01
Proudly I present to you the Annual Review 2016 of the Task Force Health Care (TFHC). In many ways 2016 was a special year for the TFHC; we celebrated our 20th Anniversary, we became an independent employer, we moved to our new office and presented our new TFHC Chairman.
The TFHC was founded in 1996 as a platform for industry, government and research
institutions, with the aim to improve healthcare in emerging and developing economies
with sustainable and demand-driven Dutch healthcare solutions. At the time we
stated ‘’Working Apart Together’’ nowadays - after many years of joining Dutch forces -
our slogan is ‘’Improving Healthcare Together”.
In 2016, the TFHC organised and developed a wide variety and diversity of activities for
the Dutch Life Sciences & Health (LSH) sector. Among others: Health Missions to China,
India, Indonesia, Colombia, Iran, Germany, Australia and New Zealand; a Fact-Finding
Mission to Kenya; Holland Pavilions at the Medica, CMEF and Arab, Holland Stands at the
eHealth Week, Technology for Health and Building the Future of Health; Incoming Visits
from Brazil, China, Colombia and Russia; and Publications such as the Health~Holland
Guide, the Export Support Report and the International Opportunities Report.
On top of this the TFHC managed six Working Groups focusing on Africa, China, India,
Indonesia, Russia and the Middle East. These groups have been renewed with the aim
to increase the accessibility to join, the response-time-to-opportunities and the effective-
ness, read more about this on page 15.
During our 20 years of existence (TFHC 1996-2016) we have proudly seen our healthcare
sector climbing towards the top of ‘’Dutch Topsectors’’, with worldwide recognition as a
result. In order to celebrate this milestone we created the ‘’World of Healthcare (WoHC).’’
“A Congresstival for the key players in the Life Sciences & Health sector with a global view”
WoHC marks an important milestone in the (inter)national success of TFHC and the
Dutch Topsector LSH. With over 250 Attendees, 30 speakers in multiple sessions and
1.800 m2 of interaction the ‘’congresstival’’ the WoHC was a reflection of the growing
international success of the Dutch Topsector LSH.
Due to the growing demand in activities, TFHC has experienced a rapid transformation
into an independent and financially healthy organisation, while simultaneously main-
taining a good cooperation with FME (which has contributed substantially to the success
of the TFHC). With pride I handed over the TFHC chairman’s position to Len de Jong
during the partner meeting (at WoHC). With Len de Jong (CEO of Enraf Nonius) as TFHC
Chairman, accompanied by an energetic and dedicated board, I am confident the TFHC
will continue its successful growth.
Finally, I would like to thank everyone who contributed to the growth of a 2-man
initiative, established in 1996, to a healthy not-for profit organisation consisting of 10
ambitious professionals. In particular, my cooperation with our managing director Peter
Post has developed into a true friendship. Last, but not least, I would like to thank His
Majesty King Willem Alexander, for awarding me the royal decoration ‘’Knight in the
Order of Orange-Nassau.’’ A huge honour, which made me completely speechless.
As always, the TFHC will look forward with great optimism and continue its positive
trend together with you and all our partners!
Thijs Teeling Chairman Task Force Health Care

To further capitalise on business opportunities within the Gulf region the TFHC devel-
oped a specialised platform; TFHC Middle East.
The Task Force Health Care (TFHC) supports and facilitates companies and organisations in international business. Through various TFHC activities business opportunities arise which are normally hard to expose. Besides trade missions to many countries, the TFHC regularly receives incoming delegations and together with the Dutch Topsector Life Sciences & Health (LSH) unifies in a Holland Pavilion at medical trade fairs. Furthermore, TFHC develops various promotional and marketing activities to promote the Dutch LSH sector on a national- and international level.

1110 Task Force Health Care | Jaarverslag 2016
“Together with the TFHC we participated in a
variety of international activities. We started
in 2013 and are now partnering with the 2nd
largest healthcare insurer in China!”
Boris Stam, Partner at NIHW
“Unfortunately, TNO experienced a significant decline in
support from public funds in recent years. Our interna-
tional business activities partly compensate for this loss
and compromise approximately 30 % of TNOs total
revenue (€550 million). Needless to say, entrance to TFHC’s
extensive international network is of great importance for
our organisation [to improve access to our target groups].”
Jan Michiel Meeuwsen, TNO Country Manager Turkey
“The openness and approachability of the Holland Pavilion
raised our interaction with potential foreign investors and
distributors. TFHC offers perfect opportunities to show-
case our products to the international market, which
already resulted in numerous partnerships worldwide.
Our success at the Holland Pavilion Medica 2015 led to a
chain reaction resulting in a salient expansion of our
export activities.”
Jacques Verheij, Dockx Product & Sales Manager
“Thanks to the Task Force I was able to
pitch my product during several trade
missions. This really put me on the radar
and a major foreign hospital and elderly
care organisation expressed interest in
VARI-STEPP”.
Leon Damen, Owner of VARI-STEPP
“TFHC is our vehicle to communicate between B2B
and B2G. The TFHC is the perfect method to channel
our problems/barriers to the government.”
Guido Geerts, President & CEO of Delft Imaging Systems
“It was during the trade mission in South
Africa that we found local partners. These
kind of communal activities are of high
value when entering a new foreign market.’’
Erik Jan Vlieger, CEO of INCISION
“During the mission to the US last year
Topic got in touch with CEO’s, directors
and other high-level managers of several
US companies which were open for their
innovative solutions. In fact, the company
obtained numerous projects in North
America via these activities.”
Eric van der Laak,
Director Projects Topic Embedded Systems “The TFHC partnership shows that your
company values cooperation, and are
willing to collectively put The Netherlands
on the map in international healthcare.”
Rolof Mulder, Creater & CEO Hospitainer
“We recently joined the Holland Pavilion at
the Arab Health in Dubai. The foundation
for our export strategy has always been a
long term cooperation with a local distribu-
tor. For ‘first timers’ on a foreign market,
these Holland Pavilions create an easy entry
to potential foreign distributors. After two
years, our export activities already cover the
majority of our total revenue!”

edition of the annual TFHC International Opportunities Report. This research report is
specifically published for the Dutch Life Sciences & Healthcare (LSH) sector. The
results of this study help to ensure that the interests of the Dutch LSH sector are
brought to attention of policy makers in The Hague and Europe. In addition, the research
influences the setting of priorities and the appropriate designing of services for
the partners.

TFHC Indonesia Chairman: -
Vice-Chairman: Eduard Boonstra
Programme Manager: Gerrit van der Schouw & Erik Pentinga
Since 2013 Indonesia introduced a new policy aimed at improving health care. TFHC
Indonesia has been structurally realising activities with Indonesia and surrounding
regions. TFHC together with the Netherlands Enterprise Agency (RVO) and the Dutch
Embassy in Jakarta organised an economic mission to the Republic of Indonesia with
a dedicated health sector programme. Indonesia is the fourth most populated country
in the world. Achieving Universal Health Coverage is one of the national priorities.
In parallel, the private health sector is expanding rapidly. Therefore TFHC Indonesia
provides a platform for a broad alliance of organisations and other institutions
which are active in the international healthcare sector. Today, this platform consists
of 10 organisations.
TFHC Middle EastChairman: Mohammed El Sayed
Vice-Chairman: Michael Simon
Programme Manager: Jennifer Schrage
The healthcare sector in the Middle East is undergoing rapid and profound changes.
During the last ten years this trend has been more visible than ever. Middle Eastern
countries can certainly benefit from the vast experience in healthcare within The
Netherlands. TFHC Middle East provides a platform for sharing knowledge and the
combining of Dutch strengths within the LSH sector. Trade missions, seminars and a
Holland Pavilion at the Arab Health form an active healthcare programme. This platform
currently consists of 7 organisations.
TFHC AfricaChairman: Arthur ten Have
Vice-Chairman: Hilbrand Haak
Programme Manager: Erik Pentinga
TFHC Africa has been created to strengthen the understanding of- and the connection
with various multilateral institutions and related stakeholders. This platforms is nowa-
days is in close contact with the Dutch government, the embassies in various African
countries and global health institutions in Washington D.C.
Partners work closely together to explore opportunities for innovative and sustainable
developments in the health sector. Additionally, the platform allows for stepping up
cooperation with national and international donors / investors. The TFHC sees a
tremendous opportunity to accelerate the development of healthcare by embracing
innovations in services, products and in the application of innovative private-private
and public-private partnership models. For example, in 2016 the TFHC and Kenya
Healthcare Federation in Nairobi have been commissioned by the Netherlands Enter-
prise Agency (RVO) and the Dutch Embassy of the Kingdom of the Netherlands in Nairobi
to perform a market study on the healthcare sector in Kenya. The complete market
study is available on the TFHC website.
TFHC ChinaChairman: Thijs Teeling
Vice-Chairman: Len de Jong
Programme Manager: Suze Kruisheer
TFHC China currently consists of 12 organisations. Numerous activities have taken place
during 2016, such as: a Holland Pavilion at the China Medical Equipment Fair (CMEF)
in Shanghai, 2 incoming visits of Chinese healthcare delegations from Sichuan and
Guandong, 2 trade missions (China and Hong Kong). Due to structural interaction
among TFHC Partners and foreign stakeholders these activities offered many oppor-
tunities for the Platform partners and released positive energy for an active healthcare
programme. Furthermore, TFHC Platform partners have the possibility to ‘hire’ and
‘utilise’ the TFHC (Programme Manager) on-request to develop, coordinate or execute
specific tasks*. This enables small collectives to quickly and accurately follow-up or
pick-up (theme specific) market opportunities.
* Tasks include visitor programmes, health and fact findings missions, writing and
coordinating PIBs / DHIs, thematic seminars or other supporting activities.
TFHC RussiaChairman: Thijs Teeling
Vice-Chairman: Mark Sluiter
Programme Manager: Thierry Aartsen
Despite geopolitical tensions the TFHC remains focused on maintaining the established
relationship with Russian partners. TFHC Russia provides a platform for sharing
knowledge and the combining of Dutch strengths within the LSH sector. In 2013 the
Ministry of Foreign Trade and Development Cooperation in The Netherlands, together
with 12 Dutch organisations signed the covenant Partners for International Business:
‘’Task Force Healthcare goes Russia.’’ The aim of this covenant is to secure good access
to the Russian healthcare market and on increasing Russian awareness of the high
standard in the Dutch healthcare sector. Dutch companies united in the TFHC can,
thanks to the efforts of the central government, strengthen their position in the Russian
market. Currently, this platform currently consists of 8 organisations.
TFHC IndiaChairman: Len de Jong
Vice-Chairman: Sander Vorselman
Programme Manager: Thierry Aartsen
TFHC India, consisting of 7 organisations, have created a special focus on India and its
surrounding countries. Indian healthcare is in a truly unique place at this point of time.
The positive and negative are at a constant interplay. At one end they have taken giant
strides to establish themselves as a highly skilled medical ecosystem with excellent
clinical outcomes, as well as a very powerful value proposition. But this is counter-
balanced by a massive disease burden, tangible dichotomies in delivery and a huge
infrastructure crunch. In March 2016, TFHC organised a healthcare mission to India
(New Delhi) with a strong focus on the larger private healthcare groups in India. These
private hospital groups are going to double their capacity in the upcoming five years.
TFHC delegation was a special guest during the annual NATHEALTH Event 2016, the
healthcare federation of India. In the presence of dignitaries from the Indian health-
care sector Dutch companies had an excellent opportunity to network and show their
collective accomplishments.

06 | Facts & Figures
Number of PartnersAfter a restart in 2008 TFHC experienced a healthy growth
(Dec. 2016: 116 partners) in the last years. Currently, the TFHC
represents a total of 61.425 FTEs and a total turnover of €31.7
billion. While maintaining the quality of its national- and inter-
national network, the TFHC aims to continue this growth curve
and intensify its position as a knowledge centre for the Dutch
LSH sector in general and TFHC partners in particular.
Despite the fact that the TFHC network grows in diversity, simul-
taneously more cohesion is being created. Various ‘strengths’
and ‘chains’ of the Dutch Life Sciences & Healthcare sector are
becoming more and more visible. For example, the growing
number of eHealth companies, knowhow in the field of ‘public
health’ issues, expertise in the field of elderly care, rehabilitation
and home care, and not to mention the field of medical devices.
The Dutch LSH sector is estimated at more than 2,200 organi-
sations (companies, NGOs and research institutes etc.) of which
over 70% is active in international business. Meanwhile, TFHC
national- and international activities have facilitated in excess
of 500 LSH organisations in the past 8 years.
Number of FTE’sDespite very limited resources TFHC always strives to deliver
the highest quality of service. Not the financial valuation, but
the enthusiasm of the team, the board and in particular the
partners forms the driving force to create a transparent and
supportive platform.
Number of ActivitiesProportional to the growth in enthusiasm, FTEs and the number
of partners, the amount of activities is also increasing. Last
year, 26 TFHC activities took place including: General Partner
meetings, Holland Pavilions, Trade Missions and Incoming
Visits. In addition, TFHC hosted the very first edition of the
World of Health Care event. In the impressive Fokker terminal
(The Hague) more than 250 healthcare professionals from
large and small companies, care providers, NGOs, knowledge
institutes and government visited the event to discuss chal-
lenges in accomplishment of international business. Moreover,
TFHC has been present in a various other conferences, seminars
and other activities on national- and international level to
represent the Dutch Life Sciences & Healthcare sector and to
promote the interests of the TFHC partners.

TFHC FinanceThe TFHC is a public-private partnership and is privately initiated
and financed. The TFHC receives no structural financial aid.
However, the TFHC is regularly commissioned by the govern-
ment to organise activities beneficial to the Top Sector LSH
(especially SMEs). Despite being a foundation, the TFHC sees
herself as a “social enterprise” which is financially self-sufficient
in a sustainable manner within the framework of its mission.
For several years the TFHC enjoys a solid and healthy financial
status. Maintaining this healthy structure during expansion is
key to the management and board of the TFHC. Additionally,
the TFHC anticipates on opportunities that arise in a constantly
changing environment in which the needs of the partners in
relation to the ‘mission’ maintain the starting point.
In 2016, the TFHC generated a total revenue of € 1.152.778, the
corresponding table provides a display of the revenue sources.
TFHC Online Last year, the focus on online presence was intensified with the
completion of a new website and customized webpages for
TFHC platforms. By intensifying Marketing research and Social
Media activities positive results have become clear with regard
to online presence. This approach will therefore be continued
in the coming years.
