ISU COUNCILThe ISU Council met on October 5 -7, 2012 in Prague, Czech Republic and acknowledged the change of name and leadership of the ISU Member in Kazakhstan to National Skating Federation of the Republic of Kazakhstan. The Council also provisionally allotted the ISU World Junior Figure Skating Championships 2015 to Tallinn (EST) and the ISU Junior Grand Prix of Figure Skating schedule for 2013/14 has been decided and published. Following a site inspection visit, the ISU Council confir-med that the 55th Ordinary ISU Congress will be held in Dublin on June 9 -13, 2014.

Prof. Michael Geistlinger (AUT) was ap-pointed with immediate effect as ISU Legal Advisor joining the current Legal Advisor Dr. Béatrice Pfister (SUI) in this function.

The ISU Council decided that if it proves neces-sary, the Minimum Total Technical Scores will be determined and finalized 2 weeks before the entry deadline of each 2013 Figure Skating Championships. The matter of trademarks in Speed Skating was discussed and Members are invited to consult the ISU website in order to familiarize themselves with the IOC Guide-lines in time for the Sochi 2014 Olympic Winter Games and also to refer to Rule 102, paragraph 6.b) (ii) of the ISU General Regulations.

Following the amendments made by Congress 2012, it has been clarified that in Single & Pair Skating and Ice Dance competitions, if the country hosting the Olympic Winter Games does not qualify through the normal qualifying procedure, one competitor per discipline of the host Member shall no longer have the right to participate in the Olympic Winter Games. This will enter in effect for the 2018 Olympic Winter Games only.

The ISU Council agreed to proceed with the World Development Trophy initiative which will be held at different venues and dates, tentatively in March 2013 in the Philippines, Poland and Singapore.

Finally the ISU Council agreed to meet again on February 25 - 27, 2013 in Milan (ITA), June 7 - 9, 2013 in Vienna (AUT) and on October 11-13, 2013 in Paris (FRA) .

For more information on the decisions of the Council see ISU Communication 1767.

Like many other colleagues of mine I am immersed in sport and as an European I am not permitted to ignore football, or soccer if we want to use another expression.

Sportsmen are usually traditional people who hardly succeed in changing rules, but fortunately some of them are willing to accept what progress can provide to innovate. In this area one of the major inputs we received is the computer. It is actually using the PC that I found a sport called “futsal”, that is with brevity football/soccer played by 5 athletes instead of 11, if we want to compare the two most known team composi-tions, even though the same sport can be played by teams

with any number of players between 11 and 5.

I am far from trying to start a deep interpretation of the development of football/soccer, I wish on the contrary to point out that many sports are adopting new rules to produce diffe-rent types of matches/competitions.

In the area of Winter Sports, constructive examples are delivered by the international ski ac-tivities as well as by the other entity conducting biathlon events. The innovations introduced in those sports that use snow for their performances constitute a model on how changes can be adopted to maintain and possibly improve the reputation of the sports, through the appreciation of TV viewers, spectators and media, who demonstrated high interest for the said new approaches.

We are already in a new era and the reaction of sport during an international economic crisis is for sure in line with what has to be done in order to maintain all the essential parameters to govern and hopefully to further develop the sport activity. Better understanding what is happening in the above mentioned sport disciplines, it is not difficult to realize that remar-kably reducing the field of play permits to offer good opportunities to spectators to attend the event and in certain cases to host a sport discipline in enclosed facilities, so enabling to achieve a major result: to save money. Furthermore we must not underestimate that spon-sors and television have sufficient reasons to welcome the said innovations, since through them it would become easier to form and respect specific schedules.

The same positive reaction will certainly be expressed by sport administrators and organi-zers, since the global cost of the sport events conducted under the new concepts inspired by progress will certainly render sport much cheaper, thanks to a calculation that anybody can easily make.

Of course the traditional sports have to overcome a handicap that new sport activities do not have to confront. The handicap in question is the problem of how to convert a well known discipline into a new one, while respecting the major concepts that permitted the traditional sport to become popular. However, when a sport administrator is facing the highest dilem-ma: either to change the conditions or to substantially reduce the activity, there is no choice. The sport administrator must produce innovative solutions to stay in line with the progress and also to protect the future of the sport disciplines, though they were organized for many years through different systems and probably under very different conditions.
