This has reference· to your application No. nil dated 21-01-09 seeking environmentalclearance for the above project under EIA Notification 2006. The proposal has been appraised asper prescribed procedure in the light of provisions under the EIA Notification 2006 on the basisof thc mandatory documents enclosed with the application viz. the Cluestionnaire, EIA. EMP andadditional clarifications furnishcd in response to the observation of the State Lc\ el ExpertCommit1ec Rajasthan, in its meeting held 23-01-2009.

3.Thc SEAC Rajasthan after due considerations of the relevant documents submitted by theproject proponent and additional clarifications/documents flirnished to it' have recommended forEnvironmental Clearance with certain stipulations. The SEIAA Rajasthall after considering theproposal and recommendations of the SEAC Rajasthan hereby accord Environmen!,i1 Clearance

. to .the project as per the provisions of EilVironmental Impact Assessment Notification 2006 and1'-" its subsequent amendments, subject to strict compliance of the terms and conditions (is follows:

III. Topsoil shall be stacked temporarily at earmarked sites only and it should not be kept unutilizedfor a period more than three years. The top soil should be used for land reclilillation andplantation.

IV. The rroject proponent shall cilsure that no natural water course/Willer body shall be obstructeddue to any mining operations.

v. The PP shall not mine Asbestos in the lease area. Regular asbestos mon itoring shall be carriedout and results submitted with ambient monitoring results to RSPCB.

vi. The dumping site selected and proposed will be used for OB dump at the designated site as per'the approved mine plan. The PP shall remove all old overburden frolll charagah & agricultun.:land, ifany.

VII. The bench height and slope shall be maintained as per the DGMS approval.VIII. The over burden generated shall be stacked at earmarked dump site (s) only and it should not be

kept active for long period of time. The maximum height of the already existing \\<lste dumpsshall not exceed 5 meters ill single terraces.

ix. Waste dump will be terraced. The height of the dump and its slope will not exceed thansuggested/DGMS requirements. A retaining wall will be constructed at the toe of the dump.

x. Garland drains will be constructed to prevent the flow of the water in the dumps.xi. Check dams will be constructed in the seasonal rivulets to prevent the flow of fines to low lying

areas during rains.xii. De-silting of the check dams will be done regularly during rains.

XIII. The PP shall not obstruct the natural drains in the area.xiv. The total waste generated in the present plan period will be as envisaged, which will be

accommodated in old dump site in addition to the waste already clumped. xix. Dimension' of the retaining wall at the toe of dumps and OB benches within the mine to checkrun - off and. siltation shou Id be based on the rainfall data.

xx. Plantation shall be raised in an area of 33% area including green belt in the safely wne aroundthe mining lease by planting the native species around ML area, OB dumps, backfilled andreclaimed around water body, roads etc. in consultation \.\'ith the local I )FO/i\gricultureDepartment. The density of the trees should be 2000 plants per ha. with· ensured survival of1500 plants,11a.

\.XI. Regular water sprinkling should be carried out in critical areas prone to (lir po/ltllion and havinghigh levels of SPM and RflM such as haul road, loading alld unloading point and transferpoints. It should be,~nsured that the Ambient Air Quality Parameters con/orm to the normsprescribed by the Central Pollution Control Board in the regard.

frequency of monitoring should be decided in consultation with the Rajasthan Statepollution Control F30ard (RPCB). The data so collected should be regularly submitted tothe RPCB/CPCB including the Regional office of MoEF localed at Lucknow once in sixmonths.Measures sholiid be taken for control of noise levels below 85 dBA in the workenvironment. \Vorkers engaged in operations of HEMM etc. should be provided withearplugs/muffs.Industrial waste water (workshop and waste water from the mine) should be properlycollected & treated so as to conform to the standards prescribed under GSR 422 (E) dated19th May. 1993 and 31 st December I993(amended to date). Oil and grease trap should beinstalled before discharge.Personnel working in dusty areas should wear protective respiratory devices they shouldalso be provided Ilith adequate training and information on safety and health aspects.

The project authorities should infonn the RPCB and the Regional office of MoEr I<Katedat Lucknow regarding date of financial closures and final approval of the project by the

. concerned authorities and the date of start ofland development work.The funds eannarked for environmental protection measures shol,Jld be kept in separateaccount and should not be diverted for other purpose. Year wise expenditure should bereported to the RPCB and the Regional office of MoEF located at Lucknow.The RPCB and MoH, Regional Office, Lucknow shall monitor compliance of thestipulated conditions. The project authorities should provide a set of a filled in.questionnaire and EIAiEMP report to them and extend full cooperation to the aboveoflice(s) by fumishing the requisite data/information/monitoring reports.The project proponent shall submit six monthly reports on the status of theimplementation of the stipulated environmental safeguards to the RPCB, MoEF, Regional

. Office, Lucknow and CPCB.A copy of the clearance letter will be marked to the concerned panchayat/local NGO; ifany, from whom· suggestions/representations were received while processing theproposaL .The RPCB should display a copy of the clearance letter at the Regional Office, DistrictIndustry Center and Collector's Tehsildar's office for 30 days.The SEIAA or any other competent authority may alter/modify the above conditions orstipulate any fUl1her conditions in the interest of environment protection.Failure to comply with any of the conditions mentioned above may result in withdrawalof this clearance and attract action under the provisions of Environment (Protection) Act,1986.The above conditions will be enforced, inter alia, under the provisions of the Water(Prevention & Control of Pollution) Act, 1974 the Air (Prevention & Control ofPollution) Act 1981. the Environment (Protection) Act 1986 and the Public LiabilityInsurance Aq,)991(all amended till date) and rules made hereunder and also any otherorders passed by the f1on'ble Supreme Court of India/High Court of Rajasthan and anyotper Court of law relating to the Subject Matter.Any appeal against this Environmental Clearance shall lie with the NationalEnvironmental Appellate Authority, if preferred within a period of 30 days as prescribedunder Section I J of the National Environmental Appellate Act, 1997.

x~'ii) The Project authorities should advertise at least in two local newspapers widely circulatedaround the project, one of which shall be in the vernacular language of the localityconcerned within 7 days of the issue of the clearance letter informing that the project hasbeen accorded environmental clearance and a copy of the clearance letter is availablewith the State Pollution Control Board and it's web site, besides, a copy of the sameshould be forwarded to the Regional Office of MoEF located at Lucknow.
