By Rick Mervine, Alderman, 8th Ward 2015 Was a BIG Year for Development in Aurora On the 22nd of December, the Aurora Building & Permits Department issued a building permit that put Aurora over the $500,000,000 mark for building and development activity in Aurora. Yes, that’s a Half a Billion Dollars. This is the largest year of development ever in the City of Aurora, overshadowing its best year some 10 years ago by over $100,000,000 in construction. Economic development has been one of our top objectives for the last decade and that momentum coming out of the recession is strong. Certainly, the expansion of the Premium Outlet Mall added about 20% of that and there are other commercial buildings in the mix with new buildings for PPG, Shorr Paper, Fellows and many more. Every commercial property investment in Aurora helps to take the property tax burden off residents. Oh, one more thing – that record amount of work going through the Building & Permits Department was accomplished with about 15% fewer people in the department than 10 years ago, and, their permit fees are covering all of the costs of the department. Jobs and non-residential property tax – it was a good year! Ogden Overpass Update Since this is written before Christmas and the weather for continued construction has been very favorable, I can tell you the contractor on the overpass project expects to be finished with the first phase and have us driving on the overpass by the middle to the end of January. Maybe – I’ve seen these predictions before and not all have happened as projected. Watch my Alderman Rick Mervine Facebook page for updates as they are ready to switch traffic. They will then begin work on the other side and all lanes are expected to be open and operating by fall 2016. The Effect of the New Library Since the new Santori Main Library opened downtown this past summer, there has been a marked increase in the use of all libraries and a rise in the number of library cards issued. A recent update by library staff shows that the downtown library is getting a lot of attention from residents in our area and has caused an increase in the use of the Eola Branch. Not too surprising. It’s a very useful and interesting facility with a lot to offer all ages. 2016 Budget The new 2016 City of Aurora Budget is available for viewing at all library branches and online at the City website. In many ways, this year was a more difficult year in the budget process than some of those during the recession. We had held the City tax levy lower or flat for the last 6 years, reducing the operations levy below that of 2005. This year, after rising costs and reduced operating levies reduced our effective buying power by 23% during that time, we had to expand our levy. It was increased by the same amount of increase the City will see from the property taxes from the return of the Premium Outlets out of the TIF Fund, an amount that will serve to offset any increase to residents. Another example of commercial expansion to help take the burden off residents. A 4 cents a gallon local gas tax was approved to continue to fund street resurfacing in Aurora. Most of the surrounding communities already have this tax. These resurfacing funds used to come from casino taxes but those taxes have dropped from a high of over $16 million to about $7 million. Making the Most of YourHoliday Greens

You’ve decorated your home for the holidayswith live greens and a gorgeous tree, but theirusefulness doesn’t need to end with the

holidays. The Growing Place offers these simple andpractical ideas for re-purposing your evergreen trees,holiday wreaths and boughs.

Trees for the BirdsAfter the holidays, place your cut tree in the garden as

a shelter for birds. Choose a back corner or out of the wayplace and birds will welcome the additional shelter fromwinter weather and predators. Or, stake it upright, add abird feeder in or under the tree and a heated bird bathnearby and you’ve created a backyard bird sanctuary.Come spring the tree can be cut up and added to thecompost pile.

Protecting PlantsPlace branches over shallow rooted plants such as

mums, coral bells, strawberries and spring bulbs toinsulate their roots through freezing and thawing.Christmas wreaths, stripped of their decorations, are justthe perfect size to place around sensitive perennials foradded insulation.

Acid loving and shallow rooted plants such asrhododendron and holly appreciate a layer of evergreensas the needles add a slight acid boost. When removingboughs in the spring, give them a shake to let the needlesfall and mix in with your mulch.

Mulch ‘Endless Summer’ and other varieties ofHydrangea macrophylla with evergreen boughs. They willadd another layer of protection for next year’s sensitivebuds.

Now that we’ve had a couple of hard freezes to setdormancy, tender roses such as hybrid tea, grandiflora andfloribunda benefit from a layer of compost, then leaves orstraw and a final layer of evergreen boughs.

Outdoor DecoratingRe-purpose your evergreen boughs to easily create a

natural winter look you’ll enjoy until spring. Instead ofleaving large expanses of mulched beds where last year’sannuals were planted, spruce up your beds, especiallyaround your entrance ways, with a layer of evergreenboughs. Mix and match different kinds for a richer lookand perhaps add some red or yellow twig dogwood stemsor a birch log for a little bit of color.

The holidays may be over, but your live greens andtrees can keep on giving.

The Invisible Lady

You guys probably couldn’tcare less about where Avonsales ladies have gone. You

might not care about yet anothersource for men’s watches, stainlesssteel jewelry, and “suede” slippers. Ifunder 40, you guys and gals may notknow who an Avon lady is. Decadesago, she would go door to door sellingstuff from a catalog, mainly make-upfor women and popular colognes forwomen and their men. Now the Avonlady is The Invisible Woman.

When we moved back to theChicago suburbs in ‘98, I enjoyedseveral Avon relationships. Actually, Iwent through five Avon ladies. Theyall ended up as elusive as ghosts.

The first one quit after a year. Hersuccessor I never met. She would justdrop off a little sack on my doorstep ifand when she got around to myphone order. She had to pay Avon upfront before her orders would be filled.When she was so late for a birthdaygift order that I forgot whom the giftwas for, I fired her. I called the Avon800 number to unearth others.

The last Avon aspirant home-schooled her children anddisappeared from this Earth afterdelivering my first order with amassive smile and happy chat. Heranswering machine dutifully took mywhining messages for monthsafterward.

Before and after this last rep werea couple stray ladies I tracked down.They only pretended to sell Avonproducts; I rarely got a call back. Theirbods and even their catalogs wereinvisible.

Over the years, fewer peoplewere home to greet the saleswomen,

so catalogs in plastic bags were flungout of a car window onto a client’sdriveway.

“This book was thrown on thedrive,” my husband complained,occasionally bringing one in.

“You know it’s illegal to put themin the mailbox,” I said.

He looked puzzled. “What kind ofmarketing strategy is throwing booksin the gutter?”

I’ve heard that sometimes acatalog would be brought to work byan anonymous entrepreneur with hername and number written on the backcover in invisible ink.

A few storefronts labeled “Avon”opened here and there over the lastfew years. I popped in one of themmore than once and faced a motleyscattering of nail polish and toiletries,all of an uncertain age. It was theLady’s last wheeze.

Avon sold some cool clothes. Oneof my phone orders long ago was alace baby-doll nightie. Little did I knowthat the underpant was nearly athong. Back it went. You’d think thatfat catalog could include a rear viewwhen applicable.

I used to order Avon’s Big ColorEye Crayon/Pencil in a fab Coppershade, but it was available for a“Limited Time Only.” I then consideredthe bronze one, quaintly called“Nutmeg.” But before I could find arep, it was discontinued.

“They may bring the copper colorback,” one Avon employee told me onthe phone back then. “The shades arerotated.”

Tired of waiting, I would vent myopinions regarding the rotating reps,the unavailable hot colors, etc., to ahapless person answering somecompany phone.

“Does anyone sell Avon in theChicago area?” I would ask theemployee, each question raising myvoice higher. “Is it possible to make aprofit if the reps have to pay for your

catalogs? Can Avon stop sellingjewelry in “silvertone” that turns greenat the pool and use real silver? Whywould they discontinue the CopperEye Pencil or Bronze but keeppushing the Barbie doll blue and pink?Who wants to look like they have acase of Pinkeye?”

I concluded, “And I hope thisconversation is recorded forinstructional purposes and played forthe entire Avon board of directors so afresh marketing strategy can beimplemented. I can give them years ofobservations for wringing wallets; I’ma walking suggestion box!”

As far as the copper color, nevermind. I found it at Ulta.

If I could contact Corporate atpresent, I would advise: “I hope youwon’t recycle that wimpy baby blueeye shadow. Think dark; we’re still inAmy Winehouse time.”

Does anyone wait in joyful hopefor an Avon lady, her catalog, or asacked order now? The reps may bediscontinued, like their choicestproducts. However, you can buy staleAvon cologne in antique glasscollector bottles on eBay.

But wait! Avon’s gone global!Their website flaunts a catalog in alanguage that appears to be Arabic --or maybe Aramaic. I clicked on a“search” window called “Locate MyRepresentative” with a lengthy list ofevery distant locale from Albania toZululand. Does Avon want to help mesearch for the restless reps I oncethought I had? With the aid of theInternet, I can seriously see if one ofmine was banished to Burkina Fasoand is working the fields pickingorganic “cotton bolls” (worms).

I did fill out the website’s “Find aRepresentative Near Me” window,typing in my zip code. The searchingcircle wound around and around . . .

I bet it is still circling round andround as you read this. Whether nearor far, no one’s found.

Last January, ourprogramchairperson Patty

Boyd decided to offersomething new to themembers and guests of theNaperville Garden Club. Astalented and experiencedfloral designer, Patty is wellqualified to teach and in thislesson she showed us how tomake a small floral designthat fits inside any ofour famous Cup ofCheer teacups. Welearned whattype of floralfoam to use, howto cut the foamto fit into theteacup and whereto place theflowers andgreens to make adarling floralarrangement.That meeting wassuch a success thatthe club decided tooffer a hands-onfloral designworkshop again thisyear, changing it a bit.

With the elections coming down thehomestretch (there’s ONLY TENMONTHS to go!) I thought it would

be a good time to speak with the GovernmentStudies teacher, Chris Wolak, at Waubonsie. Heteaches both AP and regular classes and was veryenthusiastic to talk about the relatively newcurriculum being taught this year.

The idea behind this new approach is to getkids connected to more civics based ideas. The factthat teaching kids to be involved in the politicalprocess on any level is new to 204 is pretty exciting,and Mr. Wolak says his students are respondingpositively. He contributes the emphasis on handson training with the heightened level of interest.

The class has experimented with various waysof expressing differing opinions. The Soap Boxchallenge was an assignment where students wereasked to literally stand on a soap box in the front ofthe room and speak for one minute on a topic oftheir choosing. At first the students were reluctant,but they really stepped up (!). Topics ranged fromimmigration to why the percentage of graduatingseniors is so low at East Aurora High School. Astudent added her civic voice to a researched factthat no bus service exists in the East Aurora HighSchool District, which she contributed to the factthat the graduation rate is around 58%. Wolak waspleased with the level of first-year participation andexpects it to grow moving forward.

The goal of this program is to show studentstheimportanceof gettinginvolved ingovernment,and themany waysof doing so.There aretwo differentorganizationsthat arebolsteringthis type ofeducation inour schools,

The Mikva Network and McComick TribuneFoundation Democracy School, and all District 204high schools have been designated IllinoisDemocracy Schools.

Students are required to attend board meetingsof some kind to pass the class. This is such asuccess that the school board had called todetermine how many students would be attendingthe upcoming meeting so they could makeappropriate space available for seating.

Mr. Wolak told me, “Everyone can complain,but although it sounds very 1960’s to say, we needto Be the Change.” He’s not only putting thatexpression into practice in his day to day classes,he’s also the director of an extra-curricularorganization, Youth and Government. This is agroup that forms Judicial and Legislative Branches,then emulates the process of creating bills.

Waubonsie and Neuqua are among the topdelegations, and send strong candidates to varioussessions throughout the year. This culminates in aMarch State Assembly in Springfield. The currentILYG Governor is WV graduate Daniel Park. Andrecently, another YG Political Warrior, RushilShukla, won the nomination to represent our regionas the Governor candidate finalist in Springfield.

Mr. Wolak added, “Democracy is a verb, and Ithink our civic initiative gives students a road mapto how to effect change.” Being politically activeranges from simply voting to participating in boardmeetings and elections, with numerous choices in

between, andgetting ourstudentsinvolved is thegoal.Fortunately,with instructorssuch as this,our kids arebeing given theopportunity tounderstand thevarious levels.
