A very Prosperous New Year to our

readers and welcome to this, the first

2011 edition of Machinery Update.

We ended 2010 on a strong note

of optimism and having spoken with

a number of UK manufacturers over

the past week or two, the excesses

of the Christmas break have done

nothing to mute this, even though

there will no doubt be a slowing of

consumer spending even amongst

non-public sector employees. As we

all know, such reduced spending

soon finds its way back up the supply

chain and cannot be considered to be

anything other than bad for UK manufacturing and suppliers.

However, my sympathies for the public sector were sorely tested

when I read of the recent fiasco surrounding the apparent under-

spend at UK Trade and Investment (UKTI), the government body

responsible for promoting British businesses abroad. It was a familiar

scenario. The department, having found that it had not spent its entire

budget for the financial year, risked losing the said funds when the

budgets were reallocated for the coming financial year post April

2011. So why am I so upset? Because far from suggesting that the

money should be spent doing what UKTI was established to deliver,

that is; support to UK businesses wanting to trade overseas, the only

options considered were purely internal and self-interested. A UKTI

leadership conference; funds for all UKTI staff to go out and visit

companies and organise promotional events in the week leading up

to the conference; a possible £50K to be given to overseas UKTI staff

to use for their own local promotional purposes and no doubt other

un-publicised jollies for the staff! Not once did anyone suggest that

the money could be allocated to the UK Trade Access Programme

designed to provide financial help to UK SME’s trying to undertake

business abroad. On the contrary, this year we were all told that

there would be minimal funding for such activities and many UK

companies have since declined to take advantage of trade

opportunities because the funding was either too small or withdrawn

completely. Would £1 million have been enough? Absolutely it would

as a few thousand pounds can determine the success or failure of

many overseas initiatives involving SME’s. Trade Associations

hosting and managing these activities count the tens and hundreds of

pounds let alone the thousands or, ‘glory-be’, the millions.

I wonder if the day will ever come when the civil service recognises

the function implied in their name? They are paid for by the public

and are there to deliver a service to the public and the industries in

which they work.

The first study of automation

within UK SME manufacturers

has gained funding from the

Government to help prepare

companies wanting to introduce

automation into their

businesses. The study identified

the main barriers to take-up by

SMEs as their lack of

knowledge and skills as well as

their attitude to risk.

This four-country

benchmarking study was

commissioned by members of

the Engineering and Machinery

Alliance (EAMA), with support

from the Department for

Business, Innovation and Skills

(BIS) and British Automation

and Robot Association (BARA)

members. It shows that UK

manufacturers have invested

significantly less in modern

manufacturing technologies

than their counterparts in

mainland Europe.

As a result, many UK

manufacturers aren’t as

competitive as they could be.

According to the report

(Application of Automation in

UK Manufacturing 27th

September 2010), UK

manufacturing has fallen a long

way behind our European

competitors. Taking robot use

as an example, Germany has

an installed base of 144,800

industrial robots and Spain

28,600, whereas the UK

records just 15,100.

“By comparing UK companies

with similar businesses in

Germany, Spain and Sweden

this study highlights our

weakness in automation,” says

chairman of EAMA Martin

Walder. “If UK manufacturing is

to remain competitive we have

to act now.”

And this study has prompted

the Coalition Government to

stump up some cash to help

address the barriers that UK

manufacturers face. In

December, Business Minister

Mark Prisk said: “I am delighted

to announce today that we will

be contributing £600,000 for a

two year automation and

robotics programme to be

developed and run by EAMA

and BARA.

“This programme will better

“Although the UK is a long

way behind in the use of

automation when compared to

some other countries,

manufacturing in the UK has

many strengths including

says Wilson. “If the use of

automation can be increased,

UK manufacturing has the

potential to be a significant

force in global markets –

however, there is a definite

need for an overall strategy to

be co-ordinated and driven at a

national level, and BARA

intends to take the lead on such

an initiative,” he says.

In addition to supporting the

BIS programme, BARA will

organise a series of regional

events in early 2011 which will

help SMEs understand the

benefits of automation and

provide advice on how to take

the first steps in their adoption

of automation.

“The regional events will

provide manufacturers with an

excellent source of information

and know-how so that they can

overcome the obstacles

suppressing their uptake of

automation and consequently

increase their competitive

edge,” he says.

Wilson believes that in a

relatively high cost economy

such as the UK, the

application of automation

is an essential ingredient

in the sustainability of

manufacturing businesses,

enabling them to compete more

successfully in the global

market. “Automation not only

drives costs down, it improves

quality, reduces waste and also

optimises energy use,” he says.

waste and optimise energy used.

communications Julian Hunt

said: “We applaud the fact that

the Government is funding this

programme in collaboration

with industry as part of its

strategy to encourage growth in

UK manufacturing.

“UK food and drink

manufacturers are already

major users of robot

applications – and the uptake of

such technologies has been

growing rapidly since 2006. But,

like other sectors, we still need

to close the gap with our rivals

in the rest of Europe,” he said.

Food and drink manufacturers

remain confident that they will

maintain their investment in new

plant and machinery, despite the

economic uncertainties,

according to a new survey

carried out by the Food and

Drink Federation (FDF).

Very few companies quizzed

by FDF were optimistic about

the general business

environment, but the survey

found that most respondents are

either maintaining or increasing

their investment in equipment

and research. In fact, a sizeable

minority – 38% – said they were

actually planning to increase

their capital expenditure.

And almost half of the FDF

members who responded to the

survey said they were also

planning to launch new products.

The survey results – which

will be good news for machinery

suppliers to the sector – confirms

Government data showing that

business investment by food

and drink manufacturers grew

by 10% at the end of 2010

compared with 2009. Such

confidence comes on the back

of a strong performance by the

UK’s biggest manufacturing

sector, with 60% of respondents

reporting increased sales in the

third quarter of 2010 and more

than half predicting that sales

would keep growing into 2011.

“Continued uncertainty over

the performance of the UK

economy means that members

remain cautious, but they have

not cut their investment in

physical and human resources

or delayed taking products to

market,” says FDF director of

competitiveness Angela

Coleshill. “Overall, it’s an

encouraging outlook for the UK’s

largest manufacturing sector.”

Shrink film offers economiesSealed Air has unveiled a new

range of shrink films including the

CT-301 film claimed to be the only

seven micron film on the market

and, despite it being half the

thickness of other films, is said to

retain the strength, tear and burn

resistance of heavier gauge films

as well as offering enhanced seal

strength and durability.

“We anticipated competing

effectively against 11 and 13

micron films but CT-301

exceeded our expectations as we

began to take it to market,” says

Hélios Ruiz, marketing director

for Shrink Packaging Europe.

“We were able to drop in 7 micron

film behind competitive 15 micron

films running at high speeds and

not even miss a beat.”

The Cryovac CT family of ultra

products at the K-2010 in

Germany last November, the

show proved to be “the ideal

platform for this industry to

feature its tangible benefits of

innovation and sustainability in

this rapidly emerging branch of

the plastics industry,” says

Hasso von Pogrell, managing

director of trade association

European Bioplastics.

Sustainability was one of the

key topics discussed at the

show and the decades of

research into finding

alternatives to petrochemical-

based plastics seems to be

paying off. “One sees this with

machine builders, converters,

brand owners, retailers and

converters,” says Pogrell.

According to Pogrell,

European Bioplastics is

actively working with

stakeholders at EU level to

jointly develop appropriate

criteria and standards for

measuring sustainability

regarding bioplastics. “As

knowledge partner throughout

the whole value chain, we seek

to provide fact based and

reliable information about the

bioplastics industry to all

interested parties,” he says.

With 1,295 exhibitors and an

attendance of over 85,000

visitors over the four days, the

international packaging

exhibition Emballage held in

Paris last November was said

to “reflect the restored

dynamism for the packaging-

related industries”.

Show organisers say that the

predicted growth and business

confidence were back at the

show and that 70% of visitors

were decision makers who

were often already involved in

concrete investment projects.

consolidate their position on UK

and export business according

to the Engineering and

Machinery Alliance (EAMA)

Business Monitor.

The more robust numbers

witnessed since the summer

increased again in November with

positive balances of over a third on

inquiries for UK and export

business. Overall, order levels

were also up with healthy

balances of plus 17% on UK and

plus 14% on export activity.

The view on employment is also

fairly bullish with a balance of plus

11% saying job numbers were up.

Although there is no clear-cut

gain in investment activity, the

stand out number this month is the

increase in the number of firms

reporting investment in all areas of

the business.

“Although the basic 50:50 split

between firms investing in some

form of activity and those thinking

about it but currently holding back

is still a worry, we now have a

third of firms reporting investment

in all areas,” explains EAMA

chairman Martin Walder. “Over

the last four or five months,

investment activity has been

more consistent reflecting some

confidence in the future.

“And although just over a fifth

of firms say that month on month

orders have declined,

companies remain cautiously

optimistic,” he concludes.

With just under a year to go

until EN 954-1 is completely

replaced by EN 13849-1 Paul

Laidler of machinery safety and

compliant consultants Laidler

Associates believes there is

much more work to be done

before machinery builders and

users understand the

differences, and also the

implications of the changes.

Speaking in London in

January, Laidler said that an

awful lot of work will have to

happen before the grace period

runs out in December 2011, as

confusion reigns at the

moment. And this confusion is

at both machinery companies

and at their customers. One

thing that he does believe,

however, is that end users will

drive this forward as they –

under the PUWER regulations

– are ultimately responsible for

anything that’s non-compliant,

rather than the machine

builder. But, machine builders

who do not bother to check out

the differences, and in

particular the whole life cycle

emphasis of the regulations,

may find themselves unable to

sell their kit legally come the

new year.

“Validation is the completely

new element with every safety

component having to have a

mean time to (dangerous)

failure (MTTFd) provided by the

manufacturer,” says Laidler. In

practice, this MTTFd is the

complicated bit to ascertain.

Laidler talked of an end user

that had called the consultancy

in to carry out a validation

project for a recently installed

machine that had not previously

been validated, even though a

13849-1 assessment had been

completed. Laidler found that

gain an understanding of

electrical safety legislation,

regulations, standards and

terminology.

The second course runs for

two days, is called Practical

Electrical Machinery Safety and

incorporates the first course as

the content of day one and then

delegates increase their

knowledge base and apply this

through practical assessment.

The final course, called

Electrical Machinery Safety,

runs for five days and

introduces attendees to the

whole concept of safety related

control circuits.

This course will cover the

functional safety standards EN

13849-1 and EN 62061 and

demonstrate practical real-life

examples of how these

standards are used and

validated.

Incorporating several smart,

new features, the new

A-Series continuous ink jet

machine showcases the new

intelligent technology concept

that encompasses an array of

technologies to make

This new intelligent

technology concept extends to

other new products launched,

for instance, the digital thermal

transfer overprinter (V120i)

New coders are smart

The V120i is an entry level

solution designed for

manufacturers seeking an

affordable upgrade path to

the benefits of digital thermal

transfer overprinting

technology. Said to offer the

lowest running costs in its

class, this is achieved largely

via the i-Tech ribbon drive

which uses up to 60% less

ribbon compared to other

coders without sacrificing

print quality. It doesn’t use

compressed air, offers long

times between ribbon

changeovers and “virtually

eliminates downtime

associated with ribbon break”.

It features a 300 dpi

resolution print head capable

of printing logos and

barcodes as well as text over

a wide print area.

Two models currently make

up the new D-Series range of

scribing lasers, both of which

feature a new scan head with

a significantly smaller

footprint that saves space and

makes it simple to integrate

the lasers in the production

line. “The D-Series is already

recognised as a high quality

solution for applying variable

alphanumeric text, graphics

and 2D Data matrix codes

onto glass, plastic, paper and

Increased efficiencyfor famous teacakesIncreased efficiency is one of the

main benefits of a new Schubert

automated packaging line chosen

by Scottish firm Tunnocks.

The high performance line has

been installed at the Uddingston

site to pack the famous

Tunnocks teacakes, and is

designed to pack either 6 or 10

teacakes to a box or 12 to a tray.

The high speed machine packs

up to 67 cartons a minute for the

6 count carton and 40 cartons a

minute for the 10 count version.

The line can pack up to 400

products a minute and has a

Schubert vision system

incorporated for quality control

purposes. Any mis-shapen or

broken products are

automatically rejected before the

final packaging process.

The system features a TLM-

F44 picker station which is used

to pick up the teacakes and place

them on to the grouping belt

conveyor before being

transported to the central loading

giveaway by as much as 10%

to maximise throughput of the

Ga-Jol brand of liquorice

pastilles at the Toms Gruppen

factory in Denmark.

Ga-Jols are packed into

small 23g handy-sized

cartons. Originally, the pastilles

were packed using volumetric

fillers but to ensure the correct

weight in each pack, it was

necessary to overfill by as

much as two to three grams

each time.

“This amount of giveaway

can be very expensive over

the course of a production

run,” explains Kaja Thomsen,

production manager at Toms

Gruppen who co-ordinated the

project. “By installing the

Ishida, we are effectively

packing an extra carton for

every ten packs produced.”

While the removal of product

giveaway was vital, it was

equally important that

production line speeds were

maintained. The Ishida is

currently operating at 280

packs a minute, well within its

speed potential and limited

only by other parts of the

packing line, something which

Toms intends to tackle in the

coming months.

loading system then picks up the

collated teacakes and loads them

into the cartons.

System flexibility means that

products can also be packed into

an acetate tray. Simply by

changing the format parts, the

machine can denest the tray,

load the new format with

complete inspection and

discharge from the system.

invested in a second Schubert

pack its teacakes. “Our operators

have received exceptional

training from Schubert,” confirms

a product handling system for

filling machines through to final

cartoning and palletising.

Sachets from two bag fillers

are fed via individual belt

conveyors to a merging station

incorporating sensors for

detecting incoming sachets and

to energise a pneumatically

operated gate to eliminate any

product overlap. Sachets are

then fed separately at a

variable rate to an equaliser

and then on to metal detection

with an automatic reject station

prior to being fed via two further

belt conveyors which have

variable speed control for

correct alignment to the carton

Gordian Strapping has supplied

a pallet shrink wrapping,

shrouding and strapping

machine to glass container

manufacturer Beatson Clark.

The unit has been installed on

its packaging line at the

Rotherham plant as part of an

ongoing maintenance and

investment programme to make

the packaging process faster as

well as more energy efficient.

“One or our primary

considerations when sourcing

the new machine was the

environmental, health and safety

credentials,” explains Tim

On entering the machine, each

pallet is automatically scanned

and the type of wrapping it

The end result is a better

quality of shrink wrapping and a

more stable pallet for onward

launched S100 fully automatic

self adhesive labelling system

from Newman Labelling Systems

has been purchased by

newcomer Percuro Medica for its

London-based facility.

This new pharmaceutical filling

and packaging company has

been established by a team of

The S100 has been installed

as part of Percuro’s new

production line based in Park

Royal, London and is being used

to automatically label cylindrical

glass and plastic syrup bottles,

HJ Heinz has installed four high

speed Octopus stretch wrappers

to enhance the packing of its

canned food at its Kitt Green

site, a factory that produces

more than one billion cans

every year.

The food giant took advantage

of ITW Mima Packaging

Systems’ ‘One Stop Shop’ for

end of line packaging – film and

machines - which saw palletised

loads of Heinz product shipped

to ITW’s technical centre in

Peterborough at the project

design stage over a year ago.

The companies have a long

relationship as the first stretch

wrapper was installed at Heinz

in 1992, an Octopus that is still

Promotional prices in the

dairy sector hit all time lows

throughout 2010 leaving

many producers counting the

costs. The percentage of

dairy products sold on

promotion jumped to almost

30% over the past 12 months

as suppliers and retailers

fought for shoppers’

diminishing budgets. And this

pressure on margins has

impacted suppliers of

machinery to the sector.

Liquid milk has seen some

of the most aggressive

activity but so have yoghurts,

cheese, ice creams, butters and spreads. And

although the cheese sector saw extraordinary

promotional activity – especially on cheddar –

the £2.4bn cheese market is growing at 2.8%

and performing better than total dairy, which is

growing at 0.8%.

But is this promotional free-for-all

sustainable? The general consensus across the

dairy sector is that it is not, but it remains to be

seen if the suppliers and retailers can get

themselves out of the fix they have promoted

themselves into.

In the next few pages, Machinery Update

reports on just some of the latest equipment

supplied to the dairy sector which, despite the

recession, has continued to invest in NPD.

An SS120 heavy duty stainless steel side feed

shrink wrapper was delivered to Clifton Dairies

and in full production within 48 hours by Yorkshire

Packaging Systems (YPS).

Clifton Dairies is expanding and director

Richard Leeming felt YPS equipment was the

logical choice “because they were the most

attentive to detail, the easiest to deal with and

crucially for me, manufactured the equipment in

the UK, with the back up and support this

implies”. The machine features improvements in

change parts for different pack sizes and

collations and has reduced changeover times.

The SS120 handles a variety of pack sizes and

collations but the 2 litre in a 3 x 2 collation at 14 a

minute is the most popular. At this rate, a single

lane infeed is all that is required and so the

pack is collated by utilising two pushes to every

jaw cycle.

At faster speeds achieved on the SS200, for

example, each pack is wrapped using only one

push per jaw cycle. To achieve this, a specially

designed diverter system installed on the

machine infeed is used to keep two lanes

continually filled.

A Kuka robot has turned the tricky, cumbersome task of palletising

large 30kg boxes of cheese into a quick, agile operation at one of

Britain’s oldest cheesemakers.

The high payload KR 100-2 PA model is being used at Barber’s

Maryland Farm in Somerset as part of an automated packing line,

designed by integrated specialist Güdel to handle 250 cheese blocks

an hour. The lightweight robot supplied by Kuka Automation +

Robotics is equipped with a bespoke finger gripper tool to pick up the

hefty, wooden containers from a heavy duty roller conveyor system.

As a box reaches the palletising station, it is flipped on its side

ready to be lifted by the gripper, which also features a pair of

plungers to keep the load in place.

The robot is programmed to stack 60 boxes on to a two-way

pallet which is then transported by forklift truck to a storage facility

where the cheese is matured. The system is also used to palletise

25kg boxes of butter.

Barber’s was not only keen to develop an automated solution to

replace the arduous manual packing and stacking process, but

also improve the reliability of its box strapping operation. The new

system means packing staff are now only required to put the

cheese blocks into boxes and apply lids before placing them on to

the roller conveyor belt unit where they are passed to the

automated strapping and palletising stations.

Head of engineering at Barber’s Julian Ing is delighted with the

way the system is running. “We spent a lot of time developing the

right solution especially as the location for the cell offered a very

small footprint and the challenges of a low, sloping roof and busy

forklift truck access area,” he explains.

“As well as helping to address health and safety concerns by

reducing the amount of manual handling, the switch has also

achieved a more efficient strapping process, an important part of

the operation that had previously been problematic,” he says.

Arla Foods has installed a Robot-In-A-Box from

Soco Systems at its dairy in Gjesing, Denmark

to cope with the limited space available while

providing fast payback on investment.

Packaging manager at Arla Benny Henriksen

was so impressed when he saw a

demonstration of the system that “we just went

for it”. The robot was ordered at the beginning of

March last year, it was delivered at the end of

June and the entire system was operating

successfully two days later.

“It was more or less just unpack, connect and

operate,” explains Henriksen. “The installation

work was limited to four bolts to the floor and

connection to the Soco System flexi conveyer to

our packaging machine for our Castello

cheeses.”

The company made a few minor adjustments

after commissioning however, the cheeses are

now placed with such precision by the

multifunctional gripper, this would have been

difficult with manual palletising. “In this way, we

have an even bigger guarantee of precise

cooling,” says Henriksen.

Arla had previously shelved all ideas of

bringing robots into its dairy because of the

limited space available. In contrast to traditional

free arm robots, the gantry robot used here has

a much smaller working area without

compromising on speed. At Arla Foods, up to 20

cartons a minute are handled.

In peak season, Castello cheeses are handled

in a 24 hour operation, seven days a week in

three shifts. “We have had very few stops on this

system as Robot-In-A-Box is so simple we can

handle it ourselves,” explains Henriksen. “We

can type in new pallet patterns in the robot direct

from the control panel and have them

operational within 10-15 minutes.”

Cama Group has supplied a complete line for

packaging probiotic yoghurt bottles at speeds up

to 68,000 bottles an hour for a major European

dairy producer.

The line is designed for tray packaging of

single bottles and operates from the outfeed of

the bottle filling machine up to the infeed of the

customers’ palletiser. Also, the line is interfaced

with the upstream processing equipment and

transfers the bottles on two lanes into two buffer

tables, each able to guarantee seven minutes of

buffering in case of a stop in the downstream line.

Bottles are then transported to a Cama

electronic carton sleeving machine,

overwrapping the bottles on two lanes in a

cardboard sleeve in various configurations.

The line has been designed to handle three

bottle sizes.

A dual purpose flow wrapper that allows

cheese wedges and block to be packed

in either reclosable bags or conventional

pillow packs – both with modified

atmosphere – has been added to the

Italian built PFM range of flow wrappers

for the dairy industry.

The new Scirocco PB is based on

PFM’s existing Scirocco inverted MAP

flow wrapper, but is able to produce the

company’s pocket bag pouch style,

reclosable by a pressure sensitive label,

as well as standard pillow packs.

Changeover takes less than 20 minutes.

“This will allow dairies and particularly

the industry’s contract packers to take

advantage of growing interest in

reclosable packaging, but maintain

complete production flexibility,” explains

PFM sales and operations director Chris

Bolton. “The pocket bag style of

reclosure is widely accepted and is one

of the lowest cost methods available.”

The Scirocco PB first die-cuts

one side of the wrapping film with an

extended V-shaped notch to provide

slightly tapered flaps. Product is loaded

onto the film from a belt infeed and

carried by it through a forming box

set at 90 deg to normal so that the

longitudinal seal is made at the side,

which ultimately becomes the head of

the wallet style bag.

The longitudinal seal is made at the

base of the flap, which is then folded

over and held in place by a pressure

sensitive label. Cross-sealing completes

the pack which, once opened via the

peelable longitudinal seal, can be

reclosed with the label.

When conventional pillow packs are

required, the film cutting and forming

stations are exchanged for a traditional

forming box. The longitudinal sealing

mechanism is then lowered automatically

into place via a motor drive.

For handling cheese wedges, which

emerge from the weigh-cutting machine

facing alternately left and right, the

Scirocco PB infeed can also be

equipped with an integrated robot to pick

and place the cheese in a single

orientation.

The new Scirocco PB joins PFM’s

other principal horizontal machine for

reclosable packs, the new BG 2800 Zip.

Three of these are now in operation at

Dairy Crest’s new Nuneaton factory,

creating zipper-style packs of cheese

portions, principally Cathedral City,

the dairy’s leading UK cheddar brand.

The BG 2800 Zip operates in just the

same way as a conventional MAP flow

wrapper but with the longitudinal seal

made at the side where the zipper

profiles are also attached to the inner

faces. Also, instead of the traditional

box or D-motion sealing jaws employed

on high speed MAP machines to give

longer dwell times for hermetic sealing,

there is a series of jaws set around

a cam wheel.

These provide dwell times typically ten

times greater than usual, improving the

quality of hermetic sealing while

allowing the seals to be made through

the zipper by giving time for the polymer

in the profiles to flow. This prevents

voids and hence risk of leaks in the

cross seals.

As a result, the zipper profile can be

fed continuously, rather than be cut to

length and placed between the cross

seal positions, allowing machine speed

to be raised some 5-10 per cent to about

150 packs a minute on typical 400g

packs of block cheese.

a whole, comply with the directive.

“The seminars address

common questions relating to the

modification and upgrade of

existing machinery,” he continues.

“Attendees learn how to establish

at what point a modification

should be classed as a new

machine, and therefore requires a

CE mark, and when modification

is subject to the Provision and

Use of Work Equipment Directive.

The two one-day seminars

can be attended as a course or

independently. Delegate places

are priced at £150 a day or £250

for both days.

Don’t slip on banana skinsDespite the way things may sometimes seem, the committees that develop regulations and directives

relating to machinery work very hard to make them unambiguous and easy to apply. Nevertheless, in such

complex documents, it’s almost impossible to avoid leaving a few ‘banana skins’ for the unwary to slip on,

as Paul Laidler of Laidler Associates explains

You have a piece of equipment

– let’s be careful at this stage

about calling it a machine, for

reasons that will become

apparent later – and you’re

thinking about applying CE

marking to it and issuing a

Declaration of Conformity to

confirm compliance with the

Machinery Directive. But do you

need to do this? Indeed, are

you even allowed to do it? Most

of the time, coming up with the

right answer is straightforward,

but let’s look at a few cases

where it’s not.

Is an electric motor a

machine?

As any engineer will tell you, an

electric motor is a machine. So it

seems obvious that motors must

comply with the requirements of

the Machinery Directive. But in

fact they don’t need to comply,

because a motor is not intended

for a “specific application”. For

the purposes of the Machinery

Directive it is, therefore, not a

machine, as the Directive defines

a machine as “An assembly … of

linked parts … which are joined

together for a specific

application.” Note, however, that

if you fit the motor with a pulley it

may well fall within the definition

of a machine, in which case it will

need to comply with the

Machinery Directive. And, in all

cases, motors have to comply

with the requirements of the Low

Voltage Directive.

Are gas struts machines?

Gas struts certainly aren’t

machines, even in terms of the

Machinery Directive, which talks

about machines as assemblies

fitted with or intended to be fitted

with a drive system other than

directly applied human or animal

effort. It might therefore seem

safe to assume that they are not

covered by the Directive, but once

again that would be incorrect!

Safety components have been

brought within the scope of the

latest version of the Machinery

Directive, if their malfunction can

cause an injury. Gas struts used,

for example, to support heavy lids

fall into this category and must,

therefore, comply.

How does the Machinery

Directive apply to self-built

machines?

If you build a machine yourself to

use in your own factory, it’s

treated just like any other

machine, and it has to comply

with the Machinery Directive. The

key phrase from the Directive is

“placing on the market” which is

defined in the Directive as

“making available for the first time

with a view to distribution or use,

whether for reward or free of

charge”. There are no special

exemptions.

Linking up a couple of old

machines is not a problem,

surely?

Actually, linking together two or

more old machines could be a

really big problem, as they then

form a “complex assembly” in

the terms of the Machinery

Directive. As a result, the whole

assembly must be shown to

comply with the Directive. Note

that it’s not good enough to say

that the machines, before they

were linked, individually

complied with the Directive – the

whole assembly must now be

fully assessed for compliance.

This applies regardless of the

age of the machines. In some

cases with old machines, the

documentation needed to

confirm compliance may simply

not exist. In these circumstances,

the machine will probably have

to be scrapped even if it can

apparently be made safe.

Is it OK to save money by

self-certifying equipment?

For the most part, the Machinery

Directive does allow

self-certification, but it’s doubtful

whether this will save money.

Those who are unfamiliar with the

certification and CE marking

process may well find it confusing

and time consuming, with the

result that they end up spending

more money than if they’d used

the services of an expert third

party. Also, it’s essential to bear in

mind that there are some types of

equipment, defined as dangerous

machines, for which self-

certification is never acceptable.

These are listed in Annex IV of

the Machinery Directive.

The machine I’m buying has a

CE Mark so it must be OK?

The CE Mark is really only the

manufacturer’s claim that the

machine is safe and that they

have complied with the

Directive. The end user still

needs to check the machine to

make sure that they are happy

that it is safe. Regulation 10 of

the Provision and Use of Work

Equipment Regulations

(PUWER) requires that the end

user checks to ensure that any

machinery they are buying

and/or using complies with all

relevant legislation. In the worst

outcome, if an accident happens,

the end-user will be prosecuted

before the machine builder.
