AsItravelMaine,Ihearfrompeoplewholiveineverycornerofourstate.Ihearabouttheirachievements,theirsuccesses,theirworktoimprovetheircommunities–Ihearaboutthehopetheyhaveforourstate.Ialsohearaboutourchallenges,andalltheworkwehavelefttodo.AsIseeit,that’smyjob:tolistentoyou,actwhereIcantobuildonwhat’sgood,andworkonthetoughparts.As�0�8comestoaclose,Iwantedtotakeamomenttoshareanupdateonsomeoftheworkwe’redoinginWashingtontoliftuptheaccomplishmentsofMainepeopleandmakeprogressonthechallengestheyface.

FromPortlandtoPresqueIsle,fromMilotoCamden,IhearaboutthepainthattheopioidepidemicisinflictingonMainecommunities.I’vemetwithMainepeopleinrecovery,familymembersofthosestrugglingwithsubstanceusedisorders,treatmentproviders, and law enforcement officials to learn about their experiences with thisterribledisease,andeveryoneagreesthatinordertofullyrespondtotheseproblems,weneedastrongerfederalefforttoendtheopioidepidemic.Fortunately,somehelpisontheway–inOctober,weoverwhelminglypassedasweeping,bipartisanopioidsbill.I’vepushedhardforthistypeoflegislationandwasproudtohaveprovisionsI’veadvocatedforincludedinthebill.TheseprioritieshavebeenguidedbythevoicesofMainepeople,andwe’llkeepworkingtoconfrontthistragicproblem.

I’vealsoworkedtostrengthenthefutureofourforesteconomy.Maine’sforestshavepoweredourstate’seconomyforgenerations,especiallyinourruralcommunities.So,whenrapidshiftsinthemarketledtotheclosureofmanypulpandpapermillsandbiomasspowerplants, it requiredacollaborativeapproach to support futuregrowthinthisimportantindustry.That’swhy,togetherwiththeothermembersofthestate’sCongressionaldelegation,IpushedtoestablishtheEconomicDevelopmentAssessmentTeam (EDAT). This integrated, multiagency effort aims to foster innovation andcommercializationinMaine’sforesteconomy,andwe’realreadyseeingthebenefits:in recent months, several forest industry businesses have announced significantinvestments into Maine operations, and in September �0�8, the Forest OpportunityRoadmap(FOR)/Mainereleasedanactionplantomakesurethisindustry,andtheruralcommunitiesitsupports,cancontinuetothriveforgenerationstocome.

AsIclosethisletter,pleaseallowmetoexpressmygratitudetoeachofyou–foryourdedication toour state, and toone another. It’s often said thatMaine is like abig small town (with very long streets)—that’s because at our heart, we’re one bigcommunity.It’snotonlyapleasuretoserveyou–it’sapleasuretoknowyou.ThankyouforbeingthereasonMaineissospecial.MaryandIhopethat�0�9willbeagoodyearforyou,yourfamily,yourcommunity,andourgreatState.

DearFriends,ItisanhonortorepresentMaineintheUnitedStatesSenate.Iamgratefulfor

thetrustthepeopleofourstatehaveplacedinmeandwelcomethisopportunitytosharesomekeyaccomplishmentsfromthispastyear.

AsChairmanoftheSenateAgingCommittee,Iworkedtohelpensurethewell-being of our seniors.The Senior$afe Act I authored became law last year and isempoweringbanks,creditunions,andother financial institutions tobetterprotectseniorsfromfinancialfraud.

Following extensive committee investigations of prescription drug pricing,additionallegislationIcraftedbecamelaw,endingtheegregiouspracticeofpharmacy“gagclauses”thatpreventedpharmacistsfrominformingpatientsonhowtopaythelowestpossibleprice.

This year, I was also successful in securing an extra $4�5 million forAlzheimer’sresearch—thelargestfundingincreaseever—bringingthetotalto$�.�4billion.Additionally, thebipartisanBOLD Act IauthoredwillcreatepublichealthinfrastructuretocombatAlzheimer’sbypromotingeducation,earlydiagnosis,andimprovedcaremanagement.

Morethan40millionAmericans—including�78,000Mainers—arecaregiversforparents,spouses,children,andotherlovedoneswithdisabilitiesorillnesses,suchasAlzheimer’s.TheRAISE Family Caregivers ActIauthoredwassignedintolawlastyear,givingcaregiversmoreresourcesand training tobetterbalance thefull-timejobofcaregiving.AnotherlawIwrotewillhelpgrandparentswhoareraisinggrandchildren,largelyduetotheopioidaddictioncrisis.

OneofmyhighestprioritiesasChairmanoftheTransportationAppropriationsSubcommittee is to improveournation’scrumbling infrastructureandensure thatMaine’s needs are addressed. Since the Better Utilizing Investments to LeverageDevelopment(BUILD)TransportationGrantsprogram,formerlyknownasTIGER,wasestablishedin�009,Ihavesecured$�60millionforvitaltransportationprojectsthroughoutMaine.

CongressalsodeliveredaFarmBilllastyear,whichincludesmanyimportantprovisionsthatwillhelptheagricultureindustryinMaineandacross thecountry.


Specifically, I secured provisions that will strengthen support for young farmers,improvelocalfarm-to-marketefforts,andincreasefundingfororganicresearch.

Congress took decisive action to address the opioid addiction epidemic. Inadditiontoappropriating$8.5billioninfederalfundinglastyear,Congressenactedthe SUPPORT for Patients and Communities Act, a comprehensive package thatembraces the multipronged approach I have long advocated for this epidemic:prevention,treatment,recovery,andenforcementtostopdrugtrafficking.

Maineplaysakeyroleinensuringastrongnationaldefense.In�0�8,CongressprovidedfundingforfiveshipstobebuiltatBathIronWorks,whichwillhelptokeepournationsafeandprovideourskilledshipbuildersasteadyjob.Ialsosecuredmorethan$�6�millionforinfrastructureprojectsatPortsmouthNavalShipyardtosupporttheirimportantworktooverhaulNavysubmarines.

AMainevaluethatalwaysguidesmeisourunsurpassedworkethic.InDecember�0�8,Icastmy6,8�4thconsecutivevote,continuingmyrecordofnevermissingaroll-callvotesincemySenateservicebeganin�997.

Our committee is focused oneconomicdevelopment.Thecommittee isbringingtogether legislators,educators,and business people to work on improving technical education, attracting andretaining new workers, and expanding access to reliable high-speed internet. I’mhumbledtoleadthiseffortandhopefulthatwewillmakerealprogressduringthissession.

WearealsobalancingthestatebudgetforthenexttwoyearsandareworkingtodosoinawaythatrestoresrevenuesharingfundsforallMainetowns,lowerstaxesandrespectsthemandateofthevoterstoproperlyfundpubliceducation.

private achievements and to build on them - providing employment for many, a good quality of life for all, and opportunities for positive growth and change.

Sustainable growth requires fiscal responsibility in the present and sound investments for the future. This means: 1) good management of present resources; 2) careful planning and prudent budgeting; and 3) well-constructed initiatives that will


add jobs, commerce, and maintain a fiscally-sound tax base.Islesboro must also continue a close monitoring of the Waldo County annual

budget, to which the Town makes a substantial tax contribution, and pay attention to regional and state issues that will affect the Town.Protecting and Updating What Islesboro Has Now

The people of Islesboro should give priority to four primary assets that arecentraltolifeontheisland–itsnaturalresources,ourresidents,organizationsthatprovidekeyservices,andthefunctioningofTownGovernment.

• Islesboroisanisland–just�4squaremiles–andoverthepasttwentyyearsormoregreat attentionhas beenpaid to respecting andprotectingour shorelinesand beaches, the sea around us and the land itself, especiallywetlands and othersensitiveareas.Thepurityofourdrinkingwater,comingasitdoesfromasolesourceaquifer,isofparticularconcern.Islesbororesidentslovethebeautyandcharacterofourislandandbelievethatnewman-madedevelopmentsmustcontinuetorespectthosefragileaspectsofoursurroundings.Islesboromustalsomonitorandbealerttochangesinthenationandtheworld,andbepreparedfortheeffectsofsuchthingsasclimatechangeandeventsgoodorbadbeyondourcontrol.

Islesboro’s townspeople and their government should continue to safeguard the natural benefits and resources of Islesboro, 700 Acre Island, the fifteen smaller islands within the Town’s jurisdiction, and the waters of the Penobscot Bay.

Town officials, private organizations, and residents must be concerned with and plan for rising sea levels and increasingly severe storms, which will threaten shore-lines and vulnerable areas such as the Narrows and Grindle Point. The Town of Islesboro in 2015 received a federal grant to study the effects of a rising sea-level on Grindle Point and the Narrows. A “Resiliency Planning Committee” made a preliminary report in May 2017. Further engineering studies will be necessary.

Proposed developments in Penobscot Bay – particularly in the channels leading to Searsport Harbor and Sears Island should be continually monitored to protect the natural environment and to safeguard fishing and recreational economies.

• Islesboroisamulti-facetedcommunitywithagoodmixofsummerandyear-roundresidentsthatincludesretireesandworkingpeople.Inordertoremainawell-roundedcommunity,Islesborowishestobeattractivetoallwholive,workandvisithere.Apriorityistoretainyoungresidentsandtoaddnewworkingfamiliestothecommunity.

Individuals, families, and organizations on Islesboro should continue the island tradition of welcoming and helping each other and, as appropriate, should make special efforts, including reviewing housing and commercial innovations, to attract new business, social and cultural amenities to the island.

Islesborooffersnearlyafullrangeofservicesandopportunitiestoitsresidentsthrough local organizations both public and private. Looking ahead, all of these


organizationswillrequireongoingprogramadjustmentsandphysicalmaintenanceinordertokeeppacewiththeisland’sneedsandexpectations.

TheTown’slistofcapitalimprovementsandmaintenanceprojectsnecessaryforthegoodfunctioningofIslesboro’spublicinfrastructureincludes:

TofacilitateIslesboro'smunicipalenergymanagementandfutureplanning,theSelectBoardauthorizedthecreationofanIslesboroEnergyCommitteein�0�7toreviewallaspectsoftheTown'senergyusage,anddeveloprecommendationsforalong-termmunicipalenergyplan.

Asaguideforitswork,thecommitteeestablisheditsmissionstatement:To explore ideas and develop proposals to present to the Select Board of the

Town of Islesboro relating to the best options that address the energy needs of the Town. The ideas and proposals will be made available to support efforts toward sustainability among the entire island community.

Existing public and private organizations, both their programs and their facilities, should be sustained and improved.

There is always room for improvement in the functioning of any TownGovernment.PrioritiesforIslesboroinclude:


• Continuing up-dating and additions to the Town’s website, including newcensus informationas itbecomesavailable. Inaddition, researchpreparedfor thenewly-approvedComprehensivePlanonemploymentpatterns,housing stockandpopulationshouldbeupdatedperiodically.

• Systematic review of Islesboro’s “Capital Improvement and MaintenancePlan,”adoptedby theTown in�0�0by theSelectBoardandat theannualTownMeeting.

• ImprovedcommunicationsbetweentheTownandresidentsthroughavarietyofmedia,print,andelectronicmeansincludingTownofIslesboroFacebook,ConstantContactandTwitter,especiallyduringweatheremergencies.

• IncreasedopportunitiesforprofessionaldevelopmentofTownemployees.• Planningforalong-termshifttoa“paperless”government,includingmedical

recordswhereappropriatetofacilitatetelemedicine.• Town support for recruiting, training, and effective management of Fire

DepartmentandAmbulanceServicepersonnel.• RegularreviewoftheTowncommitteesystembytheSelectBoardtoensure

thatindividualcommitteesarefunctioningwellandthatthereisgoodcommunicationbetweenthecommittees,theSelectBoard,andtheTownManager.

• Consideration of changes to current Town procedures for election to theSelectBoardandtotheSchoolBoardtoenabletheTownspeopletohaveagreaterknowledgeoftheinterestsandcapabilitiesofcandidates.

The Select Board, working in cooperation with the Town committees, should review the Town’s procedures and practices and should make adjustments as appropriate.Considering New Activities for the Future

ThefollowinghaveemergedasprioritiestobeconsideredbytheTown,thenon-profitsector,thebusinesscommunityandindividuals:

1) Maintain and add jobs to the Islesboro economy while paying close attention to the enterprises and activities that currently underpin the economic life of the community.Strategiestosustainandexpandtheiractivitiesinclude:

• Availabilityofup-to-dateinformationonTownstatistics,existingenterprises,andplansforthefuture.

• Island-wideaccesstohigh-speedinternet.• SupportforthenewtownEnergyCommitteetodevelopalong-rangeenergy

plantostimulatecost-effectiveenergyforhomesandbusinesses,includinganenergyauditofTownoperationsandtheapplicationofsolarandotherrenewableenergies.

• Skilledpersonnelforislandbusinessesthroughtrainingislandresidentsandrecruitingworkingfamiliesfromthemainland.

2) Develop specific public and private initiatives that would improve both the island economy and community life.


• Continuingsupportoftrainedstafffortheyear-roundPre-SchoolandDaycareProgram,toencourageyoungfamiliestostayonIslesboroandotherstocometotheisland.

• Encourage local food production with revived island agriculture and thedevelopmentofaquaculturebysupportivemeasuressuchasRighttoFarmordinances,LocalFoodRulesOrdinance,andpreservationanduseoffarmableland.

• Consider active recruitment of professional services even if part-time, onisland such as, for example, hair cutter, veterinarian, and dental hygiene, or viabroadband(telemedicine).

• Strengthenaccesstosocialservices.• Considertheadditionoflocallycontrolledfinancialinstitutionsuchasacredit

uniontoservelocalbusinesses,familiesandindividuals• Seriousattentiontotheimpactofrisingsealevels,especiallytotheNarrow

andGrindlePoint.3) Encourage the development of two areas that are natural centers for

commercial and social activities on Islesboro. A Special Town Meeting on February 15, 2018 approved a new ordinance to further this important goal.

• ThePostOfficeCenter.Thisgeneral locationhas themost traffic (car andfoot)andthemostyear-roundvisitsofanyspotontheisland.TheareaincludesthePost Office, the Island Market, Leach’s Garage, Leach’s Express and the SecondBaptistChurch.NearbyaretheTownOffice,theFireDepartmentandPublicSafetyoffice,theHealthCenter,BoardmanCottage,andtheCommunityCenter.TheRuthieJamescommunityiswithinwalkingdistance.

Thisareapresentsanopportunityforimaginativeandthoughtfulplanningthatcould improve traffic and parking conditions and encourage new businesses andhousingactivity.

• DarkHarborVillage.Historically, therehavebeenboth seasonal andyear-roundshopsandofficesinthisdown-islandcenter.Atpresenttherearetwoofficebuildings,ararebookbusiness,andfiveseasonalshops-asodafountain/newspaper/gift shop, an antique shop, art gallery and two shops selling housewares andclothing.

Importantly,alargesectionoftheDarkHarborvillagehasapublicsepticsystemthathasunusedcapacity,allowingforthepossibilityofsmalllot-sizedevelopmentand/ormulti-householddwellings.

4) Immediate attention to Long-term challenges• MainRoadandOtherHousing.Attentiontopoliciesthatwouldencouragethe

up-keepandconstructionofhousesforislandresidentsalongthemainTownroadandelsewhereisapriority.

• Our Single Aquifer. All development proposals that may increase densitymustconsidertheprotectionofIslesboro’swatersupply,includingthepossibilities


of increasing lot-size on lands in known re-charge areas.Attention to policies todiscourageuseofherbicidesorpesticidesthatwouldinvadetheaquifer.

• RisingSeaLevels at theNarrowsandGrindlePoint.ScientificprojectionsindicatestronglythatIslesboromustbeginengineeringstudiestomaintainaccessatthesecriticalareasoftheisland.

• ConnectionstotheMainland.ThecurrentdisputewiththeMaineDepartmentofTransportationoverferryfareratesmustbesettledinafairmannertoIslesbororesidentsandvisitors.ItalsorequiresIslesborotoconsideralternativewaystoaccessthemainland.

New activities for the future will require careful review of existing Town of Islesboro ordinances, policies, and practices. Possible changes and additions that are intended to encourage sustainable growth in the future will be presented for open discussion to the Islesboro community in a variety of ways - and when fully reviewed -will be ultimately submitted to Town meeting for decision.Comments and Ideas are Welcome

Islesboro Looking AheadproposesthatIslesboro’sfuturewillbebuiltonitspasttraditions,andthattheisland’sfirstpriorityistomaintainandupdatetheveryconsiderableresourcesthattheislandhasnow.Thestatementalsoproposesthatbypayingattentiontoeconomic, technological,andsocialchanges,Islesborowillbeable toconsiderappropriatenewactivities thatcanbenefit thecommunityanditsresidents.

FollowingtherecommendationsofIslesboroComprehensivePlanssince�985,andmultipleappealssincethenformorehousingchoicesandeconomicopportunities,theSelectBoardinitiatedin�0��aprogramofresearchandcommunitydiscussiontodevelopaTownCentersLandUseOrdinance.

After numerous neighborhood hearings, a proposed ordinance, withaccompanyingmaps,waspresentedtoaSpecialTownMeetingonFebruary�5,�0�8forapproval.ThefinalversionincludedTownCenterdistrictsinthePostOfficeandDarkHarborVillageareas.(TwoproposedUpIslanddistrictshadbeenpreviouslywithdrawninresponsetoopinionspresentedatpublichearings.)Thenewordinancewasenthusiasticallyapproved.

The Town Centers Ordinance will increase housing, business, and jobopportunities,andwillenhancepublicsafetyandprotectwaterquality.BypromotingwalkableTownCentersandaffordableoptionsofsmalllotsforresidences,shops,offices,andapartmenthouses,theTownhassetthestageforcarefulgrowthandtheadditionofvitalservices.

InpursuingthisLandUseOrdinancechange,theTownwasadvisedinFebruary,�0�6 by Maine State officials, that updating the �0�0 Comprehensive Plan withcurrent census population figures would be useful and would enable Islesboro toapplyforseveraltypesofStategrantfunds.WithadditionalresearchandsignificanteditingbyCraigOlson to includenewstatistical information, theTownvoters ata SpecialTown meeting onAugust �6, �0�8, gave their approval to the updatedComprehensivePlan.

Newlarge-scalemapsofIslesboro,reflectingthenewTownCentersandrelatedordinancechangesarebeingpreparedandwillbepresentedtotheTownattheAnnualTownMeetingintheSpringof�0�9.

Conversationshavebeguntoencourageappropriateprivateinvestment.Safetyand traffic improvements will be studied, discussed with the community, andrecommendedasappropriate.

In�0�8,theMICconvenedandhostedfourdiscussionswhichhavebeen,andlikelywilllongbe,ofgreatinterestandconcerntoallofMaine’sfifteenyear-roundislandcommunities.

OnMarch�st,wemetinAugustatocatchuponhowOpioidsareaffectingourislandsandwhatweshouldknowaboutaddressingthisnational,state-andmostcertainly local - challenge. The media have loudly reported how in �0�7 Maineaveragedoneopioiddeathperday.Ourfragileislandcommunitiescanhardlybeartoaddthisscaryissuetoalltheotherchallengestooursurvival.Thisonetearsapartmorethanfamilies;ithasanimpactoneveryoneintown.TheCenter for Disease Controlisago-toresourceorganizationforislandhealthcareorganizations.

OnMay4th,webroughtEconomic Developmentbackasatopicthatwillalwaysbefrontandcenterinthesustainabilityofourislands.Jobs,jobs,jobs–theymatter.Theyarecritical!But,opportunitiesareperiodically,evenregularly,beingvetted,attempted,investedinandassessedontheseislands.Andtheylonghavebeen,butrecently websites have become a most important marketing tool.And broadbandinitiativesareinvariousstagesofdevelopmentupanddownthecoast–whichshouldcontinuetoimproveboththeprocessandthepotential.Breweries,coffeeshopsandgift shopshavebeen, andcontinue tobe, traditional formsof enterprise; farminghasbeenontheupswingforawhilenow;andaquaculturelookstobeanevermoreimportantoptionasthewarmingwatersoftheGulfofMainethreatenourtraditionalfisheries.Apprenticeshipscanprovidestart-outaccessotherwisedifficulttoattain.

OnAugust�nd,inthespiritofformer,andsoon-to-pass-on,PresidentGeorgeH.W.BushwefocusedonVolunteering.HisThousandPointsofLightcreatedamodelforvolunteerism,butthatmodelhasbeenchangingandevolvinggenerationallyduetocultural, financial and other factors. Presenters at this meeting included Envision ProsperityandtheUMaine Center for Aging’s Encorps.Managementisaperpetualchallengeforinstitutingbestpracticesinrecruiting,traininganddevelopmentofskillsusefultoourcommunities–aswellaskeepingvolunteerssatisfiedandengaged.

And, finally, on November �nd we continued to zero in on Island Housing.And this, of course, means workforce housing. Housing which can be affordablefortheyoungerfamilieswewouldcountontobolsterourbackbone,ouragingandpopulation-challengedvillages,andfortheelderlywhodonotwanttohavetoleavetheirislandhomesformainlandoptions.Andforteachers,whomayhaveten-monthrentalsbuttypicallyhavetomoveoutandtoperchelsewhereforabitwhilelandlordslooktocashinonsummerrentaldollars.TheGenesis Fundremainsadirectgo-toresourceaswellasalinktonavigatingotherresources,suchastheState Housing

TransitionbestdescribeswhatishappeningatIslesboroCentralSchool.Thisyear,theSchoolBoardhiredCharles“Chuck”HammastheHeadofSchool,

replacingPrincipalKnightafterhermanyyearsofservice.SuperintendentofSchools,PatrickPhillips,hasalso retiredafter threeyearsat ICSand I agreed toassist ICSforthe�0�8-�9schoolyear.AsPatrickhighlightedinlastyear’sreport, thedistrictadministrativestructureisheadingtowardaHeadofSchool/SuperintendentandaDeanofStudents,withtheintentofbeingbudgetneutral.ThisadministrativestructuremakesalotofsenseforICSgivenitssize,thedesiretobenimbleinmeetingtheneedsof studentsandcommunityaccess toadministration. ICS is indeedonaverygoodcourse;beingproactive, therewill certainlybemore transitionsandadjustments tomakethisareality.

HeadofSchoolHammandallthestaffhavebeenworkinghardonmanyothertransitionsthatmayhavebeenlongoverdue.Mr.Hammdesiresateamapproachtomeetingeachstudent’sneedsandthatisthefocalpointofhisefforts.Thoseeffortsarealreadybeginningtoshowpromise,andwillcontinuetoreflectamoretransparentandopenschoolculture.

The school year budget �0�9-�0 has not been finalized as of the penning ofthiscorrespondencefortheannualtownreport.Therearesomeuncertainitemsstillneedingresolutionpriortobudgetfinalization,butweanticipateasmallincreasefromlastyear.

Twomajorprojectshavebeen in theworksprior tomyarrivalandare still inprogress. It is intended that these two projects have little if any tax impact on thecommunity.

● The Anne Dillion House - As many of you know, a generous benefactor to thecommunityhasdonatedfundingfortheconstructionofahousetobeusedbytheschool forhousing.Thegoal is tohave thisprojectcompletednear the startof the�0�9-�0schoolyear.Manypeopleinthecommunityhavebeengivinggenerouslyoftheirtime,energyandexpertisetoensureawell-designedandthoughtfulprocesstakesplacebeforethisbecomesaschoolresponsibility.

● The Solar Array Project - ReVision Energy and the School Board entered into anagreementtoseekafundingsource,toconstructthearrayandeventuallybeownedbytheschool.Thesolararraywillbelocatedjustwestofthegardencomplexneartheaccessroad.Thisprojectwill reduce theICSelectricalcostover the long-termandhelptheenvironmentintheprocess.

Ithasbeenapleasure toworkwith the Islesboro school community.This is agreatplacetoraiseandeducateachildandissecondtonone.ICSisthereflectionofaproactivecommunityactingforthefutureofouryouth.

DearIslesboro;It iswithadeepsenseofprideIsubmitmyfirst letter totheIslesboroTown

Report.IslesboroCentralSchool,withitsphenomenalstaff,delightfulstudents,andsupportivecommunity,hasgivenmetheopportunitytoplayapartinwhatIbelieveisthegoldstandardofpubliceducation.IcouldwritepagesabouthowimpressedIamwitheveryaspectoftheschool.Instead,Ihopetoprovethroughmyactionsinthecomingmonthsandyears,thatICSwillreceivethefullattentionandcareitdeservesthroughmyleadership.Manyofyoureadingthishavebeengraciousinsupportingme through my transition on island and I thank every single one of you.We areallstrongerfor it.Makenomistake,Istrive tomakemytimeatICSmygreatestendeavorineducation.Aloftygoal,perhaps,butitisthetruth.

Someareasofnoteworthyprogressthisyearincludeafreshlookfortheschool’swebsiteandanincreaseddigitalpresencethroughsocialmediaplatforms.Wehavemuch to share and celebratewithourgreater communities and Iwill continue toshinealightonoursuccesses.Additionally,throughacollaborationofefforts,ICSisforgingdeeperconnectionswiththeIslandPreschool,theCommunityCenter,andRegion8.Ourstudentshaveparticularlyenjoyedperformingcommunityserviceonislandthisyearaswell.

Wehaveseveralratherlargeinitiativesintheworks.OneofthemostprominentprojectsistheReVisionsolararray.Wewillbreakgroundinstallingthepanelsthisspring.ThefinaldesignsoftheAnneDillonHousehavebeencompletedandthatprojectwillsoongotoatownvote.Ofcourse,thegardenandgreenhouseareawillbeactiveandproductiveaswell.Iamexcitedtoseealloftheactivityoncampusthissummer.

Our Magnet program is undergoing a similar self study. The Magnetprogramboastsanewapplicationpacketandastreamlinedprocessthatlosesnoneoftherigorrequiredtobeaccepted.Presently,ourtotalschoolenrollmentis88andiscomprisedof59islandstudentsand�9Magnetstudents.OfthoseMagnetstudents,5arethechildrenofcurrentstaffmembers.

�7peopleareemployedatICS,�7liveonislandand��commuteacrossthebay.Thisdoescausesomelogisticalchallengesandcontinuallyrequiresawatchfuleye.Iwilladmit,oneofthegreatestdemandsofmypositionthusfarhasbeendecidingwhentocancelschooloraltertheschedulebasedonthemicroclimateofIslesboro.Onceagain,Idefer tothewonderfulandlevelheadedstaff thathelpmeoutona


dailybasis.Thebudgetisalmostreadytogobeforethecommunity.Ihavebeen

directedbyourSchoolBoardtostaybelowa�%taxburdenincrease.IamconfidentIwillmeetthatwithoutsacrificingprogramsthataffectstudents.We are continuing our search for a Dean of Students and have a cadreof strong candidates from both near and far. News on that front will beforthcomingasitdevelops.

Greetings from the IslesboroPreschool!Tobegin this report, Iwould like toextendmymostsinceregratitudetoNancyWuori,formerDirectoroftheIslesboroPreschool. Since the preschool’s humble beginnings in �98�, Nancy has beena champion of early childhood education on Islesboro. Under her leadership, thepreschoolwasabletotransitionintothenewbuilding,offeringexpandedyear-roundprogrammingforchildrenages�monthsto5years.Asweapproachtheendofoursecondyearat�5�MainRoad,wecontinuetogrowourprogramtomeetthecurrentandemergingneedsofislandfamilies.Thankyou,Nancy,foryourtimeandeffortsthathavepavedthewayforourbrightfuture.

ThepreschoolbuildingisaStateofMainelicensedchildcarefacility,withtheabilitytohost8childrenintheinfanttoddlerprogram,andanadditional��childreninthepre-kprogram.Ouraveragedailyattendanceduringthewintermonthsrangesbetween5and9children,withasmanyas�4attendinginthefallandspringmonths.Aswedidlastyear,weexpecttoreachcapacityduringoursummerprogram.

Withthesteadyenrollment,coupledwithsalarysupportofthetown’speopleandtherevenuefromourannualfundraisers,thepreschoolhasbeenabletomaintainastaffoftwofull-timeteachers(HannaKerrandJenBailey),onepart-timeclassroomaid (Ginny Drew), and myself, the part-time Executive Director throughout theacademicyear.Weanticipatetheneedtohiretwoadditionalassistantstofacilitatethesummerprogram.

TheBoardofDirectorscontinuestoincludeavarietyofyear-roundandsummerresidents,manyofwhomareinvolvedintheeducationfieldthroughoutMaineandNewEngland.WiththeblessingoftheBoard,thepreschoolhasbuilt�.5professionaldevelopmentdaysintotheacademiccalendartosupportthegrowthanddevelopmentofaqualitypre-kcurriculum.Thisyear, thestaffhasparticipatedincommunitiesofpracticeandonlineclasseshostedbytheUniversityofMaine’sMaineRoadstoQualityprogram.Wewillcontinuethisworkinthefallof�0�9.

Ouroperatingbudget is funded through the financialsupport receivedby thetown,student tuition,andfundraisingevents.Thesesourcesof revenue,however,coverapproximately75%ofourannualexpenses.Inordertomakeupthedifference,IPS has begun an Endowment Campaign, which, if successful, will enable thepreschooltoremainoperationalforaslongaswecanseeintothefuture.Asofthewritingofthisreport,overhalfofourgoalhasbeenraisedandprudentlyinvestedwithBairdWealthManagementinPortland.

pLANNiNg BOArD rEpOrTAttimesthishasbeenaquietyearforthePlanningBoard.Therewereseveral

canceledmeetingsbut,allinall,44applicationsreachedtheBoard.LandUsePermitswere granted for seven additions/renovations/conversions, one cutting, ten deck/porches,onedock,threedriveways,thirteengarages/sheds,onetennis/squashcourt,one permit for fencing, two permit amendments/extensions and five new homes.UndertheDevelopmentReviewOrdinance,therewerethreeapplicationsandtwopermitsgranted,oneforachangeofusetoarealtyofficewiththeadditionofasignandonebytheTownofIslesboroforahelipadwhichwaspermittedbuthasnotbeenstartedasyet.Oneapplicationwassubmittedfromthetownforanewhousebutwasremovedfromtheagenda.

The Planning Board presently consists of Janice Harmen, Chair; WilliamSchoppeIV,ViceChair;membersGilRivera,JenniferWhyteandIsabelJacksonandassociatememberJenniferWest.PeterCoombsrecentlysubmittedhisresignationasamember,alsoactingasSecretary.ThereispresentlyonevacancyontheBoard.

ThePlanningBoardthanksPeterCoombsforhisyearsoffaithfulserviceandall the active members of the Board for their contributions. The Planning BoardowesahugedebttoBillBoardman,CodeOfficerandPeggyPike,BoardSecretary,withoutwhomverylittlewouldbeaccomplished.Theirknowledgeandexperienceareinvaluable.

Somehighlightsof�0�8includedournewWaldoCountyRecoveryCommittee,receivingagrantformedicationassistedtreatmentat theMaineCoastalRegionalReentry Center and the County Garden produced more than ��,000 pounds ofvegetablesthatweredistributedtofolksinneedthroughoutWaldoCounty.

Ourpatroldivisionhandled8,970callsforservicein�0�8.Thesecallsincludedalltypesofincidentsfrommurders,domesticviolence,robberies,burglaries,thefts,childabuse,sexualabuse,drugoverdoses,andmuchmore.Thedrugabuseepidemiccontinues to ravageour citizens andcausemuchof the crime inour county.Thepatroldivisionalsoconducted�,4��trafficstopsthroughoutthecountyinanefforttoincreasetrafficsafetyonourroadsandhighways.

OurCorrectionsDivisioncontinuestoexcelintheoperationoftheMaineCoastalRegional Reentry Center serving 75 residents in �0�8.These are men who werenearingtheendoftheirtermofincarceration.Ourmanyprogramsassistthemwiththeir integrationback intosocietyasproductiveandcontributingcitizens.Duringtheirstayatthereentrycenter,residentsprovided7,�86hoursofcommunityservicethroughoutWaldoCounty.Thistranslatedto$79,046dollarsinfreelabortocitizensandnon-profitagencies.Residentsalsoprovidedmorethan��,000poundsoffreshvegetablestolocalfoodpantriesandthoseinneedfromtheCounty’sGardenProjectoverseenbyWaldoCountyCommissionerWilliamShorey.Theresidentsalsopaid$��,��5dollarsinroomandboardtotheCounty.

The7�-hourholdingandbooking facilityprocessed�,�69personswhowerearrestedinWaldoCountybyallthelawenforcementagenciesservingourCounty.Ifapersonwhohasbeenarrestedcannotmakebailwithin7�hours,heorshehastobe transported to theTwoBridgesRegional Jail inWiscassetbyourTransportDivision. Our average daily population of Waldo County prisoners held at TwoBridgeswas��menandwomen.This,alongwithbringingprisonerstocourtandmedicalappointments,generated�9�transportswithourtransportdivisiontravelingmorethan6�,7�8milesin�0�8.

OurCivilServiceDivision served�,66� setsof legalpaperworkallover theCountyin�0�8.

Sinceourlastreportthetownhasbegunclearingtreesandbrushprovidingalargerclearway.Theprojectwillcontinuethroughoutthesummermonths.

The Airport Committee inspected the condition of the runway and rampareas. Moderate size cracks were found in many areas. It was the committee’srecommendation that the cracks be filled to prolong the life of the runway andramps.

Thetownhiredapavingcontractortofillthefailedareasandthatprojecthasbeencompleted.

In thecomingmonthswewillbediscussingfurthermeasures topreserve therunwayandrampareas.

The Harbormasters and the Harbor Committee have been in discussions toimprovePripetWharf.LocatedontheNortheastsideoftheisland,itwillserveaseasyaccessfrompointseastoftheisland.Theimprovementswillincludeafloatandalaunchingramp.

BoatersusingourfacilitiesatSealHarborwillfindanadditionalfloatthisseasontoaccommodatethegrowingnumberofdinghies.

ThetownwillbereplacingonefloatatGrindlePoint.Thepreviousfloatwasfoundtobeinpoorrepairandwillbediscarded.Tieuplimitatanytownfloatremainsattwohours.

ThewinchatGrindlePoint is available foruse.A smalldeposit for akey isrequired.SeetheHarbormasterorvisittheTownOfficefordetails.Beadvisedthattheloadlimitforthewinchis750poundsandisplacarded.

Dinghy fees remain the same, �0 dollars for residents and 80 dollars fornonresidents.Dinghiesshallbe��feetorlessinlengthandlimitedtoamaximumof�0horsepower.OuthaulswillbeallowedwithpermissionoftheHarbormaster.

Asareminderallmooringownersarerequiredtohavetheirmooringsinspectedeverytwoyears.TheinspectionrecordswillremainattheTownOffice.

Boater safetyMaintainingsafeandfunctioningequipmentsuchasmoorings,floatsandramps

isaprimaryconcernoftheHarborCommittee.AsIslesboroboatingtrafficcontinuesto increase,weask thatboatersexercisecaution,andconsider themanydifferenttypesandsizesofboats.

Over thepast fewyears, theHarborCommitteehasbeenmonitoring theuseof town floats in Seal Cove and Grindle Point. Seal Cove has seen a significantincreaseinactivitiesfromboaters,fishermen,swimmers,sunbathersandjustplainrelaxation.Inaddition,thenumberofdinghytie-upshasincreasedtothepointwherewehavefounditnecessarytoaddanotherfingerfloattotheeastside.Duetothespacerequirementsforlaunchingandretrievingboats,thiswillbethelastadditiontothefloatsinSealCove.Atthepresenttime,thenumberofGrindlePointtownfloatsappearstobeadequate.

One of the town ordinances (4.�.��) requires mooring owners to have theirmooringsinspectedeverytwoyears,andtheresultsfiledwiththeTownClerk.Allthatisrequiredisaletterstatingwhoperformedtheinspectionandwhen;statingtheconditionofthemooring;andfurtherverifyingthatthedeficienciesfound,ifany,wereproperlycorrected.Normally,theBoatYardsservicemostmoorings.

Thetwotownboatrampsarelocatedonthewestsideoftheisland,leavingtheeastsidewithoutanymeansofpublicaccess.OverseveralmeetingswediscussedtheprospectofbuildingaboatrampwithtwofloatsinwhatwasknownasPripet’sWharforBecketsLanding.Thiswaswhere themailboatused todelivermail toIslesboro.EarlMcKenziewroteanarticlefortheIslandNewsinwhichheoutlinedthehistoryofthesiteaswellastheprospectforrenewedinterest.OpeningdirectaccesstoCastineandpointseastprovidesmanyopportunitiesforboaters.

With wild shellfish populations in noticeable decline around the island, theShellfish Conservation Committee voted to amend our Shellfish ConservationOrdinance. Voters approved these changes at our annual Town Meeting. It wasdecidedtoadoptOpenLicenseSalesinaccordancewiththeDepartmentofMarineResources�0%Rule.6ResidentCommercialLicensesmustbesoldbeforewecanissue�Non-ResidentCommercialLicense.TherewillbenochangeinthesaleofRecreationalLicenses.

InSeptember,DMRreclassifiedaportionofeastsidecoastlinebetweenHewesPointandJoesRockfromProhibitedtoApproved.TheRyder’sCoveConservationClosureremainscloseduntilOctober�0�9.AndrewCoombsdidtheheavyliftingtopostDMRShellfishmapsaroundtheisland.StopbythetownofficetogetacopyofthemostrecentShellfishmap.

Shellfish Conservation Committee members, private citizens and IslesboroCentralSchoolscienceclassesareworkingwithresearcher,ProfessorBrianBealoftheUniversityofMaineatMachias,tostudythegreencrabproblem(detailshavebeenpublishedintheIslesboroIslandNewsinJune�0�8andscheduledforFebruary�0�9).BasedonDr.Beal’sworksofar,andonthefirstseasonofdatacollectioninthreecovesaroundIslesboro,itlooksliketheissueisgreencrabs.Tinyclamsthatarebornfurthereastdrifthereandsettlefromthewatercolumn.Iftheyareprotectedfromcrabs,theysurvive.Iftheyarenotprotected,theydisappear,presumablyeaten.Thenweendupwith“deadmud”andnoclams.Goingforward,wehopetolearnwhatwecandointhefuturetopreservethehealthofourmudflats.

iSLESBOrO ENErgy COMMiTTEE

TheIslesboroEnergyCommittee(IEC)wasestablishedinOctoberof�0�7.Ourrole is toadvisetheSelectBoardandTownManager todeterminethebest ideas,optionsandproposalstoaddressthemunicipalenergyneedsoftheTown,withhighstandardsofefficiencyandsustainability,lowerenergycosts,anddecreasednegativeenvironmental impact. Municipal generation of renewable energy began with therooftopsolarpanelarrayinstalledontheTownHallduringthewinterof�0�8.TheelectricitygeneratedsinceJuneismeetingexpectationsandprovidesoverhalfoftheTownHall’selectricalpower.TheTransferStationbuildingsareanotherpotentialsite forasolararray.Designworkandfinancialplanningmodelssimilar to thosefor thepowerpurchase agreement (PPA) for theTownHall solar arrayarebeingconsidered.

Continuing to work toward our goal to reduce energy usage by maximizingenergyefficiency,weworkedwithCentralMainePowertoreplacetheTown’s5�sodiumstreetlightswithLEDlightsatnocosttotheTown,loweringenergyusageand resulting in an annual savings of $�,500.At the IEC’s recommendation, theSelectBoardauthorizedafullenergyauditoftheTownHall,LibraryandTransferStationafterpreliminarywalkthroughsindicatedoutdatedandinefficientsystemsandlighting,poorheatingandcoolingcontrols,andinadequateweatherization.Theauditisscheduledforthespringof�0�9.WehaverecommendedbeginningweatherizationofTownbuildingsinthiscomingfiscalyear.

InSeptemberof�0�8,IECsurveyedIslesbororesidentstoassesstheirinterestin island bus service through Mid-Coast Public Transportation (MCPT). Resultsindicatedtherewasnotastrongdemand.WewillcontinuetoencourageMCPTtoimprove bus service from the Lincolnville ferry terminal to Belfast and Camdentomake itmoreuser-friendly for island residents. IEC is evaluating thepotentialfor public electric vehicle charging stations on Islesboro.We plan to apply for agrantfromEfficiencyMaine,whichisdistributingmoneyfromMaine’sshareoftheVolkswagenlegalsettlement;callsforproposalsforLevel�chargersin“destinations”areexpectedinSpring�0�9.

During�0�8,theIslesboroAmbulanceServicerespondedto96callsforservice.DavidRunnion-Barefordsteppeddownasdriver,andtheservicegainedtwonewmembers to fill thedriver’sposition, JenniferWest and JessieRunnion-Bareford.With the financial fund-raising support of the IslesboroAmbulanceAssociation,IslesboroEMSheldmanytrainingevents.MostprovidersoftheIslesboroAmbulanceServiceattendedtheAtlanticPartnersSeminarattheSamosetResortforaweekofclassesduringNovember.IslesboroEMSfacednewchallengesthroughouttheyearsuchas increased ferry rates andhow that affects the transportofpatients.Otherissuesaffectingtheservicewerenewrulesontransportofpatientswhileaboardtheferry,theuseofprivatevesselsintheeventtheferrywasnotavailable,andmutualaidcostswhentransferringpatientsinLincolnvilleBeach.TheIslesboroAmbulanceServiceadaptedaccordinglytoeachnewchallengingsituation.

�0�8-�0�9 was a year of little activity for this committee with oversight forthe Dark Harbor Waste Water Treatment Facility (DHWWTF). In �0�7-�0�8 wecompletedsomeinvestigativeworkonproblemareasinthesystem.ThisyearwehadsomeadditionalinvestigativeworkonthepumpsinthepumpingstationadjacenttotheDarkHarborPool.Allisworkingasitshould.

As we move forward in �0�9-�0�0 the DHWWTF Committee will continuewithpreventativemaintenanceofthesystem.Intheupcomingfiscalyearwewillbeinvestigatingthecostofremovingandpluggingabandoneddrainpipesfrombuildingsnolongerstandingthatarecurrentlyintroducingstormwaterintothesystem.Oncecompleted,wehopethatthiswillreducesomeofourenergycostsasourpumpsworkextratopumpthatwaterthroughoursepticfieldnexttoPendletonYachtYard.

TheTransferStationcontinuestobustle.Forthefirsttimeinthreeyearshouseholdrecycling and trash combined dropped below the number of tons of constructiondebriswesentoffisland.Basedondemolitiondebris,an��%bumpoverlastyear,constructionontheislandappearstobeincreasing.

Some things to remember:TheTransferStationplans toholdonehazardouswastecollectiondayperyear.Looktothemailforanannouncementofthisyear’sday–thereisnochargetobringjustaboutanythingthatcan’tbedisposedofproperlytherestoftheyear:pesticides,insecticides,badgasoline,kerosene,etc.ThePaintCareprogramisongoing,weacceptliquidpaint(oil&latex),varnishes,andstainseverydaywe’reopen.Wedon’tcarehowolditis,itjusthastohavesometypeoforiginallabelingsowewillknowwhatisinthecan.Ifyouarewonderingifsomethingyoumighthavecanbedisposedofthroughthisprogram,stopbyorgiveJordyacall.Everydaywe’reopenwealsoacceptalllightbulbs,mercurythermostatswitches,oldcellphones,andhouseholdbatteriesforrecycling–thereisnochargefortheseprograms,that’swhywepaytaxes.Wealsoacceptcarandlawnmowerbatteries,allelectronicequipment,refrigerators,freezers,dehumidifiers,andjustaboutanythingelseyoucanthinkofforanominalcharge–itcostsustohavethoseitemsshippedandrecycledoff-island.

Andnow,somenumbers. In�0�8wesentoff�67.4 tonsofhousehold trash,�05.0tonsofrecyclablematerial,��.�tonsofconstructiondebris,and�4tonsofmetals. Grand total: 6�9.6 tons (�,�59,9�0 pounds) of waste left the island in ��months. In the summermonths that canaverageout to three largecontainersperweek,inthewinteraboutoneperweek.Wealsocollectelectronicwasteatalltimesforanominalcharge.Thisyearweshippedout��,��poundsofbatteries,monitors,computers,printers,andtelevisions.That’s6.60tonsofelectronicwaste.Phew!Asalways,wewanttostresstoallusers,neverapologizeabouttheamountofgarbageor returnablebottles andcansyoubring to theTransferStation.Never forget theUniversalTransferStationcreed:“WhathappensattheTransferStationstaysattheTransferStation.”

Finally,IwanttothankeveryoneforthegoodwishesasI transitionedoutofrunningtheTransferStationtomynewjobattheIslandInstituteinRockland.Imissall thoseconversations in thecourseof thedayand staying socloselyconnectedtoallofyouwhomadeyourway through in thecourseofaweek.JordyWatsonisdoingagreatjobandIknowyouwillaffordhimthekindnessandcourtesythatmarkedmy�½yearshelpingkeepthisislandclean.

The Health Center Advisory Board is committed to excellence in medicalcarebytheIslesboroHealthCenter.AnimportantadditiontotheCenter’sserviceshasbeenMaeganRandlett, theTownofIslesboroOutreachWorker.Sheprovidesservicessuchasonislandtransportationforappointments,shoppingandcommunityactivities, assists with medication administration and refills, checks routine vitalsigns,providespre-andpost-hospitalassistance,installsMedicalAlertDevicesandanswersquestionsaboutthem,andhelpswithinclementweatherpreparedness,andmore.Theseservicesarefreeofchargetoislandresidents.Maegancanbecontactedat �07-706-68�7. She has been a grand addition to the island’s long tradition of“neighbor helping neighbor.” Maura Michael is the OutreachAdministrator. TheTownisworkingwithBoardmanCottagetokeepexpandingMaegan’stimeuptotenhoursaweek.

A second addition to services is being led by Island Institute Fellow MaddyBruno.HCABdoesnotplantosponsoraHealthFairthisyear,butMaddyisarrangingaseriesofhealthtalks,whichwillbeannouncedwhenthescheduleisfinalized.

ItwillnowbepossiblefortheambulancetokeepitsenginerunningduringtheentirecrossingbackandforthtoandfromLincolnville.Thismeansalltheemergencyequipmentontheambulancecankeeprunningfortheentiretrip.

Consistent with it being essential for the Health Center providers in a ruralsetting suchasours tokeepcurrentwithguidelinesandbestpractices in treatingacuteandchronic illnesses, theyattendedaconference inBostonentitled“OfficePracticeofPrimaryCareMedicine�0�9”fromMarch��to�5.ItwassponsoredbyHarvardMedicalSchool.

Aquestionnairewillnowberoutinelyadministeredsemi-annuallybytheHealthCenterproviderstoscreenfordepression.ItwasdevelopedbythelatepsychiatristRobert Spitzer and colleagues.The questionnaire (PHQ-9) is only nine questionslong.Depressionistoooftenoverlookedbycliniciansunlesstheyinquirespecificallyaboutit.Apatientmaynotevenbeawareofadepressionthatmaybeaffectinghealthandwell-being.

Thetickcommitteereportsa�0%decreaseinthenumberofpatientsseekingattentionattheCenterforatickbite.Thisdecreaseisconsistentwithadropinthenumbersforthestateasawhole.Onefactorinthedeclinemaybetheunusuallydryweather.

Finally,theCenterisconsideringwithintheconfinesofitscurrentspacefootprinttoincreasespaceforanotherexaminingroomandpossiblyaspacethatcouldbeusedforcounseling.

ThepositionofIslesboroTownOutreachWorkerwasdevelopedin�0�8asaone-yearpilotprogramtoassistislandresidentsofallagesinneed.Thepositionisfocusedonprovidingservicestothosewhowouldnototherwisequalifyforservicesprivatelyorthroughlocalagencies.TheprogramisfundedbytheTownofIslesboroto provide �0 hours of service per week divided amongst residents in need.ThecurrentOutreachpositionisheldbyMaeganRandlettandservicesarecoordinatedthroughBoardmanCottage.

TheOutreachWorkerprovideshomewellnessvisits,assistsinactivitiesofdailyliving,mealpreparation,medicationreminders,socialandcommunitysupportandcoordinationofcarewiththeHealthCenter.Transportationonislandisalsoavailable.Therehasbeen a great deal of inquiry into expanding this service toprovideoffislandtransportation.

Theprogramhastakentimetobuildmomentumandissteadilygrowingasmoreislandersbecomefamiliarwiththisnewservice.Thereareseveralfamiliesutilizinghomeservicesincludingreceivingmealsdeliveredtotheirhomesandseveralelderstaking advantage of transportation service to participate in social gatherings andactivitiesatBoardmanCottageandweeklychurchlunch.

Goals moving forward are to hire a second Outreach Worker, expand hoursofservice,addweeklyoffislandtransportationandtrainbothpersonsasHospiceVolunteers.

Donations to support the Islesboro Town Outreach Worker Position arewelcomed.

TICK-BORNE DISEASE AND PREVENTION. In�0�8,theT-bDPCaddedupdatesto both our tick-borne disease brochures and our website (www.ticksonislesboro.com).Thisworkwillcontinueasnewinformationbecomesavailable.

STATISTICS. Overall,the�0�8numbersforIslesborowerelowerthanin�0�7.Thisisthoughttobebecauseofthedrysummer(ticksdobestindampconditions),aswellastheIslesborocommunity’sincreasedawarenessabouttick-bornediseasepreventionandtreatment.Tick-borneDisease

• Thenumberof tick-relatedvisits to theHealthCenterwas��7in�0�8,ascomparedto��4in�0�7,a�9%decrease.

• Thetotalnumbernewcasesoftickbornedisease(“probable”and“confirmed”)in�0�8was55,ascomparedto79in�0�7,a�0%decrease.

• Islesboro’s numbers are consistent with those statewide.According to theMaineCenter forDiseaseControlandPrevention, thestate recorded�,��0Lymedisease cases through December �7, �0�8, a �9% decrease from �,85� cases in�0�7.Ticks–Thenumbersofticksandinfectionrateshavealsodeclined.Thenumbersare based on the results of tick surveys that staff from the Vector-borne DiseaseLaboratoryinSouthPortlandtakestwiceeachyear,inJuneandOctober.

• ThecollectionrateofticksfoundonIslesboroduring�0�8ticksurveyswasapproximately60ticksperhour,asopposedto88.8ticksperhourin�0�7(anall-timehigh),a��%decrease.

• Ofthetickstested,�6.7%werefoundtobeinfectedwiththeLymebacteria,Borreliaburgdorferi,ascomparedto��.�%in�0�7,a�4%decrease.

• Asmallnumberoftickstestedpositiveforanaplasma;therewerenopositivetestsforbabesia.AsubsetoftickswastestedforPowassanencephalitisvirusatthefederalCDC,butbecauseofthegovernmentshut-downinearly�0�9,theseresultswillnotbeknownuntilthespring.

WearegratefultotheHealthCenterstaffforkeepingtrackofandcompilingthestatistics,acomplicatedandtime-consumingjob.

PESTICIDE USE. PesticideSafetyIslesboro(PSI)wasestablishedinearly�0�8asasubcommitteeofT-bDPCinordertodisseminateaccurate,currentinformation

The Islesboro Recreation Department had another busy summer promotingoutdooractivitiesonthisbeautifulisland.

ThelargestandmostsuccessfulprogramwehaveisIslesboroAdventureCamp.�8kidsfrom�4families,bothon-islandandfromaway,tookadvantageofaday-longcampthatspannedsevenweeks.Thekidsexploredtheisland,playedoutdoorgames,madecraftsdesignedbytheICSart teacherandwentswimmingonthemainlandonceaweek.Wearehappytoprovidesafeandfuncareforourhardworkingislandfamiliesandintroducevacationerstoourbeautifulisland.

ForthoseofyouwhohavevisitedMaddieDodgeFieldsincelastsummer,youwillhavenoticedsomeimprovements.Wehaveapermanentshelternow,designedby IslandDesignAssemblyofHurricane Island,anot-for-profitorganization thatbringstogetherateamofstudents,architects,andeducatorsforeightintensivedaystodesign,build,andinstallaprojectforanislandcommunityinPenobscotBay.Ihadthepleasureofworkingwiththisteamandwasimpressedbythethoughtfulness,intelligenceandteamworkexemplifiedbythisdesign.

NOTES FOR VOTERS ON TOWN MEETING PROCEDURE

It is important to understand two core concepts. First, rules of procedure are not rules of law. Their purpose is to facilitate the conduct of the meeting, and courts will usually uphold a moderator’s decision and the actions of a meeting unless clear unfairness or error resulting in misunderstanding or confusion has actually affected the vote. Second, questions about appropriate procedure or the outcome of a vote should be addressed in the meeting itself (see the discussion of “appeal” and “challenge,” below). If questionable decisions or determinations of the vote are not brought to the moderator’s attention and addressed on the spot, a court may decline to review the issue later, even where it would otherwise be appropriate for judicial review.

Distinguishing or Separating Voters and Non-Voters. Pleaserespectanymeasuresineffectfordistinguishingorseparatingvotersfromnon-voters.

Unanimous Consent. Toexpediteprocedure,themoderatormayfromtimetotimeinvite or suggest that the meeting give “unanimous consent” to proceeding in acertainway.Cooperationiswhereyoucanfreelygiveitwillusuallysavetimeandavoidunnecessarycomplication,butifyoudonotwishtogiveconsentsimplycallout“Objection”or“Iobject”whenthemoderatorasksforunanimousconsent.Themoderatormaythensuggestorinviteamotionandvoteonprocedureandyouwillthenhavetheopportunitytospeakinoppositiontotheprocedure.

Written Ballot. Statelawrequiresthemoderator,selectmen,andschoolcommitteememberstobeelectedbywrittenballot,evenifthereisonlyonenominee.Onmotionandamajorityofvotescast,orbyunanimousconsent,themeetingcandeterminetorequirewrittenballotvotingonotherofficesoronanybusinessorotherarticleonthewarrant.Donotfold,anddonotallowanothertofold,yourballotwithanother,ortheymaybothbeinvalidated.
