• Established under the J & K Municipal Corporation Act
2000.
• The city has been divided into 75 wards with an
approximately area of 240 sq. km.
• Since Independence the Elections of Jammu Municipal
Corporation have taken place five times only i.e., 1956,
1972, 1980 ,2005 and 2018.

Headed by Assistant Commissioner Revenue and assisted by Revenue Officers,

Functions and duties
• Implementation of advertisement policy.
•NOCs for all commercial Institutions like schools, clinics, ATMs etc.
•Trade Tax collection & License for raising telecommunication towers.
•Permission for events like exhibitions, mela’s, road shows etc.
•Management of all Assets of JMC and collection of rent.
•Management of community halls of JMC & Rotaries.
•Enforcement – Polythene, Hoardings, Rehri’s.
•Permission for crackers stalls.
•Outsourcing of Parking slots.

• Two flying squads have been constituted for removal of illegal/unauthorized rehries plying within JMC jurisdiction which are conducting drives regularly and large no. of rehries are being seized on daily basis.
• Regular anti–encroachment drives are being conducted.
• In order to rehabilitate the rehri walas/ street vendors in proper manner eight sites has been identified/ established for rehri zones.
More rehri zones are being established in collaboration with JDA.

Health & Sanitation
Functions and Duties :-
•Daily cleaning of streets/roads and removal of rubbish/filth etc.
•Placement of containers, dustbins, blue bins.
•Lifting of dead animals and their disposal.
•Night Scavenging.
•Providing information regarding outbreak of dangerous and epidemics
diseases
& disinfection of buildings.
•Collection of user charges on account of sanitation.
Door to Door : -
Presently door to door garbage collection is being done in 39 wards (32000 households).
•Door to Door is being done by JMC in 24 wards and by outsourcing agency in 15 wards.
•In addition door to door collection from 3000 shopkeepers is also being done by JMC.
Source Segregation: -
Source Segregation is proposed to be taken up on pilot basis at the first instance for 100%
coverage. The proposed wards are 13, 18, 20, 30, 50 & 54.
Collection of User Charges: -
Rs. 53.30 Lacs has been collected as user charge during current financial year (upto ending Nov.
2018).
Challans produced in Municipal Court:-
970 defaulters have been challaned under the provisions of Municipal Corp. Act 2000, for
violations under this Act w.e.f January 2018.
Fine imposed under Municipal Act.
An amount of Rs. 6.20 Lacs has been recovered as fine from these defaulters w.e.f January 2018.
Distribution of Dustbins to the Shopkeepers:-
Under Swachh Bharat Mission 3000 dustbins distributed in different markets within the limits of
JMC.
Distribution Dustbins to the Households:-
50,000 Dustbins in two colour’s i.e. Blue & Green procured and distributed as per guidelines of
Govt. of India under SBM to the households within the limits of Jammu Municipal Corporation
for segregation of garbage at source.

Vital Statistics (Birth and Death) Section: -
This section is headed by Registrar, Vital Statistics (Health Officer) and is assisted by Sub
Registrar besides other staff. From the year 1989 onwards all the birth record stands
computerized. Rs. 7.30 Lacs as fee for issuing Birth & Death Certificates has been collected
during the financial year 2018-19 (upto ending Nov. 2018).
Secretary Section
Achievements of Secretary Section for the Year 2018-19
•Special squads have been constituted for removal of illegal/unauthorized advertisement within JMC
jurisdiction which are conducting drives regularly and large no. of hoardings has been removed.
• During the year 2018-19, 49 no. of illegal towers installed in residential area has been sealed by JMC.
•Regular anti–encroachment drives are being conducted. Notices are being served to shopkeepers for removing the encroachment.
• Yellow lines have been marked in front of shops so that the shopkeepers does not encroach the road/footpath.
• The following work has been done for beautification of Jammu city.
• Wall Painting at Brg. Rajinder Singh Chowk in collaboration with J&K Bank. • • Wall painting work is going on at Secretariat wall in collaboration with JDA.
• Wall painting work is going on at University wall in collaboration with IOC.
• Plantation at Vikram Chowk in collaboration with Floriculture Department.
• Organized wall painting competition in association with schools.

Enforcement Wing
Introduction
The Enforcement Wing of JMC is headed by Chief Enforcement Officer
& Enforcement Officer. They are assisted by 04 Assistant Enforcement
Officers and Enforcement Inspectors.
Functions and Duties
The Enforcement Wing checks violations under the provisions of J&K
Control of Building Operation Act, 1988.

Establishment Wing
Introduction
The Establishment section works under the control of Joint Commissioner (Adm) and
secretary.
Functions and Duties
The Establishment section deals with service matters of employees of the corporation.
Achievements
• DPC conducted 47 cases cleared and orders issued.
• Updated Recruitment rules of JMC framed and submitted to the Administrative Deptt. f or
accord of approval with re-organisation proposal.
• SRO-43 cases cleared and orders issued.
Works Section
Introduction
The works section of JMC is headed by Joint Commissioner (Works) assisted by 03 Executive Engineers. There are
three divisions namely two civil divisions & one electric division besides the office of the A.E.E (Mechanical).
Functions and Duties
The main function of the works section is to look after all the works undertaken by JMC.
Civil Division The Civil Engineering wing of JMC is divided into 02 divisions viz. Central Division & Trikuta Division.
Electric Division
The major works of Electric Wing of JMC :-
i) Maintenance of Street Lights.
ii) Maintenance of Water Coolers.
iii) Maintenance of MH & Mini/High Mast Luminaries.
iv) Electrical related work of JMC Buildings & rotaries, community hall etc.
Mechanical Division
The Mechanical Wing of JMC is entrusted with the maintenance & repairs of machinery & fleet of vehicles of the organization.

Legal Section
Introduction
The Legal section of JMC assists & renders advice in all Legal matters.
Achievements
Stay vacated in Civil Suit titled Ramesh Chander Bali Vs JMC pertaining to Janipur Rehri Zone. Case
disposed of and Rehri Zone established in Janipur.
Case filed by Super Publicity disposed of in favour of JMC and an amount Rupees One Crore One Lac
One Thousand Seven Hundred Forty Seven was released to Municipal chest.
Stay vacated in tenders floated for LED Bulbs by JMC. 3 number of case filed against JMC were
dismissed and no relief was granted to opposite party who intends to stall the process of tendering
initiated by JMC.
PIL titled Rajinder Vs JMC contested vigorously and land fill site at Kot Bhalwal was made functional.
The land transferred in the year 1999 was taken over the possession by JMC.
65number of cases disposed of during 6 months.
Transport Section
Introduction
The Transport Section of JMC is headed by Chief Transport
Officer assisted by 03 Transport Officers. Major functions of the
section undertakes collection, transportation and safe disposal of
garbage / refuse into landfall sites at Bhagwati nagar, Jammu.
They also undertakes de-silting of nallahs. Management of fleet of
vehicles of JMC.
•Regular Desilting of Nallahs & Deep Drains falling within the limits of Jammu Municipal Corporation by way of deploying both men & machinery. •Lifting of unclaimed mulba, C&D waste muck, etc. by deploying Nallah Gang Labour. •Providing men & machinery in Anti encroachment drive conducted by Enforcement wing of Jammu Municipal Corporation. Providing Transportation for removal of Hoarding, Kiosks, street vendors by Revenue Section of Jammu Municipal Corporation. •Daily garbage collection up to 350 MT (Approx.) from different areas within the limits of Jammu Municipal Corporation and then disposal to the dumping ground at Kot-Bhalwal. •Thermal fogging carried out within the limits of Jammu Municipal Corporation regularly as per the Roaster. •50 No. Tippers of waste & C&D waste cleared from Estate colonies on the occasion of Annual Darbar Move. •Mobile Toilet facility & Drinking water facility were provided during Municipal & Panchayat Election. •Drinking Water facility & Mobile Toilet facility de-watering pumps etc were provided on Independence Day & Republic Day.

Introduction
The Central Accounts Section is headed by Chief Accounts
Officer and assisted by Assistant Accounts Officers,
Accountant and other Accounts Personal which are on
deputation from the J&K Finance Deptt. Besides the drawing
and disbursing powers is vested with the Chief Accounts
Officer.
