Animal Permit/Licence Application KitKeeping Dogs in Ipswich | 1 July 2018 – 30 June 2019

GUIDE FOR COMPLETION OF PERMIT/LICENCE APPLICATIONDepending on the number and type of animals you wish to keep in Ipswich you may require a permit. The Quick reference guide will help you decide which permit, if any, you require.

Keepers of any animals are required to comply with the minimum standards as outlined in the Local Laws regardless of whether a permit is required or not.

Prior to making application, Planning and Development assessment is required for all commercial activities (this is any activity other than domestic - may include large scale hobbies), a Commercial Kennel Licence, Commercial Cattery Licence, Commercial Stable Licence, any Non-Standard Permit for dogs, cats or birds or the keeping of any animals under the Other Animals section.

PART ARead through the Minimum Standards and if you can comply with ALL of them then tick the Yes box.

Read through the Conditions for the permit you wish to apply for and tick the Yes box if you can comply or the No box if you can not comply with each of the conditions.

Note: An application for a Non-Standard Permit is required where you are unable to comply with the standard conditions. A Non-Standard Permit is more expensive to apply for as it requires an inspection of the property.

PART BALL applicants MUST also complete Part B – Application for Permit.

Once completed, return Part A and Part B to Council along with payment so your application can be assessed.

Note: If any animal causes a nuisance the keeper may be liable for an on the spot fine or be required to remove the animals from the property. If you have received a notice to comply, please ensure you have submitted and paid for your application by the notice due date.

PART CBoth existing and new licensee MUST complete Part C - Transfer of a Commercial Licence.

Keepers of any animals must comply with minimum standards set out in the Council’s Local Laws.

No permit is required to keep up to 2 dogs. No permit is required to keep up to 4 dogs on land 2,000m2 or more.

All dog owners must comply with the following minimum standards in accordance with Council’s Local Laws regardless of whether they require a permit or not.

The animal is adequately identified so that the keeper’s name, address and telephone number is readily ascertainable• An adequate supply of food and water is provided• Water containers are kept free from mosquitoes and flies• All faeces, urine, food scrapes, and other waste are disposed of so as not to cause a nuisance• Animals are kept in a manner so as not to be injurious to the health of a person• Animals are kept in a manner so as not to cause a nuisance including to the occupiers of adjoining premises or premises in

the immediate vicinity of the place whwwere the animal is kept• All feed is kept in a vermin and fly proof container or facility• The animal has adequate freedom to exercise having due regard to the species, breed, size and nature of

the animal• The animal is vaccinated and inoculated having regard to the age of the animal• Any animals offered for sale or given away are vaccinated and inoculated as appropriate having regard to the age of the

animal• Any animal suffering from a transmissible or communicable disease is prevented from interacting with other vector

animals• An animal does not create excessive noise

1. Animal noise is considered excessive if: (i) it is made or can be heard within a residential area for more than a total of 6 minutes whether continually or intermittently in an hour from 7.00 am to 10.00 pm on any day; and (ii) in the opinion of an authorised person it unreasonably disrupts or inhibits an actively ordinarily carried out on residential premises

or 2. Animal noise is considered excessive if: (i) it is made or can be heard in a residential area for more than a total of 3 minutes whether continually or intermittently in any 30 minute period on any day after 10.00 pm but before 7.00 am; and (ii) in the opinion of an authorised person it unreasonably disrupts or inhibits an activity ordinarily carried out on residential premises

• The animal is provided with a suitable shelter from the elements having regards to the breed, size and nature of the animals;

• any shelter is: (i) constructed and maintained so as to prevent the harbourage of vermin; and (ii) is maintained and kept at all times in a clean and sanitary condition.

7. Location and details of the food storage room

8. Details of sewage and waste disposal. Kennels must be connected to an effluent disposal system for solid and liquid animal waste. Please include details of treatment provided ie type of treatment plant, capacity of treatment plant, location of plant and evaporation trenches, connected to sewer and grease trap etc.

9. If the kennel is already constructed you may submit photos in support of the application in addition to your plan/s.

Please note that Local Law 3 (Commercial Licensing) 2013 requires mandatory information to be supplied. If the information supplied with your application isn’t sufficient Council’s ability to finalise the application may be affected.
