The plans for Riverbend Parkinclude bicycle, hiking, canoeingand equestrian trails plus aproposed Interpretative Centerthat will provide education andhistorical information regardingthe Park. Riverbend Park is alsothe historical home of theSeminole Native Americans witha rich story of their culture and
of the early settlers. With anarcheological site dating backapprox. 6,000 years ago, archeologists have deemedareas of this valuable Park asone of the most denselyoccupied sites on record in theState of Florida.
Flowing through Riverbend Park,is the Loxahatchee River, thefirst Federally designated Wildand Scenic River in the State ofFlorida. The C18 Canal, borderingPalm Beach Country Estates, isa tributary of this river.
Mr. Street has achieved thedifficult balance betweenpreservation of nature, wildlife,and history enabling visitors toaccess and enjoy it all. Allresidents are being asked tohelp preserve the area withrespect and care for this backyardtreasure by helping to keep outdestructive uses in the area.
Our community greatly benefitsby having Riverbend Park.Preserved as an archeo-historical Park, it encompasseshistory, nature, and some of theprotected animals that visit ourcommunity on a daily basis.These include the threatenedSandhill Crane, endangeredWoodstorks, Hawks, Peacocks,Wild Turkeys, Foxes, Deer,Bobcats and other critters whichare often seen crossing on ournatural roads, or along our swales and internalcanals.
The Board has appointed a newTreasurer. Her name is WynnDavis and she lives in PBCE.She will be replacing KevinBaker who has resigned after 4years of volunteering. Wynn has
a B.S. in Accounting and shehas been employed by GregNorman, at Great WhiteEnterprises since 1996 as hisController. Welcome!

The Community Festival will beheld Sunday, April 3, 2005. Weare always looking for somegenerous donations from withinthe community to ensure thatour silent auction will be a greatsuccess. This year we willconsider a few PBCE companysponsorships to help carry thisevent. (call for details)
The Festival has been an annualtradition where the entirecommunity is invited to comeand enjoy a festive day of funwith a BBQ, silent auction, adultfun and also games for the kids.The Fall Festival Committeealong with the Palm BeachCountry Estates Landowners’AssociationSM was proud to berecognized as the team effort

VANDALISM REPORTED... PARENTS, PLEASE HELP
With the holiday season uponus, I find it a particularlyappropriate time to stop andcount the many blessingsaround me. There are goodfriends, family, good health andprosperity for all those we loveand for ourselves, time spentwith those special people... thelist goes on and on. I think mostimportantly, to have the graceto recognize these things, nomatter how large or small andto take the time to cherish themis a blessing in itself. Thesmallest thing can make such adifference in a day. Just thisweekend, I was up in the frontof our community when someresidents went by onhorseback. Some children in aneighboring yard lit up like littleholiday lights at the sight andenjoyed a visit by these statelysteeds. Now, that made myday, not to mention thechildren’s! Seeing someonesmile with such joy at such abeautiful sight was a gift to longbe remembered.
I was also reminded by that giftof what a special community inwhich we chose to live. It is mypleasure to serve as yourPresident on our Landowners’Association and to serve withsuch a dedicated Board. Weare all here for you. As 2004comes to a close and the newyear approaches, we have beenworking together as your Board
to reconstruct and update theByLaws, financial records andother documents related to ourcommunity and to create an“open door” policy regardingthe processes and details thatmake it all work. Our goal is togive access of information andbroader opportunities forparticipation by residents. Thisgoal exceeds what waspreviously the norm.
Our new, official websitewww.pbce.org is up andrunning in a beautifully updatedfashion, thanks to Mark Powell,our webmaster and PBCEresident. This website isupdated regularly and offerscurrent contact information,leading you directly to theBoard and to opencommunication opportunities.There is now a link on theformer website sending you topbce.org, the Official Website ofPalm Beach Country EstatesSM.
We are hoping for continuedcommunity feedback regardinglinks you would like posted onour official website. Please feelfree to use the website as anavenue of communication, withopen mind and open eyes. Wehave some great things aheadon which to work together. Palm Beach County Parksand Recreation reported toAngela Powell-Craney thatvandalism occurred inRiverbend Park the weekendof December 17th. Thevandals were on a fourwheeler and a dirt bike. Tracksled from PBCE to the backgate entering Riverbend. Thisgate is locked at all times.Thevandals took the gate off itshinges and proceeded to ridethroughout the Park,destroying native landscapeas well as property of thecounty park. The Officialreporting the offense statedthat breaking into the Parkcarries a felony offense. Theabove mentioned vehicles arealso illegal for children of allages to ride outside of their
own property. Those caughtriding these vehicles mayreceive citations, have theirdriver's licenses revokedand/or not be allowed toreceive a license until a muchlater date than desired. Pleasebe advised that those foundriding in the Park will beconsidered trespassers andbe charged as such. A felonyoffense stays on one's recordfor a long time. We have aunique opportunity as acommunity to have access toRiverbend Park once it opensto the public. Please actresponsibly and help preservethis opportunity for us. Actssuch as this reported offensecould prevent our entirecommunity from access tothis special park.

Angela stated that at the Julymeeting, volunteers were askedto help with the newsletter.Beverly Bean was the onlyperson to reply. Special thanksto Beverly for the endless hoursshe voluntarily spends puttingtogether the format of thenewsletter in such a professionaland attractive way.
The Board, along with manyresidents, worked tirelessly toprevent the Worship CenterBaptist Church site on 64th andDonald Ross from approval bythe Board of CountyCommissioners. However, thecommission voted 4-2 in favor ofthe Worship Center. There wererestrictions imposed by thecommissioners to limit the sizeand hours of operation.TheLandowners’ Board and PastorWhite of the Worship Centeragreed to work together in acooperative manner.
Angela recognized thoseHurricane Heroes who were sohelpful to the community thishurricane season. They are TimBrown, Ed Evans, MannyBouano and Bill Hadley of FPLand PBCE. Thanks also wentout to Mike Ryan and to thecountless others who helped.
A suggestion box will beavailable at the next meeting.
Fall FestivalLisa Janero spoke about achange of schedule for the FallFestival this year due to thehurricanes, conflicting schedulesand a need for volunteers. Lisaalso noted a letter received inthe mail stating that Mr. Bermansponsored the festival last year.It was noted that last year's FallFestival was put on independentof financial support from BermanRealty and had a profit of over$700 after paying all expenses.

Open ForumA resident asked about theproposed ByLaws and why theTreasurer would resign becauseof them. Angela stated that theoriginal ByLaws were written in1980. She further explained thatafter extensive time dedicatedby the Board members inupdating the ByLaws, anattorney was asked to reviewthem. The attorney highlyrecommended that 2 signaturesbe required on all checks writtenby the Association as this isstandard practice. Kevin Baker,the Treasurer stated that he wassolely responsible and did notwant an additional signaturealong with his on checks. Oneresident stated that he wascomfortable with Kevin'ssignature. Another residentnoted that if everything was as itshould be, there should not bean objection to anothersignature. Another residentstated that while he wascomfortable with things as theywere, at his place ofemployment, there are always atleast two signatures on everycheck no matter how difficultthey are to attain. It was statedthat there are about 5 checks amonth written by theLandowners’ Association sorequiring two signatures shouldnot be difficult.
Angela noted that the originalByLaws were written in 1980and have not been updatedsince. Those ByLaws do notaccommodate resident inputinto their content. It was notedthat one of the purposes forupdating the ByLaws couldallow for more resident input aswell as to update the content tomatch community growth. AllByLaws, as well as the Articlesof Incorporation, will be postedon pbce.org for resident accessand review.
A resident noted that thecommunity seems to be dividingdue to inside and outsideinfluences. This resident alsonoted that to get thingsaccomplished, all parties needto work together. Angela affirmedthat the goal of this board is tobe present for all residents and

Treasurer's ReportKevin Baker, Treasurer thankedthe residents for electing him toserve as Treasurer the last fouryears. He further stated hewould resign if the proposedupdated ByLaws were to gointo effect requiring 2 signatureson the checks. Kevin reportedthat there is $5,015.49 in theoperating fund and $1,299.59in the legal fund.
Guest SpeakerGuest speaker LeonGoldenberg of Solid WasteAuthority (SWA) came toaddress complaints regardinggarbage services in PBCE.These complaints came prior tothe hurricanes. Mr.Goldenbergstated that during the pick upperiod after the storms, therewere two and one half millioncubic yards of debris picked upin 59 days. This is equivalent to5 years of garbage pickup inour community. He also statedthat we had more vegetativedebris than most communitiesdue to the number of trees wehad and the number we lost.
Mr. Goldenberg also gave tipson recycling such as onlycorrugated cardboard is to berecycled (broken down into3'x3' pieces.) He also statedthat contents should go into theright container. PIne needlesand other small vegetativedebris should be bagged forpick up. If it is proven that yourgarbage containers weredamaged by haulers, they willbe replaced for free by SWA.He also explained that tireamnesty day occurs two timesa year. Mr.Goldenbergconcluded his presentation bydistributing gift items from SWAmade of recycled materials.

that is being updated regularlywith current information, eventsand minutes. A resident askedabout the demise of the formerwebsitepalmbeachcountryestates.org.Angela stated that a newwebsite was built in order tokeep residents informed on aregular basis with currentinformation, as the former sitewas not updated regularly.Angela also stated that the newwebsite is constructed withresidents' interests in mind. Sheinvited input from residents asto what links and information ofinterest could be put on thesite. Mike Danchuk, formerPresident, noted that he hadseen problems with the bulletinboard on the previous site andshut that portion down. Aquestion was raised as to whoowns the websitepalmbeachcountryestates.org.One resident noted that a letterwritten by Kevin Baker, theTreasurer, stated that thewebsite was owned by theLandowners as the dues payfor the site's operation.However, Kevin later stated thathe believes Mike Danchuk owns the site and that ourLandowners’ voluntary dueswere reimbursement to Mike forthe use of the site. TheTreasurer also noted that hehad asked Mike to keep the siteactive until the official websitepbce.org was up and running.One resident asked Mr. Danchukif he would turn the websiteover to the residents. Thisquestion went unanswered.Mike agreed to put a link onpalmbeachcountryestates.orgconnecting it to the new OfficialLandowners’ site, pbce.org.

to keep the community informedon all issues regarding PBCE,regardless of how we stand onthe said issue. Her goal is tomove forward on behalf of thecommunity and to promote apositive message whileaddressing issues that arise.
It was noted that a resident hadrecently purchased the names"Palm Beach Country EstatesLandowners" and "Palm BeachCountry Estates Landowners’Association" for their personaluse and opened a for-profitcorporation using one of thesenames. Mike Danchuk statedthat he was the resident whopurchased these names andthat he had been a Boardmember for 12 years. He alsosaid that, although he was nolonger on the Board, there hadBoard meetings since the lastelection and he had not been
invited. A resident suggestedthat the current Board moveforward to fulfill theirresponsibilities for the communityand that Mr. Danchuk step asideas he is no longer President.
Residents voiced concernsabout possible traffic problemsthat may occur by the parkbeing donated by Mr. Berman.Mr. Berman was not inattendance to answer. Angelanoted that Mr. Berman had beeninvited to present his new parkat this meeting. However, Mr.Berman stated that he would beout of town that evening andhence was unable to respond.
The meeting was adjourned at9:01 pm. The Pilgrim salt andpepper shakers were won byDave Bertkau. Cookies wereserved.
With the Board’s goal to providemore interest for the residentsand after numerous meetings,tedious reviewing and specialassistance from legal counsel,the Board has approved andissued the updated ByLaws.The ByLaws original contenthad never been changed sincetheir commencement in 1980.Due to the major populationincrease in PBCE we believethat these restructured ByLaws
give the community a far greateropportunity to participate andbecome involved in communitydecisions and operations. Webelieve that the new ByLaws arein correlation to the structure ofthe new millennium. Please takethe time to review the old andthe new ByLaws which areconveniently posted onpbce.org which is also your newwebsite.

PBCE EQUESTRIAN INFORMATIONSOON TO BE STATE DESIGNATED GREENWAY!Mark your calendars for Saturday, February 19th and SundayFebruary 20, 2005 for the first Equestrian Trail Celebrationutilizing a portion of our new Ocean to Lake Greenway Corridor!This soon to be State designated Greenway winds along the C-18Canal connecting communities, parks and preserves includingRiverbend, Corbett and DuPuis!
Riders will pass a Connectivity Ring, carried by horseback, fromeach Equestrian Community to the next, starting from Palm BeachCountry Estates continuing on to Jupiter Farms, Wind in the Pines,Caloosa, the Acreage, and Palm City connecting DuPuis to LakeOkeechobee. Each participating community will be represented onthe Ring, which will later be presented to Riverbend Park where itwill go on display in the proposed Interpretative Center. The Ring isbeing made by Seminole Representatives of Riverbend Park,representing their culture and over 6,000 years of history. The planincludes the presentation of the Ring to be made by a SeminoleRepresentative, in full native dress on horseback from the Southwestern border of Riverbend Park to equestrian residents of PalmBeach Country Estates who will then carry the Ring on horsebackto Jupiter Farms who will carry it to Wind in the Pines... and so on.
Saturday, the route will start from Palm Beach Country Estates,ending at a camp ground in Corbett. Riders may wish to ride onlyto the next community and return home on horseback, or go allthe way for a camp out with their horse. Sunday is a full day ofriding (great for endurance riders) carrying the Ring from Corbettcamp site to the equestrian center in DuPuis, arriving around 3:30p.m. Riders from DuPuis and Lake Okeechobee, including PalmCity equestrians will arrive at that time. A BBQ celebration isplanned at DuPuis for the riders in the late afternoon withacknowledgments, dignitaries and the Dedication of the Ring.
Each community is responsible for riders getting to their closestGreenway access. This historic Greenway celebration event isbeing coordinated by Community Connection™, Inc., a not-for-profit 501(c)(3) organization, originating in Palm Beach CountryEstates. The Donald Ross Landowners’Association, founded in 1980, provides a unified voice to protectthe character and quality of our life in Palm Beach Country Estates. Our Association is entirelyvoluntary and run by an election through the Landowners’Association. The Association chooses theirBoard members to act on their behalf regarding issues affecting Palm Beach Country Estates. If you havenot recently attended one of our Association meetings, we welcome you to join us. The guest speakers atthese meetings have been quite informative.
The annual Association dues of $25.00 help to offset the costs of the Countryside Livingnewsletter, provides payment of insurance, keeps our new pbce.org website up and running, and hasassisted with the beautification of the enhanced front entrance. In addition, we welcome donations in anyamount for the Donald Ross Landowners’Association Legal Defense Fund. History has proven that theState and County lawmakers do listen to us. We have confronted such issues as High Tension PowerLines, Communication Towers, Roads, and Commercial Zoning. The reason why we have been sosuccessful is because we speak in union through the Association. Preventing the commercialization ofour neighborhood is becoming more and more difficult as land is becoming scarce and we are beingovercome by issues that need to be addressed through community support, representation and lobbying.
The greatest gift you can give to your community, Palm Beach Country Estates, is the gift of timeand effort. Your personal involvement is essential to keep and achieve harmony in such a desiredcommunity as ours. The following committees could use your help: Newsletter, Citizens On Patrol,Neighborhood Beautification, Welcoming Committee and the Community Festivals Committee. Pleasechoose one and call a Board member to volunteer today.
