I. Letter from the President

It is a privilege and pleasure for me to reach out to our members, friends and supporters trough this report and extend our sincere gratitude for contributing in Boards, Committees and Working Groups to make WFTO a vibrant and dynamic global membership organization. Expectations about what our organization should deliver are high, sometimes far too high if we consider that the global office has a total number of staff of four people working. Without the valuable contribution of many members and volunteers, it would have been impossible to deal with all the different issues we have to deal. Our mission to improve the livelihood and well-being of disadvantaged small farmers and crafts men and women in developing countries through linking and strengthening Fair Trade Organisations continues to remain relevant. Our vision of WFTO as a significant movement of FTOs promoting social and economic development, sharing ideas, finding solutions, debating issues, denouncing injustice and encouraging long-term partnership trading relationship seems to continue to be not just a fine idea, but an appropriate and realistic one. 2013 has been characterized by the first world Fair Trade week, which was held in Rio de Janeiro in May, in which the WFTO global conference and AGM were highlights. During the conference in Rio, the new global Guarantee System for FTOs was presented to the public and the WFTO AGM approved the global standards for Fair Trade Retailers. Two crucial milestones for the global fair Trade movement. This report highlights also the new strategies which have been developed and our achievements and activities related to each of the five main goals of our Strategic Plan. It gives also an overview of the development of our membership and the severe financial crises WFTO went through in past years and which, luckily, is part of history. We are now ready and able to prove the common identity of Fair Trade Organizations fully committed to Fair Trade, for which the traditional Fair Trade values continue to be the main guideline and target, and to promote this at a global level.

Rudi Dalvai WFTO President. (July 2014)

II. About WFTO

A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations, national Fair Trade networks and Fair Trade support organizations, including associate organizations and individuals in around 75 countries across the globe. It has a small dynamic secretariat for global coordination. Five regional networks in Africa (including Middle East), Asia, Europe, Latin America and the Pacific Rim support the WFTO. These branches have their own respective operational structures and offices and are legally independent. There are growing country networks that coordinate with the regional networks mostly in advocacy and campaigning activities.

The global, regional and country network structures aim to facilitate core services to members on market access and market development, capacity-building (Fair Trade compliance and business development) and advocacy and campaigning for Fair Trade, and serve as a facilitator and a platform for exchange and communication between members, as well as being the focal point for alliances with external stakeholders.

4 2013 WFTO Annual Report – All Rights Reserved 2013.

Our vision and mission WFTO has a vision of a world in which trade structures and practices have been transformed to work in favour of the poor and promote sustainable development and justice.

WFTO’s mission is to enable producers to improve their livelihoods and communities through Fair Trade. WFTO is the global network and advocate for Fair Trade Organisations, ensuring producer voices are heard. The interests of producers, especially small farmers and artisans, are the main focus in all the policies, governance, structures and decision-making within the WFTO.

A membership organization By the end of 2013, the WFTO had 361 members and 46 individual associates in 76 countries. The 361 member organizations consisted of the following: 313 Fair Trade Trading Organizations (FTO), 23 Fair Trade Support Organizations (FTSO), 24 national Fair Trade Networks (FTN), and 1 Associate Organizations (AO). Almost 70% of the members of WFTO were based in Africa, Latin America and Asia.

During 2013 WFTO had to say good bye to 45 members. These departures from membership can be divided into three categories: those choosing to withdraw (21), those merging or ceasing to exist (8; 2 members ended their business dealings, but the majority will remain members through a larger WFTO member) and those terminated (16) mainly due to unpaid fees dating back to 2011.

WFTO welcomed 17 new members in 2013.

The Goals of WFTO The 2013 WFTO AGM approved what are the current main strategic goals for WFTO for the period 2013-2017. These have been further developed by the Board of Directors and are currently divided into the following:

CREDIBILITY & IDENTITY To be the global membership body for all fully committed Fair Trade Organisations (FTOs) seeking to empower groups of vulnerable producers, farmers and workers through trade.

LEARNING To be a space where members connect with each other – to work together, to cooperate, create synergies, and share innovative ideas and learning.

VOICE To create a common voice that speaks out loudly for Fair Trade and trade justice – and is heard.

MARKET ACCESS To enable members to access tools and training to improve market access locally, regionally and internationally.

CAPABILITY To have the internal leadership, capacity, resources and structure/s for good network governance which enable the WFTO to be dynamic, flexible and healthy.

III. Our achievements and activities

2013 was an important year for WFTO. It included several noteworthy activities and achievements that are briefly listed below, per WFTO main area of work/goal.

a. Credibility and Identity

To be the global membership body for all fully committed Fair Trade Organisations

(FTOs) seeking to empower groups of vulnerable producers, farmers and

workers through trade.

Along with our internal identity, one of the most important areas of work for the WFTO in the past years has been to develop our internal and external credibility. The year 2013 developed within a similar international context as previous years. Still partially affected by the economic crisis, 2013 saw the reinforcement of an international debate about what ‘true Fair Trade’ stands for and how WFTO and its member organisations place themselves in such scenario. Against this background, WFTO clearly positioned itself as an organisation that will not compromise on values to achieve greater profits or market shares. The identity of WFTO as an entity that focuses on the organisational path1 to Fair Trade was confirmed in several occasions.

WFTO is not just a name, it is an idea, a certain understanding of what Fair Trade is and how it can be transformed from (just) a global struggle into a global solution. To achieve this, in 2013 WFTO continued to advocate the transformation of the supply-chain by

1 The Charter of Fair Trade Principles (2001), signed by international Fair Trade Networks, recognises two different Fair Trade routes: the product certification route and the organizational route.

prescribing the Fair Trade Principles, thus focusing on its social, economic and environmental elements. Implementing the 10 Fair Trade Principles across the supply-chain is the paramount concern of the WFTO. This is our brand of Fair Trade.

Though a lot is still to be done and remains as a challenge for the future, public responses to the WFTO brand were significantly positive in 2013. Through its various communication channels and in some events, WFTO increasingly got wider recognition from the public, particularly from businesses and consumers. For example, several businesses have continually inquired about how they could use the WFTO Mark in promoting Fair Trade products from WFTO members.

The best proof of WFTO commitment to its values, however, was the decision, in May 2013, to adopt and begin wider implementation of the WFTO Guarantee System (GS), a verification

Page 8: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

and monitoring system that assesses member’s compliance against the Fair Trade Principles (more on the GS in section III.c.). By the end of 2013, WFTO already had 11 Guaranteed Members and had launched the Fair Trade Accountability Watch (FTAW), a social accountability tool that allows the public and members to submit positive and negative comments on WFTO members (eventually to be followed upon by WFTO).

One of the 10 WFTO Fair Trade Principles was revised by the 2013 AGM in order to update its meaning and expand our collective ambition. The ‘Gender principle’ was rewritten, especially better to reflect a clearer concern with gender equity and women’s economic empowerment (while still including aspects on non-discrimination and freedom of association). In addition, during the 2013 AGM the WFTO membership approved a new Strategic Plan for

2013-2014, organised under the overarching theme “Together, building a more just economy”.

World Fair Trade Day took place on 11 May 2013; it revolved around the theme ‘Celebrating Fair Trade’. More details on WFTDay can be found in section III.d. below.

The WFTO Fair Trade Retailer Standard was adopted in the 2013 AGM. During the year two WFTO members – AGICES (Italy) and Weltladen-Dachverband e.V. / German World Shop Association (Germany) – acted as pilots to begin the successful implementation of this Retailer Standard at the national level. This new Standard represents the first tool that allows the development of credible monitoring systems to verify the compliance of individual shops against concrete minimum requirements for Fair Trade retailers.

Strengthening and investigating possible new partnerships and cooperation with others was also an important topic on the WFTO agenda of 2013. Representatives of WFTO met (at times virtually only) with representatives of Fairtrade International and with FLO-CERT, CLAC, FUNDEPPO, the Fair Trade Towns, FTAO, RIPESS, DAWS, IFAD, and several national Fair Trade network organisations such as the (North American) Fair Trade Federation and Fair Trade Forum India.2 Indeed, country networks were recognised by the 2013 AGM as “an important link of the global movement” and work on how best to relate with these national platforms began later in the year.

b. Learning

To be a space where members connect with each other – to work together, to cooperate, create synergies, and share

innovative ideas and learning.

The rationale for the existence of WFTO as a membership network is the need and added-value for members to be able to exchange useful information. During 2013 WFTO endeavoured to create the spaces, both physical and virtual, necessary to allow this exchange of knowledge.

The 12th Biennial Conference of the WFTO was held in Rio de Janeiro from 26 to 28 May 2013, during the World Fair Trade Week that took place in Rio in the last week of May 2013. The

conference brought together several experts on Fair Trade certification systems, academics and other business professionals who shared their knowledge with the conference guests and participants (86 member organizations and 24 other organisations were present in Rio, including representatives from FLO-CERT, ECOCERT, IMO, FUNDEPPO and the Brazilian National Fair Trade System (SNCJS)), while more than 500 people attended the opening session. More details on the conference, presentations of speakers and the official Conference Report can be downloaded on the WFTO website

WFTO opened an online community platform for members in a bid to improve information and knowledge exchange among members. WFTO also embraced online technology to cut down costs related to membership meetings, and increase members’ participation in the internal democratic processes of WFTO. The WFTO Network (at times also called the Ning platform) was set up in 2012, and tested by the Board and Working Groups for efficacy before it was introduced to members in 2013. One of the

Page 10: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

democratic spaces for members, the platform was used for discussions on the agenda items of the 2013 Extra-ordinary General Meeting (EGM) of members. Replacing the physical meeting of members by the online platform for members allowed members to exchange views while removing the ‘cost’ obstacle that hindered some from attending physical meetings. The lessons learned in 2013 will allow WFTO better to customize and explore this tool for members’ mutual benefits.

To strengthen communication with members, information sharing and both internal and external visibility and impact, in 2013 WFTO continued to publish its regular (internal) monthly newsletter ‘WFTO Update’ and the (external) Quarterly Update, and reinforced its presence on social media channels.

From February 2013, WFTO was involved as a partner on an EC funded project that focuses on ‘Promoting Responsible Investment and Commerce in Europe-PRICE’3. The PRICE project aims at raising public awareness and promoting education to mobilize greater financial support for actions against poverty and for fairer

3 The PRICE Project is led by COPADE and involves 9 other European project partners, including several WFTO members. It runs from February 2013 until June 2015 (30 months) and is financed by the European Commission (EC). The project targets the general public, policy-makers, NGOs, Ethical Finance Institutions, and investors.

relations between developed and developing countries in the field of responsible investments for fair and sustainable trading activities. WFTO has been participating in the project by providing the project’s research and promotion access to a network of Fair Trade organizations; by contributing to research on Ethical Finance, Fair Trade and their interrelations, and the publication of four thematic guides; by organizing capacity-building and awareness-raising sessions; and by actively participating in the media campaign, not to mention the project coordination meetings.

c. Market Access

To enable members to access tools and training to improve market access locally,

regionally and internationally.

Being above all a membership organisation, WFTO is not primarily focused on acting as a sales promoter of any individual member. Nevertheless, following requests from the Membership in previous AGMs and bearing in mind that member’s market sales are one of the crucial ways to promote Fair Trade, WFTO invested significantly over the past 2 years in developing a credible but clear and affordable system that would provide members with an effective market access and market

Page 11: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

development tool. The Guarantee System (GS) and the WFTO product Label associated with it were presented and adopted by the May 2013 AGM, in Rio. Implementation to the wider membership followed soon afterwards and a Guarantee System Manager was hired in December. It is being foreseen that the first cycle of the GS will have been started by all members by late 2015, but each member has his own individual calendar to follow.

Along with the new GS, a fresh new Fair Trade label, consistent with the WFTO brand, was released to the public by WFTO during the World Fair Trade Week. The WFTO Product Label is more than just a Fair Trade symbol. It signifies not only that the practices across the entire supply-chain are checked against the WFTO Fair Trade Standard, but it also represents support to the battle against poverty and inequality. Products carrying the WFTO Label are made by Guaranteed Fair Trade Organisations dedicated to a sustainable Fair Trade economy. Every purchase of products with the WFTO Label supports small producers and their communities. By the end of 2013, 11 WFTO members had gained the right to use the WFTO product label, following their successful completion of a Guarantee System full cycle.

WFTO was also represented in many events and international fairs - either through its Board,

staff or members – such as Ambiente (Frankfurt) and Fair Trade & Friends Fair (Dortmund), to name just a few.

d. Voice

To create a common voice that speaks out loudly for Fair Trade and trade justice

– and is heard.

During 2013, WFTO engaged in several activities that aimed at ensuring that we were both hearing our members on a regular basis and were able to speak effectively on their behalf. Among these were those mentioned below.

World Fair Trade Day 2013 was observed on Saturday, 11 May. The 2013 celebration was focused on promoting the World Fair Trade Day itself as a day for Fair Trade awareness, to look back on the achievements and to reflect on the futures of Fair Trade. The aim of the theme was

Page 12: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

to popularise World Fair Trade Day. Thousands of events were organised around the globe with WFTO members leading the celebration. In Pakistan, school children were introduced to Fair Trade through production exhibition and information campaign on the Fair Trade supply chain. A human chain was formed in Brussels to symbolise solidarity and the famous Manneken Pis was dressed with Fair Trade clothes. In Namibia, women artisans displayed their skills in basket making in public, while in Milwaukee, USA a Fair Trade crawl was organised. It was another successful celebration with more and more interesting events organised every year.

For the first time, WFTO initiated a week-long observance of Fair Trade with events focused on Fair Trade, trade justice, solidarity economy, monitoring systems and product promotions. The first World Fair Trade Week4 took place in Rio de Janeiro, from 26 to 31 May 2013. During this week, Rio de Janeiro was declared the World Fair Trade Capital: the city of Rio became the home of more than 50 nationalities of representatives from more than 150 Fair Trade Organisations. Besides the WFTO Conference, guests attended international events like the Fair Trade Fashion Show and the Trade Fair of Fair Trade and Solidarity Economy products, fair

4 Faces do Brasil, the Rio Prefeitura (Mayor’s Office), Secretaria Nacional de Economia Solidária, Ministério do Trabalho e Emprego, the Governo Federal do Brasil and WFTO-Latin America helped organised this first World Fair Trade Week. WFTO Would like to thank all partners for their significant contribution. WFTO would also like to thank SERRV International, CTM Altromercato, Instituto Maniva, SEBRAE, BNDES, Instituto Marista, Parceria Social, EcoChef, Forum Brasileiro de Economia Solidária, Coopercuc, FLD, TUPI Super Rádio, Apex Brasil and the Federal Government of Brazil for their support in making the 2013 Rio World Fair Trade Week a successful celebration.

cooking show by Rio’s top chefs, thematic workshops on Fair Trade guarantee and certification systems, meetings with Brazilian local and national authorities, debates on the experiences Fair Trade Towns, business roundtables and many more. The 2013 Rio World Fair Trade Week ended with a handover to the host city of the next World Fair Trade Week: the city of Milan, Italy, in May 2015.

The year also saw the active participation of WFTO in promoting Fair Trade to local officials and communities. WFTO included the Fair Trade Towns (FTT) as one of its major campaigns in 2013, a commitment confirmed for the coming years following the passing of a resolution on the topic during the 2013 AGM in Rio. See resolution here. The resolution recognised the importance of the FTT Campaign and its relevance to producers and trading organisations worldwide. The FTT campaign took a landmark move when it launched the FTT International Guidelines in April. The guidelines follow the Charter of Fair Trade Principles, thereby broadening the scope of the campaign to include all sorts of Fair Trade products. The document provides recommendations to country level coordinating bodies to adopt the “Big Tent” approach by working with various stakeholders in promoting Fair Trade. Later in the 2013, the WFTO Board appointed Tadeusz Makulski of the Polish Fair Trade Association as

Page 13: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

official WFTO representative to the campaign’s International Steering Committee.

2013 was the pivotal year of the Fair Trade Beyond 2015 Campaign. The aim of this campaign, which was started by the FTAO in November 2012, was to advocate for the inclusion of Fair Trade and Trade Justice into the United Nations (UN) development agenda beyond 2015. In the run up to the UN General Assembly in September 2013, the campaign was engaging town leaders and civil society organisations across the globe to sign the Fair Trade Beyond 2015 Declaration which called on world leaders to put in place a new global development framework beyond 2015 that supports fairer trade and Fair Trade as a best

practice partnership for development. WFTO endorsed this campaign externally and to its members and encouraged them to ask their local officials to join. The Campaign brought together 35 Fair Trade organisations based in 22 countries and 7 supra-national networks which managed to get, from 32 countries worldwide, signatures from 275 CSOs, 124 local leaders and 206 mayors – including those from Paris, Madrid, Rio de Janeiro, and Seoul. The results were personally handed in to EU Development Commissioner Andris Piebalgs and various high-level national government representatives – from e.g. France, Brazil, and Sweden – before they were eventually sent in to the UN Secretary General, Ban Ki-Moon.

Our online engagement was continued throughout the year. WFTO continued to take advantage of the internet to spread the Fair Trade message. The website remained the primary reference of WFTO’s online information. At the same time, social media became an important tool in disseminating WFTO messages to the public, particularly the online community. WFTO’s social media channels saw significant increase of followers,

Page 14: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

thus increasing and diversifying WFTO’s reach and audience. Campaigns and events were heavily promoted on social media;

WFTO made noise and created PR stunts on social media that gathered various responses from the public including businesses and the press interested in Fair Trade.

The WFTO Board also began to increase its engagement with the Fair Trade Advocacy Office (FTAO), though no decisions were

taken during 2013 to join the organisation.

The results of WFTO activities to speak out for Fair Trade were positive but there is still a lot more to do to change the rules and practices of conventional trade.

e. Capability

To have the leadership, capacity, resources and structure/s for good

network governance which enable the WFTO to be dynamic, flexible and

healthy.

Any organisation should ensure that its internal structures, procedures and resources are sufficient and efficiently used better to achieve its overall objectives. WFTO continued doing precisely that during 2013.

As mentioned above, WFTO membership provided their decision on key topics twice during 2013. A first Annual General Meeting, that counted with the presence or representation of 96 members and 50 members voting electronically, was held during the FT

Page 15: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

Week in May, in Rio de Janeiro. Following this, an Extraordinary General Meeting (EGM) was considered necessary to have a final decision on certain topics. This second meeting was fully virtual; by 13 October 2013 168 members had expressed their votes electronically. This first virtual General Meeting of members has open the door to new dynamics and participation of members in decision making processes. By end 2013, all AGM and EGM decisions had been put in place or actions had been initiated to do so.

Though there were elections for one Board seat during 2013, members of the WFTO Board remained the same (due to re-election). The Board was composed of the following directors:

- Rudi Dalvai, President; - Roopa Mehta, Treasurer;

- Johny Joseph, Secretary; - Robert Chase; - Ana Asti; - Malcolm Curtis; - Geoff White; - Fred Masinde; and - Mona El Sayed.

The Board of Directors met in person three times during 2013: in February (Culemborg), May (Rio de Janeiro) and October (Culemborg). Minutes were sent to the membership soon after these meetings. As usual, a considerable part of Board discussions and decisions took place online, via email and the WFTO Network (Ning).

During most of the summer of 2013, the WFTO President assumed the role of Acting Chief

Page 16: I.wfto.com/sites/default/files/4. WFTO Annual Report 2013... · 2017. 9. 18. · A global network of Fair Trade Organizations WFTO is a global network of local Fair Trade Organizations,

Executive, until Natália Leal, formerly the Coordinator of WFTO -Europe, took over from mid-October.

The WFTO Staff included:

- Chief Executive: Carola Reintjes, until end June; Natália Leal, from mid-October onwards.

- Communications Officer: Michael Sarcauga;

- Finance and Administration Officer: Silvia Prince;

- Membership and Monitoring Officer: shared between Laurentia Dhanio (until April) and Michael Sarcauga (until May); Tamara Cobussen, from June until end November.

- Guarantee System Manager (new post): Tamara Cobussen, from December onwards.

The WFTO Office also counted on the support of a few volunteers and interns5 during 2013, to whom we are deeply thankful.

In order to ensure good coordination and consistency, all WFTO regional coordinators met with the staff of the WFTO Office in November

5 Eva Filippi was an intern until April 2013; Tamara Cobussen volunteered April-June; Tommi Hatinen was an intern August 2013–January 2014.

2013 (Asia was present only partially and virtually). This Global-Regional coordination and training meeting allowed to focus on many topics such as priorities for the next years, the Guarantee System (membership and monitoring), branding, communications and campaigns, fundraising, financial and other administrative issues.

Several of the WFTO internal bodies continue developing their work during the year and two presented a report and resolution to the 2013 Rio AGM: the Fair Trade Towns WG and the Gender Policy WG. After May, however, and in some cases several months before, many of these internal bodies – especially WFTO Committees – were largely not working properly and no (virtual) meetings were held. In October 2013 and following decisions resulting from the October 2013 EGM, the WFTO Board decided to create two new Working Groups on ‘Social Solidarity Economy’ and on ‘Fair Prices and Fair Wages’. In November 2013, the Guarantee System WG completed its task and was consequently naturally dissolved (it was later ‘converted’ into the Standard and GS Committee).

Considering the recent ups-and-downs of WFTO, it is fair to say that WFTO was a much stronger organisation by the end of 2013. It had a

dynamic and transparent Board of Directors, a new Chief Executive, and a small but committed number of staff. The need for improvements regarding WFTO Working Groups and Committees was, however, very obvious by then.

Financially, WFTO had a positive year in 2013, especially as a result of the support and sponsorships gathered for the World Fair Trade Week in Rio de Janeiro. Core costs were kept as low as possible, while core income proved sufficient to cover the former. A more detailed overview is available in the Annexes. Additional information can be found in the successfully audited WFTO 2013 Accounts.

IV. The WFTO enlarged family: WFTO Regions

WFTO Regions are separate and legally independent organisations. However, there is an intrinsic ethic and philosophical link between all and WFTO: the commitment to Fair Trade and the WFTO principles, the goal to support WFTO and its membership (namely in the implementation of the Guarantee System), as well as a joint brand and identity – to mention just a few.

By end 2013, all regions had begun implementing the GS and were processing new applications and SAR under the new System (Asia verified some unexpected delays due to internal regional changes). Regions were also finalising (or had already finalised) their membership alignment, the process by which (according to the 2011 AGM decision) all regional members had to become WFTO global members, and vice-versa. During the year Regions attended the WFTO Conference in Rio de Janeiro and most (with the exception of Africa and Pacific) held their 2013 AGM’s during those days. Regions were also actively involved in the WFTO Network (Ning) and in several WFTO Committees and Working Groups.
