Dear Colleagues,

At the outset let me congratulate each one of you for the excellent p e r f o r m a n c e which helped the company add some more milestones in its present stretch

of journey towards growth and profitability resulting in all round prosperity.

This is the fourth year in succession that we have posted net profit and for the first time our gross sales crossed the Rs. 500 crore mark. The gross turnover and net profit achieved are Rs. 512 crores, and Rs. 27 crores, an increase of 13% and 47% respectively over the previous year. Undoubtedly, this is the result of our wholehearted commitment and dedication shown by each one of us as a team.

The major dispatches in 2009-10 are: 21 nos of 5CuM Shovels for CIL subsidiaries, 9 nos of Cranes & 9 nos. of Steel Teeming Ladles for NINL, Cranes for IISCO and BSL, 19 nos of Ladles for SMS, 54 nos of Slag Cups for SAIL units, 9 nos. of Machine Tools for COFMOW and other customers, Reversible Hammer Crusher, Pusher Car and execution of Bulk Material Handling Projects of BSP and RSP.

With better operating performance we became more competitive in the market and gained more customer’s confidence which is reflected in our order booking. The company achieved an order booking of Rs. 538 crores in 2009-10 and the order book position in the beginning of the current financial year is of Rs. 2086 crores. If we exclude the project orders, the order booking has registered a growth of 27%. Some of the important orders we received in the last financial year are: 1 no of Dragline (Rs.153 cr). 14 nos of Rope Shovels (Rs. 95 cr.), 7 nos of cranes (Rs. 143 cr.), Sinter car Pallets (Rs. 31 cr.) and 8 nos of Machine Tools (Rs. 33 cr.).

We are to continue the success story and make it a Winning Habit. Path of growth has no destination and every time we are to stretch

ourselves to touch new heights. As per the MOU signed with Department of Heavy Industry, a target of Rs. 700 crores Gross Turnover and Rs. 36.80 crores as Net Profits have been fixed for 2010-11. We must educate ourselves to adopt new measures, practices and policies to attain success in a highly competitive environment. The message of Shri Vilasrao Deshmukh, Hon’ble Minister of Heavy Industries & Public Enterprises, Government of India, during his recent visit to the Corporation, has inspired us and also reminded us about our strength to come back with a greater vigor and stand in the line of great global industrial giants. Dear friends, discover your hidden talent and inner strength and make it happen.

We are also putting our effort to expand our business horizon. As you are aware that one of the areas we are eying is Nuclear Power and targeting Pressure Vessels and Reactor Pressure Vessel to start with. For thermal power sector we are trying to establish the manufacturing of forgings and castings. We are also working for an entry in supply of Electric Locos and establishment of Workshop for Railways. Recently we signed a MoU with HMT Machine Tools Division which will give us the strength of togetherness to give a new dimension in Machine Tools business.

I have the full trust and confidence in all of you that we can put our might, skills and technology together to enable the Company reach new heights. There is considerable improvement in the work culture and the team at HEC is motivated and committed to put HEC on the global map.

I would like to thank one and each one of you for the support and solidarity which I have been receiving. I am indeed grateful for this.

Visit of Shri Vilasrao Desmukh, Hon’ble Minister of Heavy Industries and Public Enterprises, Govt. of India.

Shri Vilasrao Desmukh Hon’ble Minister for Heavy Industries and Public Enterprises paid a visit to our company on 13th Feb 2010. He was given a warm welcome by Shri G.K. Pillai, CMD, HEC Ltd on his arrival, on 12th Feb 2010 at BMA, Ranchi. Accompanying him was Shri Subodh Kant Sahai, Hon’ble Minister of Food Processing and Industries who also visited HEC on 13.02.2010.

Shri Vilasrao Desmukh accompanied by Shri G.K. Pillai, CMD, HEC Ltd, met Shri MOH Farook, Hon’ble Governor of Jharkhand as a courtesy call at Rajbhawan in Ranchi. A brief meeting and exchange of pleasantries took place during the visit.

On his visit to the Corporate Headquarters on 13th Feb. 2010 with Shri Subodh Kant Sahai, a ceremonial guard of honor was given to the two Central Ministers by CISF. This was followed by tree plantation by the ministers. A brief presentation was made before them which highlighted the contribution of HEC to the core sector industries, how the company turned around, growth prospects, performance and important issues facing the Corporation. Appreciating the performance of the Corporation, Shri Vilasrao Desmukh dwelt upon the emerging scenario and steps to be taken for making it a premier public sector company.

Both the Hon’ble Ministers also visited the two major production units of Heavy Machine Building Plant and Foundry Forge Plant. A ceremonial flagging off, the 551st - 5 Cu. M. Excavator to CIL from the shop floor at Heavy Machine Building Plant was done by them.

Addressing the employees and management of HEC, Shri Vilasrao Desmukh, the Hon’ble Minister, emphasized the need

of a motivated and dedicated team for a sustained growth, which could ensure the Corporation to achieve the status of a Navratna Company. He announced that HEC employees’ would get the benefit of 50% DA Merger with immediate effect’’

Citing the role of the Corporation as a change agent for the development of the State of Jharkhand. He expressed his eagerness to provide and enable the much needed capital for modernization and renovation of the plant and machinery. This he said was, in view of the scope and plans for setting up steel plants in Jharkhand with HEC being the only Steel Plant Equipment manufacturer in the State. He assured this by seeking for special approvals as grants by the Planning Commission and Finance Commission. He further added that HEC would get orders from Defence and Railways. For this

he would like to initiate meetings with his counterparts in the Ministry of Defence and Ministry of Railways and go as a team with Shri Subodh Kant Sahai, Hon’ble Minister of Food Processing and Industries and Shri G.K. Pillai, CMD, HEC Ltd. The Team would apprise them of the potentiality of HEC to meet their demands conforming to quality norms and request them to place orders.

During his key note address at MDI Hall, he voiced the possibility of a merger of HMT -Machine Tools Ltd. with HEC. As a result of which HEC would become the manufacturer of smallest to largest size machine tools. In the midst of this grand occasion a new website of the Corporation was inaugurated by him.

Later interacting with the management, Shri Vilasrao Desmukh, Hon’ble Union Minister, assured all possible help in securing orders from other PSE’s under DHI. He specifically mentioned that he would ensure that work orders for

machine tools and heavy forgings of BHEL were given to HEC immediately and that BHEL would work in unison with HEC for all its heavy forging requirements. He would also ensure that orders of Bharat Pumps and Compressors Ltd, Naini, for machine tools requirements were given to HEC on priority basis. The Hon’ble Minister further assured all help in pursuing Jharkhand Government for expediting the relief to be granted by them under HEC’s revival package.

Lastly the Hon’ble Minister expressed his belief that

employees will not leave any stone unturned in maintaining delivery and quality rather surpass it. He wished that one day HEC would be in the list of Fortune Five Hundred Companies and fulfill the vision of Pandit Nehru.

He concluded his visit with a press conference where he said ”HEC has capacity, talent, technology and enterprise to meet the specifications of any Company. It is also getting good orders. More orders will help HEC to be bracketed among the ‘Navratna’ companies.”

Release of “HEC Parivar” by Hon'ble MinisterShri Vilasrao Deshmukh, Hon’ble Minister for Heavy Industries and Public Enterprises, Govt of India, formally released the inaugural issue of the revived in-house magazine “HEC Parivar".

This was done on the auspicious day of Makar Sankranti on 14th Jan 2010, in the presence of Shri G.K. Pillai, CMD, HEC, at his chamber in Udyog Bhawan, New Delhi. The Hon’ble Minister went over the contents and expressing his happiness said “"Keep it going". Appreciating the issue, he added that with

contribution of more employees and their family members to it, the magazine would further foster the family feeling among all.

The house magazine offers a wonderful opportunity to all of us for imaginative writing, presenting articles on topics of general interests and good news to be shared with all. It is a matter of pride for HEC Parivar that its revived version was released by Shri Vilasrao Deshmukh, Hon’ble Minister for Heavy Industries and Public Enterprises, Govt of India at a formal ceremony.

A Hat Trick! The Rosy TriumphHEC's commitment to excel in every field gets reflected in the quality of roses being nurtured in its gardens. Keeping its legacy alive, HEC's roses won prizes at different levels and competitions this year also.

At the "Winter Rose Show" held on the 9th & 10th January' 2010 at Ranchi Club premises, HEC's Rose Earned Title of "King of the show", besides winning trophy and prizes in various categories at the show. Also, in the "28th All India Rose Convention" held at Mumbai University, Laina Campus, Santa Cruz (East) Mumbai from 16th to 18th January' 2010, it was crowned as the

"King of the Show".

Further at the Spring Rose Show held in Ranchi on 14th March 2010, it won the 1st, 2nd and 3rd Prizes in various category.

Of Course, behind all this is the dedication, diligence and the commitment of our team at TA Division.

The 51st National Convention & National Seminar on Industrial Productivity, Safety & Disaster management was organized at Ramdeobaba Kamala Nehru Engineering College Nagpur on 4th & 5th Dec.2009 by the Indian Institution of Industrial Engineering (IIIE).

The forum proved to be beneficial to the Corporation as it offered valuable ideas and inputs covering the latest developments and managerial practices in the areas of occupation, health, safety, environment protection and disaster management.

Shri G.K. Pillai,CMD/HEC graced the inaugural session as Guest of Honor and said that factors like nature of technology, managerial practice, Human Resource Management and team spirit are very important for enhancing productivity.

The 51st National Convention & National Seminar on Industrial

Productivity, Safety & Disaster Management had invited entries from different industrial organizations in productivity contest. HEC participated in the contest and presented its case of organizational revival through productivity. The main thrust of our company was motivating human resource and increase their productive contribution. The focus was on gross turnover per employee which went up from Rs. 2.84 lacs in 2002-03 to Rs.15.83 lacs in 2008-09 & value addition per employee which went up from Rs. 0.99 lacs in 2002-03 to Rs. 8.35 lacs in 2008-09.

HEC Bags Productivity Contest Award in Gold Category

A project on recovery & processing of Steel Scrap available at Aambagan, FFP was formally launched by Shri G.K. Pillai, CMD, HEC Ltd, Ranchi on 16.03.10. The work of reclamation, segregation, cutting to required sizes of the steel scrap has been awarded to M/s. Ferro Scrap Nigam Limited (FSNL), one of the leading joint sector company and a Mini Ratna PSU under Ministry of Steel. FSNL undertakes jobs of recovery & processing of scrap from slag & refuse generated during Iron & Steel making in the Iron & Steel melting shops of the plant. The contract has been awarded to F. S.N.L. for a period of 3 years. The slag yard at Aambagan in FFP is expected to yield around 15,000 tones of scrap & rejects. Thus accruing a saving of nearly Rs. 30 crores to the company. The estimated expenditure of Rs. 3 to Rs. 3½ crores is expected to be incurred in this project of digging, haulage, processing, scraping, crushing & screening of the slag for re-use as raw materials in the plant furnaces. Another prestigious order for the CompanyThe Corporation bagged another prestigious order worth Rs. 153.10 Crore for supplying one number of Dragline to Northern Coalfields Limited at Singrauli. The Corporation succeeded in winning this order under stiff competition from the Indian as well as Foreign Companies. The order was received on 30th Sept’2009. The first Dragline has to be commissioned by Nov’2012. The company has bagged this order after a gap of approximately 18 years. So far company has supplied 12 nos. of Draglines to NCL, MCL, SECL & BCCL which are working successfully meeting all parameters of overburden haulage” and capacity. This has been the single biggest manufacturing order for HEC during the last many years.

In order to gear up for the timely completion of this prestigious order the top management has created a separate Dragline Group in HMBP which would monitor all the activities of Dragline Project on fast track basis.

In this connection, Shri G.K. Pillai, CMD, HEC Ltd. delivered a

key note address on ‘Dragline’ to a gathering of the concerned seniors officers of the Corporation in the Conference Hall of HMBP on 1st Feb, 2010. All the Directors and GMs of the three plants attended the program. Through his address, CMD conveyed to the entire team to gear themselves up to deliver this prestigious project in time. Timely completion of the project will not only help in creating better image of the company amongst our customers but it will boost up our morale also. He further added that this was just the beginning of great things to happen in HEC.

The Draglines supplied to the various subsidiaries of CIL have been working successfully and its placement of further order has reposed their confidence in our capacity and capability.

HEC is likely to get further orders for 2 more nos of Draglines which will be cleared after a review by the NCL officials. Recently a team from NCL had visited our works and was fully satisfied with the progress of the present Dragline under manufacture.

Direct Taxes Code – Some Thoughts On 12th August, 2009, the Government unveiled the draft of a new Direct Tax Code. This tax code is set to replace the four decade old Income Tax Act, 1961. The New Direct Tax Code is expected to be operational from April 1, 2011. The Direct Tax Code is a mixed bag for individuals. It makes radical changes in all areas of taxation. Its purpose is to improve the efficiency and equity of our tax system by eliminating distortions in the tax structure, introducing moderate levels of taxation and expanding tax base as claimed by the Finance Minister, Pranab Mukherjee. Some of the Salient features in the individual tax front are as follows.

Other features

a) Revised limit for eligible savings raised to Rs. 3 lakhs in comparison to the current Rs. 1 Lakhs.

b) However the code proposes to introduce the Exempt-Exampt-Tax (EET) method in respect of tax treatment

of savings. That is, the contributions are exempt from tax (the first 'E'), the accumulations or accretions are also exempt until they remain invested (the second 'E') and all withdrawals at any time are subject to tax at the applicable marginal rate of the tax (the 'T'). Tax Liability in the year of retirement is likely to be quite heavy.

c) In respect of PF, EPF withdrawal of any amount of accumulated balance as on 31st March 2011 will not be subject to tax. In other words, only new PF contributions on or after the commencement of the Code i.e. April 1, 2011 will be subject to tax under EET.

d) Deduction for Housing interest and loan repayments scrapped.

e) Medical reimbursements and perquisite in the form of Hospital facility is now fully taxable.

f) Of course, the new code (section 70) propose a deduction of Rs. 40,000 (Rs. 60,000 in case of senior citizens), if the expenditure is actually incurred by the taxpayer concerned. But, this will apply to all individual taxpayers.

g) HRA it seems, is also going to be fully taxable.

h) Leave Travel Concessions are going to be fully taxable.

i) Accumulated leave encashment is now fully taxable.

No need to be worried, the draft code is under discussion and one doesn't know what would be final Direct Tax Code that would become law. But still this draft code needs some thought to rejig our saving plans.

About 300 delegates from across the country and abroad attended the three day symposium.She presented a paper on 'Mutagenic response of two chemical mutagens in miotic cells of chlorophytum borivilianum i.e on the medical uses of chlorophytum boriviluanum, commonly known as 'Safed Mulasi'. It has been found that this medicinal plant is helpful in curing fatigue, blood related problems, sexual weakness, heart problems, diabetes, arthritis and gynecological problems, besides, strengthening the immunity system, she said. This medicinal plant is found in the forests of Jharkhand. Efforts are now on, made for planned cultivation of the plant, she added.

Know your colleaguesIt was a moment filled with joy and fascination on the discovery that Shri Kush Kumar Mallick, Engineer on contract working in Engineering Department HMBP and to learn from him that he has an elder twin brother Shri Lav Kumar Mallick, employed in EBD, RPD, HMBP. Almost every culture has considered twins to be special. The twins are special because they are with us in HEC. The only difference of these two identical twins has been caused by environmental factors such as interaction with their parents, friends and teachers. Though these two identical bachelor twins look alike, their respective eating preferences and interests differ. Both celebrate their twin hood on 20th March each year, the day they were born with, a difference of age being only five minutes.

Their parents Smt. Mamata Mallick and Shri. Samarendra Narayan Mallick, an ex - employee of RSP, Rourkela, have had no rules in raising their twins. Their special closeness to both of them was more to do with them being the youngest male children in the

family. Both have three elder sisters who are happily married and settled. On the issue of dressing alike or choosing the same school “Saint Paul’s School,” at Rourkela, or college "Seemanta Engineering College" at Baripada, Orissa, their parents chose the best idea to encourage them to make their own choices. Shri Kush Kumar Mallick graduated in Mechanical

Engineering and Shri Lav Kumar Mallick, graduated in Electrical Engineering. It is not unusual for young twins to say “we want,” rather than “1 want”. This sense of oneness has sustained them through tough times. Both express as a shared strength to see HEC as one of the world’s best company’s, they communicate more closely to each other, have unusual sensitivity to each others thought and feelings and have a kind of heightened empathy towards the well being of all. Both share the same trait as playing cricket as a hobby.
