Hi Lindsey,
I just realized that I'd said that Senator Burke was a "co-sponsor" of SB43-- which I thought meant there are two
sponsors, and they are therefore co-sponsors. I've been looking at HB441 though right here, and it seems that may
be an incorrect use of the term.
Anyway, I was just wondering if you could help me figure this out, and I wanted to apologize to Senator Burke if I
did use that term wrong. I didn't know. I'm still very new to this whole legislative world.

Thank you for the e-mail. It can be confusing when talking about sponsors and co-sponsors, so I completelyunderstand. To clarify, with regards to Sub. SB 43, Senator Burke is the “sponsor” of the bill and SenatorTavares is the “joint sponsor”. Please let me know if you have any other questions.

Dear Carolyn,
I wanted to follow up with you regarding our prior telephone conference on January 27th, 2014, wherein we
discussed my idea for the creation of a mental-health consumer-advocacy attorney position within Ohio's Office of
the Attorney General. Upon your suggestion that I put together a proposal for the Attorney General's review, I had
indicated that I would follow up shortly with same. I want to apologize for my tardy response. My mental-health
legislative-advocacy work with the Ohio Senate Civil Justice Committee had to take precedence, as Senate Bill 43
posed significant harm for our mentally-ill population. I was able to work with Senators Bill Coley and Dave Burke
to rectify the situation over the past few weeks though, and my involvement with that project is now complete.
Accordingly, I am shifting focus back onto the proposal for our Attorney General. I have put a great deal of thought
into how I might be able to leverage my knowledge and experience as an attorney, a mental-health consumer
(Bipolar I Disorder), a mental-health legislative-advocate, and a writer, to assist Attorney General DeWine in
finding solutions to:
(a) Mend our disjointed mental-health support-services network;
(b) Raise the overall competency of our mental-health medical-care support system; and
(c) Otherwise dissolve the debilitating sociological discrimination and stigmatic hatred which continue to oppress
our mentally-ill population and plague our youthful generation with suicide.
I am currently reviewing my research on Mr. DeWine, the present status of the "Task Force", and its impact upon
our mentally-ill population to-date. This should provide me with the necessary information that I need to complete
a formal proposal for the mental-health consumer-advocacy attorney position. To provide a brief outline though, I
envision such a role to fulfill the following needs which appear currently, to be lacking within our governmental
system:
1. Independent review of Ohio's mental-health medical-care and support-services network-- performed by mental-
health consumer (i.e. the only individual who can truly be free from all conflicting interests);
2. Youth (K-12) and young adult (college/university) mental-health education outreach-- working to personally
communicate my own message of hope to our children who are being bullied and otherwise struggling with
mental-illness within this stigmatic society;
3. Creation of mental-health public education materials for distribution-- working to "reframe" the mental-health
issue in a positive light, so as to increase the potential for future funding needed to fix our mental-health support
system;
4. Mental-health consumer legislative-advocacy-- working to educate our state legislature on the nature of mental-
illness, the methods by which it can be cured, and the current sociological barriers which are keeping us from
reaching that goal; and
5. Preparation of fundamental state legislative mental-health policy-change materials-- supported by legal
research, conclusions from independent mental-health support-network review, etc.
The reason for which I am providing you the above-referenced framework today, however, is twofold. First, I am
hoping that if the Office of the Attorney General is altogether disinterested in such a proposal, that you might be
able to let me know sooner than later-- so that I can refocus my resources on other opportunities which may
become available. In the alternative though, should the Attorney General be interested in such a proposal, I
wanted to provide you this information now, in case he would prefer to collaborate on the matter. In either case, if
you could let me know any status to which you may be privy, I would be very grateful.

RE: SAVING KIDS…
Many days ago I went out with June and Solomon for happy hour, and we got to talkingand I spoke of all the children who have no one. And what are they supposed to do whenall these other people, who are perfectly able to help them don’t, because they feel theyhave no love or money or support to give beyond their own families. And then I startedto cry because the truth is, so many people could, but choose not, to help. Myselfincluded. I think I don’t know how…how to get started…or I put it off until I get myselfput together.
But I realize now…it’s not necessarily all the others I was crying for. It’s myself I wascrying for. Because in so many ways I am one of those people. And I wonder in someways if we all are one of those persons. But if that were so…wouldn’t we all be more
willing to help? Maybe not. Or maybe those of us who are those people are strugglingtoo hard to get by to have much left to give. And maybe some just don’t know how togive.
I know my gift to give is my writing and I know now is the time to be putting that booktogether. There is, after all, no time like the present. I’ma get to it…
