Welcome to the third Consortium for

School Networking (CoSN) CTO Clinic produced in conjunction with the CoSN Council of Florida. We are pleased to provide you with a focused event designed for Florida’s K12 technology decision-makers.

During the CTO Clinic, you will engage in enlightening discussions with industry experts, K12 practitioners, FLDOE personnel, and District administrators on the most important issues surrounding the role technology plays in the teaching and learning process. Clinic presentations will speculate and anticipate regarding the convergence of political, pedagogical, technical, and industry trends (RTTT, PARCC, assessment reform, interoperability standards, personalized learning, social media, digital content, cloud services, virtual learning, mobile devices, broadband technologies, etc.) and their combined potential to positively impact K12 instruction and assessment.

Clinic participants will hear an intriguing and enlightening keynote from Travis Allen, Founder and CEO iSchool Initiative (a student owned and operated corporation) regarding Students’ perspectives on Digital Learning as Presented by Students. Participants will also be provided with a keynote by Jill Hobson (Forsyth County, Georgia School District) regarding the path to total digital content conversion as told by a district that has accomplished this transformative process. Panel discussions and presentations will also explore a range of practical decisions and situations confronting districts including equity of access to online learning, deployment of standards based RTTT systems, social media policy, academic rigor in virtual learning environments, challenges of BYOT initiatives, and the impact of the 2012 legislative session.

Presentation - iSchool Initiative - Students’ perspective on Digital Learning as Presented by StudentsTravis Allen, CEO iSchool Initiative, will deliver a workshop on implementation of the ideas and instructional practices promoted by this student-led, non-profit organization. The iSchool Initiative is dedicated to revolutionizing our education system through innovative use of technology. The organization’s mission is to inspire and educate students on how to become life long digital learners in the information age, raise awareness among educators regarding the technological needs of the classroom, provide educators with collaborative research on the use of technology in the classroom, and guide schools in the implementation of that research and technology.

Florida Legislative Update - 2012 Legislation Impacting PK12 by Bob BedfordMr. Bedford currently serves as CEO of Emergent Design and Development, Inc., a private corporation that provides consultative services in the areas of market development and governmental relations – exclusively focused on the field of education. Operational implications for districts with regard to the Florida 2012 legislative session will be the primary topic of discussion.

Discussion Panel - BYOT Deployments in FloridaSuggested presentation content and discussion points• Technical solutions being employed by various Florida Districts to establish encrypted and guest networks to deploy secure BYOT initiatives• Fiscal and human resources required for an effective and secure delivery of BYOT initiatives• MDM and Web content filtering solutions that can address/securely incorporate the wide variety of student and teacher owned mobile devices and their associated 3G/4G carrier networks• Examples of opt-in AUP language, terms of use documents, registration processes, indemnification strategies, and other codifying documents/language used by districts to manage their BYOT Initiatives • How does BYOT supplement, enable, and complicate FLDOE mandated initiatives such as computer-based testing, digital content conversion and delivery, blended and virtual instruction?• Is the BYOT administrative overhead associated with deployment of MDM and Web content filtering solutions for student and teacher owned mobile devices and their associated 3G/4G carrier networks more than can be sustained by districts?• Are there legal and technical support entanglements associated with BYOT initiatives requiring MDM and 3G/4G content filtering clients to be placed on student and teacher owned mobile devices?

Discussion Panel - Preparing for PARCC Deployment In FloridaSuggested presentation content and discussion points• Current state of PARCC in Florida including construction of a PARCC item bank and a PARCC assessment engine to deliver, score, and return accurate results• Implications for a high fidelity PARCC implementation go far beyond assessments that would use a more or less traditional item bank or assessment instruments that resemble our current approaches to online FCAT and EOCs• Consider the numerous PARCC references to performance based formative assessment events (administered multiple times during the academic year and embedded in the instructional process) that require student application of academic standards from a mixture of content areas and that are posed as problems to be solved without providing a reference to the appropriate content area(s)• As described in PARCC, these formative assessment events could span multiple days and involve groups of students working collaboratively • A sudden shift from an instructional process that relies heavily on remedial or enrichment regimens of

direct academic instruction (no matter how targeted or "personalized") with little or no reference to the practical application of that academic content to an assessment process that is diametrically opposed will create serious challenges for teachers and students • Few would argue that the current state of student preparation for FCAT and EOCs is stimulating instructional reform or is compelling districts to begin preparing teachers to create the more engaging and relevant instructional environment that a high fidelity PARCC implementation demands • The conceptualization process required to construct and deliver the sophisticated professional development necessary to accomplish this profound shift in instructional approach will take a very deliberate effort from both FLDOE and districts over an extended period • The most pressing PARCC preparedness issues are conceptual and curricular in nature not technical. • The FLDOE specification for district RTTT LIISs and FLDOE conceptualization of the cloud-based assistance that districts will require to address that specification should provide a more than adequate technical framework to facilitate this type of assessment and instructional reform• Although PARCC does include an end of year summative assessment event that could more closely resemble the current FCAT and EOC summative approaches, to interpret and reduce PARCC to that single assessment event of the Common Core would be a huge disservice to the potential of PARCC to act as a catalyst for PK12 reform • The PARCC and SMARTER approaches to assessment of the Common Core offer an national opportunity to reform instruction and assessment and to converge instruction and assessment into a seamless instructional environment that uses continuously gathered formative assessment data to reach summative conclusions (and provide the assessment relief that PK12 practitioners are requesting)

After being inspired by the documentary "Waiting for 'Superman'", the student movement, ignited by Travis Allen's iSchool Initiative, kicked off their nationwide seminar series in Utah last week. The student led, non-profit organization has ambitious plans to take their vision of a 21st century classroom directly to students and educators across the country. "We are students attempting to change education as we know it" says Travis Allen, Founder and CEO of the iSchool Initiative.

Kearns High School recently adopted the iSchool Initiative's vision and gave 1700 iPod Touches to the student body. The Utah school was the first to invite Travis and his team to help kick start their mobile learning program with seminars for both faculty and students on Friday, November 5th. "After watching the original iSchool Initiative video", we knew it was the type of program we wanted at our school" said Rachel Murphy, the library media specialist at the school. "The iSchool Initiative presentation was phenomenal. Students were excited and motivated to use the educational applications the team demonstrated. Finally we have the possibility of meeting student needs with the tools and the 21st century ways in which they want to learn."

During the seminar, Travis Allen informed the students that the eyes of the nation would be on them. "You will be playing a critical role in whether or not other schools and students adopt mobile learning programs. Today you have the opportunity to help change the face of public education in America!" Having recently graduated from the public education system less than two years ago, Travis was deeply moved by David Guggenheim's ground breaking film "Waiting for 'Superman'". "It brought me back to the reason I formed the iSchool Initiative in the first place", said Travis. "There is a growing disconnect between our public education system and students."

The iSchool Initiative is a student led, non-profit organization dedicated to spreading the vision and fulfilling the promise of a 21st century classroom. Their mission is to inspire and educate students on how to become life long digital learners in the information age. Jill Hobson, Forsyth County, Georgia School District

Jill Hobson is the Director of Instructional Technology for Forsyth County Schools. Her duties include facilitating the very successful implementation of the online learning management system and nationally recognized instructional technology program. She works closely with the Academics and Accountability division to promote instructional technology uses that accelerate student learning through higher order thinking. Working with Media Specialists and Instructional Technology Specialists, Jill facilitates the development and implementation of professional learning related to instructional technology.

One of the recent programs launched by Jill is called Stepping Up Thinking and Academic Rigor for Students (S.T.A.R.S.) and in the initial year approximately 1400 students created multimedia digital stories to represent their learning in inquiry projects.

Jill was a founding member of the Georgia Society for Instructional Technology (G-STE). Recently Jill was named one Technology and Learning's Top 100 most important people in educational technology. She has been on the National School Board Association's "Twenty to Watch", a list of 20 emerging leaders in technology.

She has presented at a number of international, national and state conferences. Jill earned her Bachelors Degree in English Education from the University of Georgia and Masters Degree in Educational Administration and Supervision from Georgia State University.

The 2011 Horizon Report: K-12 Edition and Toolkit

Education and technology leaders, policymakers and key stakeholders in educational institutions need forward thinking information addressing opportunities for teaching, learning and creative expression.  The NMC Horizon Report: 2011 K-12 Edition is a publication of the New Media Consortium. This annual report provides a rich set of topics, examples and resources for use in considering new technologies that hold strong promise for K-12 institutions in the US and globally.

Accompanying the Report is The CoSN Horizon Report: 2011 K-12 Edition Toolkit, designed to facilitate local stakeholder conversations about the Report.

The Toolkit is comprised of a Presentation (PPT) template, Facilitator's Guide and Discussion Activities, along with an overview video and short video clips highlighting emerging technologies identified in the Report. Videos are produced by JDL Horizons, LLC. This Toolkit is available for free, but registration is required.
