Budapest - Plenary Meeting

Engagement of Users

• Regione Liguria– End user and data provider – Meetings on a regular basis– Six scenarios of interest (epics more than user stories, with

datasets)– Direct links to test beds

• Users outside the Consortium– Municipalities, Provinces, Regions– Academy & Research Centres

Budapest - Plenary Meeting

Civil Protection: Hydro-meteo

• Measured rain: every 5minutes• Precipitation field (not integrated)

– at the regional level from gauges– radar measures

• Hydrological model (DRIFT??)• Meteo forecast model (BOLAM)

– Work with different spatio-temporal resolutions

18-20 March 2013

Civil Protection: Hydro-meteo

• User stories/epic: from regional scale rainfall to municipality scale for flood and flash flood monitoring – Integration of radar measured rain in the

approximation of the precipitation field– Integration of rainfall measures from semi-

professional gauge network – (Genova Municipality)• Different accuracy, different temporal distribution

– Exploitation of Lidar data to extract small scale drainage basins (< 15 km2)

18-20 March 2013

Budapest - Plenary Meeting

Civil Protection: multi-risk maps

• Easy tools to integrate up-to-date data about– Hydraulic, hydro-geological, seismic, industrial risk– Dynamic information: presence of citizens, tourists,

industrial risk itself should be considered as a dynamic entity

– Georeferenced information about the strategic infrastructures and safe areas to be used for the emergency plans

• Tools to define easily risk management scenarios– Italian regulations give Mayors the authoritative decision,

and especially small Municipalities may work on risk management without a true technical support

Integrated Coastal Management

• Data– coastal area and seafloor of the whole Liguria (~1Tera)

• Regular grid, 8 tiles, problems at the boundaries– Sonar images of the seafloor (back scattering)

• Geomorphological analysis of the seafloor• Granulometric analysis of the sediments based on

acquisitions– Historical data series

• Change detection in the seafloor due to sediment changes (volume of the change)

18-20 March 2013

Integrated Coastal Management

• User stories– Format conversion (eg, VerticalMap .grd vs

GeoMedia .grd)– Efficient use of Lidar data for coast management: the

size is currently a limiting factor– Integration of sonar data with Lidar for soil classification– Improve the automatic geomorphological analysis of

coastal zone – Smarter 3D visualization, with multi-resolution methods

Regione Liguria – User Stories

• Efficient use of Lidar data and their integration with cartography, DTM, ..

• Automatic detection of coast lines from terrestrial Lidar

• Automatic watershed from DTM and terrestrial Lidar (.las)

• Automatic detection of terracing from terrestrial Lidar

• Automatic classification of land use (at least some types) from terrestrial Lidar

User Workshop

• March 7th, 2013 – Area della Ricerca CNR, Genova

• 35 non-IQmulus participants– Regional representatives (Valle d’Aosta, Toscana)– Regional District of Marine Technologies– Province and Municipality of Genova and Savona

(Civil Protection)– Universities & Research Centres– Spin-off

18-20 March 2013

Page 14: Italian User Workshops Report 1

Budapest - Plenary Meeting

Outcome

• Questionnaire• Answers collected

• Great interest• Lively contributions• Questionnaire perceived rather complex• Workshop seen as a first step: in the next weeks

we will contact the participants • Meet other groups

18-20 March 2013 User Workshop - Italian Chapter

Page 15: Italian User Workshops Report 1

Budapest - Plenary Meeting

Outcome

• Deliver the relevant information in the appropriate manner– To decision makers– To citizens

• educational aspects related to civil protection

• User-generated data and information– Problems of validations– Perceived as an upcoming and potentially very rich

source of information

18-20 March 2013

Page 16: Italian User Workshops Report 1

Budapest - Plenary Meeting

Outcome

• Deliver the relevant information in the appropriate manner to decision makers– Appreciate the idea to hide technicalities– In critical situations, there are different experts

supporting the decision maker, and the ease of use of the system is important

– System which can be used by decision makers – 3D visualization seen as an effective

communication means

18-20 March 2013

Page 17: Italian User Workshops Report 1

Budapest - Plenary Meeting

Outcome

• Deliver the relevant information in the appropriate manner to decision makers– Forecasting, not bad– “peace time”

• enhance the planning of intervention with 3D simulations• Multi-scale monitoring and simulation of events

– “last mile”, that is, from the alert announcement to the end of the critical event: large room for improvements in terms of communication across the various organizational levels

18-20 March 2013

Page 18: Italian User Workshops Report 1

Budapest - Plenary Meeting

Outcome

• Deliver the relevant information in the appropriate manner to decision makers– Data validation perceived as a critical issue, as

validation is closely related to legal responsibilities of actions taken

– Established operational rules for civil protection, at the national, regional and municipality levels

• a distributed and easy-to-use system could help especially small municipalities

• Usage/user profiling which reflect the organization structure

18-20 March 2013

User stories

• Integration of data about rainfalls captured by a GPS network in short term forecast

• Deep-seated landslides monitoring and characterization

• Monitoring of fracturing on buildings• Automatic detection of terracing to be used by

hydrological models (earth flows)• Prioritization of the landslides to monitor during

critical events for the different alert levels

User stories

• Huge climatological simulated models, difficult to store and transfer to users

• Various versions of the same dataset: how to assess they are the same? How to find the differences?
