Environmental accounting in South Africa PROFESSIONAL CAREER Beatus’s company profile is equivalent to the CV of Prof James Blignaut. Prof. James Blignaut is an ecological and environmental resource economist who started his career in 1991 at the South African Reserve Bank. In 1994 he joined a community-based NGO near Ulundi in KwaZulu-Natal, Zisize, as general manager. Zisize is a vocational training institution training physically disabled people welding, sowing, bricklaying, woodwork, and weaving. At any given point in time there were between 100 and 200 people on the premises of the NGO receiving training. After obtaining his doctoral degree in 1995 he joined the Department of Economics, University of Pretoria on 1 January 1996. In 1999 he became professor. He has published more than 90 papers in local and international accredited journals, authored or co-authored 28 chapters in books, and presented more than 100 papers at local and international conferences as well as seminars and invited lectures and completed more than 200 technical (funded) reports. Since 2005 he has been invited regularly to provide keynote addresses at both local and international conferences on the topics of food, water and energy security as well as the restoration of natural capital and economic development. James is the former editor-in-chief of the South African Journal of Economic and Management Sciences, a journal that received its Thompson ISI accreditation status under his editorship, and is either a currently or former associate editor of Energy Economics, Conservation letters, Water Resources Research and the South African Journal of Wildlife Research. He is the lead editor of a 2004-book, Sustainable Options: Development lessons from applied environmental economics in South Africa and co-editor of an Island Press book (2007) entitled Restoring Natural Capital: Science, Business and Practise. James participates in various research colloquiums, funded from both national and international sources, mainly focused towards environmental fiscal reform, natural resource accounting, payments for ecosystem goods and services, combating invasive alien plant species, restoring natural capital and local economic development. The latter is aimed at the development and the establishment of food, water and energy security as pillars to development. Since 2002 he has actively been promoting the development of these pillars in conjunction with the restoration of natural capital. He therefore also became one of three co-ordinators of a global initiative in this regard called the RNC Alliance (www.rncalliance.org). The RNC Alliance has successfully hosted an international workshop under James’ co-leadership in St. Louis, USA, funded by the USA’s National Science Foundation and the Winslow Foundation. As a consequence of this work James was invited to be the keynote speaker at the 5th bi-annual European Conference of the Society for Ecological Restoration International, in Greifswald, Germany, in August 2006. In 2007 he was keynote speaker at the Arid Zone Ecology Forum’s annual conference. In 2008 he chaired the session on Restoring Natural Capital at the

International Society for Ecological Economists conference and he was also keynote speaker at the Thicket Forum’s conference and the combined Fynbos and Arid Zone Ecology Forum’s annual conferences. In 2009 he was invited plenary speaker at the annual conference of the South African Association of Botanists. In 2011 he was invited keynote speaker at the international Ecosystem Partnerships conference in Wageningen. From 2008 to 2016 he was by invitation keynote speaker at various national and international conferences on 27 occasions. Since 2003 he has a standing research collaboration programme running with the Institute for Environmental Studies at the Free University of Amsterdam, The Netherlands, and, also, successfully supervised some of their students. Since 2005 he is in research association with the environmental systems group at the University of Wageningen, also in The Netherlands, and has supervised some of their students as well. Since 2004 he has a working relationship with the CNRS in Montpellier, France. In 2001 he won the University of Pretoria’s young researcher of excellence award. Since 2003 his biographical data are published in the Marquis Who’s Who in the World and since 2005 his biographical data are listed in the Cambridge International professional of the year database. In 2009 he was invited to act as one of the lead chapter authors of The Economics of Ecosystems and Biodiversity project (TEEB – www.teebweb.org). In 2013 he received the Water Research Commission’s prize for capacity building for a WRC/ASSET research project related to restoration and the economics thereof. James has served or currently serves as advisor and/or panel member to the Limpopo and KwaZulu-Natal governments, Statistics South Africa, the Department of Environmental Affairs, the Department of Water Affairs, the Department of Energy, the National Treasury, and the Working for Water and Global Invasive Species Programmes, to name a few. He is external examiner to a range of local tertiary and other research institutions such as the Council for Scientific Industrial Research, National Research Foundation, South Africa/Netherlands research partnership (SANPAD), Rhodes University, Tshwane University of Technology, University of KwaZulu-Natal, University of Limpopo, University of Stellenbosch, University of Cape Town, and the Water Research Commission.
