Cuban Independence Is to be per-petuated and tho Cuban governmentrestored Just so soon as the Islanderscome to a sensible view of the situa-tion, according to Secretary Taft, whotalked at length this afternoon on theplans or the United States tor Cuba'sluture.

"It Is not to be expected," bo said,"that quietude will be restored Im-

mediately In 'the Island where insur-rection developed In five or six prov-inces, but It will come In good lime.Then when the elections have beenheld and new officers elected, both Inthe national and provincial govern-ments, the troops will bo withdrawn.

In battalions all over the Island,and their presence has had the effectof Instantly discouraging a continua-tion of tho Insurgent activity. I'l ac-

"There aro still a few Insurgentbands roaming about theso sectionswhero tho hotbed of Insurrection de-

veloped. Theso are mainly bandittiwho joined the Insurgents, followingthe outbreak simply because theywere already In arms against the gov-ernment, Tho work of breaking uptheso bands has been placed In thehands of the native rural guards.

"These guards number somethinglike five thousand now. When thuoutbreak eame there were threo thou-sand of them, but they wore scatteredall about the Island in detachmentsof from twenty-fiv- e to fifty. In con-sequence, they were of little forco Inopposing the advance of the revolu-tionary spirit and movement. Now,however, they will be sufficient towipe out the banditti.

"When pacification Is Anally com-plete thero will be elections held forthe entire Island. Ono of the sourcesof difficulty In tho past has been theutter absence of any municipal gov-ernments. Tho constitution providedfor these, but the provision was con-veniently Ignored:

"Doubtless O6vernor Magoon willtake this feature In hand and compelthe establishment or municipal gov-ernments as well as the perpetuationof the provincial governments. Thelaxness of the governmental systempermitted this" revolutionary spirit togrow unchecked. Preparation will bemade against Its repetition.

"Heretofore the old Spanish plan ofmunicipal government has beeu fol-lowed, Thero has been the alcaldeIn every village, and the alcalde liasbeen supreme. Under the new planevery Cuban city will have a govern-ment arter the American form. ThenIt will be possible to keep the peopleunder close rein.

"Tho national and provincial elec-tions will be held, probably, underthe direction of the Americans. Itwill be necessary In order that thobest Interests or the Island be safe-guarded. It Is altogether too early toconjecture relative to probablu lead-ers. Ueforo any elections aro at-
