    Sandwich looksat new LibraryBy Tim Sury

    Sandwich Library Board membersunveiled plans to build a new li-brary, to replace the current librarythat is outdated and badly in needo repairs.

    The current library was built in1941. The current building is not ac-cessible with respect the AmericanDisability Act and does not meetcurrent structural city standards, asevidenced by its leaking roo, deec-tive sewer and plumbing, sagging

    bookshelves, minimal parking, andunsecured areas to house librarymaterial.

    Library Board members have deter-mined a new building is in order. In2009, library ocials considered va-cant buildings in the Sandwich area;none was ound to meet current Il-linois Library standards as requiredby law, such as strength o ounda-tion (weight o the book shelves), in-adequate wiring and plumbing, andcommunity space.

    The estimated cost o the new li-brary is $5 million. Library ocialsare applying or a "Public LibraryConstruction Program" grant tohelp with the cost o construction. Iaccepted, the grant may und 35%or as much as $1.75 million towardthe project. Application or this grantis due on April 16, 2012.

    The proposed Library site is 921 S.Main, south o the VFW and YMCA,in the eld beyond an existing houseand barn. The proposed propertyalso needs city board approval, aspart o the proposed site does not lie

    Library ocials will know some-

    time this August i they have beenawarded the grant and the amounto the grant. I successul, voterswithin the Sandwich Library Dis-trict must approve a reerendum tosecure the grant. The reerendummay be on the ballot as early as No-vember or no later than the Marchprimary in 2013. The cost estimateper household will be between $65-100 per year. Additionally, the newlibrary will create additional operat-ing costs. Initially these costs will beunded with current reserves in thelibrary und.

    The new proposed library is de-signed to meet the needs o the 21stcentury--ample parking, 24/7 bookdrop and pickup, a larger selectiono books and audio-visual materi-als, quiet reading areas, communityrooms, rereshment areas, additionalyouth programs, comortable seat-ing areas, and WIFI and ber opticstechnology.

    The next public meeting will be inFebruary.

    At a meeting o the city councillast week, Yorkville resident Robert

    Claussen asked the City Council togrant him a permit to turn his single-amily residence into a duplex, citingother properties along his block onWalter Street as having mostly du-plexes along this block.

    Under current zoning, the property,which is located at 312 Walter, islisted as single amily. The councilvoted 7-0 against approving the zon-ing change, citing not enough roomon property to handle a multipledwelling.

    on behal o its constituents to getbetter pricing, terms and servicesthan would be available to an indi-vidual. Similar to garbage collectioncontracts, the municipality will havethe authority to negotiate on behalo its entire community.

    Why is this possible?

    The State o Illinois amended thederegulation legislation allowingmunicipalities to aggregate theirresidential and small business.Through deregulation, munici-palities can seek competitive bidsor the energy and move to othersuppliers i their pricing is moreattractive. ComEd is no longer theonly company that supplies electric-ity, but everyone continues to useComEd to deliver the power, even iit is purchased by other suppliers.

    How does it work?In order or the Village to create a

    municipal aggregation program, areerendum must be approved bya majority o voters. The VillageBoard approved a resolution provid-ing or the reerendum question toappear on the next ballot on March20, 2012. The reerendum asks:

    "Shall the Village have the authorityto arrange or the supply o electric-ity or its residential and small com-mercial retail customers who havenot opted out o such program?"

    I the reerendum is approved, theVillage may create a Plan o Opera-

    tion and Governance, and hold atleast two public hearings to discussthis plan. Once the plan is in place,the Village can solicit proposals andbids rom suppliers who are licensedas alternative electric suppliers inthe state o Illinois. Bids are re-viewed, and the Village determinesi and who it will enter into anagreement with or energy supply. Iavorable pricing does not exist, theVillage will not enter into an agree-ment, and remain with ComEd.

    Based on the timing o the aboveprocess, a Village aggregation pro-gram would not become eectiveuntil late summer or all o 2012 atthe earliest.

    How will this aect ComEd?ComEd will continue to bill you.ComEd will continue to respond topower outages.

    How Do I Enroll?You do not have to do anything toenroll. All eligible residents andsmall businesses will be automati-cally included in the program unlessthey choose to "opt-out." A letter

    will be sent with details o the price

    and terms prior to any enrollment.I you do not respond to the lettersent to you, Commonwealth Edisonwill complete the enrollment pro-cess. However, i you do not wantto enroll in the program, you haveuntil a specic date, to opt-out.

    How will this aect me?

    I an aggregation program is creat-ed, all residents and small business-es will be automatically enrolled inthe program unless they "opt-out."Beore the aggregation programbegins, all residents would receivenotice to opt out o the program.Regardless o whichever option resi-dents and businesses chose, ComEdremains the utility provider deliver-ing electricity to homes and busi-nesses. Residents would continueto receive a ComEd bill and wouldcontinue to call ComEd in case oan outage or service need. The onlydierence would be a change in the

    supply rate o the electricity bill.

    History19 Illinois municipalities passedreerenda on the April 2011 ballotto begin the aggregation process(see attached list o communities).Estimates o 100+ other communi-ties, drawn by lower supplier pric-ing, are considering putting reer-enda on the March 2012 ballot tocontinue in the process o establish-ing a municipal aggregate programwith the hope o providing savingsor residential and small businessconsumers.

    -Will I get two bills?No, you will continue to get onebill rom ComEd. You will continueto send your monthly payment toComEd.

    -Will the aggregation program aectthe reliability o ComEd service?No. The aggregation program willhave no impact upon the reliabilityo service you receive rom ComEd.

    -Will I still be a ComEd customer?Yes. ComEd still provides the dis-tribution o electricity and will st ill

    be responsible or delivery services:reading meters, maintaining equip-ment, responding to outages, etc.

    -What i I have already selectedanother electric supplier?I you have already signed up oranother power supplier on yourown, you will not be included inthe aggregation program. You may,however, opt-out o your currentprogram and then join the Villagesprogram. You should rst deter-mine i your current supplier wouldcharge an early termination ee tomove.

    -I I heat my home with electricity,will I be included in the aggregationprogram?No. ComEd provides a subsidizedrate or homes and businesses withelectric heat.     -What constitutes a small commer-cial business?Currently, small commercial is

    dened as an account having a peakdemand o 100kW. A typical Mc-Donalds is about 50kW. But thisdenition is being challenged at theICC currently and may be re-de-ned by the ICC at a much smallerlevel.

    -Are there any downsides to munici-pal aggregation?A municipality is not obligated toaccept unavorable bids, and anyindividual account holder could optout o the program. I bids do notrealize savings, they could be reject-ed and the residents would remainunchanged at ComEd. There is no

    obligation or the municipality toaccept any bid.

    Being an incredibly visual person, Ihave always noticed things that mostpeople dont seem to.or at leastnot consciously!

    Our environment has so much todo with how we think and eel, butmost o us are not really aware othe degree to which this is true. Eve-rything around us has an impacton the way we go about our lives.

    Some people have a passion or art,others .. not so much. Art can en-compass many mediums. Its not justan oil painting, a lithograph, a printor a watercolor. Art can be a rughung on the wall or a vase, sculpture,shell or even rocks on a table. Some-times, its really dicult to know just

    how to best display these items. Per-haps you dont have a lot o artwork.

    Last month, at the end o the yearwhen I looked back at the calendarI was ready to toss out, I was struckwith how exquisitely beautiul it wasand that it would be ashame to throwit away. It was a large calendar withpictures o birds.really gorgeouspictures o birds. It had me think-ing about cutting o each sheet andbuying some ready-made ramesat Michaels (the ones with mat-ting already in them) and ramingthem. My only problem? I alreadyhave more than enough art. Still, Icouldnt throw them awayso Illthink o something to do with themlater on.

    Were all aected by our environ-ments, so why not take some time toreally think about whats surround-ing you on a daily basis? Ive beenin hundreds o homes and the onething Im always intrigued with is thewide variety o art and accessoriesthat people have. Over the years, Ivecome up with some categories thatpeople seem to generally t in.

    Category One: The I cant getenough really small pictures sprin-kled throughout my home peo-ple. Theyve got a home clutteredwith relatively small pictures andwall dcor in every room. Oten-times its in rather old-ashionedcolors and usually includes coun-try, cottage, and nature scenes. The

    pieces were bought long ago andtheyve become comortable withthe multitude o these little gems.Usually, along with this phenom-enon, the pieces are hung too high,making them look even smaller.

    Category Two: I I could get piecesany larger and hang em any higher, Iwould. Need I say more? Scale is eve-rything, but many dont understandits signicance. They buy extremelylarge pieces that, when juxtaposedagainst their soa, in the dining roomor bedroom, overwhelm the space.(Believe it or not, I once bought a

    signicant piece o art that was quitelarge, thinking Id nd a place orit! It never really ound the home itdeserved and I eventually returnedit to the gallery!) So, as you cansee, anyone can make this mistake.Large art deserves the right spaceor it in order to ully appreciate it.

    Category Three: Everything is artand it doesnt matter how I hang it,tape it, or pin it up, it looks good.Ive been utterly amazed at thosewho would actually tape somethingto the wall because they liked it.Theyve taken no time to think abouthow to create a truly attractive envi-ronment. Believe me, there are ways,even on a limited budget.

    And lastly, Category Four: I dontneed anything on my walls becauseart is not important. I had a ormer

    relative who reused to put anything

    on her walls. I mean that literally!She didnt want to put any holes inthe walls! So, the pictures and mem-orabilia they had sat on the foor bythe baseboard. This is a true story,and I know a lot o people who ormyriad reasons dont want to putholes in the walls. They think, 'whati I hang it in the wrong place and

    then have to move the nail? What iits too high, too low, too much tothe let or right? And, what do I sayto that?' So what! Move the doggonething! Unless youre using a giganticnail, its no big deal.

    First, or those o you who haveuseable art, heres where you canbegin. Look at each piece o art o

    determine whether its somethingyou really want to keep and use.Does it speak to you? Does it illicitsome sort o emotion such as hap-piness or calm? Does it make youthink about a memory or spur yourdesire to travel or dream? Then itsworth keeping. I youre only keep-ing it because its the right color, youmight want to rethink keeping it.

    Ater youve decided which piecesyoull keep, then think about whichroom they will work best in. Some-times a piece can look new againwhen moved to a dierent location.Ready to hang them? Start with thelargest piece rst. Finding a homeor it is crucial. My rule o thumb orextremely large pieces, unless theyreon a wall by themselves with no urni-ture beneath them, is they shouldntbe more than one hal the width o

    the urniture theyre hanging above.

    I you have a 36 wide painting, itcan be comortably hung above a72 wide soa. Ater being centered,this allows 18 on each side.

    Great Trick: Get some brown kratpaper and set your pieces o art ontop. Trace around the piece. Removethe pieces o art, and then cut out

    the shapes youve traced. Mark oneach piece o traced paper whichpicture it represents. Now you cansimply tape these to the wall to seehow they look! Its an easy, ail-prooway o trying out various locals.

    Grouping pieces is an important skillthat you should learn. Things canbe grouped according to color, sub-ject, rame color or style, etc. Takea bunch o pictures and sort them.Place them on the foor in groupsto see how much more impact theyhave. Like things complement oneanother. They make each piece more

    signicant. Move them around invarious patterns. Heres the keythough. Pretend theres a magic boxaround the perimeter o all o thepictures, and work the pieces insidethat perimeter. This creates a cohe-sive look with an unseen line thatbinds them all together.

    Use a rug as art. Do you have a largewall that really needs something, butyou dont have a piece o art to llit? Have you considered a nice arearug? We had a client who had a verylarge wall, two stories high, in her en-tryway. We purchased a very nice, yet

    relatively inexpensive 4x6 area rugand hung it in the oyer. It was dra-matic and acted as the inspirationpiece or our color scheme, plus itgave lots o other accent color op-tions. (TIP: Hang a rug on the wallby using carpet tack strips nailed, orscrewed, to the wall. Then just pushthe rug onto the carpet tacks.)

    Florals are not quite as popular asthey once were, but they are stillused. Just make sure theyre reerom dust and cobwebs. Florals andgreens add a lot because o their tex-tural components. Be sure the scaleis appropriate or the size o the roomand be sure to keep them really cleanor theyll detract rom your spaces.

    Much o my art has been purchasedwhile traveling, and over the courseo several decades Ive gathered anumber o very nice pieces whichIve had proessionally ramed. Someo the nicest ones are specialty cardsor souvenir-type cards that Ive hadramed. They are quite special andalways a conversation piece. Whentraveling in Mexico, I never boughtart that was ramed because o the

    to the old tried-and-true way o al-ways doing things. Stretch yourselto become more aware o what yourenvironment does to you, and or you.Look at magazines or interiors thatyou like, and then mimic those ideas,tailoring them to your specic home.

    At noon on October 4, 1989, theworld o sports lost one o its great-est heroes and one o its nest war-riors. His name was Secretariat, andhis athletic exploits were legendary.

    Secretariat was born on March 30,1970. His mother was Somethin-groyal, while his ather was the leg-endary Bold Ruler, one o the great-est thoroughbred racehorses andstallions who ever lived. Secretariatwas so incredibly striking and gor-geous, it was almost unbelievable.He was a bright chestnut color withthree white stockings, one on eacho his back legs, and another one lo-cated on his right ront leg. This awe-struck beauty was then enhanced by

    a star with a narrow blaze running allthe way down his orehead.

    This incredible equine superstar wasowned by a wonderul young ladynamed Penny Tweedy Chenery. Shehad a controlling interest in the a-mous Meadow Stable o Virginia.

    When Secretariat turned two yearsold, he commenced his training un-der the expert tutelage o Mr. LucienLaurin. He was a Canadian-borngentleman who spoke both Englishand French fuently; and was alreadyan absolute legend in the business.He had been around thoroughbredsall his lie. As a result, Laurin wasconvinced he had seen just abouteverything. He was wrong. He hadnever seen anything like Secretariat.He was absolutely stunned at thesheer size and stature o this amaz-ing, soon to be, Super Horse. Sec-retariat stood 16.2 hands tall, and

    weighed nearly 1170 pounds. Thosewould be considerable stats or athree or our-year-old thoroughbred,let alone one that was only two. Al-most immediately, Laurin began toreer to Secretariat as, Big Red.

    Secretariat trained very well or Lau-rin, and would enter his Maiden onJuly 4, 1972 at the amous AqueductRacetrack in New York State. Thebig horse ran well, but was impededrom the start, unable to unleash histremendous power like he was cer-tainly capable o doing. As a result,he nished ourth, just 1 1/4 lengths

    back.

    Big Red would rebound quicklythough. He strung together vestraight wins beore being disquali-ed and placed second in the Cham-pagne Stakes at Belmont Park. And,once again, he would rebound romthis disappointment to easily winhis next two races to conclude histwo-year-old campaign with an im-pressive 7 and 2 mark. This wouldearn Secretariat the highly covetedEclipse Award or Horse o the Year1972. Remarkably, it was the rstand only time that Horse o the Yearhonors would ever go to a two yearold thoroughbred.

    The year 1973 would be one othe greatest times in the history osports. And, Secretariat was respon-sible or nearly all o it. He won theelusive Triple Crown in the grand-est o ashion. This was such a bigdeal or two main reasons. First, ithad been a quarter century since thesport o thoroughbred horse racinghad witnessed a Triple Crown win-ner. Secondly, Secretariat set re-cords in both the Kentucky Derby

For on that glorious day, June9, 1973, Secretariat utterly demol-ished the rest o the eld by a stag-gering 31 1/2 lengths in the mind-numbing time o 2:24 fat or twelveurlongs. It was the single greatestdisplay o athletic talent in the his-

    tory o the world--no question.The scene at Belmont Park immedi-ately ollowing the race was so emo-tional that spectators actually weptand cheered simultaneously. Thou-sands more reused to cash in theirwinning tickets, and kept them asmementos instead.

    Immediately therater, the late, greatSecretariat became one o the great-est and most beloved American he-roes o all time. He concluded hisamazing career with our more dy-namic victories in six starts; eventu-ally nishing with 16 wins, againstonly ve deeats, and earnings omore than 1.3 million in 1973 dol-lars.     Considering how tight the West isthis year, two losses to any Western

    Conerence opponent can bite themcome playo time. The break shouldhelp the Hawks though with all theinjuries, Sharp, Towes, and Carcillo,(out or the season) and the team.Not at the top o their game rightnow, the kids have cooled o, andthe goal tending rom Craword has,at times, been suspect, so the restshould help.

    Kane and Hossa will represent theteam in Ottawa Sunday and thecaptain, Towes, will not play due toa upper body injury, but will back inthe line up when the Hawks take totake to the ice Tuesday in Vancouverto start what will be the teams long-est road trip in 18 years, a marathono 9 straight road games. The returno Patrick Sharp within the nextcouple o weeks will also help theHawks, who have missed his goalscoring touch.

    I the Hawks want to have home iceadvantage in the playos, they willhave to come out o this trip with atleast 13-14 points out o a possible18.

    The return o Sharp and Towesshould give the Hawks a lit, in thiscrucial road trip, so keep an eyeon them as the trade deadline ap-proaches. Stan Bowman may addsome more deensive help or look toget another veteran center.
