• Rental Partnership Program – On-going:

– No Credit Check, No income requirement, No application fee, No security deposit, a 5% discount off of the market rental rate, and all participating management companies accept the military clause.

– Service members need a letter of eligibility that is obtained from the housing office.

– Payment through an allotment is required.

Fleet & Family Support CenterFleet & Family Support Center

• FFSC BROWN BAG LUNCH SEMINARS AT THE WNY- You asked for it! You got it! Financial planning and other FFSC Life Skill classes now offered weekly at the Washington Navy Yard from 1200-1300!

• In February look for “Military Saves” events that will be held throughout the area. Contact the FFSC for more information.

• FFSC 5th Annual Staff Chili Cook-Off- Will be held on 21 January from 1100 -1300, come have some chili while learning fun facts about the FFSC

• In March, “PCS Moving Month” Classes to help one prepare will be offered.

• In April, events will be held for the following “Month of the Military Child” “Child Abuse Prevention” “Sexual Assault Victim Intervention Month”

• IA Indoctrination Brief- For Service members and their families who are or will be selected as an IA in the next year. 8-10 February, 0800-1600 FFSC

• New Spouse Orientation- Provides new Navy spouses information on the benefits, privileges, and entitlements available in the military Community.

• OMBUDSMAN Basic Training, Advanced Training and Assembly Meetings are held at the FFSC.

• Life Skills- “Clean Up the Clutter” 23 January Bellevue Housing Center 0900 – 1000. For all FFSC classes--schedules located in the back of the room.

• Joint Service Hearts Apart Support Group 2nd Tuesday of every month Bellevue Housing Center.

• Saturday classes offered for “Federal Resume Writing”

• Command Rep Program: To find out who your command Rep is or if you would like to be a Command Rep contact the FFSC.

• All trainings/workshops can be held at your Command. To find out how, contact the Work and Family Life Supervisor.

– New Hours of Operation are 0600-1800 Mon-Fri

– Utilization sheets located by entrance. This data assists with evaluation of the program .

– Heat thermostats being preset to 55 degrees

– Fitness Center staff located in Building W-22 is your Service Provider

Parking

• Parking continues to be one the largest QOL issue at the WNY but we are just out of land.

–WNYD currently loaded at 16,500 employees and growing

–Total Parking Spaces: 4911 (approx. 30 encumbered for lay down areas on a daily basis)

–NCPC will not allow further spaces until we surpass 5 employees per single parking space (presently at 3.36 to 1)

• HOST COMMAND MUST SPECIFICALLY REQUEST ONBOARD PARKING FOR THEIR CONTRACTORS

– Some commands all ready do this.

• Configuration of visitor’s parking lot at building 166 to only allow access to lot via 11th St gate behind building 166

– To prevent tenants from using the lot, when the lot is full, visitors will be denied access.

• Require Parking passes to enter the base.

– Do not park illegally it is not worth it, we ARE taking action! For $10 you can park directly across from the 6th Street gate If you want to walk a couple blocks $6.

•Vehicles ticketed 2009: 6558

•Vehicles towed 2009: 81 (Avg $150-200 plus inconvenience)

•Drivers Suspended 2009: 13

•Total Court Cases 2009: 307 (Avg time in court of 1-2 hours)

•Lower level of 405 garage will be utilized for requested visitor parking, unless otherwise approved by CO/XO NSAW.

•Must be monitored from 0530 through start of event. At 0600 all signs will be reverted or cones removed to open parking

Joint Base Anacostia Bolling UpdateJoint Base Anacostia Bolling Update• NSF Anacostia and Bolling AFB to combine to form

JOINT BASE ANACOSTIA BOLLING (JBAB)

– Process has been on going since 2006

– Last of 12 Joint Bases from BRAC 2005 Law

– IOC is 31 JAN 2010 - 11 Days

– FOC is 1 OCT 2010 - 254 days (8 months / 6100 hours)

• 2007 – 2009 developed a MOA for JBAB

– MOA called for JBAB to be part of NSAW (one of NSAW Fence lines)

– Prior to signature Higher HQ revised the plan and called for JBAB to be a stand alone base reporting directly to NDW.

– Navy O-6 as CO / DJBC an Air Force O-6 (HQ will be on JBAB)

– Joint COLs for the Joint Base. (OSD Defined).

– JBAB MOA – OSD Workshop – 7-10 July 2009

– JBAB MOA Signed – 21 December 2009 (VCNO and DCOS USAF)

Joint Base Anacostia Bolling UpdateJoint Base Anacostia Bolling Update• Functional Working Groups (FWG)

– Have done most of the work to date, made up of reps from both Air Force and Navy.

– 42 total – and their inputs made up the Annexes of the MOA.• Joint Base will have 9 J-codes vice N-codes (same functions as it is a Navy Lead).

– MOA also contained a PB-14 (Budget input for FY-14), Manpower Document and an implementation plan.

What Does This Mean To You The Tenant?

ANA – Should be “as is where is”. May see Air Force folks responding to your requests.

WNY – New Faces – NSAW has identified 26 positions that need to migrate to the Joint Base. This will require NSAW to replace some or all of them.

Manpower -

Navy – 444 (422 Civilian / 22 Military)

Air Force – 959 (671 Civilian / 288 Military)

Not all these positions are filled, lots of vacancies.

• As mentioned almost 1000 AF positions converting–“Big Elephant – One bite at a time”

– Cross functional functions – IT / HR

– All ready captured the low hanging fruit• Fire / MWR Outdoor Rec.

– Phased approach from IOC to FOC

– Many functions are tied to property which means they can not transfer until property transfers as FOC.

– JBPC has met and will continue to meet to ensure each function is ready for transfer.
