An exceptionally high degree of personnel replacement jwUl be required during the quarter in order for this Regiment to effectively Isupport either the deployment of a Marine Expeditionary Brigade or a Mar~ne Expeditionary Porce. This requirement is particularly neces:sary in the ran~s of Captain and Field Grade Officers. The limiting effects .of these shortages is further compli­cated as a direct result of operating 'l1nder a manning ilevel based on re­duced strength T/O along with comparable reduced TIEs. The transfer and retirement of many Field Grade Officers without scheduled replacement is

~of particular concern in view of the fact that these qfficers are in com­mand and critical staff billets. The critical requir~ment for Captains and Field Grade Officers set forth above is in additiqn to the personnel and equipment deficiencies reported in reference (d).

(b) The Longshoreman Company is not activa'!=ed as a unit; how'~ ever I a platoon of this eompany has bee'n authorized an(l is activated within the Shipping and Receiving Company. Effectiveness of ~his platoon is constantly heing improved by a five-day period of shipboard (AKA) training eaeh quarter.

(2) Automatic Supply Distributlon Battalion

Ca) Headquarters Company, fleet Stoek AccQunt is considered capable of supporting a Marine Exped! ti.onary force with marginal effeetive­ness and with a resultant inability to continue its ga,rison mission. This is the result of inadequate experience in the ful1-sc:a~e op.eration of a fleet Stock Account due to the restrieted garrison mis~ion assigned. fleet Stock Aceount is capable of fully supporting all contipgency plans up to and including a Marine Expeditionary Bl:igade ~ile sti~l maintaining its garrison mission.

(b) Ammunition Company. Under the present: personnel allowance, this company has only one (1) active Ammunition Platoon and one (1) Explo­sive Ordnance Disposal Platoon. Ammunition Company reQuires four (4) Am­munition Platoons in order to adequately perform its e~mbat ammunition suppl y mission. The company can SUPPOl:t a Marine Expecti tionary Force am­muni hon supply operation with three (~l) platoons. but. the company would be extremely limited in its capability to furnish reinforcing detachments to division and wing elements. The explosive ordnance disposal mission can be accomplished for a normal Marine Expeditionary Forcie. Ammunition Company is not capable of performing the full r~ission outUne~ in reference (e) be­cause of a lack of trained personnel and proper equipn¥!nt. Except for the mission outlined in reference (c), the company can efficiently support a force up to and including a Marine Bxpc~ditionary Brig&!de. Action is now in process to develop the personnel and materiel capability in order to comply with reference ec).

(c) Bulk Fuel Company. This company now operates at approxi­mately 60"10 of its manning level. The c:ompany is not considered capable of supporting a typical Marine Expeditionllry force. The icompany maintains five (5) Amphibious Assault Bulk Fuel Systems, but onty three (3) of these systems can be effectively employed because of manpow~r shortages. The continued loss of peI.'Sonnel without replacement seriously affects the

Ca) All units are consider,ed effective du~ing the reporting period. However, in Ordnance Maintenance COIIIpany thde is a 7Cf1o shortage of ordnance officers. In Motor Transport Maintenance i Comp any , 5Cf1o of occupational field 3500 personnel are ·on .. the-job trainees. A concerted effort is being made to solve this problem locally. ti'o relief is antici­pated which will alleviate the shoJitage of ordnance of'ficers. This personnel shortage would preclude the rendering at ad~quate maintenance support in a combat situation involving the utilizatiqn of two separate Legistic Support Areas for a Marine Expeditionary Brigade or larger force.

c. Part III - EVALUATION OP OPERATIONAL OOMMI'l'MBrfrs

(1) This Regiment is committed to support six separate and distinct contingency plans as follows:

(a) Ready BLT (Air) 1st MarOivO 3120.90. In support of this plan, this R.egiment is prepared to assemble, segregat¢. mark, load, and deliver Class V to the Port of Embarkation. This reqUirement can readily be performed. No personnel augmentation is planned.

Class I, III, land V support to the RLT and 3rd echelon maintenance to Porc:e units, and 4tib echelon maintenance for all units. A prescribed amount of Class II and IV! is furnished to the RLT. This command is capable of perfolnning this requijrement without dis­rupting current garrison support to tru! 1st Marine Diviision, 3rd Marine Aircraft Wing, and Marine Corps Base, (:amp Pendleton.

(d) 7th NEB - CINCPACPLT ~~ Plan 82-62. ~n support of this plan, this Regiment is prepared to furnish a detachment of ~our officers and 264 men with sufficient organic equipment -to provide Clas~ I t III, and V sup­port to the 7th MEB and 3rd echelon ma:i.ntenance to Pot!ce units. and, 4th echelon maintenance to all units. A p;rescribed amoun~ of Class II and IV is furnished to the MES. This command is capable of Rt!rforming this re­quirement without disrupting current garrison support ;to the 1st Marine Division, 3rd Marine Aircraft Wing, and. Marine Corps ~ase, Camp Pendleton.

(e) 5th NEB - 5th MEB Op Plan 316-62. In : support of this plan, this Regiment is prepared to furnish 22 officers and 003 men with sufficient organic equipment to provide Class If III, and V supp~rt to the MEB and 3rd echelon maintenance to Force units, and 4th echelon m~intenance to all units. Across-the-board supply and maintenance requirements ~o support these plans still exists. Although this Regiment is capable of s~pporting this con­tingency plan, unless there is a reasonable replaceme~t of those shortages of personnel and equipment reported in reference (d) .nd an input of Captains and Field Grade Officers set forth in Part I above, t~is Regiment's back-up support capability would be severely diluted. It is noted that the mounting-out of this MEB depletes Ammunition Company'$ operational capa­bility and commits certain "one-of-a-kind" items suchias the Mobile Bakery Unit of the Ration Company, Automatic Supply Distribution Battalion.

(f) Ready Forces Plan 102-63. In support i of this plan, this Regiment is prepared to furnish 14 officers and 509 m~n with sufficient organic equipment to provide Class I, III, and V supp~rt and 3rd echelon maintenance support to Force units.
