The problem

The problem araises when a RIR assign a prefix (/28 for example) to an ISP which has several internet links (let us say 3) with different carriers (3 tier 1 carriers, for example) using BGP publications.

According to LACNIC’s (and most other RIR’s) policy, the ISP must advertise the /28 through all the 3 links without the possibility of dissagregation.The problem with this policy is that by doing this, the ISP loses direct control of the traffic, not being able to distribute the traffic over the 3 different links.A /28 prefix may have a lot of incoming traffic associated to it, but dissagregation (subnets) of the prefix is banned by the policy.

Scenario

International links are expensive, and so, usually heavily loaded.

International links sometimes fail.

Some of the consequent problems admit complex and coordination intensive solutions (i.e.: BGP communities).

Operators need simple and controllable tools, that admit frequent adjustments, and give quick results.

In fact, they dissaggregate!!!

Conclusion

If aggregation is mandatory, several ISPs:

• either will be in an irregular situation

• or won’t be encouraged to deploy IPv6
