Driving forces• The Mediterranean area in general, and coastal zone in

particular, continues to be affected by the political economy and driven primarily towards investments providing short term profits, rather than tackling the underlying policy and institutional causes, which could secure the long term sustainability of the Mediterranean region.

• The governance system is mainly based on the “top-down approach”, and characterized by a moderate role of civil society, as well as a lack of disclosure and dissemination of information.

• The integration of environmental issues in development policies is weak.

• The concern about the degradation of coastal areas brought the EU to carry out the ICZM Demonstration Program in its member states, adopt the Recommendation on ICZM and implement a number of other ICZM activities both at EU level and in individual member states.

• While critical environment and development and ICZM issues are well known and documented by previous work of many organizations, the initiation, implementation and long-term sustainability of SMAP III interventions will critically depend on the enabling conditions at national level, which are far from established in many beneficiary countries.

The project had a duration of two and a half years after commencement in the end of 2006

Overall objective

To improve the enabling environment in beneficiary countries to ensure the proper allocation of resources and sustainable implementation of the SMAP III

Specific objectives• improve the advocacy and awareness in policy making at national level;

• ensure that technical assistance offered by SMAP III will be considered by decision makers;

• initiate the momentum for policy reform to ensure the long term sustainability;

• strengthen the institutional and legal framework;

• strengthen the stakeholders' participatory capabilities for successful implementation of new policy initiatives;

• ensure that strategies and policies developed by SMAP III ICZM projects would be considered by decision makers;

• help identify priority investment needs for the protection, restoration and rehabilitation of coastal areas;

• encourage and support harmonized cooperative efforts at regional level for a

common policy framework for ICZM.

Major components

• Promoting awareness and enabling a policy framework for integration of environment and development in selected DCM countries

• Promoting awareness and enabling a policy framework for Integrated Coastal Zone Management in selected DCM countries

Promoting awareness and enabling a policy framework for integration of environment and

development in selected DCM countries- Blue Plan Focus

– Promotion, valorization and dissemination of the Mediterranean Environment and Development Report (RED);

– Policy and technical support for the integration of environment into key economic sectors; and

– Development of SMAP policies and the national and South-South Network with a strong policy focus.

Promoting awareness and enabling a policy framework for Integrated Coastal Zone

Management in selected DCM countries – PAP/RAC Focus

• increase the awareness of policy makers of the new SMAP III ICZM program,

• to initiate the momentum for policy reform and for institution building for long term sustainability, and

• to ensure that strategies and policies developed by SMAP III projects would be considered by these decision makers for a sustainable use of their ICZM assets and resources.
