition and fees risen more
over the last 3 years than the Consumer Price Index (CPI)?
College Affordability Index
Percentage change in the tuition and fees charged for a full-time first-time undergraduate student between 1st and last of 3 most recent academic years
-- divided by -- Percentage change in the CPI (All
Urban Consumers-Current Series) from July of 1st academic year to July of 3rd academic year
College Affordability Risk Indicator
• An institution is determined to be not at risk if – the CAI is less than or equal to 2.0; – or the CAI exceeds 2.0, but by a
dollar amount that is less than 500; – or the tuition and fees charged in
the 3rd academic year for a full-time first-time undergraduate student is within the least costly quartile of institutions within each sector
CAI on PAS
• College Affordability Index (CAI) and College Affordability Risk Indicator for 2005 are now in IPEDS Peer Analysis System (PAS) – http://nces.ed.gov/ipedspas/– Frequently Used and Derived
Variables
Outcomes and actions
• At-risk institutions– Report to Secretary of Dept of ED
•Description of factors contributing to increase in costs, tuition and fees
•Description of any other entity that participates in determinations of tuition and fee increases
•Posted on COOL
– 2-yr continuation of failure•Affordability alert status
CAI: Highest 5%
• Must form Quality-Efficient Task Force to to review operations – To include administrators and business
and civic leaders and may include faculty, students, trustees, parents of students, and alumni of such institution.
– To analyze institutional operating costs in comparison with other institutions. Identify areas to cut costs.
• The results of the analysis in the report to the Secretary
Senate Bill (S1614)
• Additional reporting requirements/consumer information
• Changes/additions to COOL• Ranking institutions by tuition
increases
Consumer Information
• Ability to compare institutions in COOL
• 10 years of cost of attendance data on COOL, including average annual cost of attendance
• SFA data (we have this already)
• % students successfully transferring academic credit
More new data
• Data on students who complete– Undergrad certificate or degree and get
a job– Undergrad degree and go to grad school
• Ranking of institutions showing– $ and % increases in tuition by quartiles
• All data will be made available for degree-granting institutions by control and level
• Assistance provided to institutions by each state
Commission on the Future of Higher Ed
• Attempt to answer questions such as: – What skills will students need to
succeed in the 21st century? – How can we make sure America
stays the world's leader in academic research?
– And, how can we make sure opportunities for quality higher education and best jobs are open to all students?
Meetings and Public Hearings
• Next Meeting—Washington, DC (May 18-19, 2006)
• Fourth Meeting—Indianapolis, IN (April 6-7, 2006)
• Public Hearing—Boston, MA (March 20, 2006) • Public Hearing—Seattle, WA (Feb 7, 2006) • Third Meeting—San Diego, CA (Feb 2-3, 2006) • Second Meeting—Nashville, TN (Dec 8-9, 2005) • First Meeting—Washington, DC (Oct 17, 2005)
Commission’s Top 5 Goals
• Vote taken at April 6 meeting:– Increasing access to college for low-
income students and adults– Improving the nation’s commitment to
lifelong learning and workforce development
– Increasing need-based aid– Doubling the number of graduates in
science and mathematics– Expanding institutional accountability
and transparency
Commission Preliminary Reports
• Preliminary papers posted to web, including Accountability/Consumer Information by Chair Charles Miller
• Report suggests that Commission will likely recommend changes to COOL as well as expansion of IPEDS data collection– Weighting and ranking on COOL– “Smaller slices” of data reported in
IPEDS
Commission Final Report
• By August 1, 2006• Will serve as a blueprint for a 21st
century higher education system • Potential to have major
implications for IPEDS• For more info, see Commission
