Approximately 2,000 participants (including delegates, observers, guests and volunteers) took part in the Conference, representing 160 National Scout Associations (NSO) from all six WOSM Regions. Making it the largest in the history of World Scouting. It was also the first time the conference was held in the Eurasian region. The President of Azerbaijan, H.E Ilham Aliyev in a speech delivered by the Minister of Youth and Sports of Azerbaijan, Azad Rahimov, noted that Scouting provides some good education to the young people, including citizenship, positive contribution to the society, moral values, unity and mutual respect among others. WOSM Secretary General, Ahmad Alhendawi, called on the Conference/Member Organizations to drive further growth and deepen the impact of Scouting in their countries. “Vision 2023 is not something owned only by some staff in the World Scout Bureau or by the World Scout Committee. It is the collective dream and ambition of all of us, 169 National Scout Organizations around the world. So, if there is one message I want you all to take home, it’s that – it is in our hands. We can do this. We will do this,” he said The Conference adopted the 2017-2020 Triennial Plan, the next iteration of the Strategy for Scouting, which will bolster efforts to achieve Vision 2023. Their three-year term will end in 2020 at the 42nd World Scout Conference which will be hosted in Sharm el-Sheikh by The Egyptian Federation for Scouts and Girl Guides (EFSGGs). The NSO will also host the 14th World Scout Youth Forum in Cairo, prior to the Conference. Prior to the Conference the 13th World Scout Youth Forum (WSYF) was held in Gabala, Azerbaijan from 7-10 August 2017 under the theme “Dream, Believe, Act.” The 13th WSYF is the biggest WSYF ever held, attended by more than 280 participants from 133 countries. There were also some key people from WOSM, including World Scout Committee Chairperson, João Armando Gonçalves and its member, Mari Nakano, and the WOSM Secretary General, Ahmad Alhendawi. The Youth Forum was ended in great success with a raft of resolutions to addressed to the 41st World Scout Conference. INVEST IN THE FUTURE OF AFRICA: JOIN THE AFRICA SCOUT FOUNDATION

The 41st World Scout Conference took place at the Baku Convention Centre in Azerbaijan from 14-18 August 2017. Approximately 2,000 participants (including delegates, observers, guests and volunteers) took part in the Conference, representing 160 National Scout Associations (NSO) from all six WOSM Regions. Making it the largest in the history of World Scouting. It was also the first time the conference was held in the Eurasian region.

Tragic bus crash in Madagascar claims the lives of four Scouts

On 2 August 2017, 38 Scouts from the Tily Eto Madagasikara National Scout Association (NSA) met with an accident while travelling to join over 2,000 other Scouts at a National Scout Camp under the Messengers of Peace Project that is supported by the World Scout Foundation (WSF). Four Scouts lost their lives and 34 others were hospitalised in the unfortunate incident, which occurred about 200 kilometres from the capital in Antananarivo.

The World Organization of the Scout Movement (WOSM) and the WSF are deeply saddened with the news. On behalf of all Scouts and supporters of Scouting around the world, we wish to send our sincere condolences to the families, relatives and friends of the Scouts and all the over 101 other passengers who were in the same bus when the accident occurred, including 66 other young people.

Our thoughts and prayers also go out to the entire Scouting fraternity and the people of Madagascar. We honour these young people, some of whom have paid the ultimate price on the World Scarf Day (1 August) while in pursuit of a better and peaceful world — a cause very central to Scouting’s existence. He emphasized that the primary objective of the Scout Movement is to promote an all rounded education to young people with the aim of giving them a sense of purpose in life, patriotism and a sense of duty to the nation and humanity. He noted that it is heartening to note that Scouts are living up to the ideals of the Movement and the expectations of its founding father. There are many examples of the good work being done by Boy Scouts and Girl Guides the world over. There is no doubt that during any major crisis or natural and manmade disasters people are likely to encounter and be graced by the helping hand of a Scout. “This is a huge contribution and service to humanity for which this Movement should be proud of,” the former President of Tanzania added.

The Chairperson and Regional Director of Africa Scout Region held partnership meetings with their counterparts from the Arab, European and Inter-American regions at the margins of the conference. This is part of the Africa Scout Regions strategy of developing bi-lateral partnerships with other regions

Guinea Bissau, Sao Tome & Principe and Seychelles Officially welcomed to WOSM

The 41st World Scout Conference 2017 which was held in Baku, Azerbaijan between 14-18 August 2017, recognized nine new members of the World Organization of Scout Movement (WOSM). These members are the National Scout Organizations of Aruba, Curacao, Palestine, Seychelles, Sao Tome & Principe, Myanmar, Timor Leste, San Marino, and Guinea Bissau. The Chairperson of the World Scout Committee, João Armando Gonçalves, accompanied with the WOSM Secretary General, Ahmed Alhendawi, presented the certificates and WOSM flags to each representative of the new WOSM members.

A happy expression came from Ezequiel da Silva, National Deputy Commissioner of the Scouts of Guinée Bissau who expressed how happy they were. “We have done a lot for the Movement and this recognition is the fruit of the hard work we have put in. We now have a lot of responsibility, a team of youth that needs to be supported,” he said. He added that their NSO will make every effort to promote Scouting among young people and to show the government that young people are the future of the country, “Young people should be recognized and given more opportunities. We will do all that is possible to develop the positive activities of young people in the country,” da Silva said

Local Mom and Daughter are National Scout Heroes

Scouts South Africa (SSA) is proud to announce that Tzaneen residents Elizabeth Mabuza and Nkulu Mabuza have been named the “My Scout Heroes of 2017”. This recognition is part of Scouts South Africa’s efforts to thank and recognize the determination and inspiring work of its members.

Earlier this year SSA asked members to tell us who their Scout heroes are and why? From the nominees, two remarkable ladies stood out. Both Elizabeth and Nkulu work for a non-profit organization “Keep The Dream 196” who run the Scouting curriculum as their programme to empower children and youth living in poor and rural areas. Come 2023, Korea Scout Association will stage one of World Scouting’s biggest events – the 25th World Scout Jamboree. The announcement was made after the presentations by both candidate countries and the voting session at the 41st world Scout Conference in Baku, Azerbaijan. The Jamboree is expected to draw the participation of tens of thousands of participants to the proposed venue, SaeManGuem Area in Jeollabuk-do Province, which is 220km from Seoul.

The Egyptian Federation for Scouts and Girl Guides (EFSGGs) was officially voted as the host of the 42nd World Scout Conference and 14th World Scout Youth Forum, to be held in 2020. The proposed venue for the Conference is at Maritim Jolie Ville International Congress Centre in Sharm el-Sheikh, whereas the Forum is proposed to be held at Novotel Hotel Cairo.

Dr. Brendon Hausberger Becomes Chief Scout of South Africa

The Africa Scout Committee and World Scout Bureau Africa Support Centre, congratulates Dr. Brendon Hausberger on his appointment as the new Chief Scout of South Africa. This is in recognition of his contributions, for over 20 years, to the development of Scouting in South Africa and beyond. During his tenure as the Chief Commissioner of SCOUTS South Africa Dr. Hausberger has been a vital member of the Executive Committee that has continued to steer SCOUTS South Africa through its highs and lows. He has also been an active and dedicated volunteer, supporting many children and youths through the weekly Scouting activities and events as well as a member of the adult leader training team.

The Committee also appreciates the great leadership and dedicated service that his predecessor, Chief Scout Sibusiso Vilane has provid-ed to SCOUTS South Africa over the years. The Africa Support Centre looks forward to continue supporting him and other Chief Scouts and NSO leaders in the region to further grow and make Scouting available to many more young Africans. Giving Hope to the Blind

This community service project by 1st Claremont Scouts in South Africa aims to repair and give life to an existing playground at the Athlone School for the blind. Many of the children at the Athlone School for the Blind stay at the school for three month periods. These children do not have the possibility to play due to broken equipment. These children are no different to any other children, and many can see to some extent. Without good playing equipment, they have nothing to do for months, and can become quite bored.

The children were ecstatic at the news that their playgroung would be repaired and that they would have a chance to play again. This alone was more than enough motivation. The impact it could make on 5 children is huge, let alone close to five hundred. The project has given the children a good and safe environment to play in, whilst exposing Scouts to a different world, through interaction with people living with disability. World Scouting and UN Women Sign MoU to Advance Gender Equality

The Secretary General of WOSM, Ahmad Alhendawi, and the Senior Advisor to the Under-Secretary-General of UN Women and Head of HeForShe Initiative, Elizabeth Nyamayaro, signed a MoU at the 41st World Scout Conference. In the next three years, both organizations will collaborate to increase awareness of gender equality and empowerment, and inspire young people to take action toward achieving gender equality.

“HeForShe is incredibly excited about teaming up with the Scout Movement,” said Elizabeth Nyamayaro. “While gender norms are formed very young, it is also often young people who ask the best questions like: ‘Why can’t things be better?’ or ‘Shouldn’t we all have the same opportunities?’ With this new partnership, millions of Scouts are expected to commit to HeForShe by 2020, and we expect this energy to change how the next generation approaches issues of gender, rights and equality.”

The Scout Movement endeavours to be the world’s leading educational youth movement, enabling 100 million young people to be active citizens creating positive change in their communities and in the world based on shared values by 2023. World Scouting aims to reflect the societies in which it exists and actively works to welcome all individuals without distinction, a diversity that is not only reflected in the membership, but also in the methods and programmes used within the Movement.

The Scout Donation Platform is a new global online social donation platform dedicated to Scouts. It helps National Scout Organizations, National Scout Associations and Scout groups to fund their projects by engaging with the existing donor and supporter base via social media. Unlike other social funding platforms, there are no fees involved, so 100% of the funds collected are channeled to the successful projects.

Submitting a project to the Scout Donation Platform is easy and follows simple steps involving; creating a project and publishing it on the platform, sharing your project and reaching out to donors via social media and then receiving the funds for your project.

To be able to make full use of the platform, each NSO/NSA has to appoint an NSO/NSA Administrator that will review and approve the national and/or local projects prior their publishing on the platform, and facilitate all communication on project related matters. The administrator needs to have a user account on scout.org website, and his or her contact details have to be provided via this online form to have this role assigned on the platform https://www.scout.org/nsoadmin-donationplatform. The 41st World Scout Conference elected 12 voting members of the World Scout Committee, the executive body of the executive body of the World Organization of the Scout Movement (WOSM). Hailing from the six WOSM Regions around the world, the newly-elected members are:1. Mr. Mehdi Ben Khelil (Tunisia)2. Mr. Peter Blatch (Australia)3. Mr. Edward Andrew “Andy” Chapman (United States of America)4. Mr. Jo Deman (Belgium)5. Mr. Janaprith Salinda Fernando (Sri Lanka)6. Mr. Ilyas Ismayilli (Azerbaijan)7. Ms. Sarah Rita Kattan (Lebanon)8. Mr. Leonardo Morales Morales (Costa Rica)9. Ms. Pia Melin Mortensen (Denmark)10. Ms. Jemima Nartemle Nartey (Ghana)11. Mr. Juan Reig (Spain)12. Mr. Craig Turpie (United Kingdom)

Craig Turpie was elected Chairperson while Jemima Nartey and Andre Chapman were elected 1st and 2nd Vice-Chairpersons respectively. For next three years, the WSC will implement the resolutions of the World Scout Conference and act on its behalf between its meetings. The committee normally meets twice a year, while its Steering Committee, consisting of the Chairperson, two Vice-Chairpersons and the Secretary General, meets as needed.

2017-2020 World Scout Committee Elected

Six out 14 candidates were elected on 8th August 2017 as the new Youth Advisors to the 2017-2020 World Scout Committee at the 13th World Scout Youth Forum (WSYF) in Gabala, Azerbaijan. The youth advisors are:1. Ms. Diana Carrillo Tiburcio (Mexico)2. Mr. Mori Chi-kin Cheng (Hong Kong)3. Mr. Julius Kramer (Sweden)4. Mr. Edgar Marumbu (Kenya)5. Mr. Martin Meier (Liechtenstein)6. Ms. Amal Ridene (Tunisia).

Before the voting session, all of the candidates did an amazing job presenting themselves and their visions. They noted that everyone has the opportunity to become a leader, at local, national or international level; and that the new six advisors have to work hard with the rest of Scout community during the next three years. “We can’t do it alone,” they said.
