Is it that we no longer have the talentwithin bureaucracy that the governmentis looking to lease talent rom outside? The government has selected a panel o
20 consultancy irms to assist the ministriesand departments in achieving their annualtargets at Rs 10,000 a day as retainership.
The government has already established aperormance management division within thecabinet secretariat and it is headed by a p ro-essional, Prajapati Trivedi, handpicked bythe prime minister himsel. The ministriesand departments are preparing their ResultFramework Documents (RFDs) which are tobe submitted to this division or perormance
appraisal. So when the ministries are them-selves setting their targets and already havehuge manpower ranging rom senior bureau-crats to employees under the central secre-tariat scheme (CSS), why do we need outsid-ers? Then there are specialist organisationslike the Planning Commission, National Advi-sory Council and Economic Advisory Councilo the Prime Minister to assist the ministriesin their planning and targets. There are alsoa plethora o committees/councils like thePMs Council on Micro, Small and Medium En-terprises, PMs Council on Trade and Industry,PMs Council on Climate Change and PMs Na-tional Council on Skill Development.
And dont orget, there is an entire ministo statistics and programme implementatioPlus there are government-unded academic institutions like Indian Institute o PublAdministration (IIPA), National Institute Smart Government (NISG) and the Centre Good Governance (CGG).
Government servants are well aware o thbottlenecks, which are usually due to the plitical dierences between the centre and thstates. Private consultants can be o litthelp in such cases. What can an external cosultant do i the Mayawati government in Utar Pradesh is not enthusiastic in implemening a centrally sponsored scheme?
Yet, i individuals with pr ivate sector eperience are needed in the government, thgovernment should allow their lateral entinto the civil services. As it stands, the latemove looks more like a lateral entry or crny capitalism. The private proessionals atached to the various ministries can only bexpected to urther private interests. Theis no oicial word on how conlict o interewill be avoided when a proessional who avises, say, a telecom player, becomes a cosultant to the communication and IT ministrIn the asbcence o answers to these querieswould seem that this is just another exercisto add another layer o governance.
The Lalit Modis o CWG-gateare mostly hidden among ourown elected governments.Getting them to ace the law oreven shaming them will haveto be part o a larger struggleor democratic rights andgovernance reorms.

aving pledged a large part o their
wealth to charitable causes, Microsotounder Bill Gates and investor Warren
Buet seem to making a sincere eort toencourage other billionaires in the US to
similarly help the needy. They announcedrecently that they had met and asked a
couple o dozen rich Americans to give awayat least hal o their wealth to charity.
Responding to The Giving Pledge, as theGates-Buet campaign is called, at least our
billionaire individuals or amilies are report-edly expected to make the philanthropic
pledges.I those pledges materialise, billions o dol-
lars more will ow into meeting needs like ed-ucation and healthcare.
Are we seeing a renaissance o philanthro-
py, starting rom the US? Given the growingrich-poor gap in the world, there is certainly a
strong case or it.

Whats thr in a nam? Lts ask thm
NarnraMy scholarship was cancelled because I did not like to mention the name o the village in the application orm and hadwritten the name o a neighbouring village.
PranI am making a living as a labourer because o this name. I let studies. I could not mention this name anywhere. The schoolhere has classes only till th. Then we go to a neighbouring village. We ll up the orm and they say he is rom Chamaron-ka-bas. I would have none o that. I was rather good in studies. So I wanted to seat on one o the ront benches but teachersused to say you are rom Chamars (Chamaron-ka-bas), seat in the back row. I oten got scolded or arguing with teachers.
NarshWhen I went to Bandikui or college studies and looked or a room on rent, they asked which village did I come rom. Isaid Chamaron-ka-bas and they said how can we let you stay here? The name hurts when we apply or studies, when weapply or a job.
RamswarpWe eel humiliated when we write the name o the village in some orm or or some document in the presence o children.
When we go to meet an ocial, i we are asked which village do we come rom, we lose hal o our condence. Our workwont get done.

Harvesting water is not enough;we will have to discipline ourselvesin its use. No one who has hauled
water rom a well, or flled a bucketrom a hand pump, will be carelessin its use. In Kohariyaon ki dhani,it is unthinkable that a motor anda pipeline be installed at a beri, because it would run dry in no time.By mutual consent, water is alwaysdrawn by hand.

27th May 2009
Dear Sir,
We, the undersigned, as members o the communityo scholars and writers, wish to draw the attentiono the Central Vigilance Commission to a specialaudit report o the Government o India concerningthe Nehru Memorial Museum and Library (hereaterNMML), a public body under the Ministry o Culture. The report notes serious inancial irregularities in
the unctioning o the NMML (see The Hindu, 24thMay 2010). Among these are the transer o publicunds (to the tune o Rs 5 crore) to a private t rust, the irregular appointment o dozens o consultantswhen regular sta positions are unilled, unjustiiableexpenditure on dinner parties and m elas, etc. Atthe same time, the Report notes that the regularproessional work o the NMML, relating to research, publication and acquisition o rare manuscripts, hascome to a standstill.
The NMML is an institution o national importance, and the main repository o the records o our reedomstruggle. Scholars and writers have been or sometime worried about its institutional health, and it
may be noted that in May 2009 ity-seven leadingintellectuals had written a letter to the Prime Ministerdrawing his attention to the steady deterioration othe NMML. They had said then o the NMML that itsdecline is visible or all to see; its destruction will bea national calamity. We now ask you to immediatelyset in motion the steps necessary to save the NMMLrom becoming a ailed institution. The signatories tothat letter (published in its entirety in the Economicand Political Weekly, 27th June 2009) included sucheminent scholars as Proessor Rajmohan Gandhi,Proessor Partha Chatterjee, Proessor Tapati GuhaThakurta, Proessor Mushirul Hasan, ProessorMahesh Rangarajan and others. Now, the special
audit reports suggests that their ears may havecome true. Given the evidence beore us, we urge theCVC to immediately constitute an enquiry into theinancial and other aairs o the NMML. A copy o thespecial audit report is being sent to you by post.
Sincerely yours
Proessor Sumit Sarkar, Dr Ramachandra Guha,Proessor Sunil Khilnani, Proessor Nayanjot Lahiri,Dr Rukun Advani, Proessor A. R. Venkatachalapathy,Dr Brinda Bose, Dr Tridip Suhrud, Proessor NeeraChandhoke.

Is Sheila Dikshit right in aspir-ing to host Olympics? I am all or
it. Yes, Sheila Dikshit and Delhishould bid or the Olympics. AndI sure hope they win. The problem
is that the ast emptying pockets o the citizenso Delhi will be over by now (due to the Com-monwealth Games, the grand salute to our erst-while colonial power), so where will the moneycome rom?
See, it is simple. Various sporting objects likeootballs, handballs, basketballs need not bepurchased. They can be made in-house usingthe hide o the people o Delhi. Other thingslike bats, raquets can be made using the leg
bones o many a people who would be willing tosell it o or cheap cash. O course the videoso Delhiites being skinned & boned alive can besold to BBC or National Geographic or Discov-ery Channel or a huge lump sum.As ar as the labour work is conce rned, all the
students o Delhi can be used or this. Theireducation will earn them what? Nothing, con-sidering things are so expensive nowadays. Aquestion on whether their parents would beable to aord to school them is also there. Butthis vocational training will be so valuable, orwhen they grow up they will have to move to Ut-
tar Pradesh, Haryana or Bihar to work as dailywage laborers. The ood or sportspersons and delegates
can be supplied by all the Delhi restaurants orree. In act they can be charged also, as thiswill be saving them the cost o disposing all otheir ood no one has any money let to buy.As ar as staying o the internat ional guests is
concerned, there will be so many ghost colo-nies in Delhi, which people would have let tomove to other places where everything (evenair) is so much cheaper.
Travel will be no problem at all. Delhi, by then, will be let with only Sheila madam and her
cronies (and o course the odd prime minister, president etc.) but they already have their gov-ernment vehicles. The public transport will betotally ree or the tourists and sportspersons.
See? Sheila Dikshit has oreseen all o thisand more. That is why she is the CM and welesser mortals are not. We just keep complain-ing about rising prices o this and that. Her an-swer is so simple: I they cant buy bread, whycant they have cake?

In November, 1989, VP Singh hadlaunched a vigorous campaign across Utar Pradesh or the Lok Sabha polls ate
kicking up a serious row over the Boors pao. Chagrined by the BJPs mischie o putting up rebel candidates in 46-odd seats dspite the seat-sharing arrangement with thJanata Dal, Singh decided to send a mes-sage loud and clear against the BJP.
Towards the end o his campaign, Singhreached Shahabad near Agra where he
ound an election podium adorning agso the Janata Dal and the BJP. The Raja oManda who had created a wave or his antcorruption campaign directed against RajivGandhi reused to deliver the speech romthe podium. He told the organisers that hewould not share any platorm where the BJag was ound uttering. A separate plat-orm had to be erected to enable Singh todeliver his election speech.
In act, a chastened BJP withdrew rom VSinghs campaign immediately. However,Singhs outburst against the BJP ensured
that not a single rebel BJP candidate couldwin the Lok Sabha elections. The BJP wonmaximum seats where it ought in alliancewith the Janata Dal. Singhs tantrums werecalculated to put across the message thatthe BJP would only play second fddle to thJanata Dal. And VP Singh, a rising star thenflled the secular-centrist political spacewith ease.
VP Singhs antics in Agra could be de-scribed as the nearest parallel which onecan draw with Nitish Kumar. He projectshimsel as a secular-centrist leader who believes in inclusiveness. Though there has
been no powerul leader since VP Singh tooccupy that space at the national level, theincreasing marginalisation o the BJP hasspurred national ambitions o many regional satraps. Obviously, Nitish Kumar can benursing genuine national ambitions givenhis soaring graph as a perormer in Biharand acceptability across India. However, insharp contrast to pre-1989 when the BJPwas reduced to two Lok Sabha seats, theparty holds the second largest group o MPin the Lok Sabha ater the ruling Congress
