I.What is Lottery Management System:-

Lottery Management System is computerized software system developed for allocating the plots to the

applicants in a transparent way through a lottery process.

The plots are sold by

A.Tender (Auction) Process or /and

B. Lottery Process.

While the sale of plots for land use such as Commercial, Public Semi Public, Education and Health

purposes is made in a single stage “Tender” process, the sale for Residential plots is made in two stages,

first through the Tender stage followed by the Lottery process. The two stage process is explained in detail

in the following sections.

II.Objectives of Lottery Management System:-

Taking cognizance of the huge demand for plots at Kamal Vihar, Raipur Development Authority has

developed a Computerized Software system with an objective of having transparent methodology of

allocation of plots to the applicants. Since it is computerized system, it is 100% transparent & there is no

chance of any tempering or adjustment.

Prior commencing the Lottery, Raipur Development Authority demonstrates the Lottery process to the

public till the process is clear to the audience. The demonstration not only enhances trust amongst the

applicants but also boosts confidence about the transparent process that is followed in the allocation of

plots.

RDA’s Software “Lottery Management System” was developed and used for the first time in Chhattisgarh.

Raipur Development Authority takes pride in indicating that the transparent processes used in the Lottery

Management System for conducting the lottery was admired by all applicants and also praised by the

various Government Departments and media.

III.The Procedure Followed for Sale of Residential Plots:-

Step: 1 In accordance with the RDA Act, the Authority first invites bids for sale of few selected plots in

order to determine the price of the Residential plot. The bidders are required to quote over a reserve price

which is set by the Authority.

Step: 2 Upon reviewing the prices quoted from the bidders (as detailed in step 1), the Authority

determines a sale price for Residential plot which is earmarked as the price for further sale of other

Residential Plots that are available at Kamal Vihar.

Step: 3 Once the price for Residential plots is determined, the Sale of other residential plots will then

take place through the lottery system. The process followed in Lottery System is explained in the Lottery

Management System which is detailed below in section (IV).

Step: 4 The sale of Residential plots are categorised based on the area of the plots:

a. Plots less than or equal to 2750 Sq.ft.

b. Plots greater than 2750 Sq.ft.

Sale for plot area less than 2750 Sqft;

Step: 5 Based on the plot area, RDA has further categorised the sale of plots into groups as indicated

below:

Step: 6 As per the Central Government rules, RDA assigns the Residential Plots for reserved category

applicants in the proportion shown in Table-2. Although plots are reserved for the reserve category, the

prices of the reserved category plots remain unchanged.

The following procedure is adopted for selection of the reserved plots.

1. Among all the plots available for sale, a lottery will be done internally at Raipur Development

Authority office in which plots are allocated to the reserved category in the proportion indicated in the

above Table-2.

2. The Internal Lottery is conducted in presence of a committee consisting of RDA officials.

3. All the plots selected through lottery system are listed under each specific reserved category.

4. All the remaining plots which are not listed under the reserved category will be listed under the

General Category.

5. When the reserved category plots are not sold for three consecutive lotteries, the reserved plots will be

automatically transferred to the General Category.

Let us say there are 100 Residential Plots available for sale. The following table illustrates the allocation

of plots category wise as per proportions indicated in Table 2.

The balanced 63 plots are categorized as General. In the above table, all the 10 plots allocated for SC/ST

may or may not belong to same size or group.

Once the Internal Lottery is completed, the plots which are allocated for reserved category are placed in

respective groups depending on the size of the plot.

For Example: Let us say, three (3) plots of the above 10 SC/ST plots are of size 600, 850 and 1000 Sq.ft,

The three plots are arranged in Group A, Group C and Group D respectively as per the above indicated

Table 1. This procedure is followed for allocation of plots to all other reserved category plots.

Step: 7 Once the Internal Lottery is completed and plots are allocated to reserved category, RDA places

the advertisement in the Newspaper.

Sale for plot area greater than 2750 Sq.ft;

1. For Plots having more than 2750 Sq.ft area, Applicants can provide three preferences from the list

of plots which are available for sale. The list of plots that are available for sale is provided in the

application form.

2. In case there is more than one application form (if two or more applicants prefer) for the same plot,

then a lottery would be conducted among those applicants who have preferred the same plot as

their first option.

3. All the unsuccessful applicants will automatically be transferred to their second opted plot.

However, the application for second option would be considered only when the second opted plot

is available for sale and not allotted to others as their first preference.

4. Only when there is more than one application form (if two or more applicants prefer) for the same

plot as their second option, a second lottery would be conducted among those applicants who have

preferred the same plot as their second option.

5. All the unsuccessful applicants in the second lottery will automatically be transferred to their third

option. However, the application for third option would be considered only when the third opted

plot is available for sale and not allotted to others as their first or second preference.

6. Only when there is more than one application form (if two or more applicants prefer) for the same

plot as their third option, a third lottery would be conducted among those applicants who have

preferred the same plot as their third option

7. Lottery will be conducted only when there is more than one applicant for a particular plot.

8. When there is only one applicant for a particular plot, then the single applicant will be awarded the

plot.

Step: 8 Interested applicants can either purchase the application form from RDA office or any CBI

branch in Chhattisgarh or download the Application form from the RDA website.

Step: 9 Applicants shall duly fill in the application form by fulfilling all the conditions mentioned in the

application form. (Please visit our website for sample application form).

Step: 10 For applying to plots through lottery system, the applicant has to submit the application along

with an application Fee for Rs.500/- and prescribed Earnest Money Deposit (EMD). The EMD shall be

paid in the form of Demand Draft drawn in favour of Chief Executive Officer, Raipur Development

Authority or can be paid by RTGS.(For more details, Please refer the application form at Raipur

Step: 11 Applicants can apply for plots under a particular group only. While the applicant can apply for

any number of plots in same group or in any other group, a maximum two plots can be allotted to the

applicant. (Please refer Terms & Conditions in the application form for more details).

Step: 12 Applicant has the option to buy the plot on “Free hold” or “Lease hold” basis. In the event of

purchase of plot on free hold, the applicant shall pay an extra amount at the rate of 2% of Reserve price for

10 years and 1% of reserve price as a Conversion fee.

If the applicant opts to purchase the plot under Lease Hold then a lease rent of 2% of Reserve price per

annum shall be paid for 30 years. At the end of the lease period of 30 years, the Lease can be renewed

again (Conditions apply). Even after the renewal of the Lease hold, the lease rent shall be paid each year

until the renewal of next lease.

Step: 13 Depending upon the number of applicants who apply for a particular group and the number of

plots available for sale under a particular group, either a forward or reverse lottery is conducted.

Lottery consists of:

a) Forward Lottery – is conducted when the numbers of applicants are more than the number of Plots

available for sale.

b) Reverse Lottery- is conducted when number of plots exceeds number of applicants.

Based on the number of applicants and plots available for sale, the computerized Lottery Management

System automatically conducts either a forward or reverse lottery.

Step: 14 The allocation of plots is done through “Lottery Management System” as indicated below.

IV.Lottery Management System Process :-

The Lottery process will commence only after the Demonstration of the Lottery Management System is

completed and when applicants/audience are fully satisfied with the Lottery Management System software.

The lottery will be conducted for all groups with one group at a time starting from Group A and

ending with Group F.

Within a particular group, the lottery for the reserved category plots will be conducted first. While

conducting the lottery for the Reserve category plots, generally, the order mentioned in the Table 2

is followed.

The unsuccessful applicants of the reserved category under a particular group will be automatically

moved to the General Category in the same group.

Upon completion of the group wise lottery for reserved category plots, the lottery is conducted for

the general category plots. It is to be noted that the unsuccessful applicants who have applied for

plots under a particular group are also included among the General Category applicants.

The Lottery Management System consists of the following steps:

Step 1: All the relevant details viz. plot and personal details such as applicants name, father’s name, and

mobile number etc of the applicants are fed into the system or exported to Software through Excel Sheet.

Step 2: Prior commencing the Lottery for a particular group, the names of applicants who have applied

for plots under a particular group (say Group A) and the plots (Plot numbers) that are available under that

particular group (say Group A) are displayed and announced to the audience.

Step 3: The Lottery for the Reserved Category applicants (SC/ST, OBC, RDA & Govt. Employee etc)

pertaining to a particular group (i.e. Group A, then Group B and so on) is conducted.

Step 4: If numbers of applicants are more than the number of plots available for sale, then Forward

Lottery occurs. As shown in the Screen Shot, the names of all applicants are displayed on the left hand

side, while the plots available for sale are displayed on the right hand side.

Step 5: The lottery is commenced by pressing the “START” button on the screen. The applicants names

are scrolled automatically for some time interval (generally forty to fifty iterations are done).

Step 6: Immediately after the iterations are completed, the names of successful applicants along with

allotted plot numbers are displayed on the right hand side of the screen.

Step 7: A report which includes the successful applicant’s details (Applicants name, Fathers Name and

Category) and the plot details (Sector and Plot Number) is generated. The report is duly signed by the RDA

officials. RDA also encourages the successful applicants who are present on the Lottery day to sign the

report. Refer to the below pictures which shows the successful applicant signing the report.

Step 8: A Reverse Lottery takes place, when the number of plots exceeds the number of applicants.In the

Screen shot shown below, the plots available are displayed on left hand side of Screen while names of

applicants pertaining to a Group are displayed on the Right Hand Side.

Step 9: The procedure followed for the reserve lottery is same as for the forward lottery.

Step 10: After completion of the lottery for the Reserved Category applicants, the Lottery for General

Category is drawn.

All the unsuccessful applicants in the reserved category are automatically transferred to the General

Category and the lottery for General Category is drawn in the way already explained. Hence the Reserved

Category applicants get one additional chance.

Step 11: The procedure of conducting the General Category lottery will be same as the reserve category

lottery.

Steps 1 to 11 are repeated for conducting the Lottery for plots belonging to other groups
