Government of India (GoI) has announced its plan to set‐up electronic hardware
manufacturing clusters across major states in the country, under the National Policy onElectronics (NJPE) 2012.
There are primarily two schemes under this policy which include Electronics Manufacturing
Cluster and Modified Special Incentive Package Scheme (M‐SIPS). The GoI is keen onimplementing the policy soon and IT heads from across states have informed in the same as
well.
As of now, states including Andhra Pradesh, Bihar, West Bengal, Karnataka, Kerala, Haryana,Gujarat, Odhisa and seven other North‐eastern states have agreed on the policy.
News Update
General GoI introduces ‘e-gov’ application store
As a part of IT Agenda 2013, the Government of India (GoI) has initiated a pilot program withthe launch of an app store, which aims to server as a repository of apps, components and web
services which can further be utilized by all government agencies and departments. Further
more, to facilitate an easy access, the apps can be replicated across central and state levelsand hosted on the cloud for easy access.
To increase user engagement, the app store has been designed to search and shareapplications over the internet, wherein each app provides basic information about the app
and allows the users to send feedback and rate the application as well. Additionally,
developers can contribute by contributing with application development which will besubjected to a two‐level approval process.
It is expected that the app store will witness changes in the ensuing years and there will be acomplete ecosystem in place which can be utilized by private players to develop and
contribute apps on the store.
ISRO opens its Navigation Centre in Bangalore Indian Space Research Organization (ISRO) inaugurated its Navigation Centre (INC) inBangalore. The opening up of this navigation centre is expected to help in establishing the
Indian Regional Navigation Satellite System (IRNSS). IRNSS will essentially be a network of
seven spacecrafts which will work together to provide accurate location and time details to
users.

INC is located Byalalu, 40 kms from Bangalore and will primarily engage in time reference,
navigation messages generation and monitoring & controlling of ground facilities including
the ranging stations.
The first step towards this initiative will be taken with the launch of The Indian Regional
Satellite System‐1A on a home grown rocket PSLV‐C22 XL from Sriharikota on June 12 this
year. This system is capable of providing satellite based terrestrial, aerial and marinenavigation services which can be used for disaster, vehicle tracking and fleet management.
The system through its life span of ten years will provide two basic services including
standard positioning services for civilians and restricted service for special authorized users.
Bharti Airtel to take over Airtel Bangladesh
Telecom major Bharti Airtel is all set to take over Airtel Bangladesh Ltd. completely.
Currently, the former owns 70% stake in the Bangladesh operation. Bharti will acquire theremaining 30% from UAE‐based Dhabi Group from which the former acquired 70% stake in
2010. The two companies, however, are yet to take permission for the acquisition fromBangladesh Telecommunication Regulatory Commission (BTRC).
Opera to strengthen relationships with Indian telecos Opera Software is likely to tie‐up with Indian telecom majors including Bharti Airtel
and Vodafone, for its Web Pass service. The company’s Opera Web Pass service allows
mobile users to use internet through pay‐as‐you‐go plans and services.
The service will enable telecom service providers, specifically wireless network operators, to
attract more data usage on their networks. This will result in enhanced ARPUs. Additionally,the company has also announced its plans of OEM partnerships in India. Opera has tied‐up
with mobile device companies such as Karbonn, Lava, HCL, ZEN Mobiles, Intex and Fly to
have its Opera Mini browser preloaded on Android‐based smartphones and tablets.
United India Insurance plans to implement CRM solution
Chennai based United India Insurance Company Ltd. is keen on implementing a CustomerRelationship Management (CRM) solution in the near future. Primarily, United India is keen
on implementing the solution in order to enhance business from the existing customer base
by cross‐selling and up‐selling.
As of now, some of the major vendors in the industry including The Boston Consulting Group(BCG), KPMG, Ernst and Young, McKinsey and Company, Deloitte and
PricewaterhouseCoopers have expressed their interest for the implementation of CRM.
Merchant bankers appointed to negotiate possible alliance between Uninor and Tata
Teleservices Tata Teleservices and Telenor have hired Lazard and Citibank, respectively, to discuss
possible Uninor‐TTSL alliance. The discussion may lead to equity sales or merger of Tata

Teleservices. Tata Teleservices has 3G spectrum licenses for nine telecom circles whileUninor has licenses for 4G LTE services in its six circles. This strategic alliance will enable the
two companies to compete with service providers, including Airtel, Reliance Jio and Reliance
Communications, amongst others, in both 3G and 4G space.
BSNL ropes in 15 enterprises as its initial customers for cloud services
Bharat Sanchar Nigam Limited (BSNL) in association with Dimension Data India has entered
into a business relationship, wherein it will jointly offer cloud computing services in India.Under the agreement, BSNL will leverage on the Dimension Data’s managed cloud platform
(MCP) for initiating its cloud services. Some of the key verticals targeted by BSNL comprise of
financial services, IT/ ITeS, education and government sector.
So far, Dimension Data has established six data centres across the country, dedicated for
BSNL cloud services. It is expected that by the end of the current fiscal year, these data
centres will witness close to 50% capacity utilization. The total investment for the setting upof these data centres is estimated to be close to INR 2 bn.
So far, major enterprises including Indian Railways IT arm, CRIS, EXL Services, Federal Bank,
Genpact India, Hindustan Times, India Today, KPIT Cummins, State Bank of India, Sapient
Corporation and Agra based BR Ambedkar University.
Nokia makes use of mutual agreement procedure to resolve tax issue
Mobile phone manufacturer, Nokia has invoked the mutual agreement procedure (MAP)
under the India‐Finland double taxation avoidance agreement, to resolve the recent taxissues in India. The Finnish mobile major was slapped an INR 20 bn tax demand by the
Indian tax department.
The demand was made based on alleged non‐payment on tax deduction at source (TDS) on
software‐related transaction for six years between Nokia Finland and Nokia India. Nokia
approached the Delhi High Court on this matter, which directed the commissioner of incometax to resolve the issue by May end. The company, however, withdrew the appeal as Delhi
High Court refused to interfere in the merits of the case.
Mobile tariffs hiked by Reliance Communications
Reliance Communications has hiked mobile tariffs by 20% to achieve better profitability. Thetelecom operator has also cut promotional and concessional offers by 65%, with the same
objective. The company is believed to have incurred lower profits in the Q4 2012‐13. Thismove is likely to cause revival in revenue per minute (RPM). Major telecom operators,
including Bharti Airtel, Vodafone, Idea Cellular and Tata Teleservices, are likely to follow suit.

Expansion Plans Nominum to expand business in Indian
Network‐based service delivery platform provider for mobile operators, Nominum Inc., plansto expand its operation in the Indian telecom market. Wireless networking expansions will
be carried out according to plan across the country in the next three years. It will require the
sort of enhanced DNS/DHCP platforms which Nominum can offer. The company’s ‘N2’platform enables service providers to implement premium services rapidly and cost
effectively while providing next‐generation network security. These high‐end networks willprovide superior user experience while accessing education, healthcare, banking and
government services.
Ricoh India on expansion mode, focusing on the IT services segment Ricoh India, the operating subsidiary of Ricoh has shifted its focus on the IT services vertical
and is keen on expanding the vertical, so as to achieve its ambitious target in the year 2013‐2014. As a part of its strategic move, the company has shifted its primary data centre to
Kolkata from the previous one in New Delhi.
As of now, the data centre in Kolkata will cater to services pertaining to information security,
cloud computing and hosting services. Furthermore, the company is targeting the e‐
governance project for various states in order to achieve a sustainable growth in the country.

to start experimenting with the services much more. Operators are looking at how to
increase the pie beyond operator branded services. They’re looking to engage the off deck model but they don’t do the promotion. We’re starting to see the signs of that. The third thing
is that we are engaging beyond operators through government and social sector.
We are also seeing opportunities for taking some of our existing services and going to
market. For example, we are running a trial with a large company for mobile radio, (in a way)
which until has not been done by an operator. Our approach is free of cost to the consumer,and they will be marketing their products as their services, through non‐operator means.

developed markets and developing markets are very different. Mobile handset penetration in
the market also plays a huge role. Besides that, different markets have different tastes,preferences and languages. Everything from their working pattern to their levels of
receptiveness differ. Reaching out to such diverse markets presents its own set of issues as
well as opportunities. As a global VAS company we understand the need to respect local
culture and offer products based on localized needs. Hence we make sure that everydeployment is absolutely unique and in sync with local sentiments and requirements.
Multi lingual products make VAS players think hard and localize content. Only about 20% of
the mobile using population is comfortable with receiving services in English. The rest of
them prefer VAS services offered to them in their local language. This offers a hugeopportunity to innovate and deliver customized products to specific markets. We ensure that
every product is customized irrespective of its revenue potential or track record. Since the
global market place is similar, this technique has helped us a lot. We were up for it from the
beginning as we had already learnt to cater to a market with diverse requirements in India.”
