As Minnesota and the nation implement the Affordable Care Act, the Mayo Clinic’s proposal to make Rochester a “destination medical center” is most timely. The proposal has received broad endorsements from Gov. Mark Dayton and members of the Legislature. Mayo Clinic is proposing a $3.5 billion expansion of its facilities in Rochester. Unlike most academic health systems; however, it is not asking for public funds. Rather, it is asking the state to allocate about $500 million over 20 years of the new Mayo-generated state tax revenue to help fi nance the public infrastructure needed to support the growth. Already the state’s largest employer, Mayo estimates that the destination medical center will create 35,000 to 45,000 new jobs and generate $3 billion in new taxes to the state. Health care has long been Minnesota’s strength with the fi nest health care resources in the country. It should be our calling card to the nation as a beacon in how to create a healthy population. We rank No. 5 nationally in terms of population health only behind Vermont, Hawaii, New Hampshire and Massachusetts and are ranked fi rst among all states for cardiovascular care, fewest sick days and health status. On the other hand, we’re ranked No. 15 among the 50 states on obesity and 16th on deaths from cancer. Woefully, our underfunded public health of only $43 per person per year puts us at No. 48. The state is well positioned to become the national health care leader. With Mayo as the crown jewel and providers like the University of Minnesota, Allina Health, Fairview, Park Nicollet, Regions and Health East that deliver outstanding patient care, why couldn’t we build on this incredibly strong base to be no #1 in all health categories? Minnesota boasts national leaders in health plans — UnitedHealth Group and its Optimum Health; Health Partners, Blue Cross and Blue Shield, and Medica and is the birthplace and leader of the medical technology cluster, with Medtronic, St. Jude and Boston Scientifi c, combining with 3M’s prosperous health care business. Just as importantly, there are hundreds of med-tech companies striving to become the next Medtronic. Finally, Minnesota is the national leader in integrative medicine to improve health and healing. The U’s Center for Spirituality and Healing, Allina’s Institute for Health and Healing, The Marsh, Hazelden and Pathways are national leaders in promoting patient-centered care with healing therapies that emphasize individual responsibility. Through the collaboration of these exceptional resources — a committed state government, health plans, health care providers and suppliers, and progressive employers —Minnesota should become the standard-bearer for the nation’s health, attracting people from all over the nation and the world to visit, live and improve their health. Gov. Dayton, please launch a “Healthy Living” initiative focused on healthy eating, regular exercise, reduced alcohol use, smoking and stress that are supported by active programs from every health care organization and employer.

♦In divorces, all too often the parties fight about the division of assets. In Minnesota, assets acquired or debts incurred during the marriage belong to both parties. This is known as marital property. Non-marital property is property acquired before the marriage or acquired as a gift or inheritance during the marriage. Non-marital property may lose its status if it’s co-mingled with marital property. All property acquired during the marriage is presumed to be marital property regardless of whose name is on the title. ♦Once the marital estate is determined, Minnesota courts divide the marital assets based on what the court considers fair. It does not mean a 50/50 split. The court might decide to award either spouse 0-100% of the marital estate. Courts factor in things like the duration of marriage, what each person brought into the marriage, earnings, children, retraining, tax consequences, and debt. • Patrick wasn’t made a saint until the early 17th century, hundreds of years after his death in the year 461. March 17
is the anniversary of his death and is his religious feast day. • Although we think of the color green when St. Patrick is mentioned, blue was the fi rst color to represent the hero. In 1783, The Order of St. Patrick was founded, the senior order of chivalry and fellowship of knights. The Order of the Thistle already used green for their uniforms and the Order of the Garter used dark blue, so the Order of St. Patrick used a shade of sky blue. Military uniforms were of “St. Patrick’s Blue” and during the time of King Henry VIII, and the fl ag of Ireland was a gold harp on a blue background. The harp remains as the country’s national emblem today. • Between 1846 and 1900, about 2,873,000 people emigrated from Ireland to America, making it the second largest nationality group of immigrants, second only to Germany. The most predominant occupation of those newcomers was that of skilled weaver. • In 2010, about 34.7 million U.S. residents claimed ancestors from Ireland. What were the most common Irish surnames of these folks? The last names of Murphy, Kelly, and O’Sullivan are considered the top three “most Irish.” Other common Irish surnames include Walsh, O’Brien, Byrne, Ryan, O’Connor, O’Neill, and O’Reilly. • Ireland has had its infl uence on geographical locations in the U.S. Seven communities are named Shamrock, including locations in Texas, Oklahoma, and West Virginia. Sixteen other towns are named Dublin, sharing the name with Ireland’s capital. North Carolina is home to the community of Emerald Isle, population 3,655.• St. Patrick’s Day often brings beer and taverns to mind, but that tradition didn’t start in Ireland. The Irish Parliament declared the day a religious holiday in 1903, meaning that all the pubs were closed. In 1970, that bill was overturned and the day became a national holiday rather than a religious observance. • The tradition of a St. Patrick’s Day parade began in America, not Ireland. New York City was home to the fi rst parade, held on March 17, 1762. Irish soldiers serving in the British army organized the celebration to honor the Catholic feast day of Ireland’s patron saint. Today, New York’s parade is the largest in the world with more than 200,000 marchers along the Fifth Avenue route. Close to three million spectators observe the parade, which does not allow automobiles or fl oats. • Canada’s longest-running parade is in the city of Montreal, where it fi rst took place in 1824..
• The three-color Irish fl ag – orange, green, and white – was created in 1848, and is symbolic of the country’s politics. The orange stands for the Irish Protestants, green for the Catholics, and white represents the hope that peace be reached between the two. • Have you ever heard of the trifolium dubium? That’s the name given to the shamrock by botanists. The early Celts referred to the shamrock as the seamroy, and considered this three-leafed clover a sacred plant with mystical properties. Legend has it that St. Patrick used the shamrock to explain the Holy Trinity to fi rst-century Irish pagans. During the 17th century when the English began seizing Irish land and prohibiting the use of their native language and Catholic religion, many Irish started wearing the shamrock as a symbol of pride in their heritage. • The Irish word lobaircin means “small-bodied fellow,” and has been modifi ed a bit to the English word “leprechaun.” These little imps date back to the early Celtic beliefs in fairies, those tiny men and women with magical powers, who used those powers for either good or evil. Leprechauns were seen as grumpy little men, whose duties were to mend the shoes of the other fairies. We’ve all heard of the pot of gold at the end of the rainbow. Folklore claims that the little men have great treasures stored in crocks, and use trickery to protect it from others. If a leprechaun is captured by a human, he has the magical power to grant three wishes in exchange for his release. In 1959, Walt Disney Studios released the fi lm Darby O’Gill and the Little People, which gave us the image of cheerful and friendly leprechauns, but in Irish folklore, they are cantankerous and mischievous. • Indiana’s University of Notre Dame is home to the Fighting Irish, a team that played its inaugural game in November of 1887. In 1918, Knute Rockne took over as head coach and his record of the highest winning percentage (.881) in football history, either college or professional, still stands. Notre Dame has produced the second largest number of players drafted into the NFL, the greatest number of Heisman Trophy winners, and ten former Irish have been inducted into the Pro Football Hall of Fame. Every home game has been sold out since 1966, with the exception of one Thanksgiving Day contest against the Air Force in 1973, when the students had gone home for the holiday.

■ On March 4, 1933, at the height of the Great Depression, Franklin Delano Roosevelt is inaugurated as the 32nd president of the United States. In his famous inaugural address, Roosevelt told Americans that “the only thing we have to fear is fear itself.” On March 12, 1933, eight days after his inauguration, he gives his fi rst national radio address, or “fi reside chat,” broadcast from the White House. Roosevelt made sure each address was understandable to ordinary Americans.
■ On March 9, 1943, Bobby Fischer is born in Chicago. Fischer went on to become the only American to win the chess world championship. Though he was clearly
the dominant player in the world and had attained the highest chess rating in history, he was forced to retire from international competition in 1975 due to his increasingly erratic and bizarre behavior.
■ On March 8, 1950, Volkswagen, maker of the Beetle automobile, expands its product offerings to include a microbus. Known offi cially as the Volkswagen Type 2, the bus was a favorite mode of transportation for hippies during the 1960s and became an icon of the American counterculture movement.
■ On March 10, 1988, pop singer and teen idol Andy Gibb -- younger brother of Bee Gees Barry, Robin and Maurice -- dies in Britain just days after his 30th birthday. Six months earlier, Gibb had topped the charts with his debut record, “I Just Want to Be Your Everything.” His string of three No. 1 hits with his fi rst three releases is a record that still stands today.
■ On March 11, 1818, “Frankenstein: or, The Modern Prometheus,” is published. The book, by 21-year-old
Mary Wollstonecraft Shelley, is frequently called the world’s fi rst science-fi ction novel.
■ On March 14, 1950, the Federal Bureau of Investigation institutes the “Ten Most Wanted” list in an effort to publicize particularly dangerous fugitives. The creation of the program arose out of a news story in 1949 about the “toughest guys” the FBI wanted to capture.
■ On March 15, 1965, President Lyndon B. Johnson addressed a joint session of Congress to urge the passage of legislation guaranteeing voting rights for all. On Aug. 6, 1965, Johnson signed the Voting Rights Act.

Eleanor Roosevelt was shy as a child but became one of the most outspoken First Ladies to ever live in the White House. • Born October 11, 1884, in New York City, to Anna Hall and Elliott Roosevelt, Anna Eleanor Roosevelt was named after her mother. When Eleanor’s mother died in 1892 she and her siblings went to live with their maternal grandmother. Her father died two years later in 1894. He was the younger brother of Theodore Roosevelt, president of the United States from 1901-1909, • Eleanor was a very shy child but being of wealthy Roosevelt heritage she received an excellent education at Allenswood, a boarding school in London from 1899 to 1902. With the education and maturity, Eleanor developed self-confi dence that lead her to become a leader among women of her era. • After her return from England, Eleanor met a handsome Franklin Delano Roosevelt (FDR) in her affl uent circle of friends. The distant cousins became engaged in 1903 and married in 1905. • According to genealogical records Eleanor and FDR were fi fth cousins, once removed. The closest mutual ancestor was Nicholas Roosevelt. One of his sons was FDR’s great-great-great grandfather; another son was Eleanor’s great-great-great-great grandfather. • President Theodore Roosevelt, Eleanor’s uncle, walked her down the aisle and had the honor of “giving her away” in marriage. • Franklin and Eleanor had six children in the next eleven years; one son died as an infant. They also had to contend with Sara, FDR’s mother who tried to run their lives in their early years of married life! • With Eleanor’s encouragement and support FDR entered politics and served in the New York state senate from 1910-1913. It was in Albany, the state capital of New York, that Eleanor started her own rise to fame as an able political helpmate. • When FDR served as Assistant Secretary of the Navy from 1913-1920 during Woodrow Wilson’s presidency, Eleanor gained tremendous knowledge of Washington and national politics. • When her husband was stricken with polio in 1921, and lost the use of his legs for the remainder of his life. Mrs. Roosevelt devoted her time to caring for him. She also became active in the State Democratic Committee
women’s division to keep FDR’s interest in politics piqued.• Eleanor encouraged and supported her husband as Governor of New York and later, in 1933, as President of the United States. She “became his eyes and ears” and the closest confi dant for her husband, helping and understanding during the trying times of his presidency, which included the “Great Depression” and World War II. • Mrs. Roosevelt changed the role of First Lady. She greeted and entertained thousands with her charm. She expressed her opinions in a daily syndicated newspaper column entitled “My Day,” gave press conferences, travelled all around the country, gave lectures and participated in radio broadcasts. • After FDR's death in 1945, Eleanor was selected as a delegate to the United Nations General Assembly, serving from 1945 to 1953. She became the chair of the UN's Human Rights Commission and helped write the Universal Declaration of Human Rights. She considered this one of her greatest achievements.
• During World War II, U.S. draft-dodgers escaped to Canada and Canadian draft-dodgers escaped to the U.S. Authorities hired to track them down had trouble telling Canadians from Americans. But there was one small difference. In America, children are taught the alphabet with the fi nal letter Z pronounced 'zee'; but Canadians learn it as 'zed'. When suspected draft dodgers were asked to recite the alphabet, the last letter would clearly tell their nationality. The same technique was used to identify draft dodgers during the Viet Nam war.• In the 1200s the French occupied the island of Sicily. Their controversial governing methods caused the Sicilians to revolt many years later, and the French were massacred. However, many of the French had learned the local Italian language well enough that it was hard to tell them from the natives just from their accents. The Sicilians asked all questionable people to pronounce "cicero ceci", which means ‘chickpeas from cicero’. In Italian, the phrase is prounounced with four “ch” sounds in rapid succession. However, in the French language, the “ch” sound had been replaced by the “sh” sound. If it was said as "cheechero chechee" the person walked away, but those that said "sheeshero sheshee" were imprisoned.• When MacArthur was in the Philippines during World War II, Japanese spies would pose as Chinese or Filipino citizens in order to penetrate the defenses. Suspected spies would be asked to pronounce the word 'hula-hula'. Chinese and Filipinos have no trouble pronouncing the ‘l’, but Japanese do not have the ‘l’
sound in their language and would therefore pronounce it 'hura-hura', thereby betraying their nationality.• In the Bible in the Book of Judges, the Gileadites are at war with the Ephraimites. The Ephraimites looked the same and spoke the same language, so when the Gileadites had them trapped, it was hard to tell friend from foe. A Gileadite leader had every person pronounce the word for an ear of corn, which was pronounced 'shibboleth' by the Gileadites, but 'sibboleth' by the Ephraimites. Those who pronounced the word wrong were put to death.• In the 1800s the Turks and Egyptians were at war. The Egyptians invaded the Turk’s province of Syria, where many Egyptians were captured. The Turks did not want to kill any of their Syrian fellowmen, even if they were wearing the Egyptian uniform. Of course, all of the prisoners claimed to be a Syrian. Both Syrians and Egyptians speak Arabic. This time the password was 'gamal' meaning camel. The Syrians say 'jamal' and the Egyptians say 'gamal'. Only those who pronounced it correctly lived.• In 1851, during Napoleon III's coup d'etat, an aide reported to Count de St. Arnaud that a mob had gathered outside. The Count, who had been troubled with a cold, replied, "Ma sacrée toux!" meaning, "my damned cough!" The aide thought he said, "Massacrez tous", which means "massacre all". The phrases sound identical in French. The order to fi re was given and hundreds lost their lives.• In World War II, when Truman, Churchill and Stalin called for the Japanese to surrender, they responded with the word “mokusatsu” which meant they were reserving comment: “We’re thinking it over.” However, an inaccurate translator thought that ''mokusatsu'' meant they were ignoring it. On July 28, the Allies decided to drop the bomb on Hiroshima as a result.

You wouldn’t know if it was you, anxiety or the person 4 rows ahead of you. You wouldn’t know if your exhaustion was truly yours or belonged to someone sitting at the rear of the plane. In this situation as well as picturing a shield around you and intending it to protect you, I recommend that you occupy yourself deeply in something. Bring your music with your or buy the online movie, put your headphones on and allow
yourself to forget everything around you. This would not be a good time to sit casually and visit with the people next to you. Although this might be fun for awhile, soon you will absorb the feelings and emotions of those around you. You will begin to feel you are carrying the weight of the world on your back. Once you get to your destination you will have more control over what is affecting you. If you are staying in a hotel, great. You will know that it’s just your emotions surrounding you or you will be with someone you are familiar with. However, if you are staying with people in their home, make a study of those around you. It may take you a day or so to acclimate yourself to their emotions, but soon you will feel like yourself and be able to enjoy your time away. JOHNNY TILLOTSON has been recording music and entertaining fans for over 50 years, with 9 top 10 hits and 15 top 40 Billboard hits. Some of his biggest hits include: “Poetry in Motion”, “Without You”, “Talk Back Trembling Lips”, “It Keeps Right On A Hurtin”, “Send Me The Pillow You Dream On,”, “You can Never Stop Me Loving You”, “Worry”. “Dreamy Eyes”, “Heartaches By The Number”, and many more. Johnny is a 2 time Grammy Nominee: 1962 for Best Country Western recording “It Keeps Right On A Hurtin” and 1965 for Best Contemporary Vocal Male “Heartaches By The Number”. Johnny was a forerunner in making Country Music popular in the Pop field, as one of the first cross over artists. Johnny had 7 #1 International hits, has recorded in 5 languages and has charted in 20 countries. His composition “It Keeps Right On A Hurtin” was recorded by over 110 artists, including Elvis Presley, Dean Martin, Bobby Darin, Conway Twitty to mention just a few. Johnny was inducted into the Hit Parade Hall of Fame in 2008 and the Florida Artist Hall of Fame in 2011. He continues to entertain and delightaudiences everywhere.
