Description :
Salah satu bentuk pelayanan publik (public service) oleh pemerintah adalah jasa pelayanan sarana dan prasarana air
irigasi. Pemberian pelayanan publik pada dasarnya dapat dibiayai melalui dua sumber, yaitu : (1) pajak, dan (2)
pembebanan langsung kepada masyarakat sebagai konsumen jasa publik (charging for service). Untuk penetapan harga
pelayanan suatu jasa publik, aturan umum yang bisa dipakai adalah bahwa beban (charge) dihitung sebesar total biaya
untuk menyediakan pelayanan tersebut (full cost recovery).
Tujuan penelitian ini adalah mengetahui cara inventarisasi dan perhitungan biaya konstruksi aset jaringan irigasi;
Penetapan harga dasar pelayanan jasa irigasi; dan mengetahui tingkat kontribusi petani dalam pengelolaan dan
pemeliharaan jaringan irigasi. Pada penelitian ini penulis akan membandingkan penetapan harga dasar pelayanan jasa
irigasi dengan perhitungan atas dasar biaya Operasi dan Pemeliharaan (tarif AKNOP), atas dasar biaya seluruh
modal/aset plus biaya O & P dengan mencari biaya tahunannya dan produksi air tahunan.Data survei dan pengukuran, penelusuran dan pencatatan dimensi bangunan seluruh aset jaringan irigasi telah dilakukan.
Di samping itu juga dilakukan survei petani dengan metode pengambilan sampel proporsional per blok petak tersier
sebanyak 124 responden untuk mengetahui besaran kontribusi petani dalam pembiayaan pengelolaan jaringan irigasi dan
tingkat pendapatan usaha tani saat ini.
Hasil penelitian ini mendapatkan bahwa: (1) Harga dasar minimum pelayanan penyediaan air irigasi dihitung
berdasarkan total biaya pengadaan (biaya produksi) secara penuh {full cost recovery) adalah sebesar Rp. 29,45 per m3,
atau biaya beban yang hams ditanggung petani sebesar Rp. 413.908 /ha/tahun (setara dengan + 375 kg gabah kering
giling); (2) harga (tarif) pelayanan irigasi berdasar AKNOP adalah sebesar Rp. 18.394/ha/tahun; (3) Rata-rata kontribusi
petani dalam pemeliharan jaringan irigasi tersier saat ini sebesar Rp. 20.133/ha/tahun; (4) Pembebanan biaya pelayanan
air irigasi secara penuh {full cost recovery) akan menurunkan tingkat pendapatan petani pemilik penggarap, bagi hasil
dan petani penyewa berturut-turut sebesar 5,25%; 26,37% dan 7,89%.

One of public services offered by government is development of irrigation system. In general, public services can be
financed either by government income from taxes, direct charge to user or a combination of both. Pricing irrigation
water charge for user can be determined based on water production cost, commonly called as full recovery cost prices,
or subsidized prices.
The research objectives are to develop irrigation system data base, to calculate irrigation infrastructure valuation, to
determine irrigation base price, and to calculate the farmer contribution for the Operation and Maintenance of this
irrigation system. In this research, the writer tried to compared different possible water prices between firstly prices
based on Operation and Maintenance (O & M) Cost, and secondly price based on Investment, Operation and
Maintenance Cost.
All of the infrastructure components of the irrigation system have been surveyed and recorded. Apart from that, data in

farmer have been recorded also. Collected proportionally based on tertiary block, 124 sampel were interviewed to collect
data in farmer contribution to Operation and Maintenance Cost and farmers income.
Research's Result indicated that water price based of full cost recovery calculation is Rp. 29,45 per m3 or charge for
farmer to Rp. 413.908 per hectare in a year (equivalent by + 375 kilo dry shell of rice sinks mill); water price based of
Operation and Maintenance Cost (AKNOP) is equal to Rp. 18.394 per hectare in a year; The averages farmer
contribution for O and M of irrigation system is a equal to Rp. 20.133 per hectare; the charge of water irrigation cost will
decreased the farmer income to owner farmer, sharing holder of lodger farmer and successively equal to 5,25%; 26,37%
and 7,89% respectively.
