Call to Order – Co-‐Chair Gregg Davidson called the meeting to order at 9:33 am. 2. Approval of Minutes – November 16, 2016 -‐ It was Moved by Barb Evoy and Seconded by Mary Lloyd that the minutes of the meeting held November 16, 2016 be approved with changes. CARRIED
3. Business Arising from Minutes I. Discuss Options to become a Safe Community to increase clarity –
I. Christine mentioned the importance of clarity and uniform messaging across the County for Safe Communities. Statement was echoed by members of the Leadership Table.
II. Suggested that every Community group becomes a Safe Community and utilizes the same Safe Communities logo – currently looks like different organizations; especially apparent on the Distracted Driving poster.
III. While this is a great opportunity to have clarity across the County within the Safe Communities Groups and COPs, it is necessary to pay tribute to the COPS groups and Safe Communities. Maybe present plaques to the groups. Necessary to thank them, but this is also a great marketing opportunity.
IV. Members of the Safe Communities Groups and COPs groups to bring this discussion to their groups and determine whether the uniform branding is a direction they want to proceed with.
V. March meeting we will discuss and finalize decisions that were made by community groups.
II. May 17th Leadership Table Meeting – Venue Change to CW OPP Detachment III. Cross Over Legislation
I. New Cross Over Legislation was put in place in January 2016 II. It is necessary to raise awareness and educate drivers (Cyclists and Automobiles)
about the new legislation, because it is clearly not being followed currently. III. Presentation to the Roads Committee will take place in February to start the process
of informing County Councillor’s and then each Township Council. IV. Christine and Heather attended Parachute’s Vision Zero Conference. Great day to
find out the direction of different municipalities throughout Canada to reduce and, hopefully, eliminate all fatalities and serious collision’s on our roads in Canada.
V. Canada is adopting the Vision Zero Initiative from Sweden http://www.visionzeroinitiative.com/
VI. Both Heather and Christine agreed the conference was excellent and provided a variety of perspectives. The focus, unfortunately, was on urban areas vs rural.
VII. Heather outlined key points taken from the Vision Zero conference that can be distributed to LT.
VIII. How will Wellington County proceed? More enforcement? Decrease in speed in certain areas that have a high instance of speeding?
IX. Can the Urban Vision Zero be easily transferred to Rural? X. Krista mentioned her assignment for the last few months has been on running traffic
in OPP West Region. “Pedestrian related” collisions are very low. Our focus in Wellington County will be proactive, not reactive.
XI. Once the rollout occurs, strategies like “Positive Ticketing” may be a great idea to raise awareness and educate pedestrians, cyclists and motorists. We can’t just implement (Paint lines). We need to have an education and awareness piece.
XII. There are some great examples of municipalities that have already implemented the new cross over and cross walk legislation; Waterdown, Milton, etc.

• What is the focus of the conference? • Originally, the OPP ran the conference with focus on topics effecting policing. Do we
want a broader view? • The focus is to have all of our groups throughout Wellington County and even beyond
(like neighbouring Safe Communities) coming together. • Do we want to think about opening it up to the general public. • There would be a financial cost – historically, OPP has paid for lunch and recently Safe
Communities and OPP. • Gary suggested making the day more like the Ice and Snow Symposium – Maybe try it
in the Fall • Speakers are given lunch and free registration at Symposium. • Too late to implement this grander symposium for April. Let’s table it and set the
ground work for a 2018 symposium • Great discussion on topics for April. We all agree to reach a greater audience, taping
the conference this year is necessary. We will also invite above and beyond our Leadership Table and Community groups, like we did last year.
5. Reports • Falls PAG
i. Analyzing the last year, the question is, “ Is anyone Better off?” YES ii. Successful distribution of screening tool throughout the County iii. We provided education and policy swapping iv. There was an Environmental Change v. Recruiting from Family Health Team’s vi. The Falls PAG is moving to Co-‐Chair’s vs Chair vii. Helen Edwards and Julie Kerkhof are Co-‐Chairs for 2017 viii. Series of educational videos have been recorded. Brad de will send the
links to Christine and Christine will post to social media.
• Motor Vehicle PAG i. Norwell and Wellington Heights have received their Distracted Driving
Video Contest packages and posters ii. Christine has been given the posters and packages for Centre Wellington
and Erin. She will drop them off iii. Christine and her judging committee (Heather and Krista) will judge the
Centre Wellington District High School Videos. iv. Gabriella’s students will judge Erin District High School Submissions v. Norwell and Wellington Heights will be judged by Minto and Wellington
North Safe Communities. vi. Top 2 will come back to Leadership Table and will, hopefully, be viewed
on CITY TV. vii. Reminder that if students are under 18, they will have to get a parent to
sign for the release of the video, otherwise the video will be eliminated viii. Can UGDSB see the video’s at a trustee meeting? Who did we get the
approval from to run the contest? Doug morel is the superintendent who approved the Video Contest for all County High Schools.
ix. Are the school resource officers able to speak on Distracted Driving? x. Jim will be dropping off the Distracted Driving posters at all of the County
Libraries. xi. Outside of the Distracted Driving Contests, Bike Rodeo’s will remain the
focus for 2017 xii. Mary Lloyd suggested contacting The Bicycle Tailor to promote
awareness and education xiii. Utilizing the OPP Bicycle officers will be a great idea. Recently purchased
6 bikes from the bicycle tailor and 20 officers are trained as bike officers.
o Great opportunity for Safe Kids Week for officers to attend and educate.
• Intentional Self Harm PAG
i. SafeTalk in April in Harriston – Focus will be on coaches to attend this session
ii. Continuing to add to the Tool box – smooth stones iii. Running a public event in September with a panel of experts and be able
to ask questions. • Program Coordinator
i. Continuing to work on social media, updating website ii. Starting to ramp up with the joint conference, followed by Safe Kids
Week and then onto Safe Communities Day 5. Community Groups –
i. Minto Safe Communities (Don Senek)
a. Focus is currently on The Distracted Driving Video Contest b. August 4 – 7 – Clifford Homecoming – Completed a video on CTV and
it will be aired on July 1 ii. Guelph/Eramosa Safe Communities (Jamie Wingate)
a. Snow angels has begun o 6 trained “Angels” and 12 or 13 driveways to shovel
b. Meeting is tomorrow, so, there will be more of an update at the March Meeting.
iii. Puslinch COPS (Doug Smith) a. Last meeting was cancelled, so there is limited information to report,
so, will differ until March 2017
iv. Wellington North (Gary Williamson) a. Picked up new members b. At the first youth dance at the Legion, 24 kids attended – Grades 4 -‐ 8 c. The hall has been booked for 2 more months to determine whether it
is effective. d. Looking into recruiting Local hockey team to volunteer and collect
volunteer hours e. Looking at running a workshop through OPP for Fraud in the Older
Population
6. New Business i Thoughts from the floor ii Gary Williamson addressed the LT stating that Christine is limited right now
working 2 days/ week. Receiving sponsorship to increase Christine’s hours iii Don Senek mentioned in Woodstock and organization is receiving private money
from Toyota, maybe we can discuss sponsorship with Viking or Wightman iv Krista suggested that volunteers step up to help out, decreasing the amount of
time for Christine, to ensure she is able to do more in the end. 6. Adjournment The group was adjourned at 12:00 PM. The Next Leadership Table meeting is scheduled for March 22, 2017 at 8 a.m. (Priority Advisory Groups) and 9:30 a.m. (Leadership Table) at the Wellington County Museum & Archives.
