In 2003- 2004 some of the mills were closed
Communities dependent upon forest industry for jobs and taxes were significantly impacted
Two types of Changes:
i) Change in govt. direction/ priorities
ii) Softwood Lumber Agreement (SLA) with US

Forestry Revitalization Plan (FRP):
Action: Licensees were required to return 20% of their volume or Allowable Annual Cut (AAC)
FRP Opportunities:
i) ½ AAC or volume will be given to First Nations, Communities and new woodlot licensees
ii) ½ AAC of volume will be sold at auction for timber flowing through open markets

2003 – under FRP govt. initiated a new BC Timber Sales Program (BCTS)
volume managed or sold through open market by BCTS increased from 14 to 20%
open market allow independent mills and value added sector access to the timber market to meet their needs
Increased volume allowed more favourable trade conditions with US under SLA

BCTS is responsible for selling 20% of the province’s timber volume though open market
Operational presence in all areas of the province – 12 Business Area (offices in 33 communities)
Chinook BA has offices in 3 communities (33 staff members, 5 in Squamish)

To provide credible representative price and cost benchmark data for the MPS.
Benefits:
i) Data to support SLA and negotiations
ii) Stumpage rate determination for Crown
iii) Create direct and indirect jobs by providing opportunities to small operators, contractors and First Nations
iv) Work with communities and First Nations

Timber harvest planning – consultation with First Nations and stakeholders
Block layout and engineering
Road construction and maintenance, bridge installations, and
Auction of timber in open market
Silviculture activities such as tree planting, surveys and stand treatments

Could this request from the RCMP please be placed on the agenda under Director’s Report?
Sergeant Mike Eling is requesting a letter of support from the SLRD for an extra member which I do
support immensely. This would also assist with more enforcement especially when the Seton/Shalath
Hydro project gets going which is supposed to last 5-7 years and have at least 70 extra workers staying
within the area.
This will also free up members to do more policing within the Lillooet area and Electoral Areas A and B

Greetings Mickey,
Firstly it was a pleasure to meet with you and discuss the community and policing issues we both serve.
As such, I would like to take you up on your offer of a letter of support from the Squamish Lillooet
District, in obtaining an additional RCMP member to police the Bridge River First Nation and area.
Since being posted to Lillooet, I have been working closely in partnership with the Bridge River First
Nation in acquiring a Regular RCMP member to work in their community in an effort to build on key
fundamentals.
As you may know, Aboriginal Policing is one of the RCMP’s Five Strategic Priorities. The primary goal of
the Aboriginal Strategic Priority is to contribute to the health and safety of aboriginal communities.
Health and Safe Aboriginal Communities are achieved by developing community strategies to prevent
crime. Through social development, ongoing delivery of culturally competent policing services and
continual consultation, this collaborative effort helps us to ensure that the needs of the community are
being met.
Given that the Bridge River First Nation has one of the largest territories in the province, securing an
additional RCMP member will ultimately enhance service and delivery for all the communities we serve.
