• The bidder shall submit scanned copy of PAN card & Mandate form . • The firm should have completed similar nature of work in Govt. / Semi Govt. department. For R.M.O jobs the

firm should have to fulfill the criteria as per the guidelines of Labour Welfare Department/ NHRC/ Supreme Court and should have proper registration with Deputy labour commissioner in case of having engaged more than 20 employees in such works. The Scanned copy of registration will have to be submitted along with the technical bid.

• The scanned copy of valid registration should clearly mention the name of the Department, limit and item for which the firm is registered to be incorporated in Part-A.

• It may be ensured by the bidder that all the scanned copies as uploaded are quite clear, readable, visible and comprehensive failing which the Firm may not be allowed for opening of Financial Bid.

• Firms are also asked to elaborate the clear nomenclature against the documents scanned as attached with the bid.

• Scanned copy of Partnership deed should be submitted in case of partnership firm. • Bids of Tenderer whose work are pending after completion of time of completion stipulated in work order. not

responding/attending the work in the defect liability period shall not be accepted. • Bidder shall submit scanned copy of electrical license valid in Delhi for electric works. • Tenders will be received online up to due date & time mentioned. The Part-A shall be opened on the

mentioned date for further scrutiny of the documents. Financial bid will be opened only after evaluation of Technical bids and verification of

• EMDs received from the Syndicate Bank. The EMD received as per departmental conditions against the tenders will be opened and the EMD of unsuccessful bidders will be returned through banker after completion of all formalities. If any of the above date happens to be holiday, the next working day will be considered for all purposes. Conditional tender shall not be considered & are liable to be rejected.

• The successful bidder shall ensure that the safety measures mentioned in the contract conditions are followed strictly. In case of any accident/death, the contractor shall be liable to pay minimum compensation as provided under Workmen Compensation Act-1923. In case of failure, DJB shall have the right to make the compensation & recover the amount from the contractor. Further DJB reserves the right to debar the firm from tendering/black testing if the above condition is not adhered to by the firm/contractor.

• 100% earnest money shall be forfeited in case the firm fails to execute the C.A within stipulated period as per departmental terms and conditions or non completion of works/ supplies within the completion period as per .

• In case, any verifiable difficulties are noticed in transmission of EMD through RTGS, submission of EMD through physical mode can be considered after approval of competent authority.

• The Departments has all the rights to postpone/ Cancel/ Reject any Tender/ Offer without assigning any reason.

• In terms of Notification No.25/2012 Service Tax dated 20 June 2012, issued by the Department of Revenue, Ministry of Finance, Government of India, the services provided by a Contractor/Operator to DJB in context of carrying our any activity in relation to any function ordinarily entrusted to DJB is exempt from service Tax. This is, however subject to any further amendments/clarifications issued the Government of India or any decision/ruling of the Court, in this regard.

• The firm should have successfully supply/ completed during last three years at least two similar type of work with central Govt./state Govt. costing not less than (i) two works having 60% cost.(ii) One work having 80% cost and should submit a proof of adequate experience in support of the above indicating men power and machinery to complete the works. The completion corticated should be issued by the officer not blow the rank of Executive Engineer with following details. (A) the date of completion of works. (B) Nature of work along with bill of quantities. (C) cost of works of done. (D) The work has been completed satisfactory. The firm will also submit the scanned copy of all above documents otherwise tenders shall be liable for rejection.

• The firm will have to fill a mandate form for EFT system in case the work is awarded. • The firm shall execute contract agreement on a non judicial stamp paper of Rs. 50/- on prescribed format and

will also sign the department terms & conditions. • Department has the right of examination/ verification of the documents submitted by the firms. • In addition to above, conditions mentioned in NIT contractor are advised to see the terms and conditions

mentioned in BQ of respective work before participation in tender bid as the same will also a part of agreement.

• In case of authorized dealer, the firm should submit the scanned copy of the latest authorization letter from the manufacture.

• The tenderer are requested to inspect the site before bidding to assess the site condition and work involved in it and may contact this office for any clarification. (Only for job works) of required.

• Incomplete & conditional tenders shall be liable for rejection without any notice/ information. • The firm shall submit the duly signed and stamped true copy of purchase documents of material procured. • If the information furnished by the applicant is found incorrect at a later stage he shall be liable to be debarred

from tendering/ taking work in DJB. • Any loss/damage occurred during execution of work will be borne/ make good by the contractor. • The successful firm shall submit the list of material brought at site and got it approved before use from

engineer-in-charge and shall also enclose list of old material returned to the department at the time of completion of work.

• The firm make it own arrangement for the safe custody of the material/machine/equipment etc. brought at site. Department is not responsible in any manner.

• Successful bidder shall furnish the performance bank guarantee @ 8% of the work order amount from national/schedule bank valid up to guarantee period for job work completed.

• It will be the sole discretion of the department to ask the firm to use any specific make of material from the list of makes while execution of work.

• The firm has to make its own arrangement of all tools, tackles, machinery equipment required for dismantling/ assembling/lowering/lifting etc. to carry out the work.

• Bid submitted without the tender processing fee shall be liable for rejection of tender. • Details of Tender Fees and earnest money are uploaded twice by the bidders while quoting tenders (Once as

scanned copy and secondly as computerised only ).

Terms and Conditions: 1. Payment will be made after satisfactory completion of work. 2. Work will be completed within 30 Days. After taken over the site from Civil wing of the deptt. 3. Old material shall be returned to the department. if any 4. Firm shall be solely responsible for any accident during execution of work and no Compensation of

any kind shall be payable by the DJB. 5. All necessary precautions will be taken by the firm before start of work and during execution of work. 6. Guarantee period for the work is one year from the date of commissioning. During guarantee period, if

the t/well goes out of order for any reason, then the firm shall make it functional including taking out & lowering of sub p/set at his own expenses. The department shall not pay anything on account of this, if the pump goes out of order, then the firm is bound to make the pump set functional within 05 days from the information given to firm telephonically / email.

7. The department will take over the site from the firm after successful completion of trail run of 100 hour. During trial run the firm is fully responsible for the site and installation.

8. The contract is a turn key work complete in all respect which includes supply, installation testing & commissioning of all above electrical mechanical & all other required material . consumable tools & tackles etc, required to complete the work including labour & workmanship, Nothing extra shall be paid to the firm, if any extra item is executed for commissioning of the t/well.

Terms and Conditions:- 1. The firm/vehicle owner shall have their own arrangement of the vehicle driver of appointment

category. Having valid driving license, without extra charges. 2. Diesel charges shall be payables per actual market rates prevailing on the date of work. 3. The payment shall be released on monthly basis on the basis of record entries in the log book

duly signed by AE/JE concerned and the vehicle driver or any other authorized representative of the firm vehicle owner.

4. Relevant document such as insurance of the vehicle, fitness certificate of the vehicle permit no. PUC certificate etc should remain valid/updated\available during the contract period.

5. Description of the vehicle driver i.e name address contact no. with attested copy of his driving license should be displayed on the vehicle and any changes in it shall be provided by the firm/vehicle owner.
