HEALTH AND SAFETY UPDATE

FIRE ONCONSTRUCTIONSITES

The HSE and the Building Control Alliance (BCA) have signed an agreement for cooperation in England and Wales to promote and encourage improved standards of health and safety in construction.

Building Control Professionals (BCP) while at work have a duty of care, and under the agreement BCP can, wherethey believe people would benefit from health & safetyinformation, provide the information or advise where itcan be found. In circumstances where they come acrossdangerous or poor working practices representing a risk to workers or the public, these should be drawn to the attention of the person in control of the site.

In more serious cases where the BCP believes there is aserious risk to workers or the public (called a matter ofevident concern), they should bring this to the attention of the person in control of the site, where they are able to do so. If they cannot do so, or if they consider this isinappropriate, or where the response to such an approachis not satisfactory, they can report this to the HSE.

The agreement list in appendix 1 shows examples of evident concern, including working from scaffoldswithout guardrails, roof work without edge protection,exposed electrical conductors, and inadequate fire safety.

A new FREE electronic edition of HSG168 is nowavailable for download from the HSE web site. The 2nd edition of Fire Safety in Construction explains how everyone involved in construction projects cancomply with their legal duties relating to fire risks. It is aimed at all those with a role for developing and managing construction sites, including clients and designers, and is relevant to all construction projects, including small refurbishment sites.

Much of what is contained in the guidance is not new, but the sections covering multi-storey buildings and high risk building such as timber frame, have been strengthened to include lessons learned from recent fires.

Each year there are hundreds of fires on constructionsites, potentially putting the lives of workers and members of the public at risk. Fire safety in construction is about preventing fires from starting and ensuringpeople’s safety if they do.

The CIOB Awarding Organisation Certificate in Site Management is designed to provide the knowledge and skills development to be an effective and professional Construction SiteManager. The qualification is designed to meet the needs of those who are practicing or arepotential Site Managers. They will typically have at least two years experience on the site abovethe level of trade charge hand with some general responsibilities. The course allows candidatesto progress from a supervisory level to management within the construction industry.

* Completion of the Level 4 diploma provides underpinning knowledge for the relevant S/NVQ4 and enables entry to Associate Membership of the CIOB (ACIOB).

Upon successful completion of the firstyear of the course, the CIOB certificatein Site Management is awarded, andthen on completion of the second year, the Diploma is awarded.

This qualification provides theunderpinning knowledge required for a Site Management role andprepares candidates for the NVQLevel 4 Construction Site Managementqualification. Learning opportunitiesare based around simulation of real site situations and problem solving in teams and through course work and practical demonstration.

The courses are run at approvedcentres across the UK, Ireland andoverseas and are delivered throughcolleges and universities. This usuallyrequires attendance of only oneafternoon/evening a week. “It has been an extremely difficult year for both the private and public sector and theconstruction industry continues to face challenging times ahead, as a number of organisationsput planned building projects on hold. Many construction companies currently supply into the public sector, so they may also be affected by the latest efficiency drives. Cut backs in theconstruction industry continue to leave many leaders facing very difficult business decisionsand for some this means having to make people redundant in a bid to ensure the businessremains profitable.

As cut backs are made, the day job will still need to be done and projects will need to be completed to a high standard and delivered on time. Managers across the constructionindustry have the difficult task of ensuring employees are motivated and engaged, and making sure their teams remain focused during times of change. Leaders will need tocommunicate effectively with their teams, listening to any concerns but also keeping them in the loop in terms of business objectives and making sure they understand the reasons behind any difficult decisions or changes.

In order to maintain high levels of productivity organisations should also look to provideadequate support, in terms of making sure those who are made redundant have access to the right information and advice, enabling them to find employment elsewhere. Failing to handle this process correctly and offer support could not only damage an organisation’sreputation but also leave those employees who stay behind feeling very de-motivated anddisengaged, as they see colleagues and friends leave. This problem could quickly escalate out of control and has the potential to affect the bottom line.

So what support should organisations look to offer? Redundancy can trigger a whole heap of emotions and individuals will react in different ways, therefore the type of advice andsupport required will vary depending on the individual. Some organisations will have HR staff in-house who are able to provide this advice but others will need to bring in an externalprovider that can offer specialist support, such as Hays Career Transition Services. Manyemployees going through redundancy will value basic advice around the job applicationprocess whereas others will need more focused help to identify transferable skills.”

Patton Group has become the first constructioncompany in Northern Ireland to facilitate thedelivery of the CIOB’s EPA programme. The course is open to both Patton’s managers andexternal candidates.

In collaboration with Chartered Building Consultancy Stavley Ltd, the course will run from June 2010 until May 2011. Patton Group’s HR Manager Shauna du Preez commented “this approach is moreflexible to meet the business and learning needs of our companyand managers”.

CONLON CONSTRUCTIONWINS AWARD FOR BEING CONSIDERATE

Corniche Builders Ltd, a CBC inSutton, achieved their Investors inPeople recognition on the 29th July2010, following 16 months of work by the MD Michael Smith MCIOB,who is also CBC Chair. Things took a little longer than expected because a quarter of the way into the process the implementer left and another had to take over.

Has it made any changes? The simple answer is yes. The firm has one Director and a Manager doing their NVQ Level 4, and three operativesundertaking their NVQ Level 2 in Groundwork. In addition to this, there are regular toolbox talksand an away day where the whole firm shuts down for a day to undertake training – although that was in place before the IIP process started. It is expensive in man hours and the new grant system doesn’t cover the costs, but there has been a real enthusiasm in the firm for the award and the benefits are being seen.

A North West CBC has been named as one of the most considerate in the countryafter winning a National Site Award.

Preston-based Conlon Construction was praised by assessors from the Considerate Constructors Scheme for its approach to areas such as health and safety, cleanliness and the local community.

The bronze award means the company ranks in the top 7.5 per cent of UK construction firms registered with thescheme for its work on the new St Michael and All AngelsPrimary School, in Kirkby, Merseyside.

Headteacher at the school Ann Coffey said the team at Conlon had involved her in the development right from thestart. Some of the pupils at the 350-strong school were alsoinvited for site visits, to ensure it had their seal of approval.

Mrs Coffey was there to see Michael Conlon, constructiondirector of the company, collect the award in a ceremony held at the Lowry Hotel in Manchester. Originally thepresentation was to be made to site manager Gordon, but due to the travel issues caused by the Icelandic volcano, he was stranded in Hong Kong at the time of the awards.

Michael said: “We are incredibly proud to have achieved aNational Considerate Constructors Site Award. It is testamentto the commitment of the whole team at Conlon to take our responsibilities as a contractor seriously.

WE ALWAYS STRIVE TO GO ABOVE AND BEYOND THE MINIMUM REQUIREMENTS FOR OUR SITES BUT WENEVER REST ON OUR LAURELS AND WILL CONTINUE TOLISTEN TO THE VIEWS AND FEEDBACK OF OUR CLIENTSTO CONTINUALLY IMPROVE THE SERVICE WE PROVIDE.

Conlon Construction began work on the £4.2 million project at St Michael and All Angels Primary School in October 2008and completed the new school in June 2009. The new buildingreplaced the existing school facilities which had becomeoutdated and no longer fit for purpose.

As many members are aware, manyLocal Authorities throughout thecountry are requiring Level 3 of thecode as a planning condition, even on single dwelling developments in many cases.

The rationale behind The GreenTeam is to produce professional CAD designs with the SAP 2010requirements and the Code in mindfrom the start enabling developers to achieve the most cost effectivesolution for compliance, rather thanawaiting planning only to find thatthey are stuck with more costlysolutions perhaps more heavily reliant on renewable sources in order to avoid design changes which might otherwise spark a re-submission being required.

For those who do not know Mike, he was the first winner of the Davis Scott Memorial Trophy for Management in the Essex Region and being co-ordinated by a Chartered Building Consultancy, a professional and co-ordinatedapproach is taken from the initialconsultation meeting throughout the design phase and beyond.

During the design phase, the risk of the application’s success ismanaged by interim discussions with planners prior to finalisation,feeding back their reactions to thedeveloper and suggesting changeswhich may increase the likelihood of planning success.

SBEM assessments are also catered for as well as BREEAM type applications or PART L1Bassessments on existing buildings.

JUNIORWIMBLEDONThe only thing better than the weatheron Tuesday 22nd June 2010 was thechildrens Yogi Bear Shield TennisTournament. Six out of 14 local infantschools qualified and took their teams to Manydown Tennis Centre in WoottonSt. Lawrence for the annual finals day of the tournament sponsored by Hampshire CBC R.W. Armstrong & Sons.

Each team consisted of four childrenaged six to eight years on the MiniTennis red courts. Group A consisted of Cheam, Home Farm and Priory withDaneshill, Sherfield and North Walthamin Group B. The teams played their way through the first stage with all the young players showing great ability, skill and technique. After the first round, coming out on top in theirGroups was Daneshill and Home Farm,beating last year’s winners Cheam.

The final, played in front of over 100spectators, was understandably a tenseaffair but that did not stop the childrenfrom performing at a very high level.Played over four rounds, Home Farm took the lead in the third roundbringing the overall score to 17-12 infavour of the Home Farm team of Ella Mitchell, Ned Hine, Samuel Ward and Jemima Attwood.

Home Farm team member, EllaMitchell, said: “It was the best day of my life, and I’ll never forget it!”.

The finals day is the culmination of six months tennis training and matches.Now in its sixth year the tennisprogramme ensures that each yearover 1500 children in local juniorschools get the best coaching andmatch play experience.

The afternoon ended with a playersdinner and presentation in front of all the parents and supporters. Severalplayers won individual awards and the Home Farm team picked up thecoveted Yogi Bear Shield. All the players received gifts and the youngerchildren watching were given tennis key rings.

Greendale Construction has come a long way since DirectorsRob Hooker and Chris Kane set up their construction company, in the middle of a recession in thespare bedroom of Rob’s small flat in Poole back in 1990.

MANSELL TO BUILD£6 MILLION ICONICBUILDING FORTHE UNIVERSITY OF NOTTINGHAMMansell has been awarded a £6 million contract to designand build an iconic Engineeringand Science Learning Centre for the University of Nottinghamon University Park.

A large central glazed atrium will bethe focal point of the three-storey,high-specification development. It will provide a range of flexible spacesincluding seminar rooms, a studentcentre, computer laboratory, graduatecentre, social space and ancillaryaccommodation all aimed at supportingteaching and learning at the University.

The project is designed to meetBREEAM “Excellent” standards. The building’s concrete frame will bemade from recycled aggregate fromlocal sources. An ETFE (EthyleneTetraFlouroEthylene) foil cushion roof system will be used to allownatural light into the building. Groundsource heat pumps will also be used.

This is the second contract to be recently awarded to Mansell bythe University. Mansell is currentlycompleting the Aerospace ResearchCentre also on University Park.

Work has recently begun on site and will complete in July 2011.

Due to health and safety issues, major concrete repairs wererequired to the dilapidated in situ concrete external staircase of this 1960s building which was found to have large areas ofspalling concrete falling away, and steel landings which were heavily corroded and deemed unsafe.

Bradbrook Consulting Engineers were commissioned to provide the client with a condition report and specification, and the project was put out to competitive tender.

Having submitted a successful tender, Cemplas Waterproofing andConcrete Repairs Ltd was appointed as the principle main contractor.Cemplas has both the capacity and resources to undertake projects inexcess of £1,000,000, and has a management structure capable of runningmulti-disciplined projects incorporating a wide variety of trade activities as well as the ones they specialise in and undertake themselves.

The nature of the work was highly sensitive due to the programme ofrestricted time frames for noisy work, and Cemplas had to complete the extensive cutting out in just a few days.

Repair areas were identified and then treated including undertaking hand placed repairs; an overall levelling coat was applied followed by two coats of anti-carbonation protective treatment. All works wereundertaken using the Sika Monotop Repair System.

The areas of the staircase which were manufactured in steel, and identifiedby the Engineer as being corroded beyond repair, required Cemplasreplacing a number of the steps, and welding into position new landings. All other areas of steel were shot blasted, then primed and coated usingzinc rich protective coatings including the handrails from top to bottom,and any missing or damaged bolts were replaced.

Following completion of all remedial work, Cemplas marked out andcreated a safety route from the roof door, to the top of the staircase todefine a clear and precise route in the case of any emergency evacuation of the building.

Cemplas completed the work on schedule, and within budget, and oncompletion, the work undertaken by Cemplas was checked and signed off by the Consulting Engineers, and a 10 year workmanship certificate was issued by Cemplas.

To celebrate the successfulcompletion of their refurbishmentproject on Southend Pier, CBCPavehall chartered the Tall ShipAtlantis for a trip from the end ofthe pier on the evening of 9 July2010. A number of Pavehall staffand Southend Council employeesenjoyed a three hour trip out intothe Thames estuary on one of thewarmest nights of the year andduring which the fitter members of the group had to carry out their share of hoisting the many sails on the ship.

Following a series of fires and otherevents over many years, SouthendCouncil are in the middle of aprogramme of refurbishment tovarious parts of the Pier, at just over1 miles the longest pleasure pier inthe world, in an effort to restore it to its former glory. The Old PierHead was successfully rebuilt

following its destruction by fire in2005. At the shore end the BowlingAlley was also destroyed by fire in1995. A new Visitor Centre wasbuilt in 2003 and following that itwas decided to refurbish the railwaystation and the deck of the pierover the north station.

The pier had to remain open to the public throughout the works,and because of its popularity, workhad to be carried out during thewinter when there would be fewervisitors. In addition the AdventureIsland Amusement Park, which is to either side of the pier, had toremain open for business as usualthroughout the project.

Work started in October 2009 and taking up the existing asphaltand resurfacing the pier deck, whilstkeeping the station and pier officesunderneath weather tight during an extremely wet and windy late

autumn and winter, provedextremely challenging for Pavehall.

By working very closely withSouthend Council’s Enterprise,Tourism and EnvironmentDepartment, and despite thedifficulties of carrying out the work during one of the worstwinters for many years, the projectwas successfully completed in time for the busy summer periodon the pier.

THE GRASS ISGREENER ON AKINGERLEE SITEOxford based CBC Kingerleeand Accurate Roofing haverecently installed a green roof at their Oxford HighSchool Project.

The Alumasc Derbigum Systemprovides a warm deck insulatedcovering, biodiverse plantingmedium and a seed mix withplug planting to provide thesedum vegetation. Due to the access constraints on thisBREEAM project the team have procured a system topump the roofing medium from large capacity tankers atground level. The roof areaswere then raked to an eventhickness and planted in siturather than the more traditional sedum blanket.

This environmentally friendlyproject also incorporates photo voltaic panels, air sourceheat pumps and a rain waterharvesting system.

The company is making areturn visit to the collegehaving built their UniversityCentre in 2008. This latestcontract is valued at £5.2mand involves recycling a1970s building on thecollege’s campus.

Ashe’s constructiondirector Martin Petts, who champions staffdevelopment in thecompany, said: “Wecompleted phase 1 in timefor the new academic yearin September, and already200 students are using thenew facilities. Phase 2 hasjust started to refurbishand extend the rest of thebuilding creating light andairy classrooms andworkshops in an openplan style. What’s great isthat we are giving thecollege’s constructionstudents the opportunityto see for themselvesexactly what it’s like towork in our industry.”

Students at the college aregetting practicalexperience in themechanical, electrical andcarpentry trades bygetting work experienceon the site and althoughthey are being supervised

by the college they areworking under AsheConstruction’s projectumbrella so must complywith all of Ashe’s healthand safety procedures and site rules.

Building contractor and restorationspecialist CBC William Anelay Ltd hasrecently returned to the iconic VictoriaBaths in Manchester to carry out a major re-roofing project.The £850,000 contract, due to last six months withcompletion at the end of May, involves extensive slating,glazing and lead work to the roof of the Gala Pool and is being funded by English Heritage, the Heritage Lottery Fund and Manchester City Council with some monies from Section 106 funds.

The pool, originally designated for Males (First Class) and gala events, is one of three baths at the venue whichwon the 2003 BBC Restoration series and has alsoappeared in a number of high profile TV programmesincluding Casualty 1909, the Antiques Roadshow, Cracker, Prime Suspect and Life on Mars!

Neil Bonner, Building Officer with the Victoria Baths Trust, said: “The roof of the Gala Pool had been giving us cause for concern and William Anelay is currentlyinvolved in re-slating the roof, repairing rainwater goods and restoring the magnificent glazing.”

The contract is an extension of the £3 million Phase One works carried out over 14 months by William Anelay in 2007 and 2008.

“The project has involved the internal construction of a vast birdcage scaffolding system and a complextemporary roofing structure above the pool,” explainedWilliam Anelay Site Manager Gary Shea, “with hundreds of glass panels removed and replaced and significantrepairs carried out on the surrounding timbers which are suffering with dry rot.”

“Because the original materials have deteriorated beyondrepair, new materials are being introduced. The existingstructure however will be stripped, materials separatedand where possible sent away for recycling,” added Gary.

Gill Wright, Victoria Baths Trust Project Manager,commented: “We have designated this as Phase One Plus and it’s a strategic part of a rolling project of works at this wonderful venue.”

“We are delighted to welcome back the team fromWilliam Anelay who completed the initial phase ofrestoration works almost two years ago,” added Gill.
