Secretariat report of the thirty sixth meeting of ISO/TC 67/SC7 'Offshore structures for the petroleum and natural gas industries' held at the NEN, Vlinderweg 6, 2623 AX Delft The Netherlands, on the 11-12 March 2015. Secretary's note: I have included hyperlinks to documents presented at the meeting in this report. These will only work for members who have access to ISO Livelink and know their password. 1 Opening Piet-Hein Daverveldt, Managing Director of NEN, welcomed delegates to NEN’s head office and spoke of the value of International Standards with particular reference to the Oil & Gas Industry.

The Chairman thanked NEN and Shell for organising this meeting of ISO/TC 67/SC 7 (36th) and arranging the excellent venue in such a beautiful city as Delft. He welcomed members to the meeting.

The Chairman discussed the issues over US and European export restrictions specifically relating to the oil & gas industry and the concerns about technology transfer. To clarify the situation as far as this SC 7 meeting is concerned the Chairman read the following statement.

'This ISO/TC 67/SC 7 meeting is concerned with progress and planning activities. If any member is concerned that technical issues not already in the public domain are being raised, they must immediately indicate this to the chairman, and this discussion will be terminated.' The Chairman announced that there would be a dinner in the evening (11 March 2015) organised by Shell. He thanked Andries Otter and Andre van der Stap of Shell for funding the dinner and Francoise deJong of NEN for helping to organise the meeting and dinner events.

6 Report of 35th Meeting (Kunming, China) N 735 and N 736 The Secretariat report of the 35th meeting (document N 735) was considered. There was a discussion over some slight differences in the French resolutions. The Chairman said that the English resolutions take precedence.

It was noted that under Item 5.0 the cancellation date for 19905-3 should have read 2015-05-03 and not 2014-05-03.

The report was approved.

Resolution 376 The following items were discussed:

6.1 Actions Under item 7 John Stiff reported that Rachel Hawthorn is now the ANSI expert for SC 7.

It was agreed that all other actions are closed.

7 ISO/TC 67 matters (N 775, N 774) 7.1 Report of TC67 The Chairman reported on the organisation of TC 67 N 775.

The Chairman of ISO/TC 67 Andries Otter gave the ISO/TC 67 report N 774. He and members discussed a number of issues as follows:

• TC 67 had presented to the International Regulators Forum in Cancun, Mexico. • TC 67 target is to publish 35 standards in 2015. • TC 67 has published 178 standards and the work programme contains 100 standards being

developed or revised. • TC 67 is trying to exclude standards activities from trade sanctions. This is currently the

subject of discussions involving ISO and CEN. • TC 67 would like to keep the API and ISO documents aligned. • IOGP remains a valued option to host technical meetings to develop ISO TC 67 Standards. • ISO TMB has created a Task Force to consider the issues around working methods where

sanctions may possibly impact participation and the ISO/liaison organisation interfaces. • A lot of damage is being done to working relationships of years by sanctions. It was noted that

• Canada is not willing to offer visa support to Russians because of sanctions. All ISO meetings that have Russian involvement (P-members) cannot meet in Canada. IOGP meetings discussing ISO Standards that exclude Russian members may still meet in Canada.

• ANSI (USA) has approached US authorities to get clarification or specific licence around Standards sanction issues.

• USA members expressed concern that working under IOGP solution on drafting ISO standards could become a breach of the relevant US sanctions when such a document is delivered by the committee to ISO for ballot or publication.

The next TC 67 Plenary meeting will be hosted by NEN in Delft on 17-18 September 2015.

7.2 ISO Matters (N 761) It was noted that ISO CS have submitted a report for ISO/TC 67/SC 7 (N 761). This covered:

• Elements to be provided when submitting files to ISO/CS • The simplified template • Project Portal updates • The development process including Vienna agreement projects • WG 10 LNG Equipment and Facilities is to become SC 9 under French Secretariat.

Clarification was being sought over the SC 7 and new SC 9 interface on LNG ‘facilities’ and whether this would include hull structure and contained tanks.

8 Report on progress from ISO/TC 67/SC 7 working groups Each WG convenor reported on progress within their WG.

8.1 WG 1 - Convenor Tom Brown 8.1.1 ISO 19900 General requirements - Project Leader Tom Brown (N 758) In the absence of Tom Brown his slides N 758 were presented by Bob Frederking and their contents discussed.

It was agreed that there is a need to further revise ISO 19900 to cover the following items:

– Seek to maintain common basis with API RP 2Gen

– Assess the effect of new edition of ISO 2394

– Implication of ISO 19901-9 SIMs and Life Extension

– Resolve issues as to what is the “limit” in different Limit States

– Clarify and address material for robustness, research strength and related topics.

– Further address issues related to reliability

– Consider the transfer of additional material from the “design” standards to ISO 19900.

A NWIP for the revision of ISO 19900 should be prepared and circulated to SC 7. This should be done in time for a WG 1 meeting in early autumn..

SC 7 requested that Work Group Convenors, when preparing a NWIP Scope of Work, circulate drafts to their WG members for review and agreement prior to formal submission to SC 7 and/or ISO Central Secretariat.

8.2.1 ISO 19901-1 Metocean - Project Leader Don Smith N 768 In the absence of Don Smith, Andrea Mangiavacchi reported for WG 3 on the revision of ISO 19901-1.

The main points are as follows:

ISO/FDIS 19901-1 version was sent to ISO for vote on 10th February 2015

The FDIS ballot expected to start on April 2nd, 2015

USA regional annex removed from the document, as approval to use the new API 2MET document could not be obtained.

USA regional annex has been replaced with “see API RP 2MET” reference.

8.2.2 ISO 19901-2 Seismic - Project Leader Doug Stock N 768 Andrea Mangiavacchi reported on behalf of Doug Stock the convenor for ISO 19901-2.

The TG had its 5th & 6th meetings in October and November 2014, in Houston and London. There were 6+ participants plus some members by teleconference. It is planned to prepare a revised draft version to send out to the panel by mid February 2015 with a view to having a draft ready for IOGP by early April 2015.

With regard to the Annex B Seismic Map Updates, The following steps have been taken:

At the end of February 2015 the convenor received the 1st draft contract from API for 50% mapping work funding.

A funding request has been submitted to OGP, assuming their terms and response can be resolved relatively quickly.

Doug Stock has initiated contract talks with a mapping contractor.

Doug Stock is hoping to resolve the contractual issues and be able to start work April 1 (+/-).

8.2.3 ISO 19901-3 Topsides - Project Leader Chris Morris N 768 In the absence of Chris Morris, Andrea Mangiavacchi reported for WG 3 on the revision of ISO 19901-3.

The 2nd Edition of ISO 19901-3 was published in 2014.

A resolution was agreed to congratulate the ISO 19901-3 TG for the swift and successful publication of 19901-3 second edition. In doing so SC 7 acknowledges the significant support given by ISO CS and the CEN CCMC.

Chris Morris and Technical Panel currently plan to start work on the 3rd edition in May 2015. A resolution/NWIP will be required if WG3 agree with this further technical update, in such case, the objective could be to publish a third edition in 2017.

8.2.4 ISO 19902 Fixed steel offshore structures – Project Leader Moises Abraham Andrea Mangiavacchi reported on the progress on the revision of ISO 19902. The main items of progress are as follows:

There has been one WG3 Meeting in Houston in September 2014. There were two editing panel meetings in Houston and London in September and December 2014. In addition there was a TP10 meeting in Delft, earlier in the week.

The main issues of progress are as follows:

• Clarification of the intent of the existing text in ISO 19902 Annex A.9.9.3.3. See N 749 which was published in October 2014. A proposal on target Pf in clause A.9.9.3.3 has been discussed.

• Partial Factors Proposal and Discussions • Draft of 2nd edition is 60% complete. Two key items remain:

o Resolution of Materials Technical Panel inputs o Alignment of ISO 19902 and ISO 19901-6 (Marine Operations).

• They have 92 comments to resolve

The next meetings/events are as follows:

ISO 19902 Editing Panel to meet in March and August to incorporate final input from TPs.

ISO 19902 2nd Edition DIS complete by September 2015.

The NWIP for ISO 19903 was approved on 2014-09-25. The standards is now being revised. WG4 held its first meeting to discuss the revision in Oslo on 25-26 February2015

8.4 WG 5 - Convenor Sathish Balasubramanian - N 772 Sathish Balasubramanian gave his presentation on WG 5 (N 772)

WG 5 met in Houston in September 2014 in conjunction with the Structural reliability conference. In addition, the WG meets by teleconference monthly.

There are two active projects underway as follows (The target publication dates for both standards is 2017):

It was noted that there is an increased level of Industry awareness that failure rates on mooring systems are higher than expected. It is important to provide assurance that, when properly used, existing design codes ensure target reliability of moorings.

WG 5 has setup the following Technical panels to review the proposed modifications to the standards:

• Extreme value and dynamic methods panel • Fatigue panel • Geotechnical panel • DP and TAM panel • Integrity panel.

8.4.2 ISO 19904-1 2nd edition ISO 19904-1 2nd edition - Floating offshore structures - Part I. Monohulls, Semi-submersibles and spars - Project leaders: Paul Frieze/Ronaldo Rossi

Technical panels have been created and are working on content and revisions as follows:

• Alignment with 2FPS -introducing a new Clause 19 for assessment of existing structures • Partial Factor Derivation –will need industry engagement to ensure partial action factors are

8.5 WG 6 - Convenor Joar Strømseng 8.5.1 ISO 19901-5 Weight Engineering - Project Leader Joar Strømseng N 762 Lars Gunnar Karlsen presented Joar Strømseng's report N 762.

WG 6 has the following membership:

WG6 met in Paris in November 2014 and on 14th to 15th January 2014 in Oslo. At these meetings all comments from the DIS ballot were addressed. Some of the comments will be implemented in the FDIS version some will be addressed in the 3rd edition of ISO 19901-5. It is planned to prepare the third edition FDIS draft by May 2015. This is with a view to publication of the second edition in September 2015.

It is planned to start technical work on a new revision of the standard immediately after the 2nd edition is published. This is to take into account comments not addressed in the current version. Some comments at DIS will be addressed in the 3rd edition.

8.6 WG 7 - Convenor Mike Hoyle – N 764, N 767 Mike Hoyle gave his progress report on WG7 (N 764). John Stiff presented his progress report on WG7 panel 53 (N 767).

The 35th WG7 meeting was held in November 2014 in London. The next meetings are planned for May 2015 in Houston and September 2015 in London (in conjunction with the City University Jack-Up Conference which is on 15th & 16th September).

In the report Mike Hoyle thanked all members who have contributed to ISO 19905-1 and ISO 19905-2 over the years.

He also said that WG 7 needs new members in the WG & TP’s, and a succession plan at all levels.

Action: All members 8.6.1 ISO 19905-1 - Site-specific assessment of jack-ups - Project Leader Mike Hoyle Since ISO 19905-1 was published in September 2012 a number of errors have been identified. On 4th June 2014 a corrigenda N 714 was submitted to ISO. In September 2014 ISO requested that this should be submitted as a 'minor revision'. However, ISO want all the bibliographic references updated to exclude clause numbers; present format [A.9.4-n]. WG 7 is not happy about this and requested that the Chairman discuss the issue with ISO.

Action: Chairman The secretary that BSI have agreed to modify the bibliographic references

However, some issues/comments will be carried forward to the next revision and there is a growing list of new/update topics for Rev 1. This includes resolution of the Arctic terminology, WG 7 were unable to reach agreement with WG 8.The plan is to prepare the NWIP for ISO 19905-1 Rev 1 for issue before the 5-year review. WG 7 should have a NWIP ready for Autumn 2016.

Mike Hoyle commented that some of the action items will not progress without funding/corporate prioritisation. This includes:

• Updates on radiation damping for earthquakes. Awaiting input from Adel Younan of ExxonMobil.

• Review adequacy of additional load cases near resonance. Stock/Perry have proposal in with IADC Jack-Up Committee (IJUC) that was updated at Nov. P3 meeting.

• Funding for Jack Templeton to respond to Youhu and UWA regarding their proposed reductions in horizontal and moment capacity.

8.6.2 ISO/TR 19905-2 - SSA of jack-ups: Commentary and Worked Example - Project Leader Mike Hoyle

Mike Hoyle reported that ISO 19905-2 was approved for publication on 2013-04-10 (see N 633). After some delays it was published by ISO in December 2013. The ISO version is dated 2012, to match references in ISO 19905-1, but CEN & BSI have dated their wrappers December 2013.

There has been limited feedback from the document as follows:

• WG7 Convenor identified a figure with incorrect axis label (carried through from SNAME). • User (Hugo, GustoMSC) queried some foundation stiffnesses in the “Go-By” – these should

have been updated; correct values were used in calculations. • Query re simplified calculation of leg-hull connection stiffness

8.6.3 ISO 19905-3 - Site Specific Assessment of MOUs - Project Leader John Stiff - N 767 John Stiff gave a presentation on the development of ISO 19905-3 (see N 767).

He noted that although the panel is part of WG 7 it has strong ties with WG 5 Floating Structures and Stationkeeping.

The main issues with regard to the development of ISO 19905-3 since the SC 7 meeting in Kunming are as follows:

• Good progress was made at the meeting in November 2014 • Significant work has been done outside the meetings incorporating results

With regard to further development of the draft, John Stiff commented that:

• Communications needed between WG7, WG8 & TC67/SC 8 • ISO 19906 and new SC8 documents need to be written/updated with MODUs in mind • Needs resolve issue between WG 5 and WG 7

8.6.4 MOUs Going on and off location Mike Hoyle reported that WG 7 is considering preparing a NWIP for a TR on ' Going on and off location'. There is concern that the current SC 7 standards have too little coverage of the pre-setdown and lift-off phases for jack-ups. WG 7 believes that this cannot be covered within the scope of the current standards/TR. The aim would be to capture the topics to be addressed and the technology to address them. This would be with the objective of providing inputs to the design process and help assess the capabilities of rigs against a common benchmark.

The potential scope / topics covered by this document would be:

• Communications (low hanging fruit)

• Hull in water pinned

• Spudcan engagement and impact

• Hull inclination due to punch-through (hull in and out of water?)

• Leg by leg preloading and practicalities when tidal range is significant

• Hull going back into water with environmental loads

• Hull inclination due to leg pulling (with different numbers of legs free) – perhaps for inclinations of 5 degrees.

• Footprints

• Seabed remediation

• Marine operations – anchors / moorings / use of vessels / planning and timing wrt tides / infrastructure avoidance / etc.

So far 16 members of WG 7 are working on this.

8.7 WG 8 - Convenor Karen Muggeridge - N 759 8.7.1 ISO 19906 Arctic offshore structures - Project Leader Karen Muggeridge N 759 Unfortunately Karen Muggeridge was unable to come to the meeting Bob Frederking gave the presentation on WG 8 (N 759.

WG8 held a two day meeting in Hamburg, Germany hosted by HSVA on June 11-12 2014. Ten countries were represented as well as some technical leaders and the Convenor of SC8 WG4 (Arctic Operations).

An ad-hoc group has evaluated best TP structure for the revision work as follows:

TP7 Floating structures & Ice Management Costas Makrygiannis

TP meetings were held in January 2015 followed by a WG 8 teleconference on 6 February 2015.

The plan is to complete the technical work on the revision of ISO 19906 by June 2016.

The downturn in the oil and gas industry has caused a depletion in the travel funds for standards work. WG 8 now tries to meet up at associated conferences and by teleconference.

8.8 WG 9 - Convenor Arend van der Marel 8.8.1 ISO 19901-6 Marine operations - Project Leader Arend van der Marel Arend van der Marel gave his presentation N 777.

He reported that WG 9 had prepared a NWIP early in 2014. The ballot result was positive but with a number of concerns raised over the table of contents (e.g. Japan and Norway). However, the Project was not registered and work was not permitted to begin as insufficient expert members had been nominated. The UK commented that they have some agreement with Norway and Japan but wanted to get on with the revision.

Following discussion around resolution of the impasse, Arend van der Marel proposed that WG9 prepare a second revised NWIP for the revision of 19901-6 to be submitted as soon as possible. SC 7 supported the proposal to update ISO 19901-6 Marine Operations under the project leadership of Arend van der Marel. When voting for the NWIP, SC 7 members are reminded to nominate appropriate experts to participate in the new Project.

Resolution 380 Arend van der Marel commented that WG 9 should consider Arctic Operations within the scope of the revision of 19901-6. WG 9 should liaise with SC 8.

The Canadian delegation commented that they have a regional annex, which could be included in the revised ISO 19901-6.

It was noted that some experts (beyond P-member country nominations) already identified, from:

8.9 WG 10 - Convenor Jean-Louis Colliat-Dangus N 773 Jean-Louis Colliat-Dangus gave his presentation N 773.

8.9.1 ISO 19901-4 - Foundations - Project Leader Jean-Louis Colliat-Dangus The DIS version of ISO 19901-4 is currently out for ballot starting on 2015-01-22 and closing on 2015-04-23. The FDIS should be issued in September 2015 for publication at the end of 2015 (or early 2016).

Jean-Louis Colliat-Dangus discussed whether the FDIS stage could be skipped after DIS and the draft go directly to publication. The Chairman noted that as TC 67 is under the Vienna Agreement and that CEN had yet to allow the FDIS ballot to be skipped (except on an exceptional basis) that this would be unlikely unless there were minimal comments received at DIS.

It was noted that references to ISO 19905 are missing from ISO 19901-4 DIS version.

8.9.2 ISO 19901-8 - Geotechnical Marine Soil Investigation - Project Leader Viggo Karlsen FDIS vote of ISO 19901-8 closed on 2014-08-27. The standard was published on 2014-11-28.

SC 7 congratulated WG 10 and, in particular, Viggo Karlsen the project leader, on the successful publication of ISO 19901-8 Marine Soil Investigations.

Resolution 378

Jean-Louis Colliat-Dangus pointed out that the latest published version of ISO 19901-8 is for 'Marine soil investigations (geotechnical surveys)'.

It has been planned that ISO 19901-8 will also include 'Marine site geophysical surveys (seismic surveys)' but yet to be formally confirmed whether this would be in two parts of one Standard or as two separate Standards. This work is ongoing and the current status is as follows:

• Work started by WG10/TP2 in 2010

• WD1 issued in October 2014 (WG10 Delft meeting)

• WG10/TP2 CD expected in 2016 and DIS in 2017

• WG10 target is to have it included into revised 19901-8 in 2018 or 2019

Jean-Louis Colliat-Dangus said that although SC7 requested a single standard covering both geotechnical and geophysical surveys (N 437 resolution 259 Beijing, 2008), it was later agreed “to wait until the geophysical text is produced to decide” (N 592 section 8.9.2, Pau, 2012). He asked SC 7 to discuss whether, once the work on 'Marine site geophysical surveys' is complete, it should be added to a revised ISO 19901-8 or made into a separate standard.

The Chairman said the end users need to be considered. This is in terms of whether to have (and pay for) one or two standards. Jean-Louis Colliat-Dangus pointed out that ISO 19901-8 defines all parameters needed for both techniques but there were some key members in WG10 who favoured a separate Standard. If separate standards are prepared all parameters will have to be defined in both documents (or a third standard published defining the parameters).

The Chairman noted the SC 7 opinion that a single standard, including both techniques, seemed more appropriate but that Jean-Louis Colliat-Dangus should lead a further discussion within WG10 to try to achieve more of a consensus position from its members. .

8.10 WG 11 - Convenor Dag Steensen 8.10.1 ISO 10855 Parts 1-3 - Offshore Freight Containers - Project Leader Dag Steensen N 779 Dag Steensen gave his report N 779.

ISO TC67/SC7/WG11 has not had any meetings since the SC 7 meeting in Kunming.

The WG 11 drafts are complete as follows:

ISO 10855-1: Offshore container - Design, manufacture and marking

ISO 10855-2: Lifting sets – Design, manufacture and marking

ISO 10855-3: Periodic inspection, examination and testing

The drafts have been submitted to the SC 7 secretary to send to the BSI editors. Once the editing is complete they can go to DIS. Secretary's note: The drafts have been edited by BSI and are now with WG 11.

SC 7 thanked WG 11 for the preparation of working drafts of the three parts of ISO 10855 and agreed that they can be submitted to ISO Central Secretariat for DIS ballot.

11 Forward strategy for standard development and maintenance The Chairman briefly discussed future strategy of ISO/TC 67/SC 7. The latest version is shown below and is unchanged from that shown at the last SC7 meeting. This will be updated at the end of 2015. The plan is approximately a year behind schedule, which is not surprising given the trade sanction issues which have had a major impact on delivery in many ISO TC 67 committees. Some SC 7 projects are 2 years behind, some one year behind. The table for expectations over the next 10 years is shown below.

12 ISO/TC 67/SC 7 liaisons and other matters 12.1 CEN/TC 12 Materials & Equipment There was no report. It was noted that CEN/TC 12 had met in February 2014.

Gilles Trican has resigned as Chairman, Total no longer supports his chairmanship, AFNOR is currently providing the secretariat on an interim basis.

This means that after April 2015 changes may occur.

Sanctions against Russia impede the work of the committee. 12.2 CEN/TC 250 Structural Eurocodes N 728 The Secretary reported that tenders for programme of revision of the Eurocodes are now being invited. For the highest priority items the timescale is:

• 2016 DIS ready • 2019 FDIS ready • 2020 Earliest publication date for new editions of Eurocodes

12.3 ISO/TC 8 Ships & Marine Technology Alan Spackman was unable to come to the meeting and there was no report submitted for this item.

12.4 ISO/TC 38/WG 21 “Ropes, cordage, slings and netting N 778 Ronaldo Rossi gave his presentation N 778

The committee held meetings on 8-9 September 2014 and 5-6 February 2015. The next meeting is on 28-29 Sept 2015. Some of the relevant standards are as follows:

• ISO/WD TS 17920 'Fibre ropes for station keeping – Aramid'. This WI was approved but Brazil has requested further abrasion tests results from Belgian delegation.

• ISO/CD 18264 – 'Textile slings – Lifting slings for general purpose lifting operations made from fibre ropes – High Modulus Polyethylene (HMPE'. Waiting for approval to go to DIS.

• ISO/NP 17908 “Ships and marine technology – Synthetic fibre ropes for deep sea positioning” • ISO/WD 19336 “Fibre ropes for offshore station keeping – Polyarylate fibre”

12.5 ISO/TC 98 Actions and loading There was no report.

12.6 IADC Drilling (A Spackman) There was no report from Alan Spackman.

12.7 ISO/TC 104/SC 2 Freight Containers. Specific purpose containers (Bill Brassington ISO/TC 104/SC 2 now has a liaison with SC 7. Bill Brassington is the liaison but he was unable to come to the meeting. He had prepared a report introducing ISO/TC 104, see N 763, Dag Steensen gave N 763. This gave an overview of the work of ISO/TC 104.

12.8 IOGP N 786 Alf Reidar gave a presentation on IOGP N 786 (Secretary's note: He also gave this on 13 March 2015). The main points from his presentation are as follows:

• IOGP has 80 members worldwide • It has been managing the temporary ISO solution for 3 years. • Recently the interim solution was replaced by the Standards solution. • Under the Standards solution 25 standards have been processed since March 2014. • IOGP organises the JIP which provides funds to hire consultants to progress work. However,

funds are soon depleted. It is designed to help small companies. • IOGP has organised Offshore Structures Reliability Conferences. One was in Twickenham

stadium, the last one was on Sept 2014 in Houston jointly with API. Next year it should be in Norway.

12.9 Confirmation of liaisons and nominated The liaisons as discussed above were confirmed.

13 Requirements for subsequent meetings The Canadian delegation reported that SCC has withdrawn their invitation to SC 7 to meet in St Johns in September 2015.

Singapore provisionally offered to host the next meeting the suggested dates were Jan/Feb 2016 subject to support from the SPRING and a venue being funded. In addition, Norway, Brazil and Malaysia also offered to provide venues. The Chairman said that the UK was also a possibility.

SC 7 decided that the 37th meeting of ISO/TC 67/SC 7 will provisionally be held in Singapore in January/February 2016 at a venue to be confirmed by the host country, and that the 38th meeting of ISO/TC 67/SC 7 will provisionally be held in Norway, possibly in September 2016 in conjunction with next Offshore Structures Reliability Conference. SC 7 thanks Malaysia and Brazil for their provisional offers to host future meetings.

Resolution 382 Secretary's note: The proposed dates are 20-21 January 2016 with 18/19/22 January 2016 reserved for ad-hoc technical meetings.

14 Any other business 14.1 API SC2 Andrea Mangiavacchi gave a presentation on the API SC2 Offshore Structures work and an API Workshop on updates to API RP 2A WSD.

The 2005 API SC2 plan by to align and merge Offshore Structures Standards with ISO 19900 series had now ceased. However, API SC2 and ISO TC 67/SC 7 remain keen to ensure that the design approaches, safety levels and terminology remained consistent, as far as practical, between API and ISO Offshore Structures Standards.

Many US experts on API SC2 also sit on ISO TC 67/SC 7 technical committees. They limit their work to participating within the IOGP solution. However, some US members expressed concerns that even this IOGP route may not provide complete protection against the US trade sanction legislation as, at key milestones, the draft standards are passed to ISO for distribution amongst all SC 7 committee members. This includes circulation to sanctioned countries before open publication of the Standard. This issue would be the subject of more focussed discussion the following day at an IOGP Offshore Structures subcommittee meeting.

14.2 Current Blockage Prof. Paul Taylor, with Prof. Yoo Sang Choo and Dr Harrif Santo, presented the results of collaborative research done in National University of Singapore and University of Oxford on wave-current blockage. Based on the numerical and theoretical studies, and experiments conducted in Cornell University (with Prof. Charles Williamson) and in University of Strathclyde (with Prof. Sandy Day), the significant reduction in environmental loads due to wave-current blockage has direct implications for structural integrity management of offshore structures. The research team organised an Open Day on 9th March in Kelvin Hydrodynamics Laboratory which was attended by an expert group. The research team was invited to contribute towards ISO 19901-9.

15 Approval of resolutions The following resolutions were agreed by ISO TC 67/SC 7:

1 Resolution 376 (Delft, 2015) SC 7 approves the minutes of the previous meeting N 735 in Kunming in China 2014, amended as shown in the minutes of the current meeting in Delft, March 2015.

2 Resolution 377 (Delft, 2015) SC 7 congratulates WG 3 and, in particular, Chris Morris the project leader, on the successful publication of ISO 19901-3 2nd edition. In doing so, SC 7 acknowledges the significant support given by ISO Central Secretariat and CEN Central Management Centre in achieving this objective.

3 Resolution 378 (Delft, 2015) SC 7 congratulates WG 10 and, in particular, Viggo Karlsen the project leader, on the successful publication of ISO 19901-8 Marine Soil Investigations.

4 Resolution 379 (Delft, 2015) SC 7 requests Work Group Convenors, when preparing a NWIP Scope of Work, to circulate drafts to their WG members for review and agreement prior to formal submission to SC 7 and/or ISO Central Secretariat.

5 Resolution 380 (Delft, 2015) SC 7 supports the proposal to update ISO 19901-6 Marine Operations under the project leadership of Arend van der Marel. SC 7 requests WG 9 and the project leader to prepare and submit a NWIP. When voting for the NWIP, SC 7 members are reminded to nominate appropriate experts to participate in the new Project.

6 Resolution 381 (Delft, 2015) SC 7 thanks WG 11 for the preparation of working drafts of the three parts of ISO 10855 and agrees that they can be submitted to ISO Central Secretariat for DIS ballot.

7 Resolution 382 (Delft, 2015) SC 7 acknowledges that the 37th meeting of ISO/TC 67/SC 7 will provisionally be held in Singapore in January/February 2016 at a venue to be confirmed by the host country, and that the 38th meeting of ISO/TC 67/SC 7 will provisionally be held in Norway, possibly in September 2016 in conjunction with next Offshore Structures Reliability Conference. EXTRACT FROM NWIP (2014)

Purpose and justification of the proposal:

ISO 19903:2006 is one in the suite of standards for design of offshore structuresdeveloped by TC67/SC7. The standard is the only standard used for design of offshoreconcrete structures so, even though only few concrete offshore structures are built forthe time being, the existence of this standard is essential for the stakeholders. A revisionis due for several reasons:• first of all to reflect the updated version of ISO 19900 General requirements for

offshore structures,• secondly to reflect revisions in other standards in the ISO 1900-series and• thirdly to amend reference to recommended reference standard and• finally to reflect comments that will be received in the upcoming Systematic Review.

> As ISO 19903 is revised under the Vienna agreement including parallel balloting of the DIS and the FDIS versions in CEN and ISO parallel standards and duplication of requirements in standards must be avoided. It is important for WG4 to contribute to harmonize 19903 and EC2 as good as possible. Of vital importance to have a close dialog with the CEN EC 2 activity.

WG Convenors may create Technical Panels containing appointed technical experts to supplement the P-member Countries’ nominated representatives.

Technical panels are not subject to ISO procedures and can be set up and managed as the WG Convenor and/or Project Leader specifies.

However, ISO expects technical panels to have a broad range of representation by expertise, nationality and employee so that no group dominates and, again, so that an industry consensus position can be reached and that no stakeholders are disadvantaged.

These panels may mirror the scope of a Standard (e.g. Stationkeeping), or clauses therein (e.g. Actions, Strength, Fatigue, etc).

Required number of Technical panels supporting the revision works will be identified based on endorsed WBS (WG9 meeting held on January 22nd, 2016)

To guide and support the work performed by the Technical panels, an Editorial panel will be established at the same time.

WG 9 19901-6 “Marine operations”Scope:ISO standard 19901-6 was specifically developed to provide requirements and guidance for the planning, engineering, execution and documentation of Marine operations involving all types of offshore structures, including:

Steel and concrete gravity base structures (GBS);Piled steel structures and compliant towers;Tension leg platforms (TLP);Deep draught floaters (DDF), including spars or deep draught caisson vessels (DDCV);Floating production semi-submersibles (FPSS);Floating production, storage and offloading vessels (FPSO);Other types of floating production systems (FPS);Mobile offshore units (MOU);Topsides and components of any of the above;Subsea templates and similar structures;Gravity, piled, drag embedded and suction or other anchors;Tendon foundations;Associated mooring systems.including modifications of existing structures, (e.g. installation of additional topsides modules and similar.)

This to ensure these operations are conducted in a controlled manner within defined and recognized safety/confidence levels, wherever they are performed and under all circumstances.

This standard is to be consulted during parts of the construction, transportation and installation phases where an offshore structure is exposed to the marine environment.

Additional standards, codes and guidelines are to be taken into account where applicable. Special attention is to be paid to national regulations governing the specific area in which the marine operations are performed.

ISO TC67/SC7 Offshore Structures - 10 year plan (2010) Objective

The objective of this document to present the strategy for the creation, maintenance and management of ISO Standards within the remit of ISO TC67/SC7 - Offshore Structures, over the coming decade. This document shall be reviewed, amended as considered necessary, and approved on an annual basis by the Chairman’s Advisory Committee.

Summary of main recommendations:

1. Schedule

A 10-year term plan for the update to ISO 19900 series of Standards in contained herein. More frequent but less comprehensive revisions to Standards No Standard should remain unrevised for a period in excess of 10 years. 2. Visibility and Harmonization

10-year plan owned by SC7 Chairman’s AG and reviewed/reissued annually. Chairman’s AG shall comprise the key Industry/Standards stakeholders. Chairman’s AG should communicate via email or telecom. 3. Management - Personnel

A WG Convenor should not be Project Leader for more than one Standard. Project Leaders should be nominated at the beginning of the process (pre-NWIP) Project Leaders shall be confirmed in the NWIP ballot Project Leaders shall formally terminate their role upon publication of the Standard. Project Leaders should be informally retained or replaced between updates to answer queries. Membership (SC7 and panel technical experts) is unclear and should be specified herein. 4. Management - Process

Early-nominated Project Leader should energise the update process and develop WDs. Following confirmation by NWIP ballot a CD version should be circulated to SC7 members. Approved technical editors shall be named in the Editing Committee. At least one editor should be engaged by the Project prior to ‘DIS-Ready’ phase. Editors should be funded for their direct time and travel in producing ISO Standards. Editing Panel and ISO CS should engage as the Standard approached key milestones. 5. Information Management

The merits of moving some or all information to the ISO portal should be discussed. Brief telecoms involving WG Convenors and Project Leaders should be initiated at 3-4 monthly intervals to discuss process and share learnings. Consideration should be given to initiating newsletters and workshops to raise the profile of ISO 19900 Series of Standards to the industry. 6. Long-term funding

Long-term funding (Doc. N462) is scheduled for discussion at SC7 Meeting in Jan 2011. £70K ($110K) p.a. is provisionally estimated to meet future demand, funded by industry and managed by OGP

Background

Since 1991, ISO TC67/SC7 has been primarily focussed on the creation of a suite of internationally recognised standards for the design, fabrication, transportation, installation, operation, reassessment and decommissioning of offshore structures associated with the oil and gas industries (ISO 19900 series of standards, listed below).

The first editions of these Standards primarily built upon existing National Standards, IMO and Classification Society Rules, industry funded projects, and published technical papers. The process from conception to publication of first edition ISO standards took far longer than envisaged. Creating an internationally acceptable consensus amongst diverse stakeholders largely based on voluntary effort by industry experts had both technical and administrative challenges. The offshore oil and gas industry is a multi-billion dollar industry employing hundreds of thousands of workers around the globe; while safety is paramount, profitability of many operations can be marginal and subject to the volatility of the oil price (Jan 1999 = $17/barrel, July 2008 = $147/barrel). ISO Offshore Structural Standards are also voluminous (large average number of pages), well in excess of most other ISO Standards. Post-2010, the focus of SC7 will move from creation of new Standards towards maintenance of existing Standards, encouraging wider usage of the Standards, and channelling direct experience of their usage back into the Standard’s maintenance process. This shift in focus also coincides with a significant change-out in experienced leadership in SC7. It is essential to maintain confidence of Participating Members and, in particular, those Member countries that are harmonizing national standards with ISO 19900 Standards, that schedules for updating ISO 19900 Standards have visibility, and that the approved publication schedule is achieved. Work to date on four SC7 2nd editions suggests that from initiating the process to publication is likely to take some 5 years with around 3 years to achieve DIS-ready status.

TC 67 N435 (Rev 8) reports an average period from ‘DIS-ready’ to publication on average of 21 months, suggesting that from NWIP confirmation (AWI) to DIS-ready should be some 15 months to achieve the desired target 36 month publication schedule.

TC 67 N435 (Rev 8) requires a time frame to be specified in the NWIP (typically 36 months; alternatively 24 or 48 months are permissible). For updates to existing Standards to date, SC7 are either missing the NWIP schedule or no NWIP is being created while work progresses up to DIS stage. It is recommended that this situation be improved by:

1. Scheduling more frequent - more targeted updates to these Standards. 2. Ensuring TC67 Management Committee (MC) and SC7 members have visibility of

the planned schedule and early notification of any potential delay with proposals for measures that can mitigate the delay, wherever possible.

3. Initiating work under an SC7 approved Project Leader prior to the formal NWIP ballot and refreshing technical panel(s) associated with the Standard early in the revision process.

4. Providing clear specification for which elements of the Standard should be subject to review/revision and scheduling delivery of each development phase.

5. Enhancing mechanisms for feedback and sharing best practice and dealing with technical comments and queries.

6. Providing long-term funding for editing Standards. The process to meet these recommendations is outlined in the following sections. 1. Schedule

ISO 19900 series Standards can be 600 pages in length. It is an understandable desire to fully review and update Standards in a technically advancing industry where it is perceived that it may be a further decade until the next revision is published. However, full revision to documents of such length is a major challenge often involving technical expertise across a range of disciplines on a voluntary basis.

Annex A to this document provides the long term plan for the update to ISO 19900 series of Standards*. Initial priorities for text revision within specific standards can be developed. This plan is seen as a supplement to, and not a replacement of, the medium term schedule that is presented at SC7 meetings. * In this issued-for-comment version of this document, the schedule is for illustrative purposes only and has not been reviewed or endorsed by others. No Standard should remain unrevised for a period in excess of 10 years. Even if no normative changes are envisaged it is important for users to have confidence that the Standard reflects current industry consensus, is consistent with other ISO/National Standards and supporting rules, and contains state-of-the-art informative guidance and references. 2. Visibility and Harmonization

Annex A to this document containing the long-term plan shall be reviewed and updated by the SC7 Chairman’s Advisory Group (AG) on an annual basis in consultation with WG Convenors and Project Leaders. The revised document shall be reissued to Member bodies and the TC67 MC with any changes highlighted and commented upon, as considered necessary by the Chairman’s AG. The Chairman’s AG shall comprise the SC7 Chairman, SC7 Secretary, representatives of the industry (e.g. OGP, IADC, etc.) and representatives of member standard bodies, in particular those seeking to harmonise their standards with ISO (e.g. API, CEN, NS/Norsok, CAN/CSA, etc). It is important that other Standards organisations seeking to harmonize with ISO 19900 series Standards ensure that the ISO 19900 long-term plan is visible and agreed by their respective association’s stakeholders. Meetings of the Chairman’s AG are expected to take place via email or telecom, unless otherwise convenient or required. 3. Management - Personnel

SC7 currently has 10 active WGs with between one and four Standards under the responsibility of the respective WG Convenor. In addition to having extensive technical expertise, WG Convenors represent the TC67/SC7 membership and there is an expectation that they will attend SC7 meetings to present and discuss their WG activities. This usually entails having financial support from their respective Companies and/or National Standards bodies. Most WG Convenors have established technical panels of experts to assist in developing the Standard(s) under their responsibility. In some cases the leader of a specific panel has been nominated to be the Project Leader for developing or updating a specific Standard, while in other cases the WG Convenor has taken the role of Project Leader. It has been seen that the demands on any employed individual to progress two or more Standards concurrently, to schedule, without funding, is unrealistic. Funding technical development of Standards is considered unrealistic. Consequently, it is strongly recommended that a WG Convenor should not be Project Leader for more than one Standard.

It is recommended that a Project Leader for a specific Standard should be nominated at the beginning of the process to update the Standard (i.e. before a Project becomes formalised by ballot). This nomination shall be approved at an SC7 meeting by Resolution. Project Leaders are not expected/funded to attend SC7 meetings but would we welcome to do so. They, or an alternate, will be formally nominated when the NWIP is balloted and their formal role as Project Leader will terminate upon publication of the Standard. The method for dealing with technical queries while a Standard is not under development is discussed in later sections. Feedback from technical experts on SC7 panels is that they feel divorced from the ISO process and, once they have made technical contributions, they are not updated on the Standard’s publication progress and future planning. Consequently, SC7 members are encouraged to dissipate information to industry experts. Whether SC7 leadership should formally engage with technical experts should be discussed at future SC7 meetings. Feedback from TC 67 MC and other SC Secretariat may assist in this discussion. It is somewhat unclear to me at this time who is engaged within each WG as a nominated SC7 representative and as a technical expert. Before producing our SC7 report to the next TC67 parent committee meeting this summer (2010), I would like WG Convenors to produce up-to date membership lists, including SC7 members, and experts on both active and inactive technical panels. These membership lists shall also be appended to future revisions to this document so discipline health can be assessed and knowledge gaps identified. 4. Management - Process

As noted above, the desired approach is for SC7 to have a transparent agreed schedule, with work initiating on a Standard before a Member country initiates a formal NWIP. In accordance with SC7 Resolution 260, the initial task of the early-nominated Project Leader would be to review and refresh associated technical panel(s)’ representatives and, in association with the WG Convenor and existing panel representatives: review comments arising from SC7 members at any previous DIS/FDIS phase; collate new supporting documents; ensure applicability and consistency of cross-references to other ISO 19900 series Standards and other Normative References; and identify any gaps. The scope of the revision should be drafted and would typically include modification to text concerning:

• the scope of the Standard,

• the validity and applicability of normative references,

• consistency across ISO 19900 series Standards,

• informative text and associated bibliography are up to date,

• selected normative Clauses (typically 50% or fewer of the normative content). Following initial revision(s), an NWIP shall be raised that states the agreed scope of the revision, the proposed Project Leader and schedules for meeting development phase milestones. The timing of the NWIP should accord with the long term plan in Annex A and,

in general, be based on a 36 month schedule to publication (24 months can be specified where minimal updates to normative text are proposed). SC7 Members nominate representatives at NWIP ballot. It is essential that these representatives have a full opportunity to review and contribute to updating the Standard. This will usually be done by issue of a CD version of the Standard either near the beginning of the formal review period or following an initial period of comment to the existing Standard or latest working draft version. It has been found in SC7 that engaging skilled technical editors from within SC7 membership to work directly with the WG Convenor and/or Project Leader 2-3 months prior to the ‘DIS-ready’ milestone enhances the quality of the Standard and helps identify anomalies in the text. The editors remain in the process until publication and have, in some cases, been funded for their direct engagement and costs for travelling. It is recommended that an Editing Committee be formed in accordance with Annex H to TC 67 N435 (Rev 8) and SC7 Resolution 243. This would be managed by the Chairman and populated by persons who have been proven to have provided good ISO Editing experience. Each Project, at the appropriate time, would be expected to engage one or two Editors from this committee to assist in producing the Standard to ISO CS requirements. Funding for this process is discussed in a later section. WG Convenors, Project Leaders and Editing Committee members are strongly encouraged to engage with ISO CS to minimise misunderstandings in both technical matters and scheduling of the Standards’ development and publication. Following publication, the ‘Project’ formally terminates. However, it is at this time that queries from users are most likely to arise. All such queries shall be managed through SC7 Secretariat (BSI), who would normally forward the query to the appropriate WG Convenor and any associated WG Secretariat. Many technical queries will require specialist input from the technical panel but, at present, this panel may have become inactive and without leadership. It is therefore proposed that the Project Leader be asked to remain in-post (although not an official position at this time) to coordinate replies and propose any longer term response to technical queries arising. Where this is not possible, or requires the ‘Project Leader’ to stay in position for several years before work on the next edition re-initiates, an early nomination of an alternate by Resolution at SC7 meeting is proposed. 5. Information Management

TC67/SC7 currently has its own website outside the ISO livelink portal system. The advantage of this website is that it gives access to the wider industry without the need for password access. The site includes information about the structure of the committee and leadership contact details, useful ISO documents, the publication schedule, and links to other websites. There is also a transcription of queries made to ISO Standards, although the tracking mechanism for these queries is limited. The website also relies on the effort of one individual. TC67 MC is encouraging all SC7 under their remit to use the ISO portal. This should contain lists of all members, WG meetings and correspondence relating to the Standards, including queries and background material, e.g. spreadsheets associated with specific Standards. Such a review was specified under SC7 Resolution 207.

It is recommended that a discussion on the relative merits of the two websites for providing information and document control should be held at a future SC7 meeting. It is stated by some new WG convenors that training for their role is minimal; this may in part have been because most of the SC7 leadership had many years of experience and had a full understanding of the ISO processes. At TC67 level, regular phone meetings are held involving key stakeholders; it has now been decided that SC Chairmen should also be invited to participate in these meetings. In addition, SC Chairmen are invited to a separate social gathering at the TC67 meetings to share learnings. It is recommended that a brief telecom be held every 3-4 months involving WG Convenors and Project Leaders to share learnings and discuss progress and process - this would also meet SC7 Resolution 54 and 215. It may also be of value to meet as a group around the TC67/SC7 meetings to discuss ISO TC67 process and share learnings. Finally, to address the lack of communication with participating technical experts and the wider industry, it may be beneficial to issue a brief newsletter that WG Convenors can circulate throughout their membership and also discuss the potential for workshops to raise the profile of ISO 19900 Series Standard to the industry. 6. Long-term funding

At the 29th SC7 Meeting in London, March 2010, Graham Thomas representing OGP described the funding process that had been used to support editing of some SC7 Standards plus additional approved projects. These funding projects are near complete and new mechanisms will be required to continue with any such arrangements. The then SC7 Chairman, Richard Snell, presented document N462 on potential finding mechanisms going forward and requested review and feedback at the 30th SC7 meeting in Singapore, January 2011. OGP presented a provisional offer to remain as the manager of such funding, with contributions primarily needing to be raised via Operators and other stakeholders. A sum of £70K p.a. was estimated to meet future demand. Pending this discussion, it is considered that this proven mechanism via OGP management would be most likely to provide the quality and timely publication of future SC7 Standards.
