Measure C Taxi Scrip Program As of 9/4/2012, there were 2,700 Active Taxi Scrip Users and 15 taxi cab companies that accept Taxi Scrip. That is an overall increase of 303 Users over last fiscal year, despite the need to continuously recategorize certain Users as “inactive” for various reasons (inability to contact, moved out of County, and passing). On July 1, 2012, staff launched a new taxi scrip website at http://www.taxiscrip.org. Prior to launching the website, Vendors and Taxi Companies accounted for their sales and usage on paper logs which were turned in at the end of each month. COG staff had to manually input the hand-written sales and usage logs into and Access database, creating a situation where sales and usage statistics lagged behind real-time by 1 to 2 months. With the new taxi scrip website, reporting for sales is instantaneous and usage is entered by taxi companies on a daily basis. Vendors now have database information on each of the seniors purchasing scrip, whereas before only COG staff had access to the main Taxi Scrip user database. Vendors can now view notes taken for each user, analyze each user’s sales history in real-time, and print-out reports of their own location’s sales. Staff time has also been significantly reduced with the new website now that the data is no longer inputted manually. A great deal of outreach for the program is conducted via word-of-mouth amongst seniors, which has proven to be highly effective. Nevertheless, staff continues to look for ways to promote the program in the community. Staff has set up booths at various senior-attended events and locales, including this year’s Big Fresno Fair where we will have a booth specifically for Taxi Scrip on Senior Day, October 8, 2012. The table below depicts Taxi Scrip sales and usage information for the months of June, July and August 2012. As of 9/4/2012 usage data for August was still to be determined. Since the program’s inception in 2008, Measure C has helped over 75 vans get on and/or stay on the road! As of 9/4/2012, there are 10 vans that receive the ‘New’ Vanpool subsidy, and 11 vans that receive the ‘Existing’ Vanpool subsidy. More than 147 riders are serviced by these 21 vans. Additionally, there are 36 riders in existing vans that are new to vanpooling and therefore are eligible for and receive a $35 voucher award subsidy per month for 12 months. Although we are only currently subsidizing 21 vans, there are numerous other vans that are still on the road that Measure C helped subsidize in the past. After frequent discussions with our local vanpool providers, it was determined that the best way to encourage even more first time vanpool users is to offer more generous incentives for the first and second year of operation. Measure C currently offers a $350 monthly lease subsidy for vans in their first year of operation. After the first year, these vans are transferred to ‘existing’ status and no longer qualify for the $350 per month subsidy. They are still able to qualify for other subsidies in ‘existing’ status, including driver replacement costs, parking permit costs, and vouchers for new riders added to their van. Beginning October 1, 2012, the monthly lease subsidy will change from $350 to $600 per month for the first 12 months of operation, and $300 per month for the second year of operation. Staff believes this change will encourage even more commuters to form vanpools as there is now added incentive for the first and second year of operation. This increased first-year incentive is commensurate with what Measure C Farmworker Vanpoolers are eligible to receive. ITEM I H 2 AND 4
